 FROM THE CEO

 The third quarter of the 2018/2019 financial year focused on planning and implementation.
 The Board Strategy Session was held on 27 February 2019 and focused on LED support
 programmes for the region. A key aspect of the session was to ensure alignment of the
 agency’s strategic goals with that of national, provincial and regional economic
 development goals.

     TO NEW OPPORTUNITIES
     With a roughly R330 million connectivity broadband project, Enterprise iLembe plans to unlock the massive
     economic potential of the region. The importance and long term benefits of this large scale project were
     discussed ata recent iLembe Stakeholder Dialogue and Networking Dinner held at Ebandla Hotel, Ballito.

     Enterprise iLembe CEO Nathi Nkomzwayo said the aim of the project was to ensure the district was not left
     behind. “We are working in line with the government’s SA Connect Strategy which states that all citizens must
     have access to the internet. Being able to connect to wifi will create major spin offs in the education and health
     sectors, for police stations and farmers. It will be an economic stimulus for young people wanting to get involved
     in this fourth industrial revolution,” said Nkomzwayo.

     The project masterplan has already been developed and was submitted for funding application to the
     Development Bank of South Africa last year. “We must make sure this connectivity project is sustainable
     and we need the buy in from all stakeholders to make this is a long term success story.” He said one of the
     major points raised by their honorary guests, telecommunications minister Ms Stella Ndabeni-Abrahams
     was that each municipality must take ownership of connection in their own districts..

     “The minister highlighted that local municipalities must create their own budgets to get broadband in their areas
     instead of waiting for the government to give them funds,” said Nkomzwayo. As an economic development
     agency mandated to drive economic development and promote trade and investment, Enterprise iLembe
     board chairperson Khanyisani Shandu said this project was one of the ways they hope to live up to the
     expectations of the district’s residents “This means that we support open public discussions, we are
     responsive to the development needs of the district, we are conscious about the development impact
     on the environment and that we are trusted by our funding and social partners,” said Shandu.

    He emphasized that they needed to be more aggressive in the promotion of development opportunities and
    access to economic support services for local people to allow them to explore and exploit business opportunities
    presented by the different sectors. “We as government together with the private and business sector need to work
    together in taking the district of iLembe to the next level of economic growth; where the ease of doing business
    will attract new investments, where the regulatory environment allows for small businesses to thrive and where
    our entrepreneurs can succeed.”

    iLembe District mayor Cllr. Sduduzo Gumede said he welcomes the Small Medium and Micro-sized Enterprises
    (SMME) support strategies that Enterprise Ilembe was introducing. “These plans will be of great assistance to the
    local SMMEs who are in great need of asupport structure and awareness about the available options for them that
    would enable growth of their businesses,” said Gumede.

    “We also need to ensure that we work together with all stakeholders,
    nationally, provincially and locally to ensure alignment and integration
    of LED programmes and activities to create an enabling environment
    for both new investments and existing businesses to develop and grow.”

     TOURISM EXHIBITIONS
     BEELD HOLIDAY SHOW

     The annual outdoor and adventure show took place from 22 - 24 February 2019 at the Gallagher Convention Centre in
     Midrand, Johannesburg. The show attracted well over 30 000 visitors who are planning on travelling. Tourism officers
     from Enterprise iLembe and KwaDukuza Municipality attended the exhibition to showcase our North Coast offerings.
     The exhibition focused on the domestic consumer market.

