Travel Directions By Road - Take exit 4 from the A1M and take the A414/A1001/A6129 exit to Hertford/Hatfield/Welywn Garden City. - Continue on A6129. Drive to Lemsford Ln in Welwyn Garden City and turn left through the sports hall gates where parking attendants will direct you. Directions from A1(M) Directions from A6129 5
By Train The nearest train station is Welwyn Garden City Train Station - Located just 1.4 miles away from the school - Taxis and buses are available from the station - Please ensure you check train timetables for your specific train information and any delays/cancelations. Parking Please ensure you read the below information carefully to ensure you park in the relevant area. As the school is in a residential area, local parking restrictions MUST be followed to prevent clamping and fines by the local council. Officials – All access for officials is off Lemsford Lane through the sports hall gates (Gate A). This entrance will be attended and vehicles will be directed down to Car Park C. On arrival at the gates, please show you’re parking pass (sent in advance) and follow the instructions of the parking attendants. Teams Travelling by Mini-bus- All access for team’s travelling by mini bus shall be through the sports hall gates off Lemsford Lane (Gate A). This entrance will be attended, with this being the only accessible entrance on the day. Vehicles will fill up the spaces as instructed by the parking attendants. Travelling by Car – Unfortunately, due to available space at the school, schools arriving by car will need to park at Stanborough Park. See the Spectators section for full information. This is a 5-10 minute walk so please arrive in plenty of time as drop off outside the school are not allowed. 6
Coaches – Teams travelling by coach will have to drop off players outside the main entrance to the school. There isn’t sufficient space for coaches to park onsite. See the map on the last page of this document (page 48) for directions on where coaches can park after dropping off. Spectators - All spectators are to park at Stanborough Park, NOT at the school. There is only parking available at the School for teams and cars with a permit! There are two car parks at Stanborough Park North and South. It is only a 5-10 minute walk along Stanborough Road to the school, please see the maps below. If you require disabled parking please let Liam Wordsworth know on Liam.Wordsworth@englandnetball.co.uk or 07909251825 and parking at the School can be arranged. This may be limited so it will be offered on a first come first serve basis and disabled badges will be required to be on display. Changing Facilities There are limited changing facilities onsite close to the netball courts, they are located in the sports hall (see site map on page 4). Please note that due to the limited number of changing rooms, no belongings should be left in this area and once teams are changed, they should promptly leave the area to enable other teams to access them. We recommend that teams arrive already changed to reduce issues with this. Gazeebos If schools wish to bring gazebos they may only be erected in the designated areas. If you look at the map, the gazeebos can be placed to the right of the courts. This is a grass area so please bring appropriate equipment to set your gazebo up and ensure it is safely weighted to the ground (pegs and weights). Gazebos are not permitted to be erected in any other areas and must not block the entrance to the netball courts, due to the health and safety risks this causes in enabling first aid staff to access the courts. The erection of 8
gazeebos may be denied by the site manager depending on the weather conditions. This will be communicated to teams if necessary. The allocated space is available on a first come first serve basis. Refreshments Please note there are only two water fountains on site, one located in the sports hall corridor and one located in the dining hall. All teams are advised to bring sufficient drinking water with them. Alternatively bottles of water can be purchased from the dining hall. The dining hall will be open 8-5 serving hot and cold fold and drinks. Please refer to the site map for the location of the café and food pod. The food menu can also be found below: Bacon, sausages and egg sandwiches £2.20 (morning only) Jacket potatoes with a selection of toppings £2.50 Curry and rice £2.60 Hot Pesto Pasta £2.40 Pizza £1.50 Sausage rolls £1.20 Chicken fillet burger £1.80, Chips £1.30 Belgian waffles £1.20 Hot assorted wraps £1.90 Toasted sandwiches £2.50 Paninis £2.50 Fresh fruit, cookies, flapjacks etc from 80p Chocolate bars from 90p Cold drinks from 80p Melon 75p Fruit pots £1.30 Selection of fresh sandwiches and baguettes from £2.00 Selection of teas £1.25, coffees, hot chocolate £1.50Registration Time of Arrival and Registration All Team Managers must report to the Competition Referees to sign in and collect team packs from 8:15am onwards. This will take place in the sports hall next to the courts (map on page 4). After registration, teams can make their way towards the courts to warm up. Appropriate teams must be changed and ready on court for the first round to start promptly at 9:00 am. 9
