About the International IP Enforcement Summit 2021
The International IP Enforcement Summit 2021 aims to bring strategic and practical guidance
and share good practices on how the fight against counterfeit and piracy should contribute
to a healthier society, a more sustainable environment and a stronger economy. The summit
will be a follow up of the International IP Enforcement Summits in London (2014), Berlin
(2017) and Paris (2019).

Peter has been the Director General of the Swedish Patent and Registration Office (PRV)
since March 2018. The PRV’s main task is to promote growth and strengthen Sweden’s
capacity for innovation and competitiveness.
Before this, Peter spent 5 years as Chairman of the Market Surveillance Council, a natio-
nal coordination body for market surveillance in Sweden, which acts as a forum for the
exchange of experience and information between authorities, and which also facilitates
contacts between authorities and business and consumer organisations.
Before joining the Market Surveillance Council, Peter was the Director-General of
SWEDAC, the Swedish Board for Accreditation and Conformity Assessment, the govern-
PETER STRÖMBÄCK ment authority responsible for checking the quality and safety of products. Prior to this,
Director General, PRV he worked as a project manager at the European co-operation for Accreditation (EA) - an
association of national accreditation bodies in Europe that are officially recognised by
their national governments for assessing and accrediting organisations that carry out
conformity assessment services against international standards. The project group, EA
Strategy 2025, delivered a new strategy for the association for the period 2017-2025.
Finally, it is worth mentioning that Peter also acted as Commissioner at the Swedish
Ministry of Enterprise and Innovation between 2014-2015.
Kerstin Jorna is a German national and a civil servant at the European Commission
where she has held various positions, amongst others as Head of Cabinet of several
Commissioners and different Director posts. Mrs. Jorna is the Director-General for Inter-
nal Market, Industry, Entrepreneurship and SMEs.
Mrs. Jorna was Deputy Director-General in the Economic and Financial Affairs general
directorate where her areas of responsibility included, amongst others, macroeconomic
surveillance of EU Member States, the European Investment Plan and coordination with
international financial institutions.
Mrs. Jorna also held positions on the Board of both the European Investment Bank and KERSTIN JORNA

Christian Archambeau is Executive Director of the EUIPO since October 1, 2018. He has
been part of the Office’s top management team since 1 December 2010, when he was
appointed as Deputy Executive Director by the Council of the European Union.
A native of Belgium, he graduated from Université libre de Bruxelles as a civil engineer
and worked in construction in the Middle East before moving to the European Space
Agency in facility management. Prior to joining the EUIPO (formerly known as OHIM),
he held a number of senior positions in the European Patent Office in Infrastructure,
Administration and Human Resources.
CHRISTIAN ARCHAMBEAU

Born in 1970, Morgan graduated from Lund University in 1993 with a Bachelor of Arts
in Political Science.
He is a member of the Swedish Social Democrat party and currently Minister for Justice
and Migration (since 2019), and, as such, is responsible for intellectual property law, as
well as constitutional, corporate, criminal, family, procedural, property and transport
law, the Courts, the prison and probation services and migration and asylum policy,
among many other responsibilities.

