The reasoning behind the BES call Development of technologies, capabilities and solutions to: Improve EU border security in terms of: • Flow of people: Research will support the exploitation of the potential given by the European Border Surveillance System (EUROSUR - Regulation No 1052/2013) and promote an enhanced use of new technology for border checks in relation to the recent legislative initiatives (DG HOME) • Flow of goods: Customs play and important role in the fight against crime and terrorism by checking for illegal trafficking and trade. Research will address, in the context of the EU’s customs policy, supply chain security trying to strike the right balance with trade facilitation (DG TAXUD) Contribute to capability development of the European Border and Coast Guard Support the EU External Security Policies in civilian tasks (EEAS) .. But also understanding the phenomena with impact on border and external security. Social sciences and humanities involved.

SU-BES01-2018-2019-2020 (RIA) Title: Human factors, and social, societal and organisational aspects of border and external security Sub-topic 3: [2020] Developing indicators of threats at the EU external borders on the basis of sound risk and vulnerability assessment methodologies. Scope: • Improving the effectiveness of border control, including air, land and maritime borders, by developing dynamic composite indicators of threats, to compare various threats occurring simultaneously at the border. This should be based not only on the absolute number of detections at the border, but also on their synergies and inter-relationships, as well as on the impact that such detections may have on the internal security of the EU. • Research would enrich the vulnerability assessment tasks defined in the EBCG Regulation. Expected impact: • Contribution to the development of EU joint capabilities for border management and support to the implementation of policy priorities
SU-BES02-2018-2019-2020 (RIA) Title: Technologies to enhance border and external security Specific challenge: Development of novel technologies, provided that they are affordable, accepted by citizens and customized and implemented for the needs of security practitioners. Two sub-topics open in 2020: Sub-topic 5: Disruptive technologies for non-intrusive identification of hidden goods Scope: Research should focus on: 1. the use of improved sensing technologies producing a highly detailed, insight into the internal structure of a container. 2. System suitable for deployment and operation in a flexible and relocatable way. 3. Swift gathering and exchange of information with other systems to facilitate a faster and accurate localisation and identification of illicit cargo. Sub-topic Open: Other issues relevant to this challenge
SU-BES02-2018-2019-2020 (RIA) Title: Technologies to enhance border and external security Other considerations: • In compliance with EU societal values, fundamental rights and applicable legislation. Expected impact: • Short term: Benchmarks to assess progress, plan for uptake of results • Mid term: Evidence based knowledge, progress beyond state of the art, technical and operational guidelines • Long term: Implementation of actions (e.g. Smart borders, EU Maritime Security Strategy, EU Strategy and Action Plan for customs risk management)
SU-BES03-2018-2019-2020 (IA) Title: Demonstration of applied solutions to enhance border and external security Specific challenge: Demonstration (and validation) of highly mature technologies (TRL 6-8) in the context of actual operations. Two sub-topics in 2020: Sub-topic 3: Improved systems for the vessel tracking, behaviour analysis and automatic anomaly detection. Scope: Focus on three elements: 1. reporting and surveillance systems data (e.g. containing information on a vessel journey), 2. relevant information databases (containing vessels’ and/or containers’ historical information) and 3. real or near real time data resulting from other reporting or surveillance sources. Sub-topic Open: Other issues relevant to this challenge
SU-BES03-2018-2019-2020 (IA) Title: Demonstration of applied solutions to enhance border and external security Overall expected impact: Improved cost-effectiveness and efficiency of systems for the prevention of cross border crime and for border surveillance for civilian purposes. European standards for interoperable systems. Substantial and tangible improvement of (maritime) situational awareness and reaction capability Contribution to the implementation of the European Border Surveillance System (EUROSUR) and to its interoperability with other systems. Specific Expected impact for Sub-topic 3 Implementation of actions of civilian nature identified in the EU Maritime Security Strategy Action Plan.
