1. Introduction The Local Government Functional Support Group (LGFSG) has created a development and engagement program to provide councils with opportunities to learn and develop new competencies to build the emergency management capability of the local government sector. Development and engagement is an ongoing process, and this is a dynamic program that will be reviewed formally on an annual basis. It will be informed by the needs of our sector and learnings from emergency incidents. The LGFSG facilitates specialist development and engagement activities within learning streams, and each of the streams offers a variety of activities most suited to the subject matter. These activities include information sessions, modules, courses, exercises, forums and workshops. Further detail on each of these activities can be found throughout this guide. The development and engagement activities offered are evidence based, professionally developed and delivered, drawing upon best practice from subject matter experts from a range of organisations. The content for these activities has been developed in partnership with Emergency Services, the local government sector, State Government agencies/organisations and Not for Profit organisations. Although not a Registered Training Organisation (RTO), the LGFSG ensures all development activities are delivered with an intent of quality standards and continuous improvement, and when nationally recognised training has been identified as a need, the LGFSG will partner with a creditable RTO to ensure the quality is maintained. The LGFSG is pleased to offer this development and engagement program to help councils be in the best position to support their communities before, during and after emergencies. We look forward to supporting development activities for you, councils and our sector. 2. Development and engagement overview The Local Government Functional Support Group (LGFSG) conducts development and engagement activities that adhere to principles of adult education and learning using competency- based training methods. All activities and assessments have the goal of equipping participants with the skills and knowledge to undertake their emergency management roles and responsibilities within local government. Activities are planned and delivered so that they are relevant and in context with the desired learning outcomes, with the goal of increasing competency that can be used in practice. Various styles and delivery methods are used to ensure that participants have an opportunity to receive development in a way that is suitable to their learning and development style. The following guiding principles have been adopted: • Local Government focused • Partner with other organisations where appropriate • Priorities and needs for local government • Value for time • Align with the council Emergency Management maturity model • Cost effective Building sector capacity and capability The LGFSG is committed to working with councils to enhance the emergency management capacity and capability of local government to meet its obligations in relation to the management of emergencies. Providing a range of development and engagement activities to councils will contribute to this outcome, while also strengthening the relationship between the LGFSG and councils. Council personnel that are appropriately trained and skilled in emergency management are a vital asset to their own organisation, the LGFSG and the local government sector. This is particularly evident during an incident where multiple councils are involved and/or impacted, requiring a coordination effort from the LGFSG. Trained personnel can augment the response and support capabilities of the LGFSG providing efficient and effective incident management operations. Undertaking training activities through the LGFSG will provide council personnel with opportunities to develop professionally and personally which will ultimately benefit their own organisation, the LGFSG and our communities. Pricing Methodology The pricing methodology for development and engagement activities is consistent with the LGA’s Pricing Methodology and Pricing Structure. The LGA and the LGASA Mutual (managers of the LGAWCS & LGAMLS) recognise the importance of councils being able to assist in emergency situations and the requirement for council personnel to have the skills, knowledge and training to enable them to operate safely in this environment. As such, subject to the funding made available by LGASA Mutual, the LGFSG will provide development and engagement activities at either a fully funded or a subsidised cost to councils where possible. This includes providing i-Responda Essentials fully funded to any council or group of councils that require it. Development and engagement activities can be tailored to suit the needs of an individual or group of councils and may be charged at a per participant or per session rate, depending on the specific activity and the requirements of the council/group. To keep the cost down for emergency management training, the LGFSG will seek to work with councils to use council provided venues and catering when possible. A pricing schedule for all development and engagement activities, products and services is provided on page 30 of this guide. Feedback The LGFSG will actively seek opportunities to monitor the success of its development and engagement activities through the ongoing collection of feedback. Feedback is collected from formal and informal sources, and the information received helps to inform and guide the direction of our activities, evaluate our trainers and resources, and identify development opportunities. Each participant is given the opportunity to provide feedback through a formal survey feedback process at the completion of the session. 