Title I Title I is the largest federal program supporting Pre-K through 12th grade education. The purpose of the program is to offset the effects of poverty on the educational opportunities of low- performing children in high poverty schools. The program provides supplemental reading, math and early childhood services to eligible students. Additionally, parental services are provided to assist parents in helping their children in the educational process. Title I began in 1965 as part of the Elementary and Secondary School Act (ESEA). It was renamed Chapter I under the Education Consolidation and Improvement Act (ECIA) of 1981. In 1994, Congress passed the Improving America’s Schools Act (IASA), and it became Title I once again. It remained Title I under the No Child Left Behind Act of 2001 (NCLB) and the current Every Student Succeeds Act (ESSA). Although the name may have changed over the years, Title I continues to strive toward closing the educational gap caused by poverty in this country. However, a stringent accountability component has been attached to the NCLB legislation and current ESSA. Teachers and paraprofessionals in schools receiving Title I funds must meet the specified requirements stated in NCLB and the current ESSA. In Iberia Parish, the Reading/Early Childhood Curriculum Specialist and the Parental Involvement/Title 1 Instructional Specialist regularly monitor the operation of programs and provide regular inservice training for Title I personnel. Support services provided by the Title I Program include a media center staffed by a media specialist, resource center(s) for lending educational materials to parents and parental involvement meetings. The Purpose of Title I The main objective of the Title I Program is to give those students achieving below their grade level an opportunity to receive supplementary help to improve in math and reading. In Iberia Parish, the Title I Program serves students in preschool, kindergarten, and first through eighth grade. Jeanerette High school with grades 7th-12th is also part of the Iberia Parish Title 1 Program. The aim of the program is to help students achieve at grade level. Assisting Your Children in the Title I Program The Iberia Parish Title I Program encourages all parents to participate and become involved in their children’s education. A Title I District Parent Advisory Council has been organized to ensure representation of all geographical areas with Title I schools. This council provides input and assists in identifying the needs of Title I parents. A Parent Advisory Committee (PAC) may be established at Title I schools to provide regular in-service and parent meetings on topics that the parents of specific schools have requested. This is another way for parents to become more involved in the education of their children. 6
The Benefits of Title I The Title I Program enhances the regular classroom. Highly qualified teachers and paraprofessionals work with whole and small groups of students using materials and instructional strategies that supplement grade level curriculum. The assistance provided by the Title I Program is ultimately aimed at enabling students to meet the high standards set by Iberia Parish School District and the Louisiana Department of Education (LDOE). Additionally, Title 1 works very closely with the parents of eligible students. Parents are invited to meetings during the year that empowers them to help their children at home and in life. Through the Parent Resource Center(s), Title I parents are provided with materials that they may use to become more informed and to work with their child at home. Parents are also invited to participate in the Title I Program during school sponsored parental involvement activities and anytime throughout the school year. Who is Eligible for Title I Title I, reauthorized in NCLB and the current ESSA, continues the requirements imposed in 1994 to strictly rank and serve schools in order of poverty. Iberia Parish uses the number of Economically Disadvantaged students as the poverty measure to rank schools. All schools with a poverty rate above 75% must receive funding. Parishes then designate their own plans for distributing funds to the remaining eligible schools. Schools with a poverty level below 35% are not eligible to receive funds. There are two types of Title I programs operating in schools, schoolwide and targeted assistance. Schoolwide programs must have poverty level of 40% or higher. Allocations to these schools are provided for all students. These funds are consolidated to upgrade the entire educational program at the school. Schools operating targeted assistance programs, however, must identify and provide services only to eligible students. Students are eligible if they are failing or at risk of failing to meet state standards. These targeted assistance schools receive allocation for eligible students only. 7
