Speakers / Western Winter Workshop 2012 Keynote Speaker Andrew Ness Jones Day Andy Ness assists owners and contractors with troubled projects, solving complex construction and design-related problems without need for formal dispute resolution whenever practicable. In litigated matters, he has served as lead counsel on a wide variety of large construction disputes that were resolved in federal and state courts and via domestic and international arbitrations. Andy also has extensive experience in resolving disputes through the use of mediation and other alternative dispute resolution techniques, and he has drafted and negotiated design, EPC, and construction contracts for a wide range of major projects around the world. Andy additionally has extensive experience with U.S. government projects and contracting issues. The projects that Andy has assisted encompass a broad range of energy, industrial and process, government, institutional, commercial, and building projects across the United States and numerous other countries in Europe, South America, Asia, and the Middle East. Prior to joining Jones Day, Andy was co-leader of the team that received the 2008 and 2010 Awards for Excellence in construction by Chambers USA. He has been recognized individually by Chambers USA and Best Lawyers in America since each publication commenced coverage of construction law and was named by Best Lawyers as “Lawyer of the Year” in construction law for the District of Columbia for 2012. He is also listed in Who’s Who Legal (2009 and 2008) and Washington, D.C. Super Lawyers. Andy is a Fellow of the American College of Construction Lawyers and a member of the American Bar Association, where he is chair-elect of the Forum on the Construction Industry, the world’s largest organization of construction lawyers. President’s Luncheon Speaker Michael R. Nosbisch, CCC, PSP, President AACE International Mr. Nosbisch has over 23 years of experience in project management and controls within both the government and private sectors. He has worked for several of the leading engineering, procurement, and construction (EPC) firms in the industry, to include URS Corporation, Jacobs Engineering, Kiewit, and Parsons Corporation. In 2009, Mr. Nosbisch joined a leading management consulting firm, SM&A, and was responsible for their sucessful EVM Compliance and Consulting practice. In May of 2011, he joined Project Time & Cost as Managing Principal, Western Region, and EVM Practice Lead, based in Long Beach, CA. Mr. Nosbisch is also an adjunct professor at the University of Southern California, teaching graduate level courses in heavy construction estimating and scheduling. Mr. Nosbisch was certified as a PMP in 1999. He has also been an active member of AACE International since 1999, earning numerous professional certifications as well as currently serving as President of the Association. In addition, Mr. Nosbisch is an active member of both NDIA’s Program Management Systems Committee (PMSC) and the Energy Facility Contractor’s Group’s (EFCOG’s) Project Management Working Group (PMWG). 12
Western Winter Workshop 2012 / Speakers Capital Management Program Speakers Brian Boudreau, Executive Director Program Mgmt. LACMTA Brian Boudreau is the Executive Director of Program Management at the Los Angeles County Metropolitan Transportation Authority (LACMTA). He has 29 years of experience in public agency transportation management, working across multiple departments include project management, project controls, funding and financial planning. Brian is a frequent presenter at American Public Transportation Association (APTA) and Association for the Advancement of Cost Engineering International (AACEI) conferences. He has a bachelor’s degree in Business Management from Merrimack College in Massachusetts. Jon Killoran, CEO Reno-Tahoe Winter Games Coalition Jon Killoran is the Chief Executive Officer of the Reno Tahoe Winter Games Coalition. He handles the day-to-day operations for this non-profit organization. Jon has served in this position since February 2009, working with public and private sector leaders from Nevada and California to position our region as a premiere sports destination and bid favorite to host a future winter games. Before joining the Olympic effort, Jon spent 21-years in Reno’s television news industry. He earned several awards for his work as a sports broadcaster before being promoted to a similarly distinguished stint as news director for KRNV News 4. A Long Island native, Jon moved to Reno in 1980 to attend the University of Nevada. Steven G. Light, P.E. , PMP, Chief, Alternative Technologies US Army Corps of Engineers Steve Light currently serves as the Chief for Alternative Technologies, Chemical Ordnance Demilitarization Program, at the Huntsville Engineering and Support Center. He is the Program Manager of a multibillion dollar program supported by Engineers, Project Managers, Project Specialist, and two Resident Engineer Offices in Colorado and Kentucky. His team is responsible for the safe design and construction support of all Chemical Demilitarization Plants in the United States and abroad. Mr. Light has served in this capacity since 