Application Notes 1 Please make sure that you are eligible to apply as an international student (see Admissions Handbook). 2 Please make sure the program that you intend to apply for accepts international students. 3 Please ensure the instruction language of programs. 4 Please complete the online Google Form. Link: https://forms.gle/Gs6gxQMjFUF4ZJNUA 5 An application is for One Department Only, and an applicant can’t apply to more than three departments. In cases of more than three departments, CJCU will only accept first three applications. 6 After completing online Google Form, please provide all required documents in PDF file and email to emily1033@mail.cjcu.edu.tw. 7 There is NO application fee. 8 Right after the admission is granted, applicants must allow CJCU to use their personal information for carrying out needed verifications, publishing the list of admitted applicants, and inputting them into CJCU’s administrative system. 9 Applicants fail in meeting the deadline or have not sent in the required documents, their applications won’t be accepted. CJCU will review the applications, and if applicants do not meet the requirements, or fail to submit all required documents, CJCU will reject them. 10 An international student submitting forged, fabricated, or altered papers for the purpose of their school application shall be subject to the cancellation of enrollment qualification, or a revocation of enrollment and denial to the request for any certificate pertaining to study if the said student is already enrolled, or revocation of graduation qualifications and cancellation of the diploma by the student’s school if the said student has already graduated. 3

The following guidelines of admission are approved by parts of the Ministry of Education Tai-jiau-wen (5) Tzu No. 1080110629 Letter of Approval. II. Eligibility for Foreign Student Status According to Article 2 and Article 3 of the MOE Regulations Regarding Foreign Students Undertaking Studies in Taiwan”: A. An individual of foreign nationality, who has never held nationality status from the Republic of China (ROC) 【note 1】 and who does not possess an overseas Chinese student status 【note 2】 at the time of their application, is qualified to apply for admission. B. An individual of foreign nationality, pursuant to the following requirements and who has resided overseas continuously for no less than 6 years 【note 3】 is also qualified to apply for admission under these stipulations: 1. A person who at the time of their application also holds dual R.O.C. nationality shall have never had household registration in Taiwan. 2. A person who before the time of their application also held dual R.O.C. nationality but no longer does at the time of their application shall have renounced their R.O.C. nationality with the approval of the Ministry of the Interior on a date at least eight full years before making their application. 3. The persons referred to in the preceding two subparagraphs must have never previously undertaken studies in Taiwan as an overseas Chinese student nor have accepted a placement by the University Entrance Committee for Overseas Chinese Students in the current academic year. A foreign national who was selected by a foreign government, organization, or school to study in Taiwan in accordance with the Education Cooperation Framework Agreement, and who has never had household registration in Taiwan may be given exemption from the restrictions set out in the preceding two paragraphs if the competent education administrative authority gives approval. 4. An applicant of foreign nationality, concurrently holding a permanent residence status in Hong Kong or Macao, having no history of a household registration record in Taiwan and, at the time of application, has resided in Hong Kong, Macao, or another foreign country for no less than 6 years is qualified to apply for admission under these regulations. 5. An applicant being a former citizen of The People’s Republic of China and holds a foreign nationality, having no history of household registration record in Taiwan, and 4
at the time of application, has resided overseas continuously for no less than 6 years 【note 3】 is qualified to apply for admission under these regulations. 【note 1】 Article 2 of Nationality Act of R.O.C.: Those who meet one of the following regulations should possess nationality of the Republic of China: 1. His/her father or mother was a national of the ROC when he/she was born. 2. He/she was born after the death of his/her father or mother, and his/her father or mother was a national of the ROC at the time of death. 3. He/she was born in the territory of the ROC, and his/her parents can’t be ascertained or both were stateless persons. 4. He/she has undergone the naturalization process. 【note 2】 Overseas Chinese Students should apply to the University Entrance Committee for Overseas Chinese Student. According to Article 2 of Regulations Regarding Study and Counseling Assistance for Overseas Chinese Students in Taiwan, “The Overseas Chinese Students mentioned in the paragraph refers to overseas Chinese students who were born overseas and have resided continuously from birth to date, or resided overseas continuously for the most recent 6 years, and possess permanent or long term residence permit. The recognition of overseas student’s status is notarized by the office handling overseas Chinese affairs. 