Iberia Parish Title I Schools Title I is a federally funded program and operates in every state in America and in all 70 public school systems in Louisiana. A school must qualify to receive services from this program. In order to qualify for services in Iberia Parish, an elementary school must have a minimum of 35% of its Economically Disadvantaged students and a middle school must have 65% or above to receive services. Title I Instructional Programs Pre-K Program The preschool program offers a combination of whole group, small group and individual activities designed to meet the needs of each child. Children are exposed to a wide variety of experiences through activity centers such as: Blocks, Dramatic Play, Sand and Water, Music and Listening, Library, Writing, Art, and Physical/Motor. Response to Intervention (RTI) Students identified as at risk receive increasingly intense levels of targeted, scientifically research-based interventions based on individual students’ needs. Reading and/or math interventions can be provided by teachers, interventionists or computer assisted instruction. SuccessMaker SuccessMaker is instructional software that provides elementary, middle and some high school learners with adaptive, personalized paths for mastery of essential reading and math concepts that delivers outcome-based data to inform educational decision making. With a strong focus on the most critical math and reading concepts, individualized learning for every student becomes a reality with SuccessMaker. The program is highly interactive, addressing multiple learning modalities and making students active participants in their learning and the game-like formats of many activities are challenging and motivating so learners are excited to use the program. Iberia School District offers students the newest version of SuccessMaker, which correlates to the LSS (Louisiana Student Standards). This software is available both on campus and at home for enrolled students. Waterford Computer-adaptive instruction that guides students from “learning to read” to “reading to learn.” Children are introduced to early literacy that includes familiar books, rich literature, and non- fiction texts as they grow into independent readers. Extended School Day Some students are provided additional instruction before or after school, in preparation for state assessments. 1:1 Chromebook Initiative This initiative means that Chromebooks have been issued to all students in grades PK-12, allowing greater accessibility to technology while preparing students for an ever-changing world. The 1:1 Chromebook initiative promotes learning anytime, anywhere, both at school and at home. This will lead to an overall enhanced educational experience, better student organizational skills and learning and sharing beyond the walls of the conventional classroom. 9
Title I Support Title I Newsletter A quarterly newsletter is sent home to all Title I students. Additionally, this newsletter is posted on the parent website. The newsletter provides educational articles and advice for parents, aiming to empower them as parent leaders. Title I Parent Meetings Parents are invited to participate in the Title 1 Parent meetings provided by the school your child attends. Schools hold parent meetings in the Fall and Spring of each school year. Title I Parent Resource Centers A variety of learning materials are available in the Title 1 Parent Resource Centers. These centers are located at Iberia School Board Office on Jane Street, the Educational Center on Lemaire Street and St. Charles Elementary School. Parents are encouraged to visit the centers to obtain educational materials to assist their children. Upon request, parents can request a meeting with the district’s parent coordinator to assist them in choosing materials that best fit their children’s needs. Some centers also have Internet accessible computers. Contact Crystal Arceneaux, Title 1 Specialist/Parent Coordinator, at 364-7641 for an appointment. Media Center The media center serves the needs of Title I children by (1) providing a conference room for inservice training and other meetings; (2) providing a media processing area which allows teachers and instructors to prepare visuals that support district chosen curricula in math, reading and early childhood instruction; (3) providing an area for central storage of Title I math, reading and early childhood materials and (4) providing the services of a media specialist and media clerk to assist teachers and instructors with curriculum support. 10
Iberia Parish School System District Parental Involvement and Family Engagement Policy 2020-2021 School Year PART I. GENERAL EXPECTATIONS The Iberia Parish School System agrees to implement the following statutory requirements: • The school district will put into operation programs, activities and procedures for the involvement of parents in all of its schools with Title I, Part A programs, consistent with section 1118 of the Elementary and Secondary Education Act (ESEA). Those programs, activities and procedures will be planned and operated with meaningful consultation with parents of participating children. • Consistent with section 1118, the school district will work with its schools to ensure that the required school-level parental involvement policies meet the requirements of section 1118(b) of the ESEA, and each include, as a component, a school-parent compact consistent with section 1118(d) of the ESEA. • The school district will incorporate this district wide parental involvement policy into its LEA plan developed under section 1112 of the ESEA. • In carrying out the Title I, Part A parental involvement requirements, to the extent practicable, the school district and its schools will provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children, including providing information and school reports required under section 1111 of the ESEA in an understandable and uniform format and, including alternative formats upon request, and, to the extent practicable, in a language parents understand. • If the LEA plan for Title I, Part A, developed under section 1112 of the ESEA, is not satisfactory to the parents of participating children, the school district will submit any parent comments with the plan when the school district submits the plan to the State Department of Education. • The school district will involve the parents of children served in Title I, Part A schools in decisions about how the 1 percent of Title I, Part A funds reserved for parental involvement is spent, and will ensure that not less than 95 percent of the one percent reserved goes directly to the schools. 11