Prior to this, Morgan was Deputy Director-General (2001-2007) at the Ministry for En-
terprise, Energy and Employment, Manager of business development and sales (1997-
2001) at Teracom AB, Manager of the digital communications division (1994-1997) at
the Institute of Media Technology, Project manager at the Bonnier Corporation (1990-
1994) and has been a member of the boards of several companies including Teknopol
AB, Vibyskolans Ekonomisk Förening, Sydsvensk Entreprenörsfond AB, Technoseed
Portfolio Management AB, Boxer TV-Access AB, Senda i Sverige AB. He continues to be a
board member for Atlasbalans AB.
Throughout the years he has complemented his university studies with courses in audi-
ting and business.
Mr. Lotz is overseeing Sky's efforts in tackling audio-visual content piracy across
Germany, Austria and Switzerland. Mr. Lotz is also the Sky Group's operational lead on
copyright-related policy initiatives. His department is working with law enforcement
agencies, regulatory authorities and a multitude of private sector stakeholders such as
online platforms and internet service providers to help prevent the illegal dissemination
of Sky’s sports, fiction and documentary video content. Prior to his role at Sky, Mr. Lotz
worked at Baker McKenzie advising clients in international IT and media-related legal
matters.
Mr. Lotz has studied law at Bucerius Law School and the London School of Economics
BENJAMIN LOTZ and Political Science. He further holds law degrees with a focus on media and IP matters
Director Content Protection, Sky from the University of Hong Kong and Free University Berlin.
Mr. Steve Francis is the Assistant Director for Global Trade Investigations Division with
Homeland Security Investigations (HSI) and the Director of the National Intellectual
Property Rights Coordination Center.
In this position, he is responsible for the oversight of HSI’s national programs related to
trade enforcement, intellectual property, and counter proliferation. Prior to this assign-
ment, from August 2017 through May 2019, Mr. Francis served as the Special Agent in
Charge (SAC) for HSI Detroit with an area of responsibility that included the states of
Michigan and Ohio. In this position, Mr. Francis was responsible for overseeing more
than 220 law enforcement agents, intelligence analysts and professional administrative
staff throughout Michigan and Ohio. The law enforcement personnel were charged with
STEVE FRANCIS investigating over 400 violations of U.S. laws in furtherance of promoting Homeland Se-

USPTO curity, Public Safety and Border Security. Preceding his appointment, Mr. Francis served
in several critical managerial positions.
As the Deputy SAC, Mr. Francis was responsible for managing and directing all investi-
gative operations within Michigan and Ohio. As the Assistant SAC, Mr. Francis was the
administrative overseer of HSI Detroit’s Certified Undercover Operation and maintained
operational oversight of four criminal investigative groups comprised of law enforce-
ment officers from local, state, federal and foreign task force officers.
Mr. Francis holds a bachelor’s degree at Michigan State University.
Since December, 2016 Graham has been Alibaba’s Global IP Enforcement Senior
Director, based in London with a global remit. He compliments a team that works with
international brands, retail partners, industry associations, government regulators, law
enforcement and other organisations to advance Alibaba Group’s IP protection efforts.
Previously at Apple Inc., having served with them from 2010 during which time he esta-
blished and organically grew their Global Security, Investigations, Crisis Management
and IP Enforcement structures in Europe, Middle East, India and Africa.
Prior to this Graham served with Estee Lauder Companies Inc., also as the Director for
Global Security & IP Enforcement for 6 years where he again was able to create their
Europe, Middle East India & Africa security and IP Enforcement infrastructure.
GRAHAM CLEMENCE
Before this he was the lead Investigator at BSkyB, Europe’s leading satellite TV provider Senior Director for Global IP
where he dealt with several piracy and IP cases along with some interesting Investiga- Enforcement & Security, Alibaba
tions.
Graham has also been a career Detective with 30+ years’ experience with law enforce-
ment, in which time he was involved with many high-profile cases whilst attached to the
International & Organised Crime Branch and the Anti-Corruption Unit, CIB3 for which he
received awards & commendations.
Italian attorney at Law, EU and Italian trademark attorney, Stella has been professionally
involved in the IP sector since 2008. A master in Intellectual Property rights with speci-
alization on the Chinese market woke her interest and curiosity to this field and led her
experiencing both the German IP within an internship at the European Patent Office in
Munich and the Chinese approach towards the mentioned sector during an experience
at the IPR2 Project in Beijing. The International experience was afterwards enhanced
by seven years of practice as trademark attorney at one of the leading IP Italian Firm.
During this time, Stella mainly focused on trademark strategy of protection for Italian
and foreigner Companies mostly in the field of fashion, cosmetics, textile and luxury
goods market, automotive, food and pharmaceutical industries, providing advice, being
involved in due diligence along with enforcement actions at Customs and Civil level. STELLA PADOVANI
The professional experience was enriched during these years by a study program in Worldwide IP & Brand Protection
Japan, at the Tokyo based IIP - Institute for Intellectual Property – connected to JPO. The Manager, Moncler Group
research and comparative study on design laws of different jurisdictions brought to the
paper “Designs – the underestimated weapon against product piracy” published by IIP.
2017 Stella joined the Moncler Group, as WW IP & BP Senior Manager, responsible for
the protection of the brand and the anti-counterfeiting strategies on a global scale.
Ms Elsa Pilichowski is the Director of the Directorate for Public Governance (GOV) at the
OECD. Ms Pilichowski has more than 20 years’ experience dedicated to public governan-
ce in OECD and Partner countries. She joined the OECD in 2000, in the Public Governan-
ce Directorate where she worked until 2012, leading projects and teams on Agencies,
Public Employment and various governance and indicator issues. Ms Pilichowski then
moved to the OECD Global Relations Secretariat as deputy head of unit for the Eurasia
region and in 2014 to the Office of the Secretary-General (OSG) where she was Advisor
and then Counsellor to the Secretary-General on the strategic and corporate agenda of
the OECD. Prior to joining the OECD, Ms Pilichowski held positions of Research Assistant
ELSA PILICHOWSKI at the World Bank.