     ITB BERLIN

     ITB Berlin is the world’s largest tourism trade and consumer fair. The companies represented at the fair included hotels,
     tourism boards, tour operators, system providers, airlines and car rentals companies from over 180 countries. This annual
     trade show took place from 5 – 10 March 2019 at the Messe in Berlin, Germany. Enterprise iLembe participated in
     collaboration with Tourism KwaZulu Natal and Durban Tourism under the South African Pavilion and was
     represented by the Chairperson of the LED & Investment Sub Committee Prof A Nzama and Manager

    KWAZULU NATAL TRAVEL ACADEMY
    Enterprise iLembe partnered with Tourism KwaZulu Natal in hosting the 2nd Annual KZN Travel Academy from 14 -16
    March 2019. This TKZN initiative is an educational incentive and training event for in-house agents from different
     Inbound Tour Operators from around South Africa and this year also included agents form SADC countries.
    Forty eight travel agents, tour operators and media had the opportunity to experience some of the tourism experiences
    within iLembe and the rest of KZN, this included adventure activities at Zimbili Suela in Mandeni, educational tours to the
    King Shaka Visitor Centre and Luthuli Museum, Seventeen87 wine tasting at Sugar Rush Park, a traditional braai lunch
    at Ten11 in KwaDukuza and traditional Indian cuisine for dinner at Impulse by the Sea in Tinley Manor.

     On the 19th of March 2019, Enterprise iLembe was invited to attend the Ndwedwe Thuma Mina Programme which was
     initiated by the Ndwedwe Local Municipality to assist and support three local families that are struggling with basic living
     needs. Enterprise iLembe donated cosmetics, vegetables and clothing items to the three families which were identified to
     benefit from the programme.

    EDTEA BULK
     BUYING LAUNCH

     On the 26th of March 2019, Enterprise iLembe attended the bulk buying launch
     hosted by the department of Economic Development, Tourism & Environmental
     Affairs (EDTEA) in Mandeni.

     This was an initiative from EDTEA working together with the Office of the Premier, iThala Bank and local municipalities,
     and Enterprise iLembe to support local spaza shops, informal traders and street vendors by providing access to
     exclusive discounts when the buy goods in bulk.

     As a result buying in bulk can lead to great savings for the retailers in our area. Suppliers want to sell as much of a product
     as possible to maximise profits through economies of scale – so it is common practice to offer discounts on items bought
     in bulk. Enterprise iLembe played a role in mobilising SMME’s within the informal trader’s sector to attend the launch
     and ensured maximum attendance from the relevant stakeholders.

PROFILING AGRIVISION
                              AGRICULTURAL COOPERATIVE

     As Enterprise iLembe we are continuing to support, guide and nurture SMME’s and also to work with local communities
     in promoting local economic development. The objective is to put SMME’s in the center of the economy and create
     a positive impact in the economy of iLembe District through SMME development which we believe will ensure
     job creation and poverty elimination. Meet one of our greatest entrepreneurs, an SMME that is supported by Enterprise
     iLembe. Nokwanda Mchunu is the Chairperson of Agrivision Agricultural Cooperative which has been entrusted with
     tunnels and open land by Siyathokoza Community Trust in KwaHlongwa Area, Maphumulo. Nokwanda has also
     established a company called Wee Kaan Billionaires t/a Pink Print Farm Produce that processes meat into
     boerewors, mince, sausages, and burger patties.

     Nokwanda Mchunu is a 24-year-old female who hails from the beautiful rural landscapes of KwaMaphumulo.
     She is an agricultural fanatic who fell in love with the sector from a very tender age and went on to study the sector
     at both secondary school and tertiary level. Since graduating with an agricultural Diploma from the Cedara College
     of Agriculture; Nokwanda has worked under guidance gaining experience in both animal production and crop production.
     In just two (2) years of her practical exposure in the industry Nokwanda saw it fit to pursue her economic growth
     and development ambitions by establishing Wee Kaan Billionaires PTY LTD trading as Pink Print farm produce;
     making her one of the youngest agricultural entrepreneurs in the Province as well as the country at large.

     Wee Kaan Billionaires (PTY) LTD and Agrivision are 100% black female owned entities based within iLembe District.
     They are owned and managed by Nokwanda Thandeka Mchunu. Both entities primary business is in the agricultural
     sector and its main product brand is called “Pink Print”. The Pink Print brand is used for various animal and crop
     production products of the entities.

