Chhattisgarh State Legal Services Authority Bilaspur in Technical Collaboration with GPR Strategies and Solutions Raipur SHOOT FOR LEGAL AWARENESS – 2020 3rd National Short Film Festival on Legal Awareness BILASPUR (C.G.) 1. Shoot for Legal Visual Media plays a vital role in spreading legal awareness amongst general masses. Awareness – The Keeping this in view CGSLSA had organized SHOOT FOR LEGAL AWARENESS - India’s Short Film FIRST SHORT FILM CONTEST & FESTIVAL dedicated to LEGAL AWARENESS in 2016 and Competition and 2018. This festival led to large scale legal awareness among common masses and Festival Season 3 rendered the citizens an opportunity to contribute to the pool of creative contents on legal awareness. Last season 400 plus films had come from 50 plus countries across the globe. This year Chhattisgarh State Legal Services Authority Bilaspur is organizing in rd technical collaboration with GPR Strategies and Solutions Raipur - 3 National Short Film Festival on Legal Awareness – SHOOT FOR LEGAL AWARENESS : SFLA 2020. SFLA 2020 is FREE and Open for All. 2. Season 2 Themes Human Trafficking Child Rights (Child Labour Prohibition and Right to Education) Drug Addiction and Rehabilitation of Victims Cyber Crime (Please see EXPLANATIONS at the end of this brochure) 3. Objectives The purpose of this film festival is to promote creative thought process for generating effective audio visual contents for legal awareness that in turn will reach to the common masses and contribute in enhancing the understanding of laws, rights and legal provisions for betterment the of the society by large. Objectives of SFLA : 1. To create creative representation of legal awareness subject matters especially on the thematic areas chosen for this year. 2. To build strong foundations for contribution in the area of legal awareness among general people, law professionals and film makers. 3. To recognize the talent of story tellers (film makers) who take the call off the way to reach out to people with highly needed contents on legal awareness. 4. To exhibit an ‘out of box way’ to address conventional subject matter with innovative ideations and presentations. 5. To create a sensible environment of legal awareness through films, thereby securing Access to Justice for All . 4. Highlights SFLA 3 is FREE and is open to entries from India and other countries. It is expected to be visited by film makers, media enthusiasts, law professionals, college youth, NGOs, law institutes and government bodies. The festival will be open for general audience for 2 days and special screenings shall be organized at specific locations as and when required. SFLA 3 will give recognition and awards in various categories, with Special Jury Awards and separate awards in Super Shorts category. SFLA 3 will screen films in following Categories : a. Short Films in Competition Category (In Hindi, English AND in all other
Indian languages with English Subtitles) b. Short Films in Competition Category (In Chhattisgarhi) c. Short Films in Competition Category (In any language but submitted by DLSAs or SLSAs) d. Super Shorts Competition Category (in Hindi/Chhattisgarhi/English/Other language with English subtitles) e. Short Films in Non Competition Category in any language and duration. f. International Non Competition Category (In any language submitted by Non Indian participants with English subtitles) The final event is expected to be graced by the dignitaries from all fields. SFLA 3 is expected to be witnessed by more than 4000 people over 2 days on various platforms. SFLA 3 will reach more than 3 lakh rural tribal population in its year long follow up stint through on ground and online modes. 5. Date and Place Entries open from : 31/12/2019 Last Date for Submission : 02/03/2020 (05:00 pm) Festival Dates : 14-15 March 2020 Screenings : 14-15 March 2020 (Total 6 Sessions) Award Ceremony: 15 March 2020, 05:00 pm onwards 6. Entry Fee There is NO Entry Fee for submitting the entries. 7. Number of Entries Any individual or body can send any number of entries in all the categories. But please note that every entry MUST be registered separately using separate registration forms. However they can be sent together in single envelop and single pen drive 8. Categories The entries are invited in 6 categories : 1. Competition Category-Chhattisgarhi Language : Short Films made on any of the 4 given subject areas with minimum duration of 5 minutes and maximum duration of 10 minutes including opening and closing credits are invited under this category. 2. Category-All India Language and English : Short Films made on any of the 4 given subject areas with minimum duration of 5 minutes and maximum duration of 10 minutes including opening and closing credits are invited under this category. 3. Competition Category-SUPER SHORTS : Super Shorts are defined as audio visual contents prepared and focusing on ANY LEGAL AWARENESS subject with run time of 45 seconds or less than 45 seconds. Super Shorts will be open for any subject that is any way connected with legal awareness and is potentially created with a purpose to benefit the audience by spreading vital understanding about any law and legal provision that is in enforcement in India at present times. 4. Competition Category-INHOUSE : Short Films submitted by District Legal Services Authority Units and State Legal Services Authority Units on on any of the 4 given subject areas with minimum duration of 5 minutes and maximum duration of 10 minutes including opening and closing credits are invited under this category. There shall not be any cash prize in this category. Entries from CGSLSA shall not be included in this category. 5. Non Competition Category : Short Films made on legal awareness issues with duration of more than 10 minutes including opening and closing credits are invited under this category. Entries identified by the Jury will be put for public screening during the festival. Films so submitted must be with English subtitles. Special Jury Awards may be conferred upon entries in this category, however such a decision shall be upon exclusive unquestioned discretion of
