GUIDE TO SET UP AN URBAN FARM ON HDB MULTI-STOREY CARPARK ROOFDECK Highlights SFA aims for Singapore to produce 30% of its nutritional needs by 2030. Rooftop farms are one of the solutions and SFA has worked with HDB to secure under-utilised HDB multi-storey car park (“MSCP”) rooftop parking decks (the “Premise”) to be converted to increase the supply of space to meet farming needs. SFA will be progressively appointing farm operators for the various sites. If you are thinking of setting up an Urban Farm at a HDB MSCP rooftop parking deck, this guide will let you have a better understanding of the procedures to follow, including information on the various submissions, fees and timelines involved. This guide also introduces the government agencies overseeing the necessary permits, should you wish to contact them to make specific enquiries. The following agencies have contributed to this guide: Singapore Food Agency, Housing Development Board, Building & Construction Authority, National Environment Agency, Public Utilities Board, Urban Redevelopment Authority and Singapore Civil Defence Force. Steps to set up an urban farm on MSCP Premise 1. Prospective MSCP rooftop farm operators will need to be appointed by way of tender. SFA has launched an open Tender on 23 Feb 2021 a. Tender Documents are available on https://www.sfa.gov.sg/urban-farming and www.gebiz.gov.sg b. Interested parties shall Submit Tender on Gebiz by 23 Mar 2021, 4 pm. Please refer to https://www.gebiz.gov.sg/ptn/gtpregistration/signup.xhtml for registration as GeBIZ Trading Partners. (Note: If your company is not registered with ACRA or if you are an individual, your registration will take approximately 3 to 5 working days for verification and approval). c. Submission Information: i. Each tender submission shall be for a single MSCP Premise or a cluster of MSCP Premises. If you wish to bid for more than one premise or cluster, please make multiple tender submissions (i.e. 1 submission for 1 premise OR 1 submission for 1 cluster of premises). ii. Documents to be submitted: 1. Form of Tender 2. Tender Proposal Form and relevant supporting documents 3. Tenderer’s Information 4. Proof of payment for Tender Deposit a. A tender deposit of Five Hundred Singapore Dollars (S$500/-) shall be included for each tender submission. Tenderers are to pay the tender deposit via internet bank transfer to the Singapore Food Agency to the following DBS Bank account number: 001- 072102-0. d. Please adhere to the current COVID-19 Safe Distancing Measures for any visits made to the MSCP premises. 2. Tender will Close on 23 Mar 2021, 4 pm a. If your proposal is shortlisted, you might be contacted for clarifications. 1
3. Tender Award a. Tender results will be published on SFA website once the tender has been awarded. b. Tender Award letters will be sent to Successful Tenderers via email. 4. Successful Tenderers will be required to execute the Tenancy Agreement and pay the Annual Rent, Annual Management fee and Security Deposit within 2 weeks from SFA’s notification. The amounts payable as indicated in the Tenancy Agreement are exclusive of Goods and Service Tax. Site will be handed over to the Successful Tenderer after Tenancy Agreement has been executed and all Payments are made. 5. Stamp Duty is payable to Inland Revenue Authority of Singapore within 14 days when Tenancy Agreement is signed. The following are required submissions to the relevant authorities based on farming systems proposed. Successful Tenderers are required to engage a Professional Engineer or Registered Architect as Qualified Person (“QP”) to make proper plan submissions and obtain all the necessary written approvals from the relevant authorities before the commencement of construction or related works. QP can apply for approval via the LicenseOne Portal at: https://www.gobusiness.gov.sg/licenses. For rainwater harvesting: - If there are plans to develop a system to collect rainwater for non-potable use, please make a separate application to PUB. Further information can be found online, at: https://www.pub.gov.sg/savewater/atwork/alternatesources - The collected rainwater is only allowed for non-potable use within the Successful Tenderer’s own premises. Any transaction or sale of the collected rainwater by the Successful Tenderer to other parties for use at other premises is not allowed. 7. After all relevant agencies’ approval are obtained, construction and related works can commence. Please adhere to these guidelines for any proposed works at the MSCP Premise. a) The proposed works and all daily operations, equipment and fittings shall not affect the safety aspects of the building, including structural safety, fire safety, operational safety, etc. Where measures need to be taken arising from the works and operations, this is to be done at the Successful Tenderer’s own cost 6
