MESSAGE MESSAGE MESSAGE In order to give an impetus to prevent the spread of HIV in our State, Hon’ble Puratchi Thalaivi AMMA, created the Tamil Nadu State AIDS Control Society (TANSACS) way back in 1994. Tamil Nadu thus became the first state to constitute a State AIDS Control Society which was later emulated by other states. TANSACS has successfully completed 25 years of its journey and has achieved and is sustaining the intended results. The Government of Tamil Nadu gratefully acknowledges the contributions made by various stakeholders of TANSACS, who have helped in decline of HIV/AIDS epidemic in the State. Government of Tamil Nadu, in the footsteps of Hon’ble AMMA, has successfully implemented various programs and innovations towards the prevention and control of HIV/AIDS epidemic and has also extended the continuum of care and support services to the People Living with HIV (PLHIV) and High Risk Groups through TANSACS. My best wishes to TANSACS on completion of 25 years in successfully combating HIV/AIDS and I am confident that all the key stakeholders and likeminded NGOs/CBOs, HIV Positive Networks and Dr. Edappadi K. 5 T amil Nadu State Blood Transfusion Council (TNSBTC) with the L ABORATORY SERVICES support of TANSACS runs 90 government blood banks across the state. Around 4 Lakh units of blood is handled by these blood banks every year. DID YOU KNOW Counselling, screening, testing and other related services are provided at that your HIV status can be known within these blood banks. Voluntary blood donation camps are organized regularly 30 minutes. by these blood banks for collection of blood units. L aboratory services function as the cross cutting interface for all the services provided through ICTCs, DSRCs, ART, and Blood Banks. Lab Services 4 are attached with all the service delivery points of TANSACS. The assurance of quality of HIV testing is ensured through External Quality Assessment Scheme (EQAS) by reference laboratories, both at state and national level. These labs are interlinked with 12 State Reference Laboratories and 3 National Reference BLOOD TRANSFUSION Laboratories in the state. SERVICES 14 15

TARGETED INTERVENTION(TI) T echnical Support Units are established by NACO to provide Technical assistance to State AIDS Control Societies (SACS). Mandate of TSU is to support SACS to achieve the goals of the National AIDS Control Program, through mentoring and hand-holding visits, capacity building, data analysis and evidence based strategic planning. OUR LOVED ONES A HEALTHY TOMORROW T argeted intervention is a flagship prevention initiative of National AIDS Control Program, implemented 8 9 by TANSACS through engagement of Non-Government and Community Based Organizations. The aim of the TI program is to prevent HIV among the High Risk Groups (HRG) like Female Sex Workers (FSW), Men who have Sex with Men (MSM), Transgender (TG) and Injecting Drug Users (IDU). The program also caters to migrants and truckers who are termed as bridge population. Behavioural change communication, referral and linkage services to STI & HIV counselling and testing services, supply of free condoms are the services provided through TI projects. O n a v i si t t o th e ART ce nt re , aside and where little happiness or acceptance was at offer. As if that wasn't enough, after a few miscarriages, she was given the news that she had during h er 3r d mo n t h o f pr e gn a n c y , R a m y a wa s r ef er r ed t o t h e E M T C T p ro g ramme by Sh ant i - an ART co u nse llo r at th e contracted AIDS from her husband. She was shattered to bits. A stranger in her husband's home, she was now beginning to lose hopes of raising her c e n tre. Sh anti o f fe r e d c o u n s e l o n t h e E M T C T p r o g r a m m e a n d i n f o r m ed Ramya o f th e p o ssi bi li ty o f g i v i ng bi rth t o a no rmal own family - her own people from her own blood. c hild. But this is where women like Kala, from their extended periods of loneliness and desperation, slowly find rays of hope. Kala yearned for a baby A visibl y e l a t e d R a mya t hen r el i g i o us l y f o l l o wed t h e t r ea t m en t re g i me n and d e li v e re d a h e alt h y baby bo y. U p o n and stuck to that dream. During one of her visits to the ART centre she gathered courage to share her plight and her dreams with the counsellor. The c ompl etion of 1 8 mo n t hs, t he b a b y wa s t est ed a n d d ec l a r ed H IV n ega t i ve . I t was t h e n th at Ramya fe lt sh e co u ld re wri t e counsellor referred her to the EMTCT and EID services. Following her counselor's advice, soon she got pregnant and delivered a male baby. She was his to r y and no t l e t he r o w n st r u gg l es wi t h H IV a f f ec t t h e n ex t gen er a t i o n. T h i s mi racle h as i nsp i re d h e r t o le ad a lo ng and kept under regular EMTCT services with proper follow up. At the completion of 18 months, she got her child the confirmatory tests which revealed he alth y l ife for t he sa k e o f he r c hi l d . F o r t h e P o n g a l F est i va l i n J a n 2020, Ramya i nv i te d Sh anti and ART C e nt re te am to h e r her child to be HIV negative! She made it sure that she shared this happy news with her counsellor first. Kala is now leading her happiest life, forming house and cel e b r a t e d t he fe st i v a l wi t h j o y .
