POSITION OVERVIEW The City of Bedford is seeking an innovative and progressive fire professional with the ability to “think outside of the box” that will serve as the next Fire Chief. The Fire Chief is under the general direction of the City Manager, and is responsible for planning, directing, and coordinating all activities of the Fire Department. The Chief carries out the job duties personally or by delegating them to subordinate supervisors. Essential duties and responsibilities include the following (other duties may be assigned): • Provides leadership and directs the department operations through the development and administration of General Orders and Standard Operating Procedures. • Develops implements and maintains Emergency Preparedness Plans, Fire and Rescue Plans, and Hazardous Materials Plans. • Directs command personnel to supervise and manage various divisions within the department and responds to emergencies and takes command as needed. • Adheres to the directives of the Texas Commission on Fire Protection, Texas Department of State Health Services and other state and federal regulations, City ordinances, fire codes, and other requirements to set and maintain departmental goals and objectives. • Coordinates the adoption, application and enforcement of the City’s fire and building codes by overseeing investigations of cause and origin of fires. Interprets, applies, and enforces City fire and building codes in commercial and residential structures. Provides citizens with fire and life safety education programs. Testifies in judicial matters related to civil and criminal cases. • Coordinates mutual fire protection plans with surrounding municipalities and other fire suppression and emergency medical service agencies. Maintains a good working relationship and rapport with other fire agencies. • Supervises employees by evaluating training needs for the department, developing and coordinating training as appropriate, recruiting qualified applicants, participating in selection decisions, assigning personnel as needed, evaluating work performance, rewarding and disciplining employees as required, and ensuring employees maintain required certifications. • Ensures effective maintenance systems are in place for training records, inspection reports, response reports, statistical analysis, performance appraisals, etc. • Manages the physical resources of the department by preparing, monitoring, and maintaining the department’s budget. Ensures effective operational and financial management through forecasting, reviewing budgetary submissions, procurement, and control of grants and other funds and auditing expenditures. • Supervises department capital projects by planning and scheduling projects, requisitioning and purchasing capital apparatus and equipment as needed, evaluating and recommending the acquirement or replacement of facilities as necessary, and assisting in the design and construction of department facilities to meet applicable codes and standards. • Performs continual inspections of operational, administrative and personnel functions and activities to identify any inefficiencies and ineffectiveness and implements corrective workable solutions to meet City and departmental goals and objectives. • Maintains a level of physical fitness consistent with job duties and in compliance with department policies. • May perform other assignment and handle special projects as required. • Regular and timely attendance required, as well as, the ability to get along with others in a professional and cordial manner.
IDEAL CANDIDATE The City of Bedford is seeking an individual who has shown leadership and innovation in the municipal fire service. The selected candidate will be a professional, command-level fire officer with an extensive knowledge of fire codes, fire prevention, fire suppression, and emergency medical services. The Fire Chief is expected to possess thorough knowledge and experience in emergency management planning, operations, and coordination. The new Chief must be dedicated to serving the public while demonstrating a high level of personal integrity and departmental accountability. This position is an integral member of the City Manager’s executive staff and must possess the characteristics of a team player. The position is currently held by an Interim Fire Chief that is not a candidate for the job. EDUCATION AND EXPERIENCE • A bachelor’s degree in Fire Management, Business Management or Administration, Public Administration or a related field from a four-year college or university • Or, a candidate must have a minimum of 12 years of experience as a paid firefighter with 5 years of experience at or above a Battalion Chief level or higher, with a strong emphasis on administration experience in a paid fire department of similar or larger size • Or, an equivalent combination of education and experience as detailed above • A master’s degree in Fire Management, Business Management or Administration, Public Administration or a related field is preferred. Preferred Certificates, Licenses, and Registrations: • Texas Commission on Fire Protection Master Firefighter and Fire Officer IV certifications • TEEX Fire Service Chief Executive Officer (FSCEO) designation • Texas Fire Chief’s Academy - Certified Fire Executive (CFE) designation • National Fire Academy Executive Fire Officer (EFO) designation • Texas Department of State Health Services - Certified or Licensed Paramedic • Possession of or the ability to obtain a Class C Texas driver’s license. BENEFITS PACKAGE The City of Bedford offers a competitive starting annual salary, depending upon qualifications and experience, in addition to a comprehensive benefits package, which includes: • Retirement: The City participates in Texas Municipal Retirement System (TMRS) at a 7 percent employee deposit rate with a municipal matching ratio of $2-to-$1 and five-year vesting, voluntary participation in 457 deferred compensation program, voluntary participation in a Roth IRA • Health Insurance: The City offers a choice of two high-deductible health plans with an employer HSA contribution. The City pays 100 percent for a health and wellness clinic for all eligible employees, their spouse and one child. The clinic covers minor, non-emergency, acute and urgent care needs. The City also offers a DHMO and PPO dental plan and a Vision Discount Plan • Life Insurance: City paid (two-times employee annual salary, up to $150,000) term life and AD&D policy, voluntary supplemental life and dependent life available, City pays premium for long-term disability insurance program • Paid Leave: Vacation accrues at a rate of 80 hours per year for all new employees (capped at two times the accrual), Eight hours of sick leave per month capped at 120 days, 10 paid holidays, and one floating holiday per calendar year
THE BEDFORD FIRE AND EMERGENCY SERVICES DEPARTMENT The Bedford Fire Department is a modern and well-equipped organization with three fire stations responsible for over 49,000 residents and approximately 10 square miles of primarily commercial and residential properties. The department has an annual operating budget of about $8.6 million and employs 72 professionally-trained staff members. The Bedford Fire Department responds to over 8,000 fire and emergency medical calls annually. In February 2021, the department achieved an ISO Class 1 rating and became a “Recognized Best Practices Fire Department” awarded by the Texas Fire Chiefs Association. Maintaining these designations is a high priority of the City Council and staff. THE CITY OF BEDFORD GOVERNANCE AND ORGANIZATION Bedford is a home-rule city operating under a Council-Manager form of government. The City Council is comprised of the Mayor and six City Council Members, elected at-large, who serve three-year terms, with four- term limits. The City Council appoints a professional City Manager to serve as the Chief Executive Officer of the organization and manage the daily operations of the City. Bedford has approximately 380 employees and an annual budget of $76.9 million with an ad valorem tax rate of $0.571968 per $100 valuation.