b) The proposed works shall not affect the vehicular access/ driveways/ parking lots and operational requirements to serve the existing HDB precincts. The consultant/ contractor is also required to ensure motorists and pedestrians safety. c) Ensure that the proposed works will not cause ground settlement and all protective measures are to be implemented to ensure the vehicular road access/driveway is not adversely affected by the proposed works. No dumping or stockpiling of building materials, equipment etc. are allowed in HDB car parks and access. d) At all times, the function of the driveways should not be compromised e.g. for refuse collection, fire-fighting etc. Motorists need to be able to gain access to HDB car parks at all times. e) Necessary measures must be put in place to ensure public safety at all times and warning signage must be erected adequately. HDB Branch must be kept informed of the work schedule and details once available especially when it is approaching HDB’s car parks / access roads. f) For car parks that have been implemented with the Electronic Parking System (EPS), should any of the EPS equipment be affected by the proposed works, the consultant/ contractor is to bear all costs relating to the relocation/ replacement of the equipment (e.g. relocation/diversion of EPS, loss of parking revenue, replacement of EPS parts, etc.). The consultant/contractor is also required to make arrangement with HDB’s appointed EPS service provider on the relocation/ replacement works. Should the EPS contract be terminated prior to the contract end date due to the proposed works, HDB will seek compensation for the losses and expenses due to the early termination of the contract period. 8. Please Obtain Temporary Occupation Permit or Certificate of Statutory Completion (“TOP/CSC”) approval before commencement of operations on the urban farm, and submit proof of TOP and CSC to SFA and HDB. For works requiring a QP, consider engaging someone who is familiar with and understands farm operations/ needs 2. Appoint a competent licenced builder to ensure that building works are built in accordance to approved plans and are code compliant. This will minimise issues during post-construction inspections. Submissions to NEA 3. To facilitate NEA submission, you are advised to provide the following information: a. Tabulation of refuse output and clarify how each generated waste stream will be stored, transported and disposed; b. Farming process activities, proposed working hours, type of chemicals/fertilisers used; c. Clarify mitigation measures to ensure that the proposed use will not cause odour, noise or pollution issues to the premises and its vicinity; and d. Ensure no roof gutters are installed and avoid features that may result in water stagnation and become potential breeding habitat for mosquitoes. 9
e. To declare upfront any requirements that are not able to comply with the Code of Practice on Environmental Health (COPEH) and the Code of Practice for Pollution Control SS593:2013. 4. If you have a specific question related to your submitted farm plans, please contact the NEA processing officer assigned to your project. Otherwise, please submit a Building Plan Consultation Request at https://www.eportal.nea.gov.sg/app/#/applications/create/building-plan- consultation-request or drop an email to DCLD_Consultation@nea.gov.sg for all other enquiries. Submissions to URA 5. Waiver application process for URA’s Addition and Alteration submissions via CoreNet: a. QP submits a waiver on the CORENET platform, indicating the specific URA condition / guideline to be waived b. The QP will have to provide the reasons for the deviation, consider the potential impact on the amenity of surrounding developments and streetscape, and propose appropriate mitigating measures. c. The request will be considered on a case-by-case basis and a reply will typically be provided within fifteen (15) working days. Submissions to PUB 6. Check if your development plans are eligible for PUB’s Simplified Submission Scheme. This will reduce the processing time. 7. Check your BIM model using PUB’s e-Plan Checker for compliance with PUB's requirements before making your submission to CORENET. This reduces your clearance time provided the modelling submitted has been reviewed and cleared of all non-compliances. Structural design standards to be used are indicated in the BCA’s Approved Document, which can be consulted here: https://www.bca.gov.sg/Publications/BuildingControlAct/others/Approveddocument.pdf 10. The safety of occupants is paramount. For safety reasons, requests for partial TOP (i.e. splitting of the development plot to allow for TOP to be received earlier for part of the site) will not be accepted if there are on-going structural works and/or crane hoisting works within the land site. 10
11. The Code on Envelope Thermal Transfer Value (ETTV) calls for sufficient thickness of glass to prevent energy loss if a greenhouse is air-conditioned. Alternatively, a developer can provide energy saving mitigation measures such as solar panels to make up for energy loss from the use of thinner glass. 12. Please refer to SS 555: 2019 for design and technical compliance to Lightning Protection System. Maintenance Matters The following maintenance matters are also highlighted for attention:- a) The Successful Tenderer will be responsible for taking over the property in as-is condition, and maintenance of the space within the tenanted boundary. Generally, the tenanted boundary is pegged to the bottom of the vehicular ramp serving the parking deck, but it will exclude shared building systems. b) The Successful Tenderer shall apply for and bear all costs for installation of water and electrical sub-meters. The tenant must also open its own utilities account and cover all related charges incurred for supply of water, sanitation, refuse removal, electricity usage etc. The utilities account will need to commence together with the tenancy commencement date, even if there is any concessionary rent-free period granted. c) The Successful Tenderer will be held responsible for the maintenance of the site, e.g. cleaning, pest control, proper refuse removal from site to the bin centre, and fulfil all other maintenance responsibilities as stated in the Tenancy Agreement. 11
