DIRECTOR SCHRIEVER’S OPEN LETTER TO THE HUNTERS, ANGLERS AND TRAPPERS OF IDAHO I t is my honor to be director of Idaho Fish and Game, and my priority is to maintain Idaho’s high- quality hunting, fishing and trapping opportunities. Whether it’s hunting doves and sandhill cranes in September, ducks in October or snow geese in March, our migratory bird hunting offers diverse opportunities with long seasons and abundant bird populations. Unlike other hunting seasons in Idaho, migratory game bird rules and season frameworks are set by the U.S. Fish and Wildlife Service after consulting with state agencies. The parameters for seasons are based on international treaties, and Idaho must set its dates within those federal timeframes and guidelines. Fish and Game traditionally provides the most generous bag limits and longest seasons allowed, and we strive to provide hunters with as much opportunity as possible during peak migrations. But Idaho is a diverse state with different latitudes, elevations and climates, which means it can be challenging to create seasons that exactly coincide with varied bird migrations. Idaho’s rules and seasons for migratory game bird hunting have been fairly consistent over the last 20 years, but there are some annual changes, and the 2021-22 season is no different. • Duck and Canada goose seasons in Area 1 will open on Saturday, October 16 and run through Friday, January 28; 105 day season. The swan season in north Idaho opens on Tuesday October 19 and runs through Wednesday December 1. • Veterans and active duty military will have a special two-day hunt in 2021, which will coincide with the traditional youth waterfowl hunting day on September 25-26. Otherwise, rules and seasons are very similar to recent years, and overall, hunters can look forward to healthy populations of migratory birds, which include doves, ducks, geese, sandhill cranes, Wilson’s snipe, coots and American crows. Most of these species are found statewide, so nearly everyone can hunt them. Hunters can pursue most of these birds with a hunting license, migratory bird permit and a waterfowl stamp for ducks and geese. Exceptions include sandhill cranes and swans, where a tag is required and limited numbers are available. Hunting ducks, geese and other migratory game birds is a good way to introduce people to hunting, and I encourage experienced hunters to share this valued Idaho tradition and help others become part of our rich hunting heritage. Hunters of all ages can take advantage of Idaho Fish and Game’s “Passport Program,” which is a simple, low-cost way for newcomers to try mentored hunting under these stipulations: • Hunting Passports are only available to first-time hunters. Passport holders will need a federal waterfowl stamp if they are 16 years or older. Those who have previously held a hunting license in any state are ineligible. • Hunter Education certification is not needed to obtain a Hunting Passport. If an individual has completed a Hunter Education course, but has not yet purchased a license, they are eligible for a Hunting Passport. • The minimum age to hold a Hunting Passport is eight years old; there is no maximum age. • Hunting Passports are available at license vendors and Fish and Game regional offices for $1.75. • Youth ages 8 and 9 years old can possess a Hunting Passport each year until they turn 10, but anyone who is 10 or older can only possess one Hunting Passport. Legal Hunting Methods for Light Geese W hen all other waterfowl and migratory game bird hunting seasons, except falconry, are closed, recorded or electronically amplified bird calls or imitations of bird calls, and unplugged shotguns capable of holding more than three shells may be used to hunt light geese. These hunting methods apply to the light goose seasons in Area 3 from February 14 to March 10, 2022, and in Area 4 from February 5 to March 10, 2022. STATE AND FEDERAL REGULATIONS FOR MIGRATORY BIRD BAITING A s a hunter or land manager, it is your responsibility to know and obey all Federal and State laws that govern the sport. The following information summarizes state and federal migratory bird baiting regulations. KNOW YOUR TARGET! Swan hunting is restricted Two species of swan are found in Idaho: tundra MALLARD and trumpeter swans. A limited swan hunt will take place in Benewah, Bonner, Boundary, and Kootenai counties in the Panhandle Region only, Male during fall 2021. Swans have up to a seven-foot wingspan and weigh up to 30 pounds. Young swans (cygnets), are a medium gray color, with paler belly and wing linings, and smaller than adults. Swans fly Female with a slow, distinct wing beat. Snow and Ross’s geese are also white, but are much smaller and have black wing tips. Swans are much larger and have longer necks, but they can be mistaken for light geese and are vulnerable to accidental and illegal shooting. Make sure you know the difference. Report all sightings of swans with neck collars to the nearest IDFG office.
