FREDERICKSBURG INDEPENDENT SCHOOL DISTRICT 2020–2021 Asynchronous Instruction Plan INTRODUCTION Fredericksburg ISD Asynchronous Instruction Goal The goal of this plan is to provide high quality, rigorous TEKS-based instruction while maintaining instructional delivery that furthers student academic success, as well as to advance learning through progressing through the state standards. We realize that learning will be modified in a remote and digital format. Fredericksburg ISD will provide access, resources, and academic learning opportunities for all students in the remote setting through an asynchronous model. Fredericksburg ISD Communication Consistent communication will be more important than ever during 2020-2021. Parents and guardians need to know where they can receive factual information about current situations. Some simple communication guidelines below will ensure that we can communicate effectively with all families as situations arise during the 2020-2021 school year. Communication with Parents and Students As students return to school, registrars should verify that all families have a valid email address. Campus administrators will communicate to families that all essential communication will be sent through FISD Blackboard the FISD Parent Notification System. Campus administrators are also encouraged to use other tools like social media or a newsletter in conjunction with Blackboard the Parent Notification System of FISD. Weekly communication from the principal to parents is recommended. It is also recommended that principals set the expectation for teachers to communicate with students and families weekly about each week’s expectations and what students will be learning. ON-CAMPUS AND REMOTE LEARNING CHOICES PLAN A: NORMAL ON CAMPUS LEARNING (SAFETY PROCEDURES IN PLACE) ● Plan A may be implemented during the 2020–21 school year. ● This term will be used during 2020-2021 to refer to students coming to the school buildings to learn and participate in activities. Students will attend school on a regular instructional schedule and will engage in face-to-face learning on campus during school hours. Elementary students in grades PK-5 will be assigned to grade level classes that will be taught by teachers at their home campus. Secondary students in grades 6-12 will follow their class schedules by transitioning to different classrooms for instruction. Classroom instruction will be designed for mastery of student learning outcomes based on the academic standards called the Texas Essential Knowledge and Skills (TEKS) for each content area. PLAN B: 100% REMOTE LEARNING ● Remote Learning - This term will be used during the 2020-2021 school year to refer to students and parents who have made a commitment to participating in learning from home or another location. Remote Learning will have rigorous standards and highly structured schedules. Students in remote learning will be held to the Fredericksburg ISD grading procedures. Classroom instruction will be designed for mastery of student learning outcomes based on the academic standards called the Texas Essential Knowledge and Skills (TEKS) for each content area. ● The Instructional Coaches at each campus shall train staff on virtual learning expectations. ● The teacher shall have contact with all students Monday–Friday per TEA guidance. This shall be done through video conferencing (Google Classroom platform with Zoom or Google Meets) or telephone. ● The teacher shall submit a contact log to the campus principal on Friday of each week. ● Google Classroom Learning Management System (LMS) will be used for Secondary Remote Learning coupled with teacher Zoom, Google Meets and/or telephone meetings. A full instructional plan will be determined by the Instructional Coach and principal at Fredericksburg Middle School (FMS) and Fredericksburg High School (FHS). ● Google Classroom-designed curriculum will be used for Elementary Remote Learning coupled with Zoom, Google Meets and telephone meetings. A full instructional plan will be determined by the Instructional Coach and principals at Fredericksburg Primary School (FPS), Fredericksburg Elementary School (FES), and Stonewall Elementary School (SES). ● Teachers shall respond to a parent or student e-mail or telephone call within 24 hours, except on weekends. ● Staff shall be present on campus Monday through Friday, 8:00 AM to 4:00 PM. ● Principals shall designate a replacement staff member due to COVID-19 confinement. FISD will offer on campus-in person instruction as well as options for online learning utilizing the Google Classroom Learning Management System (LMS). Beginning on July 23rd, parents will be FISD 2020–2021 COVID-19 Guide Page | 4