3. Development and engagement activities The LGFSG offers a series of development and engagement activities to provide councils with learning opportunities to upskill and reskill their staff in emergency management. These activities can be booked individually or as a package which provides a cost-benefit for councils (refer below). i-Responda Partner Package The i-Responda Partner Package is designed to offer a pre-paid development and engagement activity package to councils at a discounted price. The Package consists of a set of core activities / products as a standard inclusion and additional activities and products may be added at the discounted Partner price (at up to 20% off LGA Member Prices). To take advantage of this Package, councils must have an agreement with the LGFSG prior to 30 September 2020. The i-Responda Partner Package is a pre-approved activity under the LGAMLS and LGAWCS Risk Incentive Program. Councils can apply for funding under this program to invest in the Package. Discounts and savings Total savings on LGA Member Prices will vary depending on any additional activities and/or products that are purchased with the i-Responda Partner Package. Seminars and forums The LGFSG may hold emergency management seminars and forums that focus on a specific topic or theme. These events will usually take place over the course of one or two days and will involve cooperative discussion, multiple speakers, and opportunities to share insights and issues related to the theme/topic. Attending a seminar or forum has numerous benefits such as gaining knowledge, networking and collaboration, and provides attendees with the opportunity to participate in group discussions / activities. Seminars and forums will be advertised to councils as applicable. Costs to attend will be charged per participant, and discounted tickets are available for councils that purchase an i-Responda Partner Package. Engagement sessions The LGFSG will conduct regular engagement sessions with councils on a scheduled basis. The purpose of these sessions is to provide updated information to councils to increase awareness about specific topics. LGA of SA LGFSG Products and Services Guide – July 2020 Page 8 of 39
Delivery Options A variety of delivery options are available to ensure flexibility, value and equity. Delivery will vary in accordance with the geographical locations of the councils, the training needs and the activity being delivered. For example, Incident Management 3 (IM3), generally has 1-2 people from each council, so these sessions would generally be held in a regional hub allowing multiple councils to participate, whereas i-Responda Essentials has many people from a single council attending so this activity would be delivered at a convenient location and time for that council. Rapid delivery The LGFSG offers the opportunity to access training through rapid delivery, to allow for ‘just in time’ delivery of selected activities as a result of an incident. For example, a council that is not in a bushfire risk area may have chosen not to undertake bushfire training, however during a significant bushfire is called upon to support others impacted by the bushfire. The LGFSG can conduct this training on short notice, allowing support to the impacted councils within a few days. Access to Rapid delivery is via the LGFSG State Duty Officer (08) 8120 1720. Trainers The LGFSG offers highly qualified trainers with strong links to, and understanding of, both the local government and emergency management sectors. Trainers hold their role responsibility in addition to their substantive employment, and may be contractors, or come from the LGA, councils or Emergency Services. Booking activities and payment Training activities are scheduled according to the following: Open sessions Prescheduled Bookings via the LGA Training website Open for any council staff to register. Invoice generated at the time of registration Closed sessions Scheduled for an individual council only. Bookings direct with the LGFSG Invoice generated after the session LGFSG development and engagement activities will be published on the LGA Training website when relevant. Bookings will be confirmed via email prior to the commencement of the activity. The LGFSG will work with individual councils to schedule activities and organise a suitable venue(s). The i-Responda Partner Package can be purchased via email at development@fsg.lga.sa.gov.au and must be paid for upfront, or payments over four (4) instalments can be arranged. Cancellations Participant Cancellation policy All cancellations must be received via email to development@fsg.lga.sa.gov.au within seven (7) days prior to the conduct of the event or payment will be forfeited. Should a person that has nominated to attend a course or forum be unable to do so, councils are encouraged to send a substitute person. Course cancellation The LGFSG will notify participants ten (10) days prior to a course date should the program need to be cancelled or rescheduled. The LGFSG understands that such notice may lead to problems with refunds associated with travel and accommodation arrangements, therefore we recommend the booking of flexible fares/arrangements. Cancellations may be made at short notice due to impacts from an emergency event. The LGFSG uses trainers that are industry experts and they may not be available during an emergency event. The LGFSG will endeavour to reschedule the activity at a mutually convenient time. For the full Terms and Conditions, please refer to page 33 of this guide. 