the jury. 6. Non Competition Category-NO BORDERS : Short Films made by Non Indian participants on issues connected with any thematic area of this season will be accepted and screened under this category. Submissions in languages other than English must carry subtitles in English. Entries identified by the Jury will be recognized with Special Jury Mention Award with no cash prize. Recognition article and / or Certificate shall be provided to participants as per the jury recommendations. Selected entries from ALL the categories as defined above, will be put for public screening during the festival and later for legal awareness camps and drives including open access / conditional access electronic / digital and OTT platforms. Individuals or bodies sending the entries must have all legal rights including copyright over the film. CGSLSA, GPRSS or any other constituent of the organizing team shall not be liable for any claims made by any individual or bodies on account of infringement of authority over the content sent for the contest. Entries violating this clause shall be debarred from the competition and screening. 9. Awards There is no inter connection between the number of thematic areas identified for the festival AND the number of award categories. Award categories are specifically mentioned herein. It implies that no such interpretation be made that each subject shall create first prize in its own category, rather it is clarified here that the decision of awards and positions shall consider all the entries against their merit and relevance to contribution in the area of connected legal awareness. Award Certificates and SFLA 2020 Trophies will be given away to the selected entries in following categories. 1. BEST SHORT Film in Chhattisgarhi Rs.100000-1 2. Second BEST SHORT Film in Chhhattisgarhi Rs.51000-1 3. BEST SHORT Film in Hindi, English and Other Indian Languages Rs.100000-1 4. Second BEST SHORT Film in Hindi, English and Other Indian Languages Rs.51000-1 5. BEST SHORT Film submitted by SLSAs and DLSAs No Cash Prize-1 6. Second BEST SHORT FILM submitted by SLSAs and DLSAs No Cash Prize - 1.(CGSLSA Bilaspur shall NOT be considered for applicants in this category) 7. BEST SUPER SHORTS -1 Rs. 21000, 8. Super Shorts First Runner Up -1, Rs.11000 9. Super Shorts Second Runner Up – 1, Rs.5100 10. Special Jury Award -5 Films from Competition and Non Competition Categories Rs.20000 each film 11. Special Jury Recognitions 2 Films from No Borders segment for International Entries. SFLA 2020 No Borders Recognitions as BEST SHORT FILM and FIRST RUNNER UP with No Cash Prize. 12. Individual Categories : Artist Male, Artist Female, Child Artist, Script, Dialogue, Direction, Cinematography, Music / BGM, Editing, Legal Input : Recognition and Cash Prize of Rs. 10000 each. Special Jury Recognition Awards : 5 Best Jury Selections in all categories including Non Competition Category (Cash Prize Rs.20000 each) and 5 Recognitions in NO BORDER category with NO Cash Prize. In all there shall be total 22 Awards and Cash prizes summing up over Rs.5,00,000 for Indian Contestants and 2 Award / Recognition from International Participants. Note : The final decision about award numbers and cash prize shall be taken by Festival Director and shall remain unquestioned and exclusively discretionary in nature
10. Subject Matter of 1. All entries are accepted which have been made with a view to educate and Films aware general people or any specific segment from the community about the subjects mentioned in Para 2 of this brochure . 2. Any misinterpretation or ambiguous presentation of any law, scheme or rule shall not be allowed in the subject matter, intent, content or final presentation of the film. In exceptional cases where such expression is actually culminating in alignment with the script and the core intent is to present any subject matter related situation, shall be decided by the screening committee members. 3. Any film against any system within the governance structure or any prevailing law shall not be entertained for the festival including screening. 4. Films supporting any gender bias, obscenity , left wing extremism or any other stream of anti national / anti social thoughts shall not be permitted for the festival including screening. 5. Any film found carrying content objectionable to the festival team shall be rejected without assigning any reason whatsoever , and that shall be final and binding. 