Annabelle Danielvarda is a Legal Director and heads the Trademark team at Google LLC.
She joined Google in 2007 and prior to that she was counsel at Apple Inc., where she
worked on iTunes.
She was in private practice in the Trademark & Advertising Practices group and the
Intellectual Property Litigation group at Wilson Sonsini Goodrich & Rosati.
She started her legal career clerking for the Honorable James W. Ware, United States
District Court for the Northern District of California.
ANNABELLE DANIELVARDA

I am Head of Sector of IPR, health & environment investigations & operations at OLAF.
I have a legal background with expertise in customs investigations and Intellectual
Property Rights. I began my career in the investigative branch of the Spanish Customs,
dealing with smuggling, IPR and money laundering. I began at OLAF as a national expert
fighting cigarette smuggling and counterfeit goods.
MARTA CASTILLO GONZALEZ

Alberto Aibar Villán is currently Head of the Port of Valencia Customs Office. Previously,
he worked as Tax Inspector and Deputy Head of the Regional Customs Administration of
Catalonia.
He is the Spanish Coordinator for the Action Plans on cooperation with China and Hong
Kong on customs enforcement of IPR and member of the Project Group for the deve-
lopment of a common risk management-based control strategy targeted at detection of
IPR infringements with other Member States. He has also collaborated in other events
to ensure the implementation of Regulation(EU) n° 608/2013 on customs enforcement
of IPR, such as support visits by the Commission and national experts of other Member
States, in order to have an in-depth dialogue with the authorities of the Member States ALBERTO AIBAR VILLÁN
that are implementing the Regulation, so as to clarify doubts, facilitate the exchange of Head of the Port of Valencia Customs

Žiga Škorjanc is a teaching and research assistant at the Department of Innovation and
Digitalisation in Law, University of Vienna, and a member of the Legal Expert Group at
the European Observatory on Infringements of Intellectual Property Rights, European
Union Intellectual Property Office (EUIPO). He specialises in IT-, IP-, data protection
and data law, as well as the use of technological innovations in the financial sector. He
teaches several classes, among others software law and law of online platforms, and
frequently lectures and publishes in these areas. Before joining University of Vienna, he
practiced law in an international law firm for several years and passed the Austrian Bar
Exam. His mother tongue is Slovene and his working languages are German and English.
ŽIGA ŠKORJANC

Alister Baldrick joined British Customs (HMCE) in 1988 and spent most of his career
in various operational and intelligence teams, targeting criminal organisations that
were smuggling commercial quantities of cocaine into the UK. He served overseas as
an HMCE Crime Liaison Officer on two occasions, firstly in Paris, and laterally in Dubai,
where he worked extensively on cigarette smuggling, MTIC Fraud and money launde-
ring. He joined Nike in 2011 and is currently the Brand Protection Sr. Director for EMEA
and Global Investigations. His team is based in numerous countries throughout EMEA
and is responsible for implementing Nikes proactive intelligence led strategy to tackle
counterfeiting.
ALISTER BALDRICK