【note 3】 The term “reside overseas continuously” means that an international student has stayed in Taiwan for no more than a total of 120 days in each calendar year. However, time that a person has spent in Taiwan is not subject to this restriction and it is not counted when calculating how long they were in Taiwan in a particular year if the person has documentary proof that they: 1 Attended an overseas youth training course organized by the Overseas Compatriot Affairs Council or a technical professional training program accredited by the Ministry of Education; 2 spent a total period of less than two years undertaking Chinese language classes at a Chinese language center at a university or tertiary college which has Ministry of Education approval to recruit students overseas; 3 spent a total period of less than two years in Taiwan as an exchange student; or 4 spent a total period of less than two years undertaking an internship that they came to Taiwan to undertake with the approval of the designated central competent authority. ◆The periods of six years shall be calculated using the starting date of the semester (September 1, 2019) as the end date of the period. ◆The term “overseas” used refers to countries or regions other than the 5
Mainland Area, Hong Kong, and Macau. III. General Requirements for Admission A. Applicants who have graduated from a high school, college or university recognized by the Ministry of Education - Taiwan can apply for admissions (Please refer to the website https://www.fsedu.moe.gov.tw/home_Eng.aspx). 1. Applicants with a high school diploma are eligible to apply for undergraduate studies. 2. Applicants with a bachelor’s degree or equivalent qualifications to that of our academic degree system are eligible to apply for Master’s programs. 3. Applicants with a Master’s degree or equivalent qualifications to that of our academic degree system are eligible to apply for PhD programs. B. Applicants from foreign countries, Hong Kong, and Macao whose graduating year is equivalent to the second year of domestic senior high schools and whose graduating schools are comparable in level and nature to domestic senior high schools are considered as having a level of education adequate for registering for the entrance examination for the undergraduate studies. According to the university charter, applicants with this education background require at least an additional 12 general education credits in 4 fields of general education courses for graduation. These credits could not be included in the graduate credits. C. International students applying for schools in Taiwan shall be limited to ONE application only. Upon completion of the course of study, at a school in Taiwan, to which an international student has applied, the student's admission to another school’s academic level shall be handled in a manner identical to the admission procedures for local students. An exception is that an application for a master’s degree or higher levels of graduate studies can be processed under the procedures of each individual school. IV. For information regarding academic departments, admission quotas, the content of entrance examinations, and introduction to specific academic departments refer to the following tables on Pages 18-39. B. Applicants must provide the following documents and email to emily1033@mail.cjcu.edu.tw before application due date. Late, ineligible or incomplete applications will not be processed: 1. 2-inch photo with white background (JPG file). 6
2. The completed application form. 3. Verification of nationality or copy of valid passport. Certificate of Nationality Renouncement of Republic of China (if applicable): Required for applicants who once held nationality of the Republic of China. Applicants must have renounced their nationality for at least 8 years from the date of the certificate to the first day of Fall Semester 2021 or Spring Semester 2022. 4. Certification of highest-level diploma and a transcript of academic study. Please refer to the following Academic Credential Verification and Accreditation Methods (For documents in languages other than Chinese or English, a Chinese or English translation should be attached; original documents are required upon registration.) (1) Academic credentials from The PRC: The Regulations Governing Accreditation of institutes in the PRC shall apply. (2) Academic credentials from Hong Kong or Macao: Academic Credential Verification and Accreditation Methods adopted in Hong Kong and Macao shall apply. (3) Academic credentials from other areas: (a) Academic credentials earned at overseas Taiwan schools or Taiwan schools in the PRC shall be regarded as the same as earned in domestic schools of equivalent levels. (b) Academic credentials referred to in the preceding two items shall be subject to the Regulations Regarding the Assessment and Recognition of Foreign Academic Credentials for Institutions of Higher Education. However, academic credentials earned from institutes or branches established in The PRC by overseas schools shall require public notarization in the PRC and be verified and examined by an institute established or appointed by, or through a private agency commissioned by Taiwan’s Executive Yuan. 5. An official bank statement (in Chinese or English) that indicates an account balance of more than NT$150,000 (US$5,000). The statement has to be issued by a financial institution and cannot be older than 3 months at the time of application. **If the certificate is not in the name of the applicant himself/herself, a signed sponsorship letter (in Chinese or English) is required. In this sponsorship letter, the relationship between the sponsor and the applicant has to be stated and the support of the applicant’s expenses for the duration of the applicants studies in Taiwan has to be guaranteed. Full scholarship recipients can provide scholarship certificate instead (scholarship application form not accepted). 6. An autobiography and study plan, in either Chinese or English. 7. Two letters of recommendation. 8. Chang Jung Christian University Privacy Statement. 9. Other documents specified by the department or institute to which the student is applying. 7