2005. Prior to his assignment as Project Manager for the Chemical Ordnance Demilitarization Program, Mr. Light served as the US Army Corps of Engineers Project Manager overseeing the superfund cleanup of two Defense Logistics Agency (DLA) sites at Defense Depot Region West (DDRW) - Tracy and Sharpe near Stockton, CA from 1991 to 1997. In addition, from January 1979 to September 1991, Mr. Light served on active military duty as an Air Force Civil Engineering Officer. His duty included terms with HQ Air Force Space Command and Hahn AB, Germany. He also served in many other significant Civil Engineering Officer roles with the U.S. Navy SEABEES, US Air Force REDHORSE and base level programs and project officer positions. Mr. Light holds a Masters in Business Management from Webster University and a BS in Civil Engineering from Colorado State University. Steve is married to wife Lorna and they have two children Caleb and Sydney. Steve and his wife live in New Hope, AL. James Pease, Senior Project Manager Sutter Health James Pease is currently the Senior Project Manager for Sutter Health. He holds a B.S. in Management Science from the University of California-San Diego and Certificate in Construction Management from the University of California – Berkeley. 13

Pezik, P.E., Program Manager - #7 Line Extension MTA Capital Construction Mr. Pezik is the Program Manager for the No. 7 Line Extension Project for the MTA Capital Construction Company and has over thirty years of engineering and construction experience. He is currently responsible for managing over $1.5 Billion of construction on the No. 7 Line Extension Project for the MTA. Mr. Pezik has held various program management positions in the areas of Capital Construction, Security and Procurement during his 13 year tenure with the MTA. Prior to that, Mr. Pezik spent over twenty years in the utility industry designing and building major natural gas pipeline and electrical infrastructure projects. Mr. Pezik received his M.S.C.E. degree from the New Jersey Institute of Technology and is a licensed Professional Engineer in NY and NJ. In addition, he is a Member of the American Society of Civil Engineers. Jonathan Stern, Director of Waterfront Development Projects Port of San Francisco Jonathan Stern is the Assistant Deputy Director of the Waterfront Development Projects for the Port of San Francisco. Mr. Stern directs the development group at the Port of San Francisco, negotiating public/private real estate development agreements on San Francisco’s piers and adjacent waterfront development. Since 2007, he has been responsible for formulating and implementing public-private partnership development projects along the San Francisco Waterfront. These projects include the implementation of large scale, mixed-use commercial, recreational and industrial projects. Currently, Mr. Stern is leading the efforts to complete the Exploratorium transaction at Piers 15 and 17 as well as leading exclusive negotiations at the 16-acre parking Lot A for ATT Park (seawall lot 337) and the Port’s 2/3-acre site at Washington and The Embarcadero (seawall lot 351). Additionally he is leading development partner solicitation efforts at the 69 acre Pier 70 area. Mr. Stern holds a Bachelor Degree in Political Science from Stanford University and has taught at ULI Real Estate School and UC Davis Extension. He resides in Berkeley with his wife and their three young children. Jason Weinstein, Senior Program Coordinator Bay Area Toll Authority (BATA) Jason Weinstein is a Senior Program Coordinator with the Bay Area Toll Authority (BATA) – a function of the Metropolitan Transportation Commission (MTC). His primary focus is the oversight of capital projects involving toll revenue for the Bay Area’s seven State owned toll bridges. Mr. Weinstein, a licensed Civil Engineer, has been with BATA for the past six years. Prior to joining BATA. He worked in a variety of positions in the areas of design, construction , and traffic operations during a 15 year career with Caltrans. He holds a BS in Civil Engineering from Washington University in St. Louis, MO. Mark White New York State Department of Transportation Mr. White has over 29 years of experience within the Civil Engineering and transportation industry. He is currently the manager of the Construction Project Management & Controls Section for the New York State Department of Transportation. Mr. White manages the implementation of Construction Project Management and Project Controls software applications, including Oracle-Primavera P6 and Contract Manager; and supervises staff responsible for various construction contract administration functions. In addition, has served in various positions in many program areas of the department including traffic, design, consultant management and construction. He holds a BA in Physics from the State University of New York, College at New Paltz; and a BS in Engineering from the State University of New York, University at Buffalo. Mr. White loves the outdoors, including golf, hiking, camping, and visiting National Parks. 14