asked to complete a commitment form and choose either in-person instruction or remote learning. This enrollment verification will be vital for campuses to make staffing adjustments for each individual instructional model. Once the parent chooses the remote-learning option, the commitment to learning remotely must be made until the end of the grading period. Educator, Parent and Student Support Classroom teachers, students, and instructional coaches need on-going supports during this time. Campuses will create an On-Site or Professional Learning team by combining the expertise of the principal, assistant principal, interventionists, instructional coaches, the Curriculum and Instruction Department, the Technology Department and Special Services Department to support the campus staff and families of remote learners and the students on-campus. The district will be providing additional support to families through the COVID-19 District resource website that will go live on July 29th. This will allow the district to maintain strong communication with the families of our students, gather feedback, and provide support as needed. Campus instructional coaches will be designated as Trainer of Trainers (TOT) and experts in delivering initial and on- going campus training on the Google Classroom Learning Management System (LMS). Professional Learning Community (PLC) practices will provide teachers in different settings with a forum for sharing best practices and support for their peers and students. VIRTUAL PLATFORMS AND INSTRUCTIONAL REQUIREMENTS Pre-K – 12th grade will use the Google Classroom LMS platform and other online tools for posting lessons, resources, assignments, turning in student work and for interacting with teachers. All students who participate in remote instruction will be allowed to participate in UIL activities. All grade levels will have opportunities to schedule intervention and support directly from their teacher. Regular grading policies apply to all virtual learning models. Students are required to complete assignments commensurate to what is asked of in-person students. Student engagement in academic work remotely ensures an equivalent to direct content work for in person learning in a normal school year. As guidance, this direct work with academic content matches or exceeds the following average daily minimums across all subjects: ● Full-day PreK: 180 instructional minutes ● K-5th Grade: 180 instructional minutes ● 6th-12th Grade: 240 instructional minutes Asynchronous Instruction refers to self-paced instruction with intermittent teacher interaction. There is pre-assigned work with formative assessments on paper or on the Google Classroom Learning Management System (LMS). Students may also watch pre-recorded videos of instruction with guided support. Asynchronous student expectations include: ● Participating in a daily virtual touchpoint with the teacher, if requested. FISD 2020–2021 COVID-19 Guide Page | 5
● Showing proof of participation in daily virtual instruction by satisfactorily completing assignments to demonstrate evidence of student learning, including video, picture, or activities submitted as lessons and/or completed assignments. ● Communication with the teacher when there is a need for additional assistance or tutoring. ● Designating a work space and work times at home. Synchronous Instruction refers to live, scheduled, interactive classes with teachers and students in real-time, teacher-supported work time, and scheduled and timed online tests. Synchronous student expectations include: ● Attending class on time per teacher scheduled time. ● Dressing appropriately when participating in classes. ● Being ready and prepared to learn during class. ● Having a designated work space free from distractions. ● Showing their face on the screen to engage with the teacher and other classmates virtually. ● Participating appropriately in the class with the teacher and other students. PreK- 2nd Grade Classes PreK- 2nd Grade Classes Core Areas Students will receive Asynchronous Instruction blended with pre- scheduled Synchronous real-time instruction with the teacher based on: (1) There must be daily progress in an LMS (Learning Management System) = Google Classroom (2) There will be teacher-student interaction via Google Meets and/or Zoom (3) The student will complete and turn in assignments through the LMS. (4) The teacher will schedule one-on-one tutorials, guided learning groups, and intervention time weekly and as needed. Special Classes We will not provide direct instruction online for music, art, PE and gifted and talented classes, but the district will provide lessons for these areas. Students may access these lessons after completing work in the core areas. The physical education teacher will provide instructional videos for the home teacher to post. Students are required to have physical education on a daily basis. Attendance/Grades Daily attendance will be taken. Being “present” is determined daily by one of three methods: teacher interaction with a student; progress documented in the LMS; and/or an assignment completed and turned in to the teacher. Parent The District recommends that this age-group have significant adult Commitment support at home in order to navigate the learning management system. FISD 2020–2021 COVID-19 Guide Page | 7