     NATIONAL SCHOOLS NUTRITION PROGRAMME
     Enterprise iLembe has supported SDBIP projects with mechanization, butternuts seeds, seedlings for cabbages and
     tomatoes. The total budget of R174 352.52 has been sourced to develop infrastructure such as fencing and irrigation in
     four projects that supply to NSNP. This will assist in improving the quality and quantity of produce supplied by local
     farmers. EI has managed to supply full quantities of butternuts and green beans from local farmers in Quarter 3.

     ILEMBE PROVIDING
     NECESSITIES TO SCHOOLS
     ILembe District Municipality led by His Worship the Mayor
     Councillor Siduduzo Gumede kicked off its Back to School
     campaign by visiting three primary schools in the Maphumulo
     Local Municipality on Tuesday, 19 February. The objectives of the
     campaign are to promote the culture of learning, create an enabling
     environment for learners to focus on their education and to provide
     necessities to pupils from destitute families. The schools were
     identified through Operation Sukuma Sakhe which is an engine
     of service delivery in the province of KwaZulu-Natal. Over 60
     learners not only got groceries but their full uniform as well
     including shoes, socks, jersey, tie and a bag.

     The schools visited were Mpungeni, Mpumilwane, and Hlimbithwa primary schools. The iLembe back to school programme went to other
     Local Municipalities as follows:KwaDukuza Local Municipality on 26 February 2019; Khuthalani Primary School, Bongimfundo Primary
     School, Tshelabantu Primary School. Ndwedwe Local Municipality on 1 March 2019; Bhidakhona High School, Sotobe High School,
     and Sifisosethu High School. Mandeni Local Municipality on 5 March 2019; Tshana High School, Sikhuthele High School,
     Mthengeni High School.

                                                                              ANTI-CORRUPTION CAMPAIGN
                                                                              ILembe District Municipality held an Anti-Corruption campaign
                                                                              with officials and councillors on Thursday, 28 February at the
                                                                              KwaDukuza Town Hall to improve awareness and understanding
                                                                              on the effects of corruption in the economy of the country.

                                                                              Before the main event, councillors led by His Worship the Mayor
                                                                              of iLembe District Municipality Cllr Siduduzo Gumede and officials
                                                                              led by the Municipal Manager Geoffrey Kumalo walked from
                                                                              Shoprite to the hall along King Shaka Street handing out
                                                                              anti-corruption flyers and engaging shop owners, town
                                                                              dwellers and consumers.

     Presentations were from the Office of the Premier (OTP), South African Local Government Association (SALGA) as well as the Commercial
     Crime Squad Unit of the National Prosecuting Authority. OTP Anti-Fraud and Corruption Deputy Manager Bongani Khuzwayo spoke on the
     role of OTP in addressing fraud and corruption in provincial and local government focusing on the province’s I Do Right campaign.
     The campaign has three facets and one of those is to assure service providers that they may do business with the government
     without having to bribe an official.

     WORKS PROGRAMME
     The Kwa Zulu-Natal Department of Public Works held an
     Expanded Public Works Programme workshop for all councillors
     in the iLembe District Family on Municipalities on Wednesday, 20
     February to address the misconception and misunderstanding
     around the programme. EPWP is a government initiative aimed
     at poverty alleviation by providing income relief through the short
     term to medium term work opportunities to the poor and
     unemployed focusing on skills development for women,
     youth, people with disabilities and adult men. The workshop
     was held at the KwaDukuza Town Hall and was attended
     by officials and councillors from the District Municipality
     and its four local municipalities including mayors, deputy
     mayors, speakers, whips, municipal managers.