• The school district will be governed by the following statutory definition of parental involvement, and expects that its Title I schools will carry out programs, activities and procedures in accordance with this definition: Parental involvement means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including ensuring— (A) that parents play an integral role in assisting their child’s learning; (B) that parents are encouraged to be actively involved in their child’s education at school; (C) that parents are full partners in their child’s education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child; (D) the carrying out of other activities, such as those described in section 1118 of the ESEA. • The school district will inform parents and parental organizations of the purpose and existence of the Parental Information and Resource Center in the State. PART II. DESCRIPTION OF HOW DISTRICT WILL IMPLEMENT REQUIRED DISTRICT WIDE PARENTAL INVOLVEMENT POLICY COMPONENTS 1. The Iberia Parish School System will take the following actions to involve parents in the joint development of its district wide parental involvement plan under section 1112 of the ESEA: • A district Parental Advisory Council (PAC) will be organized from parent representatives of Title I schools. This Council will meet two times per school year to address parental concerns, plan and evaluate educational workshops, revise the Title 1 Parent Book, and evaluate and revise the district Parental Involvement Policy. The Parental Involvement/Title 1 Instructional Specialist will supervise the PAC activities. 2. The Iberia Parish School System will take the following actions to involve parents in the process of school review and improvement under section 1116 of the ESEA: • Title I schools will have a Parent Advisory Council (PAC). Representatives from this group will serve as active members of the school improvement team. They will meet with the team and provide input in a collaborative effort to help students and schools achieve their goals. This PAC will evaluate the school policy annually, along with the school-parent compact, and revisions will be made accordingly. 12
3. The Iberia Parish School System will provide the following necessary coordination, technical assistance, and other support to assist Title I, Part A schools in planning and implementing effective parental involvement activities to improve student academic achievement and school performance: • The district will annually host parental involvement coordinator meetings to assist schools in planning effective parental involvement activities, revising and evaluating the school parental involvement policies and school-parent compacts. • Upon request, the district parental involvement coordinator will assist schools in presenting information to parents to improve student academic achievement and school performance. 4. The Iberia Parish School System will coordinate and integrate parental involvement strategies in Part A with parental involvement strategies under the following other programs by: • In order to facilitate effective parental involvement across the parish, an interagency collaboration between special education, state preschool programs, Head Start, Migrant Program, LEP Program and Title I will be maintained. Joint activities will be carried out involving the staff, parents, and children of each program. These groups will meet whenever necessary to plan activities. 1. The Iberia Parish School System will take the following actions to conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of this parental involvement policy in improving the quality of its Title I, Part A schools. The evaluation will include identifying barriers to greater participation by parents in parental involvement activities (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background). The school district will use the findings of the evaluation about its parental involvement policy and activities to design strategies for more effective parental involvement, and to revise, if necessary (and with the involvement of parents) its parental involvement policies. • An annual evaluation of the content and effectiveness of the parental involvement policy will be conducted by the Parental Involvement/Title I Instructional Specialist to identify ways of improving the academic quality of the schools and employ new methods of obtaining a greater participation in parental involvement at the school and district levels. • The district Parental Advisory Council and school parental involvement coordinators will evaluate this policy. • The evaluation form used will cover all aspects of the policy and allow for independent comments that may be warranted. • The results of the evaluation will be compiled and used to revise the policy. 13
