Nomination Statement: Dr Jennifer Anderson

Currently I work part time, 2 days a week as a General Practitioner in a multidisciplinary clinic, owned independently by
general practitioners. I have worked in this clinic since returning from two and a half years living and working as a GP in
England in 2004, with a two year break from this practice whilst I worked in a country town near to where I have finally
settled.

In my career I have worked as an intern in Shepparton; DRANZCOG at the Royal Women’s Hospital; GP training
rotations in community health centres, inner-city, outer-suburban and rural settings; terms in palliative care and
paediatrics; various locums – mainly in rural settings and as a self-employed GP in outer suburban practices since
obtaining my fellowship.

When not working as a GP I am an elected representative on my local council, where I have gained over the last 8 years
an increased knowledge of both health in a local government setting, as well as an increase in governance and political
skills.

In order to continue to work on the strengths of what makes general practice the best first call for people, for both their
preventative and acute health needs, those who create policy or advocate for change need to be aware of the variety of
settings and across the many issues faced by different groups of GPs.

My experience in many different primary care settings, a good knowledge of the hospital system, and an ability to work
with others in finding real solutions to problems, rather than just talking about them, greatly assists in ability to listen to
and advocate for the diverse needs of our sector.

I have been a continuous fellow and member of the RACGP since passing my fellowship exams and, prior to being
elected to the Victorian Faculty Council 2 years ago, actively engaged with College policy and requests for feedback.

Through my time on the faculty, I have been involved in work around improving clinical handover, both in trying to
improve the ability to refer to hospitals and specialist, without needing to resort to multiple different lengthy templates and
the use of a facsimile machine, as well as improve the quality and timeliness of discharge summaries from hospitals and
the use of digital technology.

I was employed for 11 years as the GP consultant for the Royal Children’s Hospital and still have connections with the
very important GP Liaison network.

I spent 12 months on the board of North Western Melbourne Primary Health Network in 2018/19 but realised I prefer to
be involved more in direct general practice initiatives that improve the workflow and job satisfaction for general
partitioners, and our patients, than as part of a board that is more distant from the day to day needs of general
practitioners.

Now , more than ever, general practitioners face increasing challenges. Whether working part time or fulltime keeping up
to date with ever increasing medical advances and changes in recommendations is becoming harder. The increased
burden of mental health issues on patients’ physical health, particularly since the pandemic began last year, adds to the
already increased time taken to have to document everything thoroughly, add in preventative checks on sexual health,
weight, diet and drug use, navigate the Myhealth record and determine where to refer a patient to in a timely manner with
which template and what prerequisite tests to avoid rejection.

Despite these challenges general practice should remain a rewarding career choice; personally, professionally and
financially.

It is up to the general practitioners of today to fight for improved recognition, remuneration and care of general
practitioners to ensure this close, coordinated and individualised form of health care can remain central to Australia’s
health care system.

By voting for me to continue on the Victorian facility you will be continuing to invest in someone who truly cares about
having conversations with GPs or trainee GPs from all backgrounds and working arrangements to find out what really
matters to them, and how best we as a college can help all GPs to be the type of practitioner they want to be.

What I stated in my candidate statement two years ago is even more relevant now. Medicine has become more
complicated. There are more tests and treatments to choose from, an increase in disparity as to who can and can’t afford
investigations and specialist consultations, and an increasing concern of a diagnosis missed when time with a patient is
short and extra requirements from the commonwealth to perform certain tasks is increasing. There is the increasing
threat of audits, and the ever changing Medicare billing system to explain to the patient why some services previously
available and costs have had to change.

I am nominating again to return as a RACGP Victorian elected faculty Council member, as I believe I have only just
begun to learn what the faculty can do in the last 2 years and would like to continue to work with the Victorian faculty
Chair, fellow faculty members, staff and all general practitioners for a better future for our patients, other primary health
care providers and most importantly ourselves; together.

Candidate Statement - Palmyra DE BANKS

I am a GP with 15 years experience. I graduated from Medical School in 1999 in London, UK and completed GP training
in 2006 in the UK before emigrating to Australia in 2012. Since that time I have been involved in the RACGP since 2015,
advocating for GPs and using my passion for general practice to represent my peers.

I have shown people management and leadership in multiple roles through my years as a GP in the NHS, where I
chaired the GP forum, a council of local GPs, and the LMC (an interface between Primary and Secondary Care) to my
current roles as Medical Director, RACGP board member VIC faculty, Member RACGP IMG committee and my role as
Regional Medical Director for Victoria for a large corporation. I have gained a wealth of experience in these many varied
roles and various clinical settings. I have worked in Public Hospitals (NHS), General Practice, Private Practice and
Urgent Care settings. Through these posts I have acquired a number of skills and a wealth of experience which I can
bring to help cascade purpose, vision and strategy. My roles involve business development, quality assessment (dealing
with Significant Events Analysis, overseeing complaints, managing CPD and Accreditation) and improving medical care
and health promotion within the team. I have worked to financial and clinical care targets and have a keen interest in
health economics.