                                                                           CORPORATE CULTURE LAUNCH
                                                                           iLembe District Municipality launched a Corporate Culture
                                                                           and Prayer with its councillors and officials on 7 March 2019
                                                                           with the objective to improve work ethics and prayer following
                                                                           consistent deaths that occur at this Municipality. The iLembe
                                                                           District Municipality saw the need of the event with the intention
                                                                           to inspire and boost the morale in order to deal with a form of
                                                                           emotional and psychological trauma due to this unfortunate
                                                                           situation that is currently facing the municipality, and
                                                                           improvement of work ethic, dedication and commitment.
                                                                           The reason for this corporate culture is to instill Batho Pele
                                                                           principles among municipal officials and councillors.

KWADUKUZA LOCAL MUNICIPALITY

    CONVERTED AWARDS TO EMERGENCY
     AND LAW ENFORCEMENT AGENCIES
     On the 5th of March 2018, KwaDukuza Mayor Ricardo Mthembu conferred several awards of excellence to service men and women who
     confronted danger on their daily lives effort to protect communities above and beyond the call of duty . These are prestigious accolades awarded
     to recognize law enforcement and emergency agencies, which have distinguished themselves through various acts of service to the community.
     These servicemen and women work under extreme conditions to protect the lives of local people against lawbreakers, road carnages and
     disasters. They were recognized today for raising the bar in fulfilling the council’s promises to the people.

KWADUKUZA MUNICIPALITY COMMEMORATES WORLD
      WETLANDS DAY AT RENOWNED SAPPI BIRD HIDE
      On the 19th of February 2019, the KwaDukuza Municipality’s Environment Management and Climate Change Office hosted a
      successful commemoration World Wetlands Day (WWD) at renowned the SAPPI Bird Hide wetland site in Gledhow, KwaDukuza.
      The commemoration event attracted Geography and Life Sciences students and teachers of Stanger Manor Secondary, Stanger ML
      Sultan, Stanger Secondary School, Inkosi Albert Secondary School and Itshelenkosi Secondary School who were all eager to learn
      about the importance of wetlands as well as their contribution. Presiding over this important session was Ms. Mbali Goge, the KZN
      Coordinator for the Working for Wetlands Programme at the Department of Environmental Affiars. The special day marked the date
      of the adoption of the Convention on Wetlands on 2 February 1971, in the Iranian city of Ramsar on the shores of the Caspian Sea.
      Each year since 1997, the Ramsar Secretariat provides materials to help raise public awareness about the importance and value
      of wetlands, however, going forward KDM that will do that task.

MANDENI LOCAL MUNICIPALITY

     MANDENI HOSTS A SUCCESSFUL
     SMALL-SCALE FISHERIES LAUNCH
     Mandeni Local Municipality under the leadership of His Worship
     the Mayor, Cllr. S.B Zulu hosted the Department of Forestry and
     Fisheries (DAFF) led by Minister, Senzeni Zokwana for the launch
     of Small-Scale fisheries in KwaZulu-Natal at KwaMazitapele
     Sportsfield on 19 March 2019. A total of 2184 KZN fishers have
     been declared as small-scale fishers in terms of the Marine
     Living Resources Act, this initiative is a direct response to all the
     challenges these fishers face on a daily basis. The highlight of the
     day saw registered co-operatives with over 2000 members from
     communities located in greater KZN area allocated 15-year fishing
     rights.

     Speaking at this event, Zulu lauded this initiative and urged all the role players particularly DAFF to continue supporting small-scale fishers
     with necessary tools and skills to uplift themselves and their communities. “Previously the ocean was reserved for certain people,
     however, our government has changed things around and now it is accessible to everyone especially those living closer to it.

     This is a great initiative, we urge all role players in this industry to ensure that people are equipped with all the necessary tools and skills to
     uplift themselves. This is the beginning of even bigger things, we are urging the department to continue issuing these permits so that more
     and more people will benefit from this initiative” Mandeni Local Municipality Deputy Mayor, Phindile Sishi, Council Speaker, Makhosazane
     Zungu and Municipal Manager, Mr. Sizwe Khuzwayo were also part of this great event.