※ The documents above need to be uploaded successfully and qualified after review in order to be passed to the departments for final assessment. ※ The department will review the application and admissions through document review and interview. [Please do provide contact information ie. LINE, Whats App and etc. for interview] ※ Remarks: Students will have their acceptance revoked if they are found to not have met entrance requirements or to have used documents that are forged, altered, or otherwise fraudulent. If they have already been accepted for admission, they will be expelled and no academic credit will be granted for any studies completed. If they have already graduated, their certificate of graduation will be revoked and the university will report the cancellation of the degree. Foreign students who have earned a bachelor’s degree or higher in Taiwan and are applying to a master’s degree program or higher may use diplomas and transcripts from Taiwan rather than the documents listed in item two above. The university that reviews the application documents without verification by overseas consulates, representative offices, agencies of the country or other bodies authorized by the Ministry of Foreign Affairs (hereinafter referred to as overseas agencies) or institutes established or appointed by, or a private agency commissioned by the Executive Yuan as prescribed in subparagraphs two of the preceding paragraph may request verification by an overseas agency. If the said documents have been verified, the university may request examination of the documents. VII. Admission Review: Each application will be reviewed by and according to each department. VIII. General Information A. Issues involving course arrangement and transfer of credits will be handled according to university regulations and policies. B. Tuition and fees are set according to the current fee schedule posted on the Accounting Office website (http://cjcu.tw/r/XSdPFt). C. The university offers Chinese language courses to assist foreign students in their studies. D. The university has a special unit to help students adjust to university life (both in academic studies and daily life). E. After acceptance, exemption of credits is handled according to the university’s Credit Exemption regulations. Students who lack sufficient credits cannot graduate until they make up the credits; no exceptions will be made. F. Foreign students can apply for scholarships from the Ministry of Education. For conditions and scholarship details, students should refer to the Ministry of Education guidelines: (http://tafs.mofa.gov.tw/Default.aspx?loc=en) G. If there are any discrepancies between the Chinese and English versions of this document, the Chinese version shall prevail. H. IX. CJCU Overseas Students Scholarship A. International students newly enrolled in the university (excepts for students who enroll English-taught classes, courses and departments offered after the 109 academic year) will receive a fixed subsidy of NT $ 35,000 in the first semester, which will be deducted from the total tuition and fees for the current period. More information please refer to http://dweb.cjcu.edu.tw/overseas_student/article/4439. (Students can apply for scholarship only after receiving the admission notice.) B. At the beginning of the second semester, those foreign students can apply for overseas student scholarship (those who meet the renewal conditions shall receive NT$ 25,000 per semester per person). C. If a funding recipient withdraws from the University, his or her funding eligibility will be revoked. He or she will also be required to return all amounts of money received previously. X. Acceptance A. Admission: The school’s admission committee will release the results for each department; not all places need to be filled. When the number of qualified candidates seeking admission is insufficient according to the standard of a department or program, the number of accepted students can be less than the intended recruitment number. If the number of qualified candidates exceeds the designated recruitment number, a waiting list of additional candidates will be prepared. No additional candidates will be named in the opposite case. Only when the number of qualified candidates seeking admissions is insufficient will additional candidates be invited to register. Registration of additional candidates will be conducted by order to score obtained in the application process. B. Notices of acceptance and enrollment questionnaire will be sent to the admitted candidates by registered express mail and email. **Please ensure that you provide correct mailing address for sending the Acceptance letter. Applicants must assume full responsibility of the consequences if the Acceptance letter is undeliverable due to a provision of incorrect information. C. Acceptance Letter does not guarantee the issuance a visa. Visa must be granted by the Bureau of Consular Affairs or Overseas Missions of the Republic of China. D. According to regulations of the Centers for Disease, ROC(Taiwan), since January 2009 those who apply for a resident visa to stay in Taiwan have to submit a medical report showing immunity to measles and rubella or proof of vaccination against measles and rubella. Please refer to the BOCA website (Bureau of Consular Affairs, Ministry of Foreign Affairs, ROC (Taiwan)): http://www.boca.gov.tw for details. XI. Registration A. All admitted students must reply to accept the offer, complete the new student survey before due date. The admission will be given to applicants on the waiting list if admitted students fail to reply before due date. 9