I am currently undertaking a Masters in Medical and Healthcare Law at Melbourne University. Through my studies I am
developing and advanced and integrated understanding of health and medical law. This is improving my technical skills
allowing me to provide expert judgment, better interpretation of events and risk. The process of studying this course is
enhancing and improving my presentation, research and analysis skillset. It is increasing my expert, specialised cognitive
and technical skills and allowing me to provide concise accurate advice both in clinical and theoretical settings in
healthcare.

I always strive to improve teamwork within the centres and helped with workplace resolution and I have excellent
interpersonal skill and literacy skills. I work well within a team and in leadership roles. I have high standards both
clinically and ethically. I am experienced in developing, implementing and introducing programs both quality, financial
and business. I am experienced in report writing and presentation and comfortable delivering to different audiences.

I have high standards ethically and with respect to clinical care and service delivery. I share these with my peers and
colleagues. I believe in quality care and best practice and monitor and actively manage clinical issues to achieve
resolution. I have excellent communication and IT skills which I use to enhance my leadership skills and promote team
working and excellent service provision.

I have an interest in Work Cover and Occupational Health and am a member of the Australian and New Zealand Society
of Occupational Medicine. I am registered as a MATOD prescriber and have AOD advanced training from the RACGP. I
have recently been invited to join the Medical Panels.

I am an advocate for grass root General Practitioners and see primary care as pivotal to the health of patients and the
future of healthcare.

Dr Eric Hadinata FRACGP

I am nominated for the RACGP Victoria Council because I wanted to bring new perspective and views to the Victorian
Faculty.

I am a new Fellow, having achieved the FRACGP in 2019. Being a new Fellow gives me a unique perspective into many
of the problems and frustrations that many members who commonly interact with the College – both Registrars and
Fellows – have. I believe in the College and want to be part of the solution to try to fix some of the common complaints
that members have, to try to understand some of the challenges faced by the organisation and eventually to contribute to
creating solutions.

For example, quality of communications from the College to members have declined in recent years. My own personal
experience phone calls and emails to the College often either go unanswered for many days or then would often transfer
around incorrect departments, creating massive confusion. Often, a solution can only be found through informal channels
(such as social media or back-channel networking) where finally the correct person or solution is found.

Training is another core function where the College has shown a concerning trend in decline, starting with the online
failure in 2020, then repeated again with the irresponsible decision to hold an inperson mass-examination in the middle
of a state-wide COVID outbreak in July 2021, despite its own teaching that population health is central to General
Practice (Domain 3 of the RACGP’s “Five Domains of General Practice”), necessitating a special exemption and work-
around from the NSW Department of Health, and only by sheer luck, avoiding causing a super-spreader event.

The advocacy around Telehealth was also a double-edged sword for the RACGP. The College was part of the group
who led the advocacy for the 12-months limitation for the item number, in part to protect GPs for entrepreneurial pop-up
clinics. While the intention was good, the process was rushed and had unintended consequences in that many members
(including many in Victoria) were the unintended victim of the subsequent MBS compliance activity because they served
their own regular patients who missed the 12-months window or practiced in area of medicine where patients have great
difficulty in leaving the house (e.g. mental health and palliative care).

The Victorian Faculty is only a small part of the RACGP. However, historically, this state faculty has had an outsized
influence on the college as a whole. I understand that I will not be able to make drastic changes overnight. By joining the
Victoria Faculty, I hope to be able to be part of a team of other outstanding GPs who can give input to the College with
practical insight into what our members need and expect of the College.

In summary, I truly believe in the RACGP, what it stands for, the need for strong advocacy, education and training.
However, the College has a lot of room to improve still. Changes will not happen overnight, but it needs to happen, and I
am optimistic that with the right leadership, it will happen sooner rather than later.

There are many others out there who choose to stand on the sidelines and only complain and criticise. I am not one of
those. I choose to be part of the solution, be part of the team that leads the change for the better; and I hope you will
consider casting your vote for me.

CANDIDATE STATEMENT FOR VICTORIAN FACULTY COUNCIL MEMBERSHIP ELECTION

Name: Vahid Masoumi

Qualifications: MD, FRACGP

Present position: GP and a member of Victorian New Fellows Committee

Statement:

My name is Vahid Masoumi, a GP working full time in the Melbourne Metropolitan area for more than 4 years. I am an
IMG graduated in 2008 from one of the Iranian major medical schools and I am a New Fellow of the RACGP gained early
2021.

I am also a member of Victorian New Fellows Committee and hopefully will become a member of Victorian IMG
Committee soon.

As part of one of my most important goals which is facilitating GPs liaison with other medical professionals and services
to ensure patient safety, I am very glad that I am going to lead the referral and clinical handover improvement project
across Victorian public health sectors which is initiated and supported by the RACGP VIC council.