                                                                                    Mandeni Local Municipality hosted the launch of the
                                                                                    groundbreaking bulk-buying program at Sibusisiwe Hall on 26
                                                                                    March 2019; this is an initiative of the Department of Economic
                                                                                    Development, Tourism and Environmental Affairs led by MEC
                                                                                    Sihle Zikalala. This program is aimed at uplifting local shop
                                                                                    owners from in and around iLembe District Municipality,
                                                                                    providing them with the stock at low prices.

                                                                                    Well over 2500 people attended the launch and host of local shop

     MEC’S RECOGNISE NDWEDWE
     It all began when Minister of Energy Mr Jeff Hadebe chose Ndwedwe as his targeted area to dispense social relief in the
     form of over 200 pairs of school shoes and other school necessities. So followed Minister of Home Affairs, Mr. Siyabonga Cwele who
     descended to officiate in the opening of brand new Home Affairs office with high-tech systems, which will ease the long queues and
     untangle the backlog in Identity documents and other certification like birth, death certificate and passports. This centre, stationed in ward
     15, will specialise in issuing smartcard IDs. The MECs have also not been lying low as they have flooded Ndwedwe in the few week, bringing
     with them infrastructure and poverty alleviation programs. MEC for EDTEA Mr. Sihle Zikalala caused huge excitement when he personally
     announced that the Bhamshela development in ward 6 was to be expanded with a petrol station to top things off, he again returned with
     school shoes. MEC for Arts, Culture, Sport and Recreation has just a week ago opened a modular library as one of her library infrastructure
     rollout campaign. The library is situated in Dalibho area, ward 2 and is fully equipped.

     NDWEDWE MUNICIPALITY TAKES HUMAN RIGHTS DAY CELEBRATIONS
     Ndwedwe Local Municipality took the Human Rights Day celebration to farmworkers in ward 3. The event was held at Mthombisa sportsfield
     where ward 1, 3 and ward 8 participated. Key speakers were briefed to educate and sensitize farmworker about their human rights as they
     work under difficult conditions and extreme abuse. Ndwedwe MayorCllr Nkosinathi Chili, Council Speaker Cllr Khonza Ngidi and other
     councillors were there in full force. There were also key speaker in the relevant fields like Sbonelo Mkhize from Department of Labour,
     Mzwandile Ndlovu from National Prosecuting Authority (NPA) plus social worker Nonto Maphumulo. The day started in jubilant mode
     but later on there were moments of grinding of teeth and tears when some of the workers were given a chance to tell their leaders about
     the hardships they face every day in their line of duty in farms like Bhawani (Bar One) Farm, KwaJeke or KwaMakati, KwaMvuma and Folisi
     (Falls Farm). The farm dwellers were also assisted with clarity on the amended laws and regulations including the National Minimum Wage
     Bill and the Basic Conditions of Employment Act.

LIBRARY OPENING
     Even the rural communities deserve state-of-the-art and
     fully-equipped libraries to nourish their knowledge and widen
     their horizon. These were the words of gratitude uttered by
     Ndwedwe Mayor, Cllr Nkosinathi Chili on the day a modular
     library was opened in a ward at Dalibho area, near Bhamshela,
     Ozwathini. The Mayor said the library was even more important
     because it did not only serve the people of Ndwedwe but also
     people from Mshwathi Local Municipality were visiting the
     library in search of information and knowledge. MEC for Arts,
     Culture, Sport and Recreation Bongi Sithole-Moloi said she was
     rolling out library infrastructure all over the province because it
     had always been her department’s wish to empower strictly rural
     communities.
     She said the difference between a modular library and a normal one was only in the structure in that a modular library has a temporary
     structure which lasts for only two decades and starts showing sign of dilapidation. Present at the event was a leader of Mlamula Traditional
     Authority iNkosi Muziwenhlanhla Mduduzi Ngcobo, District Mayor Cllr Sduduzo Gumede and Ndwedwe councilors.