(4) The teacher will schedule tutorials, guided learning groups, and intervention time weekly and as needed. Elective Classes Elective courses will be offered with Asynchronous instruction. Teachers will post lessons on the Google Classroom (LMS), and students will complete work independently. Elective teachers may schedule synchronous touch points if needed with their students. Elective course selection will be limited. CTE Classes CTE classes will be offered asynchronously through the Google Classroom LMS. Attendance/Grades Daily attendance will be taken. Being “present” is determined daily by one of three methods: teacher interaction with a student; progress documented in the LMS; and/or an assignment completed and turned in to the teacher. 9th – 12th Grade Classes 9th - 12th Grade Classes Core Areas Students will receive Asynchronous Instruction blended with pre- scheduled Synchronous real-time instruction with the teacher based on: (1) There must be daily progress in an LMS (Learning Management System) = Google Classroom (2) There will be teacher-student interaction via Google Meets and/or Zoom (3) The student will complete and turn in assignments through the LMS. (4) The teacher will schedule tutorials, guided learning groups, and intervention time weekly and as needed. Elective Classes Elective courses will be offered with Asynchronous instruction. Teachers will post lessons on the Google Classroom (LMS), and students will complete work independently. Elective teachers may schedule synchronous touch points if needed with their students. Elective course selection will be limited. CTE Classes CTE classes will be offered asynchronously through the Google Classroom LMS. See additional information in CTE section below. Dual Credit Classes Dual credit classes will be offered in person and remotely through asynchronous and synchronous instruction. Advance Advanced Placement classes will be offered in person and remotely Placement (AP) through asynchronous and synchronous instruction. Classes: Attendance/Grades Daily attendance will be taken. Instructional Schedule by Campus Students and teachers will have time to interact and build a community of learners in both on- campus and remote pathways. The implementation model provided is subject to change. FISD teachers are deployed based on their strengths to be instructors in remote and/or on- campus pathways. In the event that circumstances change in our community, all FISD teachers will quickly pivot to remote learning, if needed. From the beginning of the school year, all teachers will design lessons in Google Classroom for on-campus learners, and remote learners. There is likely to be student movement across models, and we at FISD are prepared to make this as seamless as possible. Zoom/Google Meet Tutorial with Live Teacher will be scheduled by the teacher Material Design FISD staff will implement the TEKS Resource System (TRS) and various other TEKS-based, state adopted instructional materials locally adopted by the district utilizing Clever Single Sign On access integrated into the Google Classroom Learning Management System (LMS). These resources will work to ensure vertical alignment is maintained and teachers are adhering to standards. Student’s understanding of the content will be monitored in accordance with the campus assessment calendars to check for mastery of the standards. Gap Implementation Tool from TRS to identify potential learning gaps that can be addressed and insert additional prerequisite lessons into the scope and sequence as needed and appropriate for the order of content. Food Services for Remote Learners Whether or not we can do curbside pick-up for those who choose online learning will depend on lunch times and how many students on campus vs. off campus. ON-CAMPUS/FACE-TO-FACE INSTRUCTION GUIDELINES Curriculum The 2020–2021 FISD calendar has been revised with the start date of August 24th, 2020 and for teachers the remainder of the calendar being the same. These additional five professional development days will be used to plan for the challenges of COVID-19. The district calendar can be found on the district website at https://www.fisd.org/ ● Attendance expectations will be communicated to FISD by TEA. ● Professional days will be reserved for on-campus planning/training to address needs, as determined by the campus leadership team. ● By the end of the first week of school: o Campuses shall determine the number of devices needed to provide equitable technology access, including wireless availability for all students. o All students shall be taught how to access student e-mail, memorize student ID, and log into all accounts needed to access digital learning. Students should utilize all necessary technology on a routine basis. CTE PROGRAM, COUNSELING AND SOCIAL WORKER CTE Fredericksburg ISD has determined that all Career and Technical (CTE) classes require the practice and attainment of essential skills. FISD will implement student and teacher safety requirements and health recommendations. The most effective delivery of CTE instruction is a face-to-face instructional model. These courses require specialized equipment, direct supervision of hand-on activities, and/or specific materials and technology. The appropriate amount of on-campus instruction needed to meet the TEKS and award course credit will vary by course. Students choosing remote instruction may be required to come on campus to carry out specified assignments and activities that cannot be reasonably completed remotely for their CTE