As an IMG and a New Fellow, I would like my voice heard at the VIC faculty level which could be voice of all young GPs
across Victoria as well as IMGs. Some but not all my aims of being a VIC faculty council member are trying to improve:

1. Communication with and Support Victorian RACGP members through different stages of their General Practice
journey to ensure they are gaining enough advantage by being an RACGP member and happy to stay a member not
only for their CPD point management but also lots of other privileges; this needs to work closely with the national RACGP
though.

2. Communication with relative stakeholders both statewide and nationally (through national RACGP) to discuss and
solve issues experienced by GPs like billing, regulations etc as well as professional issues to ensure healthier GPs and
community

3. Working closely with national RACGP to help and support GPs’ smooth transition through COVID and post-COVID
situation to minimise negative impact on their career and life

4. Listening more actively and paying more attention to RACGP members’ ideas, concerns, and expectations to ensure
their voices are appropriately heard and reflected on. This may need further ways of communication and requesting to
involve in decision making for example when a matter arises

5. Victorian RACGP committees to be more active and introduced to all members of the RACGP who can benefit from
these committees and become a member to maximise benefit of all Victorian GPs

I might not be as experienced as many of the other colleagues, but I am sure my attendance as an energetic and
idealistic faculty member will inspire non-stop hard work towards goal achievement as well as introducing some novel
ideas to work through.

I hope to be a good and desired representative of my Victorian colleagues if elected.

Collaborative bringing a wealth of connections and experience with many partners of the RACGP and have and continue

BINDIYA SETHI ( MBBS FRACGP DipCH)

My love for medicine started when I was in grade 3. I was growing up in a small town , when I would visit my friend’s
place and see her mum fix people’s health problems and make them feel better. She was a very loved and respected
local GP in the town and suburbs . I wanted to make a difference in the community when I would grow up.

I was good at academics and equally good in sports. Studying in an Army school taught me the discipline in life . I
worked towards my goal and graduated medical school in 2000. I wanted to work in the community and be a part of the
public health system. Hence, I joined a pilot programme by WHO in the same medical college for the treatment of
patients with Tuberculosis. I was the first medical officer in charge to start and run the programme. it was a great success
and is still running after 20 years.

I moved to Australia 16 years ago to live with my husband who was working in telecom in Melbourne. I worked with
Peninsula Health and Monash Health before starting my GP training with Victorian Metropolitan Alliance in 2009. The
first rotation I chose to work at was North Yarra Community Health Centre in Collingwood.

Fellow of the college and a mother of two beautiful girls by 2011, I became a Practice owner in 2015 and have been in
the leadership role since then. I have been involved in the teaching of medical students with the University of Melbourne
and Monash University on various occasions.

I was on the Committee of Shared Maternity Care Guidelines with the Maternity Clinical Network in 2019 and will
continue to be a part of it with Safer Care Victoria to improve the Maternal and child health care in the community.

I enjoy being a Shared Maternity Care Affiliate looking after women from preconception and continuing to care for their
babies and kids. I also run a small social group of women doctors for social well being.

I believe our profession needs a lot of advocacy to thrive well. I also believe that health and well being of GPs throughout
Australia is very important to make this happen. Our College and its members need more recognition and
acknowledgement in the healthcare system. We are the backbone of our community’s healthcare and we need advocacy
to make it better for each one of us.

CANDIDATE STATEMENT - VICTORIA

Dr Abhishek K Verma
BSc(Med) MBBS MS FRACGP

Thank-you for considering me for re-election to RACGP Victoria Faculty.

I’m a recently Fellowed General Practitioner currently working in South East Melbourne. I completed
my GP training through EVGPT in 2016.

I’ve been a keen participant in the activities of RACGP Victoria Faculty over several years and am
eager to continue this work. As part of my involvement in RACGP Victoria, I have had the privilege
to represent the College on numerous media platforms, as well as participate on behalf the RACGP
on advisory groups to Department of Health and Human Services, Safer Care Victoria, and
VicRoads. Presently, apart from clinical practice, I am an examiner for the RACGP OSCE and
also teach undergraduate medical students from both Monash University as well as The University
of Newcastle, where I am an appointed Conjoint Academic. I also serve as the New Fellow
Representative on the RACGP Academic Council of Assessment and currently sit on the RACGP
Expert Committee for Standards in General Practice. Outside the RACGP, I am a current member
of the Victorian Medical Board and am a board director of a small rural health service. I was
appointed to both of these positions by the State Minister for Health.

I believe the RACGP has a vital responsibility in ensuring high standards for quality clinical practice,
education and training are achieved. Reciprocally, I believe that RACGP has a duty to provide
professional support, clinical guidance and ongoing relevant education to all its members. It would
be a professional honour to continue to participate in the quality work that the RACGP Victoria
Faculty does.