                                                                               A SERIES OF THUMA-MINA
                                                                               ACTIVITIES
                                                                               The Thuma-Mina campaign took an intensive peak in the month
                                                                               of March when Mayor NV Chili tightened the bolts and took the
                                                                               activities to not one, but three sites in one week only. First, it was
                                                                               a visit to a Sithole elderly woman’s home in Ward 12 Ezihlabathini
                                                                               area. In the scorching sun, the Mayor and his team of councilors
                                                                               sweat it out while assembling a wendyhouse, washing sleeping
                                                                               blankets and cleaning the gogo’s house. By noon, the Thuma-Mina
                                                                               team had moved on to a hospice in ward 13 under Cllr Nkosi
                                                                               where a massive cleanup took place.

     The Mayor later on handed over fruits and sweets to the frail and sickly persons at the hospice and the did a small talk about the important
     over special voting. As if that work was not enough for one week, the team moved on to Chibini area in Ward 4 to dispense social relief to a
     disabled gogo who found herself being left with three underage grandchildren to raise all on her own. Accompanied by Enterprise Ilembe
     and councilors, the day was closed off by a visit to the gogo’s neighbourhood to greet and announce the Mayor’s presence in the area and
     to listen to their anxieties, challenges and hear their hopes out.

     EKHOHLWA COMMUNITY RECEIVES NEW CRÈCHE
     It was a happy and joyfull moment to the community of eKhohlwa area in ward 2 when Maphumulo Local Municipality Mayor Zibuyisile Khuzwayo-Dlamini in
     partnership with Divine Life Society officially handed over the newly built Hlanganani Early Childhood Development Centre on Wednesday, 6 March 2019. Mayor
     Khuzwayo-Dlamini acknowledged Divine Life Society for their contribution and commitment in ensuring that the lives of children in the deep rural areas of
     Maphumulo are well cared for and receive all the support they need to prepare them for the future. Mayor Zibuyisile Khuzwayo-Dlamini handed over Hlanganani

      AND AWARENESS DAY                                                              INTRODUCED

     Maphumulo Local Municipality Mayor Zibuyisile Khuzwayo-Dlamini alongside
     Deputy Mayor Zama Ncalane, Speaker Simphiwe Shange and councillors
     embarked on a Dress a Child to School campaign on Tuesday, 19 February
     2019. The Mayor visited Mazisintuli Primary School and Sayizi-Ntuli Primary
     School in Ward 9 to handover school uniforms to the less fortunate learners.
     Maphumulo Municipality continues to invest in Education and expand the
     Dress a child to school programmes to schools in deep rural areas of
     Maphumulo. The Mayor will continue with the campaign as she will visit 8
     more schools in different wards around the Maphumulo Local area.

     NEW HIGHER LEARNING
     INSTITUTION FOR MAPHUMULO
     Maphumulo Local Municipality led by Mayor Zibuyisile Khuzwayo-Dlamini
     launched a new Umfolozi TVET College Maphumulo campus on 8
     February 2019 at Maphumulo Town Hall. Maphumulo Local Municipality
     in partnership with Umfolozi TVET College launched Maphumulo's first
     Institution of higher learning and training which will be based at Sakhuxolo
     Skills Centre buildings on 8 February 2019. The college has opened up
     many doors for the youth of Maphumulo to significantly improve their
     lifestyle through career development, training, and learning various skills.

     Mayor Zibuyisile Khuzwayo-Dlamini acknowledged the initiative taken by Maphumulo Municipality management and Umfolozi TVET to open
     such an institution of higher learning in Maphumulo. Maphumulo is situated in the rural areas of KwaZulu-Natal and this makes it difficult for
     our young people to easily access learning in higher institutions. Maphumulo performed very well in the matric class of 2018 and previous
     years, but students have had challenges in furthering their studies due to financial implications and lack of higher learning institutions in our
     area. 120 young people have gained entry into this new Institution and already have benefited from NSFAS student assistance. These young
     people will form part of the two courses that are offered by the college, being Public Management and Business Management.