11. For COMPETITION All Category : Minimum 5 minutes to maximum 10 minutes or including the credit rolls For COMPETITION – SUPER SHORTS Category : 45 Seconds or less including credit rolls. For NON COMPETITION / NO Borders Category : No Time Limit. A short film shall be deemed to be submitted in COMPETITION CATEGORY only when the runtime of the submitted content including pre and post credit roles is equal to or more than 5 minutes but less than or equal to 10 minutes. Any film not falling in this criteria can be submitted in Super Shorts (if less than or equal to 45 seconds) OR in Non Competition Category (if more than 10 minutes and less than 5 minutes). Short films submitted by Non Indian citizens shall be treated in Non Competition Category – NO BORDERS and shall be recognized separately as Best Film and Runner Up in its own category with a special screening schedule. 12. Language 1. All films made in Hindi, English and Chhattisgarhi are accepted for the contest and festival without any subtitles. 2. Films made in any language other than Hindi, English and Chhattisgarhi must be submitted with subtitles in English. 13. Format All the films should be submitted in .mp4 format ONLY. In case of resolution and frame rate issues the technical team will contact you. Please understand that the films screening shall be done on Very Large screens hence it is requested that please make sure that your output file is in high definition 1080p or more in resolution. 14. Jury, Selection The Shoot for Legal Awareness is a national event in which a wonderful amalgamation process, Award of legal awakening and the film media has shaped up, so it has been well taken care of Assessment Criteria that the screening, display and award selection process of films are completely clear and transparent. There shall be SINGLE Jury for all the categories under SFLA 2020. This and Transparency entire process will be done in the supervision of Member Secretary Chhattisgarh State Legal Services Authority Raipur. The information and process related to it are as follows: Step 1 Eligibility Test: Eligibility / suitability test will be done to qualify all the submitted films/entry forms in a phased manner on a technical basis by a screening committee. The purpose of this process is to select only suitable films for the competition and ceremony. Criteria for disqualification of films:
1. If the subject of film is different or unconnected from the selected subjects for this event, or 2. If the physical condition of the pen drive deposited is not workable for proper visual or audio or both for the films’ good public screening, or if the physical condition of the submitted pen drive is not-usable (although only if this problem occurs, the organizing team will contact the participants and they will be requested for the appropriate solution , if it is possible then the film will be included in the competition) or, 3. In case there are clear facts and / or material condemnation of or suggestions in the film against the Constitution and the Republic of India, or 4. In the film, there are elements supporting gender bias, obscenity, leftist extremism or any other anti-national anti-social idea that does not justify with the sole purpose of this initiative, or 5. Films that are likely to insult feelings or sensitivity of any caste, community, religion and sect or are likely to promote racism or hostility in society or are objectionable or against public interest, or 6. When there is an objection filed by any title holder (copyright owner) till the last date of receipt of entries, or 7. Insufficient / Unclear / Misleading / Un-translated Entry Sent, or 8. The film has been sent in SFLA 2016, SFLA 208, or 9. Other reasons which are not mentioned here but if, in the collective opinion of the Screening Committee, it is appropriate to deny the inclusion of the film in screening and in the festival. The organizing team will not have the obligation to clarify the reason for explaining the proper reasons for the NOT allowing the films in screening process and the festival . Step 2 Jury Screening: In Step 1, the declared films suitable for the competition will be presented to the Jury for assessment. Movies will be assessed as per a uniform format. The information about films fit for screening will be given 4 days before the ceremony, over phone / e-mail to participants. General Assessment Points (Scale of 150 points) applied by the Jury : a. Coverage and Focus of Legal View Point intended in the film : 30 Points b. Clarity in Presentation of the legal provisions and schemes as related therewith : 20 Points c. Perceived Ease of understanding for the target audience towards creating legal awareness : 30 Points d. Direction : 10 Points e. Script : 5 Points f. Dialogue : 5 Points g. Cinematography : 5 Points h. Editing : 5 Points i. Music / BGM : 5 Points j. Acting : 10 Points k. Overall Entertainment Value : 25 Points Step 3 Announcement of the awards: The points given by the Jury members will be kept confidential under the prescribed procedure and the task of adding all the points will be done by organizing team only in the presence of Festival Director, 2 hours before the awards function. Participants will be provided Recognition Certificates immediately after the awards’ ceremony. Declaration order: Individual Contribution categories, Special jury awards, Best Films in Super Shorts, Best Films in ‘In House’ category, Best Films in ‘NO Borders’ categories, Best Short Films category. Disclaimer: Jury’s decision shall be final, binding and irreversible and discretionary in nature. All such decision shall be unquestionably binding on all connected. Cash Prizes shall be transferred through appropriate mode within 30 days of such declaration unless specified otherwise.