B. Students with CJCU Letter of Acceptance must submit the following documents upon registration on semester start date: a. The Highest-Level diploma and transcript in Chinese or English authenticated by the R.O.C. Embassies, Consulate Offices, and Missions abroad or by other Notary Institutes authorized by the Ministry of Foreign Affairs, R.O.C in the country of the issuing university. (These documents will be returned). b. Students graduated from a Taiwanese university must submit diploma and transcripts in Chinese and they are not required for further authentication. c. All students are required to provide proof of personal health insurance or proof of National Health Insurance (NHI). (At the time of registration a new international student shall present proof of a medical and injury insurance policy which is valid for a least 6 months from the date the student enters Taiwan). Please be aware that foreign personal heath insurance certificate must be authenticated by the R.O.C. Embassy, Consulate Office, or Taipei Economic & Culture Office in the country which the student resides. d. Departments and institutes that accept students who lack strong proficiency in Chinese or the ability to understand Chinese-taught classes require these students to take Mandarin courses at the University. e. All students are required to acquire “Alien Resident Certificate” (ARC) and submit a copy (both side) to the Office of Admissions before October 1st, 2020 (for Fall Semester). C. Academic year: August 1st, 2021~July 31st 2022. Fall Semester: Mid-September ~ Mid-January;Spring Semester: Mid-February ~ Mid-June. D. All students should complete registration accordingly. Failure to complete registration procedure is regarded as forfeiting admitted status. E. Students who complete five-year high school must take extra credits and subject in accordance with respective department graduation requirements. ※Note: If the submitted documents be found forged, fraudulent or altered, etc., students’ admitted status will be revoked; no degree certificate will be given. Office of Admissions will register housing for every freshman at the first semester, while you need to access the housing application by yourselves from the following semester through student online system. 3 Living costs, fees of application for official identity documents and other costs are not included. 4 Tuition, miscellaneous fees and accommodation will differ from department to department. Thus, the above cost is estimated. C. The average cost of meals per month in Tainan is approximately NT$6,000~8,000, depending on personal needs. D. By government law, students who hold a valid ARC and continuously stay in Taiwan for a 11
period of over 6 months are required to join the National Health Insurance (NHI). The effective date of one’s NHI thereby depends on the issuance date of the individual’s ARC and the number of times and days he/she has engaged in overseas travel after having obtained one’s Alien Resident Certificate. XIII. Proof of Language Proficiency Some Taiwan Overseas Representative Offices may require the applicants to submit the proof of Chinese Language Proficiency (for those enrolling in Chinese-taught programs) or proof of English Language Proficiency (for those enrolling in English-taught programs) for visa application. The following is the recommended language proficiency: i. TOCFL:A2 ii. TOEFL iBT: minimum score: 26, (ITP)385 分. iii. TOEIC: minimum score: 375 iv. IELTS: minimum score: 3.0 ※Applicants who are unable to maintain good standing in course work due to language difficulties will be encouraged to take Chinese language courses at his/her own expense at the Chinese Language & Culture Center, CJCU. The Acceptance Letter or admission notice does not guarantee the issuance of a visa. A visa can be approved only by the Bureau of Consular Affairs, Ministry of Foreign Affairs or Taiwan Overseas Representative Office. B. According to the regulations of the MOE, those who have been approved for Initial Household Registration, Moving-in Registration, Acquisition or Restoration of Nationality during their study in Taiwan and have thus ceased to possess the status as foreign students, shall be expelled from any attending school. Moreover, those who withdraw or conviction of a penal crime may not thereafter apply again for admission under ‘ Regulations Regarding International Students Undertaking Studies in Taiwan’. Violation of this regulation, once verified, will result in the denial of admission. B. Matters not covered in these guidelines shall be handled according to relevant university regulations and academic policies, such as the University’s Regulations for International Student Admissions. 12
C. All personal information provided by the applicant shall be used to facilitate the processing of the application, registration and research only as governed by the Personal Information Protection Act. Programs of Study and Admissions Quota I. Each applicant could have 3 choices. If the quota of the degree programs you choose is full, the choice is invalid. II. Please refer to “Admissions Criteria and Curriculum Overview” (pp.11) for more admissions details. III. Admissions quota for bachelor’s degree is 188, for master’s degree is 18 and PhD is 4. IV. The admission quota for each degree or program, subject to the arrangement of training sessions and the capacity of teaching venues, will be confirmed at the Admission Committee Meeting. V.
