What is CGSE? Clean Growth South East is a pilot programme supporting the region’s businesses to identify new clean growth and net zero opportunities. Led by Kent County Council, working in partnership with Essex and East Sussex Councils. Funded by the South East LEP Sector Support Fund, and delivered by Opergy. Two main areas of work: 1. An updated analysis and business intelligence on the clean growth, low carbon and renewable energy sectors in the South East. 2. Develop and deliver a pilot support programme, directly helping business to address and overcome challenges restricting innovation and growth in high opportunity areas of the clean growth sectors.
Opergy is a multi-disciplinary consulting group, working with business and industry to create new opportunities that drive growth, innovation, and investment in our future sustainability. We are expert in clean growth solutions, energy and technology sectors, helping people and businesses to get started, scale-up, and become industry leaders. The Opergy team has supported the development of the UK’s largest offshore wind clusters in East and South East England; working with EDF Energy in developing ambitious plans for nuclear at Sizewell; supporting net zero communities; and driving early concepts for hydrogen clusters, and integrated energy hubs.

Market Trends Mapping MCS data against a range of official statistics allows us to identify where there are common characteristics of areas where small scale renewables are particularly prevalent or absent. Our analysis found: • The demand for microgeneration tends to be much higher in rural areas and very high in some remote locations • Renewable heat is strongly correlated to areas where a relatively large proportion of consumers have no access to mains gas • Installation rates are higher in some areas where there is a lot of fuel poverty • Some evidence that areas with the highest gross disposable household income generally have the lowest rate of installations MC S 30

What does it mean ? , • 2018 – heating homes accounted for 22% of UK greenhouse gas emissions • Future Homes Standard will be introduced in 2025 • Second government consultation on the details closed in April 2021 • Technical specs will be consulted on during 2023 • Legislation will be passed in 2024 • Will apply to new builds and extensions • Series of amendments to Part L (ventilation) and Part F (Heating) • Local planning authorities will have the right to set higher standards • Building regulations are devolved so apply to England 67
Challenges ? , • 70-85% of homes existing in 2050 are already built • Who pays ? • No gas grid connections for homes built from 2025 • Anyone seen a Hydrogen Strategy ? • Local heat network or heat pumps ? • 70% of UK adults have never heard of a heat pump • 30000 heatpumps were installed in UK in 2019 • c/w 1.7 million gas boilers • Just two manufacturers currently in the UK , Mitsubishi in Scotland and Kensa in Cornwall. • Shortage of both sticks and carrots to get to 20 fold increase to 600k by 2028 (White Paper target ?) • For older homes a heat pump needs to go with improved insulation – can’t produce as much heat as a gas boiler. • No accredited qualification for a heatpump installer 68 (unlike a gas boiler installer)

I-Construct is part funded through the European Regional Development Fund (ERDF). The project is led by the Haven Gateway Partnership and its delivery partners: Braintree District Council, BRE (Building Research Establishment), Colchester Institute, and Daedalus Environmental. I- Construct benefits from the support and guidance of members of the South East LEP’s Housing and Development Group, and will collaborate with a wide range of stakeholders and industry bodies to deliver the project.