classes. Careful consideration will be given to individualized safety equipment as needed. Lab accommodations will be made available as recommended by TEA. Online resources will be available for students that are pursuing certification licenses. A communications plan from the HS will be implemented to reach students, parents, guardians and other stakeholders describing plans and procedures for reopening CTE facilities. Students and teachers will be trained on “best practices” in dealing with COVID lab safety regarding cleaning and sanitation procedures. Students will practice safety protocols while working in greenhouse, labs, agriculture center: gloves, mask, hand cleaner. If students are allowed to participate in an internship or off-site work experience, students and parents/guardians will be required to complete additional documentation to allow student participation. The Culinary Arts Department will follow TEA, Texas Restaurant Association and local health standard policies. CTE parent permission forms will be updated. Counseling Guidance lessons will be provided for both remote and on campus students. Counselors will be available for all students during regular school hours for remote and on campus students. FISD will have a full-time social worker to help provide support for students and families. Counselors will follow local health standard policies when meeting in person with new students and families. Mandatory state student trainings through Safe School will be online for grades 7-12. Group counseling will take place when appropriate following local health standard policies. Social Work FISD has hired a full time Social Worker to perform casework service to help students resolve personal, emotional, and social problems that interfere with their adjustment to school and their ability to enjoy the benefits of the educational process. The social worker is part of the pupil services team that forms plans with the school, student, and parents. SPECIAL PROGRAMS AND SPECIAL EDUCATION SPECIAL PROGRAMS Students served by Bilingual Education and/or English as a Second Language (ESL) programs— neither state nor federal law provide flexibility to local education authorities (LEAs) in times of emergency regarding their obligation to provide equitable access to the curriculum for English learners through bilingual education and ESL programs. FISD must ensure that, to the greatest extent possible, each English learner can be provided language program services commensurate with the student’s English language proficiency level. Students Served by Section 504 ● Reasonable efforts to provide free and appropriate public education (FAPE) to students served by Section 504 must be made available. If teachers are not able to provide the necessary level of services for any reason, they shall document carefully what should have been provided and was not to allow for effective decisions regarding compensatory services to be made by Section 504 teams when the situation gets back to normal. Students Served by the Gifted & Talented (GT) Program ● The services shall continue through enrichment activities, using differentiated instruction through the core content in collaboration with the GT pull-out teacher. Students Served in the Migrant Program ● The services shall continue through Region 13 shared services agreement in conjunction with the Director of Special Programs and Campus Migrant contacts. SPECIAL EDUCATION Every student with a disability is entitled to a free and appropriate public education (FAPE) and is entitled to special education services based on his/her individualized education program (IEP). Legal Requirement If the school is closed but continues to provide educational opportunities virtually to the general student population during the closure (e.g., Distance Learning), the school must ensure that students with disabilities also have access to FAPE. The school must ensure that, to the greatest extent possible, each student with a disability can be provided the special education and related services identified in the student's individualized education program (IEP). SPED Guidance LEAs must ensure that students served by special education have access to the same or equitable learning platform as their peers. To the greatest extent possible, the LEA must provide the student with the services required by the student’s IEP. If there are services, accommodations, and modifications required by the student’s IEP that cannot be provided during this time, the student’s ARD committee must determine which services it can provide to meet the student’s needs (34 CFR 300.324(a)(4). Changes in services and accommodations may be made through the IEP amendment process. In many cases, instructional accommodations may be met in an online environment by providing additional supports, such as individualized telephone or video conferencing. modifications are provided in a physical classroom setting (i.e., extra time, redirection, small group, among others) and what this would look like in a virtual environment. Additional Information ● Adding a Distance Learning Plan to the IEP o Amendments are required within five instructional days for students