DIRECTOR SCHRIEVER’S OPEN LETTER TO THE HUNTERS, ANGLERS AND TRAPPERS OF IDAHO I t is my honor to be the director of Idaho Fish and Game, and my priority is to maintain Idaho’s high-quality hunting, fishing and trapping opportunities. Our migratory game bird hunting, whether it’s hunting doves and sandhill cranes in September, ducks in October or snow geese in March, provide diverse opportunities with long seasons and ample bird populations. Rules and seasons for migratory game bird hunting have traditionally been generous and fairly consistent over the last 20 years, but there are some annual changes, and the 2020-21 season is no different. • Idaho will hold a new swan hunting season in 2020. A limit of 50 tags will be available to hunters on a first-come, first-served basis starting August 1 for a fall hunt in Benewah, Bonner, Boundary, and Kootenai counties only. • Veterans and active duty military can participate in a special two-day hunt in 2020, which will coincide with the traditional youth waterfowl hunting day on September 26-27. • Hunters in some areas of the state will be able to hunt ducks and Canada geese through January 31, which will shift some opening dates later, because under federal rules the total season cannot exceed 107 days. Otherwise, rules and seasons are very similar to recent years, and overall, hunters can look forward to healthy populations of migratory birds, which include doves, ducks, geese, sandhill cranes, Wilson’s snipe, coots, and American crows. Most of these species are found statewide, so everyone has a chance to hunt them. Hunters can pursue most of these birds with a hunting license, migratory bird permit, and a waterfowl stamp for ducks and geese. Exceptions include sandhill cranes and swans, where a tag is required, and a limited number are available at license and tag vendors on a first-come, first-served basis starting August 1. Aside from a great variety of opportunity, migratory game birds are a good way to introduce people to hunting. New hunters of all ages can take advantage of Idaho Fish and Game’s “Passport Program,” which is a simple, low-cost way for newcomers to try mentored hunting under these stipulations: • Hunting Passports are only available to first-time hunters. Passport Holders will need a Federal Duck Stamp if they are 16 years or older. Those who have previously held a hunting license in any state are not eligible. • Hunter Education certification is not needed to obtain a Hunting Passport. If an individual has completed a Hunter Education course, but has not yet purchased a license, they are eligible for a Hunting Passport. • The minimum age to hold a Hunting Passport is eight years old; there is no maximum age. • Hunting Passports are available at license vendors and Fish and Game regional offices for $1.75. • Youth ages 8 and 9 years old can possess a Hunting Passport each year until they turn 10, but anyone who is 10 or older can only possess one Hunting Passport. Finally, Idaho is a diverse state with different latitudes, elevations and climates, which means it can be challenging to time seasons to coincide with bird migrations. Unlike other game animals in Idaho, migratory game bird rules and season frameworks are set by the U.S. Fish and Wildlife Service after consulting with state fish and wildlife agencies. The outside dates or bounds for seasons are based on international treaties, and Idaho must set its seasons within those federal guidelines. Idaho has traditionally opted toward the most generous bag limits and longest seasons within those guidelines, and it strives to provide hunters access to as much hunting opportunity as possible during peak migration times. Legal Hunting Methods for Light Geese W hen all other waterfowl and migratory game bird hunting seasons, except falconry, are closed, recorded or electronically amplified bird calls or imitations of bird calls, and unplugged shotguns capable of holding more than three shells may be used to hunt light geese. These hunting methods apply to the light goose seasons in Area 3 from February 15 to March 10, 2021, and in Area 4 from February 6 to March 10, 2021. Limited hunting will occur in Benewah, Bonner, Boundary, and Kootenai counties ONLY. All tags (50) will be available for purchase at 10AM MDT on August 1, first-come, first-served at any vendor. • O ctober 19, 2020 – December 1, 2020 Swan Bag Limit Daily Bag Limit: 1 swan Mandatory Check and Report – any hunter killing a swan must, within three (3) days of the date of kill, present the swan carcass (for measurement and identification) to a conservation officer, regional Boundary office or check station, and complete the relevant Boundary harvest report. A person may authorize another Bonner person to perform the check and report if that person possesses sufficient information to complete the report. They have a black collar on the back of the neck, pale gray coloration, and dark primary feathers. These doves are an introduced species that have Eurasian-collared Dove recently expanded their range into Idaho. Eurasian- collared doves will not count as part of your aggregate bag of doves as long as they are left identifiable. Eurasian-collared doves may be taken in any amounts and at any time by holders of the appropriate valid Idaho hunting or combination hunting license, Black provided such taking is not in violation of state, collar county, or city laws, ordinances, or regulations. KNOW YOUR TARGET! Swan hunting is restricted Two species of swan are found in Idaho: tundra and trumpeter swans. A limited swan MALLARD hunt will take place in Benewah, Bonner, Boundary, and Kootenai counties in the Male Panhandle Region only, during fall 2020. Swans have up to a seven-foot wingspan and weigh up to 30 pounds. Young swans (cygnets), are a medium gray color, with paler belly and wing linings, and smaller than Female adults. Swans fly with a slow, distinct wing beat. Snow and Ross’s geese are also white, but are much smaller and have black wing tips. Swans are much larger and have longer necks, but they can be mistaken for light geese and are vulnerable to accidental and illegal shooting. Make sure you know the difference. Report all sightings of NORTHERN PINTAIL swans with neck collars to the nearest IDFG office.