Western Winter Workshop 2012 / Speakers Technical Speakers Brad Arterbury, PMP Acumen Brad is an experienced business professional with a wide ranging expertise in sales, finance and operations who has worked with Fortune 50 companies, government agencies and government contractors. Brad currently leads Acumen’s business development efforts with the federal government and the aerospace and defense and information technology industries. Prior to joining Acumen, Brad managed sales teams specializing in enterprise IT solutions and then served the same company as a financial controller. He later worked as a process enablement lead on several global logistics transformation projects. His background provides a unique perspective on project and program management, especially related to project controls. Brad is a current member of the Project Management Institute and a certified Project Management Professional. Pete Bassford, PSP Hatch Mott MacDonald Pete Bassford has over 18 years of construction management experience ranging from hard bid heavy civil projects to negotiated commercial construction. He has spent over 7 years as a Project Controls Specialist working as a schedule and claims consultant. Pete received a Bachelor of Science degree in Construction Management from California Polytechnic State University, San Luis Obispo in 1993 and a PSP certification in 2010. Christen Bergerud, PMP EcoSys Christen is Co-Founder and Executive Vice President at EcoSys. Christen provides leadership in EcoSys’ software and consulting practices, working closely with customers in markets including government/public sector, energy and mining, and engineering and construction. He shares responsibility for defining the product direction for EcoSys Enterprise Planning & Controls (EPC) software. Prior to starting EcoSys, when at Eagle Ray and subsequently Primavera Systems, Christen was a designer and developer of the Enterprise Project Management Software suite now known as Oracle Primavera P6. He has a long background as a project portfolio management and cost controls consultant, project manager, and software developer. John Blodgett Pacific Gas and Electric Company (PG&E) John Blodgett is a Supervisor of Project Controls with Pacific Gas and Electric Company’s (PG&E) Environmental Remediation department. John has nearly 15 years’ experience in environmental remediation, construction, and project management. In John’s current role he supervises the Project Controls team for cost & schedule management of over 125 remediation sites using Primavera P6; is responsible for managing and reporting PG&E’s environmental remediation liability reserves; and serves as the department’s Sarbanes-Oxley 404 Team Lead. Prior to PG&E, John served as a Cost Estimator/Project Manager on a radioactive contaminated site for the Department of Energy (DOE); a Cost / Scheduler on a steel mill remediation site; and managed the design and construction of cellular telecommunication towers. John holds a B.A. in Political Science and Environmental Studies from the University of Southern California. 15
Speakers / Western Winter Workshop 2012 Jared Carlson U.S. Cost Mr. Carlson has worked 12 years for U.S. COST in a sales, marketing and account manager position. He has managed accounts for Procter & Gamble, General Electric, The U.S. NAVY, The FAA, Heineken, Goodyear Tire & Rubber and National Grid. He graduated from Georgia State University and is an associate member through corporate sponsorship of U.S. COST. Mr. Carlson has also sung in an international championship barbershop quartet for over 20 years. John Ciccarelli, PE, CCE, PSP Marsh Risk Consulting John Ciccarelli is currently the Vice President and Managing Consultant of Marsh Risk Consulting’s Construction Consulting Practice. He provides expertise managing engagements and performing various consulting and project advisory services for the engineering and construction industries. John’s experience includes construction management consulting, risk management analyses, construction cost assessment, project management oversight, direct construction oversight, dispute resolution and litigation support for clients globally. Mr. Ciccarelli has over 20 years of experience providing services on projects involving commercial, residential and institutional buildings, power plants, wastewater treatment plants, transportation, infrastructure, port development, earthworks and petrochemical plants. His experience provides a broad range of perspectives from owners/operators and government agencies to contractors, engineers, architects and vendors. Mr. Ciccarelli graduated from the University of Delaware with a BS in civil engineering and completed his MBA with a concentration in real estate from Rutgers University. In addition, he is a registered Professional Engineer, and is a Certified Cost Engineer and Planning & Scheduling Professional. Mr. Ciccarelli is also a member of the Association for the Advancement of Cost Engineering International , American Bar Association Forum on the Construction Industry, American Society of Civil Engineers, National Society of Professional Engineers, Project Management Institute College of Scheduling, ASCE Construction Institute, and Institution of Engineers, Australia (MIEAust): College of Civil Engineering. Brian Criss, PSP DRMcNatty & Associates, Inc. Mr. Criss has over 15 years of construction management and project control experience. He is currently the Vice President of Professional Services for DRMcNatty & Associates, Inc. Mr. Criss is responsible for client deliverables, software implementation, professional services, development and training of resources, and insuring that client goals and objectives are achieved on time and on budget. As a certified Primavera Trainer and Implementation Consultant, Mr. Criss leads the execution of software implementation as well as professional services including project administration and schedule support, claims analysis, mitigation, and support. He earned a BA from UCLA and MA from Azusa Pacific University. 