15. Rules and 1. Any number of entries are accepted in ALL the categories. Regulations 2. Entries must be sent as per the Registration Process entailed in this Information Brochure as published on www.cgslsa.gov.in 3. Registration Form can be downloaded from www.cgslsa.gov.in. Only the entries accompanied by duly filled and signed Registration Form shall be considered for evaluation by the jury. Separate forms shall be required for more than 1 entry. 4. Mere receipt of the entries shall not be assumed to be acceptance for evaluation or screening. 5. Entries passed by the Jury for screening and competition shall be informed through email / phone / sms to the contestants. The same shall also be exhibited on the website cgslsa.gov.in 6. Films in ALL COMPETITION Categories must comply the following : a. Films must be Short Film with minimum duration of 5 minutes and maximum duration of 10 minutes including the credit roll AND in Super Shorts Category the maximum duration is accepted at 45 seconds. b. They must have been released/produced by Indian Nationals only. Entries sent by Foreign Nationals may be considered for special screening or mention in the official document of SFLA subject to approval by Festival Director. c. In the case of co-productions, the applying producers/production companies/teams must have the right to sanction the participation of the film in competition in the Festival and authority to receive award, if any is won. Any contradiction to this and violation related thereto will not put any liability on the festival or its organizers or any supporting body. d. Entries sent for SFLA 2016 and SFLA 2018 shall not be entertained for SFLA 2020. 7. Entries will be subject to preview by a committee constituted by SFLA organisers. 8. The decisions of the jury will be taken in an unbiased way. The organizers and technical collaborators of the festival can attend the deliberations of the jury but shall neither participate nor vote. 9. No person in any way connected with any of the entries whether or not in competition category, will be a member of the jury. 10. Films entered in the contest and festival are subject to automatic consent and approval from the contestants for screening the entries on legal awareness drives, television, cinema halls, web media, OTT platforms with or without conditional access including but not limited to whatsapp and youtube for spreading legal awareness by CGSLSA or any other body approved for the purpose by CGSLSA. 11. SFLA will not reimburse any cost incurred by the contestants in making of the film, storage device including the submitted pen drive, freight and courier , travel to attend the festival or any other head incidental to enter the film in this festival. Transportation and insurance costs of Pen Drives, related documents, photographs and publicity materials shall be borne by the applicant. 12. SFLA or CGSLSA claims no sole screening and exhibition right over the entered films. Contestants are free to send the entries to other platforms or screen them as per their discretion. Any screening or entry of the same film for any other platform including media and broadcasting, if bears reference to SFLA / CGSLSA , must be done with prior consent for the same from CGSLSA Bilaspur (C.G.) 13. Entries sent in all formats shall not be returned to the contestants, even if not screened or selected for competition. 14. Films found not eligible for Competition Category may also be included for Special Jury Award and may be approved for screening discretionarily by Festival Director. 15. Selection of films / videos for SFLA 2020 will be done by a committee whose decision will be final. However, Festival Authorities reserve the right to accept or reject any film that is likely to offend sentiments, feelings or sensibilities of any caste, community, religion and sect or is likely to promote racism or ill will in the society OR is objectionable OR is against public interest. In such cases the decision of CGSLSA will be final and overriding the decision of Jury. 16. Any effort to influence the decision of the Jury shall disqualify the entries and bar
the contestants from entering the contest and festival for next 3 years. 17. SFLA 2020 and CGSLSA would be allowed to use all photographs including those taken during the festival, and publicity materials received along with the Entry and the same will not be returned to the entrants. 18. Each entry shall be accompanied by a 90 seconds excerpt video or promo with major credits. The same shall be used for publicity of the festival. 19. Entry Forms with incorrect / inadequate / illegible / ambiguous particulars will not be considered. 20. Pen Drives submitted for selection will be considered as final and no changes will be entertained after submission. It is the sole responsibility of the applicant to submit Pen Drives without any physical / quality defects. However in few rare cases, SFLA may request the applicant to re-edit few parts , video or sound enhancement in order to make the entries eligible for contest and/or screening. 21. CGSLSA assumes automatic consent of the producer / authorized rights owner / contestant to re-edit the film for specific purpose and use it later, after the festival. This will also be applied on the entries not selected or screened. 22. At least one of the producer/s or the contestant will have to be present during screening and award ceremony. Contestants of selected entries shall be informed for the same over phone and email. 23. Films not presenting sufficient technical qualities for good public screening can be refused after checking of the prints by the Screening Committee . 24. Once entered, films can not be withdrawn from participation at SFLA 2020 under any circumstances. Pen Drives and other materials submitted will not be returned. 