Officiating Technical Officials (Scorers) & Umpires The appointment of scorers has been made by each participating team. They must collect their pack of score cards from the registration area from 8:15am onwards. England Netball has appointed umpires for this event. Protocol for Scorers - All scorers need to sign at registration located in the sports hall (please see map on page 4). - England Netball Score Cards will be issued to Scorers when they ‘Sign In’ on arrival. - All Scorers will be issued with identification badges for easy recognition on the courtside. - Scorers will score their own teams matches throughout the Tournament - Scorers must not be involved with their Team Bench during the game. - Scorers must neither coach nor encourage their team during the game. Failure to abide by this regulation will be notified to the Competition Referees. - Both Scorers will stand and work together, at a place designated by the Court Manager. This could be either on the side line or goal-line dependent upon health & safety for everybody courtside. - Both Scorers will record each goal scored on the issued Score Card. One Scorer will “call” the score after each goal, who this will be, should be agreed prior to the commencement of the game. - On the final whistle ensure that your Team Captain accompanies you to the Umpire in order for Score Card to be promptly completed by inserting the Final Score which will be the Official Score for the match. The Score Card then has to be signed then counter signed by the Team Captains. The Umpire will record their name on the Score Card as the officiating Umpire. - If a Team arrives on court late, the name of the Team and the time they arrived will be recorded on the Score Card by the Umpires, prior to the commencement of play, as they are controlling the game. The Court Manager will record these details on their Log. Court Managers England Netball has appointed the Court Managers and they will have responsibility for monitoring safety aspects courtside which includes the appropriate use of the Team Bench and stoppages for whatever reason during play. 10
Competition Referees England Netball will provide competition referees for the event. They will deal with any match issues in line with the rules and regulations of the competition. Playing Schedule Section Placing All teams have been randomly allocated into groups. You can view the groups in Appendix 1. You can also view kit colours in this section. Playing Schedule Please view the schedule in Appendix 2. Match Timings Please see regulation 6.5 of the National Schools Finals for the match timings. General Information for Teams Supervision All teams will be held responsible for the behaviour, demeanour and actions of their players, officials and spectators, please refer to the Code of Conduct section for more information. Please note that any U16 requiring physio must be accompanied by an adult. Valuables Please do not leave valuables unattended; England Netball and the venue accept no responsibility for the loss or damage to personal property during the event. Litter Please ensure that you keep the courts tidy by placing your litter in the plastic bags and bins provided. A bin liner will be provided for you in your registration pack. Lost Property Lost Property should be taken to the Event Office (see map on page 4). Photography Official England Netball photographers will be in attendance on the day, through Take That Photography. They will be taking action shots during the games that players, parents, coaches and managers can view and purchase throughout the day. These will be available to purchase in the merchandise area in the sports hall (see site map on page 4). 11
Teams that have signed up for a 5 minute studio photo shoot, please refer to page appendix 3 of this document to view the time you have been allocated. Due to the nature of the competition and tight schedule for this service, allocated slots cannot be changed. England Netball has scheduled these slots based on the playing schedule, we have instructed Take That Photography to strictly follow this schedule, so please arrive 5 minutes prior to the stated time. The studio is situated in Keswick Hall (see site map and this will be signposted on the day). Remember, you can view the photo studio schedule in Appendix 3 The England Netball Duty of Care guidelines require that any person wishing to use a video, zoom or close range photography or mobile phone camera must register their details in the Registration Area before the start of play or during the day before taking photographs. Photography accreditation must be worn and visible at all times. Any persons taking images without the correct accreditation will be asked to stop. First Aid Medical Technicians will be on site throughout the duration of the event. If needed they will be placed around the courts. First Aiders are not to be used for any pre match strapping or post-match recovery. Physiotherapists - The Physiotherapy service will be available to players from all teams that have paid the appropriate fee. - Individuals requiring Physiotherapy who are not covered by the pre- paid fee will be subject to a treatment charge, which is £35, payable to England Netball. - Please note anyone under the age of 16 requiring physio will need to be accompanied by an adult. Health & Safety - No dogs are allowed onsite. Due to the event taking place on a school, there is no movement on this restriction. - Spectators will NOT be allowed inside the playing area at any time. - Participants are asked not to walk between the courts during matches. - To assist with the easy flow of players, umpires and officials to and from the courts, spectators are asked not to congregate around the entrance and Exit points. For Health and Safety reasons, exits are to be kept clear at all times. 12