16
Western Winter Workshop 2012 / Speakers Jason Dodds Autodesk, Inc. Jason Dodds, coauthor of “Mastering Navisworks 2012”, is an Autodesk Construction Technical Specialist; located in Denver, CO. Jason has been actively involved in the design and building technology community for over 15 years. During his career, Jason’s focus and experience has been with construction, construction administration, MEP, architecture, structures, and technology for companies such as Michael Baker Corporation and Southland Industries. He has been involved in all facets of design and building processes and understands what it takes to complete projects from design, estimating, coordination, to fabrication. In his role at Autodesk, Jason plays an integral role in advocating and implementing the company’s Construction and BIM solutions throughout North America. Doug Eberhard Autodesk, Inc. For over 25 years, Doug Eberhard has created and implemented innovative computer model-based solutions on over $120 Billion of Capital Planning, Design, Engineering, and Construction projects around the world. He is currently the Senior Director of Infrastructure Development for Autodesk. As the former CTO of Parsons Brinckerhoff, Doug helped pioneer unique and award-winning solutions to visually and virtually manage and communicate proposed projects using Building Information Modeling or BIM, Real-time Visualization, Web Collaboration and Project Information Management Systems. Doug’s more notable projects include implementation of 4D Modeling for the $ 21B NYC World Trade Center Rebuilding Program Construction Management, the $780M NYCT Fulton Street Transit Center, both Public and Private Information Websites for the NYC Lower Manhattan rebuilding plan and Internet-based Program Management Systems for General Motors, AT&T, FEMA, Network Rail, NYC MTA, Caltrans and the Singapore Ministry of Environment. Harley Oracle Primavera Mr. Harley is currently the Industry Manager & Strategist, of Engineering & Construction for Oracle Primavera. Marlene Hyde, CCE, EVP, President Elect AACE International Marlene Hyde CCE EVP, has 38 years’ experience in project controls, estimating, scheduling, and project management. She has been active in AACE® since 1991, and was certified as a CCE in 1993 and as an EVP in 2009. She has held a number of AACE® positions including president of the Albuquerque section for 2 years and VP-Programs in North Florida, and currently serves as President-Elect the AACE International Board of Directors. Western Winter Workshop 2012 / Speakers John C. Livengood, CFCC, PSP ARCADIS Mr. Livengood is an experienced claims expert with more than 35 years of construction related experience. He is also a registered architect and an attorney experienced in construction litigation, project management, design analysis, and document preparation. He has worked on a variety of projects from residential projects to powerplants, and rail systems to refineries. Mr. Livengood has also written and lectured extensively on issues of claims, delay, and productivity. He is an editor on the AACE International Recommended Practice on Forensic Schedule Analysis Practice Guide (2007, 2009, and 2011). He is also Director for Region 2 of the AACE and sits on the Board of Directors and has previously served on the National Architectural Accrediting Board. As an expert witness, Mr. Livengood has testified in court proceedings, before boards of contract appeals, arbitrations and mediations on scheduling issues, damages and causation issues. These cases have included major civil construction, as well as buildings and a residential property, often with the value at issue has exceeded $500 million. Mr. Livengood has also been involved with dozens of major international construction projects, including Hong Kong’s Chek Lap Kok Airport, the Chunnel project and several petrochemical plants in Europe, as well as King Khalid Military City, Yanbu Industrial City, and King Saud University in Saudi Arabia. As an international arbitrator, Mr. Livengood has been a member of panels in Geneva, Dubai, and Cairo. Bill Maddex, CEP Arup Bill Maddex brings 35 years of construction experience to the burgeoning field of Public Private Partnerships. Mr. Maddex is employed by Arup, a renowned professional engineering services consultancy based in the United Kingdom with global reach. Brady Nadell Parsons Brinckerhoff Brady