25. By submitting film to SFLA, filmmaker/producer/submitter takes the whole responsibility of copyright issues of music, script and other creative and technical aspects of film. He/she accepts the responsibility for the accuracy of the information supplied and authorizes SFLA to reproduce & use personal/company's contact information as supplied. The applicant/submitter confirms that he / she has the requisite authority or has obtained the requisite authority from the producer / right holder/concerned authorities to enter, screen, promote and publicize the film in SFLA and make available the print for screening. SFLA is not responsible /answerable to any copyright/legal issues regarding submitted film. 26. CGSLSA and the SFLA organizing body may change the dates of the competition, schedule of screening, venue of screening, date of award ceremony as per convenience OR may cancel the entire activity of organizing the short film festival. In any such conditions SFLA team and CGSLSA shall not be liable for any damage claims from any concerned party for whatsoever reason. 27. Filmmakers/delegates of short listed films will be invited to attend the festival. However, the festival will not arrange or reimburse for travel / stay expenses of the participants attending the festival and/or screening and/or award ceremony. 28. In case of any difference of understanding in Hindi and English versions of the Information Brochure , the version in English shall be referred for final interpretation. However CGSLSA retains the right to modify, amend, change, cancel any or all rules mentioned in the brochure even after the publication of the same without giving any intimation to the connected parties. 29. Participation in the Festival implies acceptance of these Regulations as mentioned from clause 1 to 28 in this segment. 16. Entering the Short Step 1. 31.12.2019 onwards, visit the website : Film in the contest http://cgslsa.gov.in Step 2. Look for the link : SHOOT FOR LEGAL AWARENESS : Short Film Competition and Festival 2020 | Download Registration Form Step 3. Click the link, and you will find 2 components : 1. Information Brochure (for all rules and regulations) in PDF 2. Registration Form in DOC format Step 4. Save each component. Read the Information Brochure very carefully. In
case of any explanation sought please contact the festival organizing team. Save the Registration Form and Rename it as SFLA 2020 . Fill it carefully. Take a print out of the same, sign it. Make 1 copy of the filled in and signed form for future references. Step 5. Make 1 copy of your film in a PEN DRIVE and put it along with the Registration Form and other required documents inside a large water proof envelope marked as SFLA- SHORT FILM COMPETITION AND FESTIVAL 2020 .On the back of the envelop please mention your complete address and mobile phone number. SFLA Team will contact you as per the registered details and inform you for the status of your entry. Step 7. If selected for screening or award or both, one of the contestant or producer of the film will have to be present during screening and award function. Step 8. Notification of selected films will be announced on website/social media platforms/ official website as per schedule . However, the festival committee reserves the right to accept or refuse any film without assigning any reason whatsoever. Note You may be called upon by the Jury or the Technical Team for some clarification or re-submission following the technical reasons as stated by the jury. 17. Contents of the The entry envelop should contain the following : ENTRY SUBMISSION 1. EXPLANATIONS : Explanation 1 : It has been observed during previous sessions that the interpretations derived by film makers against the given subject or thematic area were not directly connected with the legal provisions. Hence it is suggested here through a list of connected legal provisions so that your production of films meet the very purpose of this initiative. Accordingly we are providing the information for the kind reference of the participants :- 1. Legal Provisions related with HUMAN TRAFFICKING : Constitution of India : Article 23- Protects against exploitation, prohibits traffic in humans and beggar and makes this practice punishable under law. IPC - Section 366A- Inducing any minor girl under the age of eighteen years to go to any such place with intent to forced or seduced illicit intercourse with another person shall be a punishable offence. IPC - Section 366B- Importing any girl under twenty-one years with the intent that she will be, forced or seduced to illicit intercourse with another person is a punishable offence. IPC -Section 372- Punishes for selling minor for purposes of prostitution, etc. IPC -Section 373- Punishes for buying minor for purposes of prostitution, etc. IPC -Section 374- Punishes any person who for unlawfully compels any person to labour against his will. Immoral Traffic (Prevention) Act 1956 Devadasi (Prohibition of Dedication) Acts in some states of India Protection of Children from Sexual offences (POCSO) Act, 2012 Transplantation of Human Organs Act, 1994 2. Legal Provisions related with CHILD RIGHTS : Child Labour (Prohibition and Regulation) Amendment Act, 2016 Child Labour (Prohibition and Regulation) Act 1986 3. Legal Provisions related with DRUG ADDICTION: Narcotic Drugs and Psychotropic Substances Act, 1985 4. Legal Provisions related with CYBER CRIME: Information Technology Act 2000 List of acts and provisions mentioned herein are not exhaustive but suggestive in nature to guide the participants. Participants are encouraged to use and add other allied provisions if they contribute to the key theme in subject areas as mentioned above.