Born in Wrocław, Poland and a dual Polish/Danish national, Nathan Wajsman was
educated at the University of Aarhus in Denmark and later undertook graduate studies
in the USA, earning a PhD in Economics from the University of Florida and an MBA
from Temple University in Philadelphia. Dr. Wajsman was named Chief Economist of
the EUIPO in May 2011. He has been with the agency since 2007, previously working in
Finance and Quality Management. Prior to joining the EUIPO, he spent 20 years working
in the private sector. A stint as a forecasting analyst at an electric utility in Florida was
followed by a career in telecommunications and finance industries in the USA and se-
veral European countries, including positions with AT&T in the USA and Belgium, Swiss
NATHAN WAJSMAN Reinsurance Company in Zurich, and Claranet Benelux, a managed hosting and internet
Chief Economist, EUIPO service provider in the Netherlands.
Sergio Tirro’ is Leautenant Colonel of Carabinieri Corps and currently Head of IPC3 (In-
tellectual Property Crime Coordinated Coalition) at Europol. IPC3 is the dedicated Team
at Europol that provides operational and technical support to law-enforcement agencies
and other partners in the EU and beyond in the area of Intellectual Property Crime.

Probir Mehta is a Public Policy Director at Facebook, where he leads global intellectual
property, commerce, and trade policy.
Previously, he served as Assistant US Trade Representative for Innovation & IP at the
Office of the US Trade Representative (USTR), where he was responsible for developing
and overseeing US trade policy related to innovation and IP and served as the lead IP
negotiator for the Trans-Pacific Partnership. Probir also served as Associate General
Counsel at USTR, where he provided legal counsel on intellectual property, standards,
labor, and trade preference programs for emerging markets. While at USTR, he was
selected to serve as a senior advisor to the first US Intellectual Property Enforcement
Coordinator, where he developed and coordinated innovation-related international
PROBIR MEHTA economic policy.

Bengal National University of Juridical Sciences in Kolkata, India, and was an Associate

Previously, he served as Assistant US Trade Representative for Innovation & IP at the Of-
fice of the US Trade Representative (USTR), whe Probir holds a B.A. from the University
of Michigan, a MSc. from the London School of Economics and Political Science, and a
J.D. from the George Washington University Law School.
Anders is a Sr. Corporate Counsel, IPR with the LEGO Group, which he joined in July
2019. Here, he exclusively handles IP enforcement within the EMEA region with a parti-
cular focus on matters of high complexity or strategic importance in close collaboration
with team colleagues.
Before this he acted as an attorney-at-law at a Danish IP consultancy, handling a broad
range of IP matters for all types of companies – from the newly started entrepreneur to
the multinational corporations.
Anders has a particular interest in online enforcement, whether it concerns enforce-
ment on market places, social media or against fraudulent storefronts, including the

The LEGO Group
Since March 2021, Claudia is Deputy Head of Unit in the Commission, GROW Unit C4:
Intangible Economy. Her Unit is responsible for the management and development of
European intellectual property titles, Trade secrets, and the overall implementation
of the Intellectual Property Action Plan adopted in November 2020. The Unit is also
responsible for managing the relations with EUIPO, EPO and WIPO and for developing a
strong EU policy against counterfeiting. The Unit supports innovation and better SMEs’
access to and management of IP rights, thus, transforming intangible assets into concre-
te economic deliverables also in view of a strong economic recovery.
Before joining Unit C4, Claudia held various positions in the European Commission,
dealing with Single Market policy on the free movement of goods, mutual Recognition,

EUIPO, in May 1995 as chief advisor to the President of the Office. From 2000 until 2005
he was responsible for the preparations of EUIPO in view of the enlargement of the EU
and the coming into force of the Regulation on Community Designs. He was nominated

the Danish National Police, where he worked with digital forensics and cybercrime in-

industry. He is currently a security manager for Nordic Content Protection, which is a
non-profit organisation working with IPR enforcement for the Nordic TV industry. Mi-