Nadell is a registered Civil Engineer (License #55918) in California with a Bachelor of Science Degree in Civil Engineering from University of California, Berkeley. He is a Senior Supervising Engineer and Project Manager with Parsons Brinckerhoff and has over 22 years of experience in civil engineering design and project management. His experience includes highway and transit design, and has spent the last 14 years involved in the San Francisco Bay Bridge project. Brady has had experience providing design support and managing all phases of highway projects including preparing PSRs, Environmental Documents and PRs, and final design (PS&Es) for a variety of projects throughout his career. Brady is a leader in the effort in Parsons Brinckerhoff to transform the project delivery process to include using ‘Virtual Design and Construction’ (VDC) practices to highway projects. Brady Nadell has been the project manager for Parsons Brinckerhoff for a series of Design Visualization On-call contracts for Caltrans Landscape Architecture, which has included work on a number of highway projects including SR 84-Niles Canyon, SR 101 Marin Sonoma Narrows, various SR 1 Marin- Sonoma projects, SR 12-Jameson Canyon, and others. He has been a construction manager for infrastructure projects, underground pipelines, a recycled water facility and natural-gas-fired power plants. Mr. Orsinelli’s experience includes detailed and conceptual level cost estimating, troubleshooting field problems, and managing small projects. He loves to watch movies and play sports in his spare time. Julie Owen, PSP, CCC Los Angeles County Metropolitan Transportation Authority Julie Owen, PSP, CCC has over twenty years of experience in project management, project control, cost engineering, scheduling, contract administration and schedule delay claim analysis. She works as Senior Project Controls Manager for LACMTA managing the $40 billion over 30 year initiative to improve Los Angeles County transportation infrastructure. Tristan is part of a national VDC/BIM consulting group that provides specialized consulting services on infrastructure projects within the US and around the world. Tristan has a bachelor’s degree from University of Colorado at Boulder in Architectural Engineering, as well as a master’s degree from Stanford University in Civil Engineering. Tristan has applied 4D modeling to nearly 20 projects and pursuits, including the San Francisco-Oakland Bay Bridge and Presidio Parkway (Doyle Drive Reconstruction) projects in San Francisco. Natalie Saylor Saylor Consulting Group Ms. Saylor is the founder and principal of Saylor Consulting Group, an independent third party cost consulting firm specializing in public construction. Smith, CCC Hatch Mott MacDonald Brian began his career on EPCM mining projects as a field engineer and scheduler and has since worked on private and public sector projects for 25 years spanning fossil cogeneration power, wastewater, light rail, highway and tunnel projects. Brian received his Bachelor of Science in Construction Management from Washington State University in 1985, a certificate in Geographical Information Systems from the University of Washington, and a year-plus of Commercial Real Estate Brokerage experience from the School of Hard Knocks. His past experience has made him very well versed in project management and cost engineering. Peter has a Bachelor’s Degree from California State University Chico in Construction Management and is an Accredited Professional with the US Green Building Counsel in Leadership in Energy and Environmental Design (LEED AP). He has completed three internships with large general contractors such as Kiewit, SJ Amoroso, and Perini Building. After graduation he worked in the Estimating and Operations department for C.W. Ronald Winter, PSP Schedule Analyzer Software Ron Winter is foremost, a Construction Scheduler with over 20 years of experience. He is also a software developer and in 1992, began automating parts of a schedule review. He published the software called Schedule Analyzer as a P3 add-on software in 1998 and introduced the P6 version of Schedule Analyzer in 2003. Schedule Analyzer has sold over 1,000 licenses to date. Ron is a very active speaker. Since 2002, he has presenting over 17 different technical papers on CPM and scheduling at the Primavera Conferences, AACE conferences, PMI conferences, and at the Construction CPM conference. He is currently the acting Chair of the AACE Planning & Scheduling Committee as well as Co-Chair of AACE Marketing Committee. Ron has invented a method of calculating the Longest Path Value of a CPM activity and is the Primary Author of three AACE Recommended Practices and contributing author for nine other Recommended Practices. James G. Zack, Jr., CCM, CFCC, FAACE, FRICS, PMP Navigant Consulting, Inc. Mr. Zack have over thirty nine years of experience as a government contracts and grants officer, construction claims consultant, and project representative on capital improvement projects. He has been involved with the analysis and settlement or defense of more than 5,000 claims. Mr. Zack is currently the Executive Director of Navigant Consulting, Inc.