- Please note that all spectators viewing is from a grass area, so please ensure additional care is taken and. appropriate footwear is recommended at all times. - To ensure that Health and Safety regulations are not contravened, the above MUST be adhered to at all times. - No Smoking on the school grounds. Merchandise Please note, pre ordered event t shirts will be provided to the team manager during registration. Only a limited supply of additional t shirts will be available to purchase on the day. Take That Photography: As previously communicated, England Netball have teamed up with Take That Photography to provide high quality images for the event that can be purchased on the day. Teams have the option to sign up for a 5 minute photo shoot during the day, in addition to this all teams will be photographed during the games, with a selection of these action shots available to purchase. Programmes 15 programmes will be given to each Team Manager at registration. Additional programmes will be available at the England Netball merchandise stand. Bad Weather & Emergency Plans In the event of severe weather conditions i.e. snow, ice or flooding, a decision will be taken at midday on Friday 15th March as to whether the tournament will be cancelled. Indoor Provision England Netball has made every effort to ensure adequate shelter is available for teams between matches. Both the sports hall and dining hall can be used to shelter from the weather. Please note that due to the number of teams present, space within these areas is limited; therefore please do not leave bags and belongings in these areas whilst on court as it will mean other teams not on court cannot access these areas. 13
The British Army Partnership England Netball has joined forces with the British Army who are offering support to the netball family both at grassroots and elite level. The British Army, which uses sport to enhance the physical, mental and environmental preparedness of its personnel, has teamed up with England Netball in the hope of connecting with a wider audience of young people, particularly females who it has found often know the least about the opportunities within the Army. England Netball is pleased to have the British Army on board and to be working together on some new and innovative ways to engage with our female audience and to spread the word on what the Army stands for, its career opportunities, and the fantastic sport and education it offers. The Army shares strong synergies with England Netball; netball is the ultimate team sport as no single player can go everywhere on the court and the Army is the ultimate team career. Sport is a huge part of the army as it encourages teamwork, communication, physical fitness and commitment, which are all key elements required for this wonderful sport. The British Army will be supporting and attending the National Schools Final and are very much looking forward to engaging with the teams in attendance through fun outreach and engagement activities. On 16th March, be sure to look out for the British Army activation area as representatives from the Army will be running some fun competitions to give teams the opportunity to win free tickets to the Vitality Netball Superleague Grand Final, which takes place on Saturday 18th May at the Copper Box Arena in London. In addition, the winning team in each age group will also be invited to attend an Ultimate Training Camp led by the British Army. This will include on court training from England Netball coaches, plus the chance to meet and talk with the Head Coach of the Vitality Roses, Tracey Neville. Good luck to all the teams competing! Appendix 4- Code of Conduct Code of Conduct for Athletes Our Codes of Conduct require the highest standards of conduct from everyone involved in netball to ensure that their behaviour and actions meet the values and standards expected at all times. Everyone must conduct themselves in an honest, fair, impartial and transparent manner. Our Codes of Conduct are applicable to all aspects of the Sport and are driven by England Netball’s Values (Respect, Teamwork, Achievement and Fun) and the Guiding Principles (set out above). I will Respect: The rules, regulations and requirements of the Sport, including, but not limited to, any competitions in which I participate either directly or indirectly The rights, dignity and worth of all people involved in netball, regardless of gender, marital status, race, colour, disability, sexuality, age, occupation, religion or political opinion The rights, dignity and worth of Children, Young People and Adults at Risk and