4. Products The LGFSG has available for purchase a variety of incident management related resources, including: • Incident clothing (e.g. Tabards) • Incident sets (e.g. bushfire kits) • Stationery (e.g. logbooks) In addition to purchased products, an Exercise Kit is available for councils to borrow to assist with the delivery of emergency management exercises. A full catalogue of products is available on page 34 of this guide. i-Responda Shop The LGFSG maintains an online catalogue of its products and services. Councils can access the i- Responda shop at https://shop.iresponda.com.au. Items can be purchased from the shop and councils will be invoiced after the goods have been dispatched. 5. Systems i-Responda App The i-Responda app is available at no cost for councils. It is available for download on Apple and Android devices at: • App Store - for Apple devices • Google Play Store - for Android devices The app provides a ‘palm of the hand’ resource for council workers to use during emergencies. It allows timely access to reminders, checklists, action plans, joint operating guidelines and plans that will assist workers in making safe and effective decisions. When on-line there are links to the State Emergency Management Plans and other agencies web sites like SA State Emergency Service (SES), SA Country Fire Service (CFS) and South Australia Police (SAPOL). When off-line the App still provides access to all other content which is stored on the workers device for use where there is no internet connectivity. Content is managed by LGFSG staff so that critical information can be pushed to the workers in a timely manner. Users are then notified when a content update is ready for download. M-i area The M-i area of the i-Responda App allows councils to host their own organisation’s documents, information and links on the app allowing their personnel to have access. As with data on the main app, council content in the M-i area is also available offline to workers. Access to the M-i area is subject to an annual hosting fee which allows an unlimited number of users. In addition to this, there is an initial set up fee that entitles councils to four (4) hours of support / setup time, which includes training on how to maintain and update data. LG xMatters LG xMatters is a communication and activation tool used by the LGFSG for incident-based communication and notifications. The same system is also is available for councils to use for activation of their own incident response arrangements. The system has the following capability for councils: • rostering • send and receive real time alerts • track message delivery, escalation and response • access contact information of personnel • request and receive information regarding availability of personnel to respond to an incident • customise alert preferences – SMS, email and voice notifications • distribute incident related messages to a group at once. The City of Marion has successfully implemented xMatters. Their Unit Manager Risk comments on the benefits the system provides: Here at the City of Marion, we use xMatters to communicate incidents to our Incident Management Team (IMT). It is sophisticated in its application to inform them to be on alert for BCP activation, we have activated IMT in response to an incident or we are standing down the IMT at the conclusion of an incident. It also contacts the next proxy should an IMT member not respond to the call out. We have practiced its use through our exercising program in readiness should an incident occur. The cost for access to xMatters includes 30 users and 4 hours of support / set up time. Extra users can be added for an additional annual cost (per user). Terms and Conditions i-Responda Partner Package Upon a council entering into an agreement with the Local Government Functional Support Group for the delivery of an i-Responda Partner Package, the following terms and conditions will apply: i. Payment must be made up front, or via four (4) instalments if this has been prearranged. ii. An LGFSG representative will contact the council to arrange scheduling of activities and delivery of any products that are included in the i-Responda Partner Package. iii. There will be no price increases for development and engagement activities, systems or products during the agreement period. iv. Councils may partner with other councils to maximise the number of participants. The council undertaking the i-Responda Partner Package will be responsible for recouping any costs from such an arrangement. Cancellations and changes The following terms and conditions apply to cancellations of development and engagement activities: i. Cancellations of activities may be made by the council within seven (7) days of the commencement of the activity. ii. The LGFSG will attempt to reschedule the cancelled activity to a mutually convenient time. There is no limit on the amount of times an activity can be rescheduled during the agreement period if the required notice is given. iii. Due to circumstances beyond LGFSG’s control, speakers, venues, content and timings may vary. The LGFSG reserves the right to cancel or reschedule activities if necessary – this may be at short notice if there is an emergency event. iv. In the case of cancellation by the LGFSG a full refund of activity fees will be made v. In the event of a reschedule activity fees will be transferred to the new date vi. Participants who do not attend on the day will be charged the full activity fee. Substitutions may be made prior to the commencement of the activity.