• Additionally, a parent needs assessment will be completed to determine topics of interest for other types of activities that will be beneficial to parents at both the district and school levels. • The needs assessment will include questions pertaining to barriers that prohibit parent involvement and how these barriers may be resolved. The information will be used to make accommodations for the next school year. • Parents will be given evaluation forms to complete after all parental involvement activities to assess the effectiveness of the activities and allow for adjustments to be made for future workshops. 2. The Iberia Parish School System will build the schools’ and parent’s capacity for strong parental involvement, in order to ensure effective involvement of parents and to support a partnership among the school involved, parents, and the community to improve student academic achievement, through the following activities specifically described below: A. The school district will, with the assistance of its Title I, Part A schools, provide assistance to parents of children served by the school district or school, as appropriate, in understanding topics such as the following, by undertaking the actions described in this paragraph -- • the State’s academic content standards, • the State’s student academic achievement standards, • the State and local academic assessments including alternate assessments, • the requirements of Part A, • how to monitor their child’s progress, and • how to work with educators: • A Title I Parent Handbook will be prepared and made available to all parents of participating children. The handbook will contain information about Title I requirements and detail activities funded through the program. Parenting tips, educational strategies for use at home, parents’ right-to-know procedure and the district parental involvement policy will be included. The policy will also be distributed to any member of the community upon request. • Professional development activities may be attended by staff and parents during the year. Louisiana Parent Congress meetings and Expo are statewide opportunities for professional development. Meetings for school personnel on strategies for educating parents will be scheduled. Strong parent and school partnerships with open communication will be stressed. Activities sponsored by other agencies, organizations, and parishes will be attended whenever possible. B. The school district will, with the assistance of its schools, provide materials and training to help parents work with their children to improve their children’s 14
academic achievement, such as literacy training, and using technology, as appropriate, to foster parental involvement, by: • The Parental Involvement/Title I Instructional Specialist will assist schools in administering effective parental involvement activities. Support, materials, equipment and technical assistance will be provided as needed at the school building level. A district parent resource center will be maintained. The center will provide materials for parents that will assist them in their efforts to improve their children’s learning as well as their own. C. The school district will, with the assistance of its schools and parents, educate its teachers, pupil services personnel, principals and other staff, in how to reach out to, communicate with, and work with parents as equal partners, in the value and utility of contributions of parents, and in how to implement and coordinate parent programs and build ties between parents and schools, by: • The Parental Involvement/Title I Instructional Specialist will provide assistance to principals and parental involvement coordinators on writing a parental involvement policy and school-parent compact for their schools. Additional assistance will be provided upon request. The policy will be placed in the school handbook that is given to each parent at the beginning of the school year. Parents will sign a form indicating that they have read the handbook and the parental involvement policy. The compact will be sent home and signed by parents and students. The school parental involvement coordinator will keep these forms on file. D. The school district will, to the extent feasible and appropriate, coordinate and integrate parental involvement programs and activities with Head Start and public preschool and other programs that encourage and support parents in more fully participating in the education of their children, by: • In order to facilitate effective parental involvement across the parish, an interagency collaboration between special education, state preschool programs, Head Start, Migrant Program, and Title I will be maintained. Joint activities will be carried out involving the staff, parents, and children of each program. These groups will meet whenever necessary to plan activities. E. The school district will take the following actions to ensure that information related to the school and parent- programs, meetings, and other activities, is sent to the parents of participating children in an understandable and uniform format, including alternative formats upon request, and, to the extent practicable, in a language the parents can understand: 15
i. School personnel reviews all parent communication to ensure there is no educational jargon that could lead to misunderstanding by parents. ii. School personnel can request the district translator to translate parent communication in Spanish. PART III. DISCRETIONARY DISTRICT WIDE PARENTAL INVOLVEMENT POLICY COMPONENTS • The Iberia Parish School System recognizes the importance of parental involvement in the goal of academic excellence for every child. Active parental involvement enhances high expectations in the educational process. Through active parent participation more knowledge and support for the education process is acquired from the home. • The Iberia Parish Parental Involvement Program will incorporate activities through the collaboration of the community, parents, and educators. This program will provide information, guidance, and training for the parents of Iberia Parish. * * * * * PART IV. ADOPTION This District wide Parental Involvement Policy has been developed jointly with, and agreed on with, parents of children participating in Title I, Part A programs, as evidenced by parental advisory council agendas and signature documentation. This policy was adopted by the Iberia Parish School System on February 20, 2020 and will be in effect for the period of the 2020-2021 school year. Compact for Learning Title I requires each school that receives Title I funds to develop jointly with parents a school-parent compact that outlines how school and parents will work together to help Title I students achieve the content and performance standards set by the state for all students. A Compact is... • commitment to sharing responsibility for student learning • An action plan for a family-school-community partnership to help children get a high-quality education. The compact must do a number of things: 1. Describe the school’s responsibility to provide high quality curriculum and instruction in a supportive and effective environment which will enable students to meet the state standards. 