ensure that I am aware of the Safeguarding best practice guidelines and procedures when interacting with them. Confidentiality and the sensitivities of information I hold on other individuals. Netball and the individual’s reputation and not take any action or make inappropriate comments about a fellow participant, coach, official, volunteer or member of England Netball’s staff that will bring the Sport or those associated with delivering the Sport into disrepute, including making comments on social media technology. Appendix 5- Rules and Regulations ENGLAND NETBALL NATIONAL SCHOOLS NETBALL COMPETITION: RULES AND REGULATIONS 2018/19 1. OVERVIEW The National Schools Netball Competition (hereinafter called the “Competition”) is a national competition organised by the All England Netball Association (England Netball) to enable schools to compete against each other to determine a national winner in each age group, whilst encouraging participation in netball through an open, fair and transparent competition. The Competition takes place over a series of competitive rounds, with eligible top placed teams progressing through each round to the National Finals. These regulations set out below outline the rules and regulations (the “Regulations”) upon which the Competition must be run. The Regulations must be followed by all Local Organising Committees (“LOCs”) in the management, administration and operation of the Competition. 2. COMPETITION STRUCTURE 2.1 The Competition shall comprise of the following rounds (“Competition Rounds”) held at the following levels (in ascending order): County Rounds; Regional Rounds; National Finals. 2.2 Where necessary, there shall be a level below the County Rounds called Area Rounds, which shall be competitions within a County to determine which Teams progress to the County Round. It shall be up to the individual County Netball Association to determine whether Area Rounds are required in its County. Area Rounds may have different regulations and structures to those outlined in these Regulations. However Sections 4, 7 and 8 must be included in the regulations for Area Rounds and enforced accordingly. 2.3 Each Competition Round will take place on a day specified by the LOC (see 3.1 for definition of LOC), which will be referred to as the Competition Day. 29
2.4 An overview of the Competition structure is set out in the diagram below: National Finals Regional Competition Rounds x 9 County Competition Rounds Area Rounds (where applicable) 2.5 The winners and runners up of each Competition Round shall progress to the next level, providing they meet (and continue to meet) the eligibility criteria outlined in Section 5. If a winner or runner up is ineligible, the next placed eligible team will progress to the next level. The scoring system for the competing Teams shall be as set out in Section 6. 2.6 The Competition is known as the England Netball National Schools Competition. The name shall be preceded by the name of such sponsor as England Netball may direct from time to time. The LOC may organise Competition Round sponsorship only with the agreement of England Netball. 3. COMPETITION ORGANISATION 3.1 England Netball delegates the organisation and management of each Competition Round to the local netball association who shall appoint the LOC at that level, as follows: 3.1.1 Area Round: responsibility of the County Netball Association 3.1.2 County Round: responsibility of the County Netball Association 3.1.3 Regional Round: responsibility of the Regional Netball Association 3.1.4 National Finals: responsibility of England Netball 3.2 The LOCs shall organise, manage and administer their Competition Round(s) on the following basis: 3.2.1 The LOCs shall at all times abide by and comply with the Regulations set out in this document, except as provided for in 2.2 above; 30
3.2.2 Where a LOC has failed to ensure all Schools meet the eligibility criteria regarding affiliation to England Netball as detailed in 5.1.2, England Netball will fine the responsible LOC at that level (3.1.1 and 3.1.2 County Netball Association, 3.1.3 Regional Netball Association) £200 per School that hasn’t met the eligibility criteria and / or timescales. Such fines must be paid and received by England Netball by 1st June 2019. 3.2.3 The LOCs shall be solely responsible and liable for the Competition Rounds managed and operated by them, as autonomous organisations independent from England Netball. England Netball shall not be responsible or liable for any claim in respect of any Competition Round except the National Finals. 3.3 The Area/County Competition Round will be contested between as many Teams as shall be determined by the applicable LOC. 3.4 Prior to the start of the Competition Round, the LOCs shall announce the following: 3.4.1 the Competition Referee; and 3.4.2 the person appointed to receive appeals of the decisions of Competition Referee, as outlined in Section 8. 4. COMPETITION REFEREE 4.1 As set out above, a Competition Referee will be appointed by the relevant LOC for each Competition Round. 