What is CGSE?
 Clean Growth South East is a pilot programme supporting the
 region’s businesses to identify new clean growth and net zero
 opportunities.
 Led by Kent County Council, working in partnership with Essex
 and East Sussex Councils. Funded by the South East LEP
 Sector Support Fund, and delivered by Opergy.
 Two main areas of work:
 1. An updated analysis and business intelligence on the clean
    growth, low carbon and renewable energy sectors in the
    South East.

 2. Develop and deliver a pilot support programme, directly
    helping business to address and overcome challenges
    restricting innovation and growth in high opportunity areas
    of the clean growth sectors.

Opergy is a multi-disciplinary consulting group, working with business

         quality assurance partner for the sector.

       • MCS certifies low-carbon products and installations used to
         produce electricity and heat from renewable sources.

       • Membership of MCS demonstrates adherence to these
         recognised industry standards; highlighting quality,
         competency and compliance.

Market Trends

Mapping MCS data against a range of official statistics allows us to
identify where there are common characteristics of areas where
small scale renewables are particularly prevalent or absent. Our
analysis found:

• The demand for microgeneration tends to be much higher in rural areas and
  very high in some remote locations

• Renewable heat is strongly correlated to areas where a relatively large
  proportion of consumers have no access to mains gas

• Installation rates are higher in some areas where there is a lot of fuel
  poverty

•       Some evidence that areas with the highest gross disposable household
       income generally have the lowest rate of installations

The Challenge

   • ‘Net Zero’ performance of every building in the UK by 2050:

   • The only strategic Government policy is an interim target of min EPC ‘C’ for
     homes by 2030.
   • 70% of UK homes remain at EPC ‘D’ or worse little/no improvement made in
     recent years.
   • Vast majority of the 2030 target (77%) can be met through the natural trigger
     points of moving home, major refurbishments and boiler replacements.

•   Just two manufacturers currently in the UK ,
    Mitsubishi in Scotland and Kensa in Cornwall.

•   Shortage of both sticks and carrots to get to 20 fold
    increase to 600k by 2028 (White Paper target ?)

•   For older homes a heat pump needs to go with
    improved insulation – can’t produce as much heat as
    a gas boiler.

•   No accredited qualification for a heatpump installer    68

The funding support for the I-Construct supply chain development project runs from 2020 until the
end of 2022, but the aim is for the network to be self-sustaining in the longer term. I-Construct is
part funded through the European Regional Development Fund (ERDF).

The project is led by the Haven Gateway Partnership and its delivery partners: Braintree District
Council, BRE (Building Research Establishment), Colchester Institute, and Daedalus Environmental. I-
Construct benefits from the support and guidance of members of the South East LEP’s Housing and
Development Group, and will collaborate with a wide range of stakeholders and industry bodies to
deliver the project.