2. Describe how parents will be responsible for supporting their child’s learning. Examples given in the law are volunteering in their child’s classroom, participating in decisions relating to the education of their children, and to foster positive use of extracurricular time. 3. Address the importance of communication between teachers and parents on an ongoing basis. Schools will be required to provide: • Parent-teacher conferences in elementary schools, at least once a year, when parents and teachers will discuss the compact as it relates to an individual child’s achievement. • Frequent reports to parents on their children’s progress (frequent is not defined). • Reasonable access to staff and to classrooms to observe activities (reasonable is not defined). • Regular two-way, meaningful communication between family members and school staff in a language that family members can understand (to the extent practicable). 17
Louisiana Department of Education Complaint Procedures For The Elementary and Secondary Education Act of 1965 If the Iberia Parish School System’s Title I Program is not providing services in accordance with state and federal regulations, a parent may file a complaint in accordance with The Louisiana Handbook for School Administrators, Bulletin 741, Section 349, which is available online at the following website address: https://www.ppsb.org/ourpages/district_info/Bulletins/Bulletin741.pdf Parents may also request a copy of this bulletin by calling the Department’s toll-free number 1-877- 453-2721. This bulletin contains detailed procedures established for resolving complaints filed against the Department of Education or a local education agency pursuant to provisions of the Elementary and Secondary Education Act of 1965, 20 U.S.C. §6301, et. Seq. (ESEA). Summarized from the above handbook, complaints to the Louisiana Department of Education must (1) be in writing and (2) describe a violation of the law or a violation of federal statutes or regulations. The written complaint must include: • A Statement of the violation of a requirement of a pertinent federal statute or regulation; • The facts on which the statement is based, including the name of the local education agency; • A proposed solution for the problem; • The parent’s signature and contact information; • Only violations occurring within the past year. A parent is notified when a complaint has been received by the Department, and complaints will be resolved within 60 days of receiving the complaint, unless the timeline has been extended. The parent will receive a written decision addressing each violation and will also be informed of the right to request that the Secretary of the United States Department of Education review the decision made by the Louisiana Department of Education. 18

The purpose of the McKinney-Vento Homeless Assistance Act is to ensure that homeless students enroll in school immediately and continue their education with as little disruption as possible. The Iberia Parish School District’s dispute resolution process follows the guidelines set forth in the McKinney-Vento Homeless Assistance Act and in accordance with The Louisiana Handbook for School Administrators, Bulletin 741, Section 341, which is available online at the following website address: https://www.ppsb.org/ourpages/district_info/Bulletins/Bulletin741.pdf. This bulletin contains detailed procedures established for resolving complaints filed against the Department of Education or a local education agency pursuant to provisions of the Elementary and Secondary Education Act of 1965, 20 U.S.C. §6301, et. Seq. (ESEA). The following process will be used in a case where a dispute occurs regarding the education of a homeless child or youth. Dispute Resolution Process (1) If a dispute arises over school selection or enrollment, the child/youth must be immediately enrolled in the school in which he/she is seeking enrollment, pending the resolution of the dispute (five days). The dispute process may be initiated by the parent/guardian, unaccompanied youth, principal or other school officials. (2) The parent/guardian or unaccompanied youth must be referred to the Homeless Liaison, provided a written explanation of the school’s decision to deny enrollment or school selection and the rights of Homeless parents/guardians/unaccompanied youth, including the right to appeal any school district decision. (3) When the parent/guardian/unaccompanied youth is referred to the Homeless Liaison, the liaison will carry out the dispute resolution process within a reasonable amount of time. (4) After reviewing pertinent information related to the dispute, the Homeless Liaison shall provide the parent with a decision in writing within five (5) days of the receipt of the written complaint. (5) If the written resolution is not acceptable to the parent/guardian/unaccompanied youth, the Homeless Liaison will forward the dispute to the State Homeless Coordinator.