4.2 The Competition Referee will have all necessary authority and jurisdiction to make decisions on any matters arising during the Competition Day including, but not limited to: 4.2.1 altering or amending the playing schedule as necessary; 4.2.2 determining if there has been a breach of the Regulations and imposing an appropriate sanction (including but not limited to disqualification of any individual, Player or Team); 4.2.3 maintaining, and being responsible for, a confidential Competition Referee Log Book where appropriate; 4.2.4 enforcing the decision by any medical advisor, including but not limited to England Netball’s appointed doctor or physiotherapist, regarding the participation of a player and whether they are able to; a) Start the match Or b) Continue to play 4.2.5 adjudicating instances of unsportsmanlike behaviour or behaviour that brings the sport into disrepute, including but not limited to instances of Teams predetermining, or attempting to predetermine, the outcome of a Match and/or Competition Round; 31
4.2.6 determining the result and score should any Match not be concluded due to any unforeseen circumstance; 4.2.7 altering the length of the Matches pursuant to 6.5.2; 4.2.8 determining any matter not covered specifically within the Regulations. 4.3 The Competition Referee may call upon, or delegate to, additional persons to assist with the Competition or consult with other persons prior to making any decision. However the final decision and accountability for the decision will rest with the Competition Referee. 4.4 If a Player is suspended from a Match, or ordered to leave the court and take no further part in the Match, that Player and a Team Official, normally the Coach, will be required to attend a hearing before the Competition Referee immediately after the end of the Match. After the hearing the Competition Referee will decide what action should be taken. 5. PRE-COMPETITION MANAGEMENT AND ADMINISTRATION 5.1 School Entry and Eligibility 5.1.1 Participation in the Competition for any School shall be determined by the LOC in which that School is geographically based. 5.1.2 To be eligible for the Competition each School must affiliate to England Netball within the timeframe set out in the Regulations. The appropriate Affiliation Fee must be received by England Netball Head Office Membership Services not less than four (4) days before the Competition Day for the relevant round. 5.1.3 Once a School has taken to the court in any Competition Round, they are deemed to be eligible to participate in that stage of the Competition. However, if a School has not paid the Affiliation Fee to England Netball in accordance with 5.1.2 but has taken to the court, they will be fined £100. This fine will be imposed by England Netball’s Competition and Events Delivery Manager and will be payable in addition to the Affiliation Fee. The fine must be paid not less than four (4) days before the Competition Day for the relevant next round or by 1st June, whichever is closest to the date the fine is imposed. 5.1.4 Each School shall be entitled to enter only one Team per Age Group. The Age Groups are as follows: Under 14s; Under 16s; Under 19s. 5.1.5 By entering a Team in the Competition, the Schools agree that: 32
a) they are able and willing to fulfil the costs and commitments of participation in the Competition; b) they will fulfil their obligations and responsibilities set out in these Regulations; c) they are bound by the Competition Regulations; and d) they are bound by all of the rules, policies, regulations and by- laws of England Netball, including the England Netball Disciplinary Rules and Regulations, which may from time to time be in force. 5.1.6 If there is any dispute between the LOC and a School over entry and eligibility, England Netball’s Competition and Events Delivery Manager, or their delegated nominee at England Netball’s Head Office, must be contacted prior to the Competition Day. 5.1.6.1 England Netball’s Competition and Events Delivery Manager, or their delegated nominee will determine eligibility in this instance. 5.2 Player eligibility 5.2.1 In order to compete in the Competition, all Players must be in Full Time Education and be registered with the School they are representing on the Competition Day. 5.2.2 Should a Player leave a School on a Friday, she is considered to be a registered member of that School only until 6 am on the first Monday immediately following the Friday she left, that is to say, she may participate as a Player for the School over the weekend immediately following her departure. 5.2.3 Should a Player re-register with another School she will become eligible to represent that School from the date of her registration and will not be considered to have played for any other Team in the Competition. 5.2.4 The age range for each Age Group is as follows: a) U14: All Players must be over eleven (11) years of age and under fourteen (14) years of age; b) U16: All Players must be over fourteen (14) years of age and under sixteen (16) years of age; c) U19: All Players must be over fourteen (14) years of age and under nineteen (19) years of age. 5.2.5 All Players must play within their Age Group as at 11:59 pm on 31st August immediately prior to the Competition unless they have completed the Age Banding Consent Form and submitted it to the LOC with the Squad Registration Sheet. 33