served in a centralized classroom or homebound environment in order to include a distance learning plan that describes the special education and related services that will be provided during school closure. ARD Meetings Legal Requirement Requirements related to the legal timelines for initial and annual ARD meetings still apply. The ARD committee may meet by video or teleconference; however, all required members must be in attendance. ARD Guidance All attempts to contact the parents should be documented on the Contact Log. All essential ARDs will be convened via video or teleconference. The Diagnostician/Licensed Specialist in School Psychology (LSSP)/Speech Language Pathologist (SLP) will contact parents as soon as possible to communicate that the meeting will be held remotely rather than in person. The Diagnostician/LSSP/SLP shall work with campus administrators when scheduling ARD committee meetings. All required members must be in attendance; therefore, staff shall ensure they are available during scheduled times to participate remotely. The Diagnosticians/LSSP/SLP shall submit related documents such as returned notices or amendments, contact logs, virtual sign-ins, to be filed in the eligibility folder. Student Evaluations Legal Requirement If the school remains open on a virtual basis, the legal timeline requirement for special education evaluations apply (Texas Education Code Sec. 29.004). Provision of special education and related services during an emergency closure may occur via video conferences, telephone calls, homework packets, internet-based lessons, other distance- based learning approaches, at the campus, at an alternate location, or at the child's home. If an LEA cannot provide services necessary for the provision of FAPE in either a face-to-face or virtual environment, the LEA should document carefully what services were not able to be provided to each individual student. This documentation must be detailed enough to enable the ARD committee to later make determinations regarding what compensatory services need to be provided to each individual student. TECHNOLOGY DEPARTMENT INFORMATION Technology ● The remote learning platform will be determined by the campus. (The platforms that the district supports are Microsoft Teams, Google Classroom, and the teacher website). ● Distribution of devices (how and when) will be determined at the campus level. Destiny will be utilized for checking out devices. ● Wi-Fi cannot be utilized on FISD buses, but it will be provided at the locations indicated below. ● FISD has hotspots around the district at the tennis courts, by the football stadium, and at the Elementary School. The city provides Wi-Fi at Market Platz. Wi-Fi is accessible outside of the Middle School and Technology office on College Street. ● Before the start of the 2020–2021 school year, each campus will turn in a count of students who need a computer for remote learning. ● The technology department will distribute teacher laptops at a date to be determined. ● Google Classroom will be implemented across FISD. ● For remote learning, the technology department will organize the technology website for parents, teachers, and students. ● Support for all students and community stakeholders will be available via Google on the FISD website. Support for teachers and staff will be handled through Eduphoria. Measurement frequency is daily. Students earn daily attendance through daily engagement measure(s). The approved engagement methods are: • Daily progress in the Google Classroom Learning Management System (LMS) • Daily progress via teacher- student interactions • Completion/Turn-in of assignments from student to teacher in the Google Classroom Management System (LMS). Student engagement with the Google Classroom LMS or other instructional avenues and/or any daily contact by the teacher with a student focused on supporting or monitoring student academic progress will establish daily attendance. A student will be considered absent if the student does not have documented engagement with the Google Classroom LMS and/or daily contact with the teacher, and/or documentation of completion/turn in of daily assignments by 11:59 pm each day. A teacher or campus representative will input the student’s daily attendance into the iTTCS Student Information System (SIS) for the asynchronous method, based on the student’s daily engagement with the LMS or other instructional avenue and/or the daily contact with the teacher, by marking the student remote asynchronous present or absent on that day. If there is a school closure and a student that is enrolled in the closed school does not have internet access at home, the same instructional schedule and material design expectations will be in place as the asynchronous learners that have access to the internet. Students will be required to meet with the campus principal to make arrangements for paper assignments to be given and picked up by the student. Student FISD 2020–2021 COVID-19 Guide Page | 27
progress will be measured by turning in paper assignments daily to the campus office and/or daily phone calls with the teacher to discuss daily progress and feedback on assignments turned in.
