Energy Efficiency, Conservation, and Electrification Program Requirements Overview: The RMLD offers energy efficiency, conservation, and electrification programs which provide incentives and rebates for all Customer classes. The Programs are intended to increase awareness and accelerate adoption of practices, products, and technologies that provide a multitude of benefits, including: • Helping customers use energy more efficiently in their home or business • Reducing RMLD's electricity usage during expensive peak demand times • Helping the environment by reducing carbon emissions • Increasing electrification within RMLD’s service territory General Requirements: ELIGIBILITY: Programs are available to the customer of record on an existing RMLD account that is currently receiving service OR the owner of a property in RMLD’s service territory that meets all other eligibility requirements and can furnish documentation that they paid for the qualifying product/installation and confirm ownership of the property. CUSTOMER STANDING: Customer account must be in good standing with NO past due balance at time of application AND when rebate is issued. Customers with a past due balance must pay FULL amount owed BEFORE submitting any rebate application. ELIGIBLE PRODUCTS/EQUIPMENT: All products/equipment must be installed in facilities within the RMLD’s service territory. All products/equipment must be new and in working condition. Used, rebuilt, or refurbished products/equipment are not eligible. Proposed products/equipment must meet the guidelines stated in the Program Requirements to be eligible for incentives. However, other measures not listed may be eligible for customer incentives. Tear down/renovations may also qualify for certain rebate programs. Please contact the RMLD Integrated Resources Department for details. APPLICATION FORM: The appropriate application form must be filled out completely, truthfully, and accurately to begin the rebate process. The customer must date and submit the completed application along with all required documentation for specific rebates and/or incentives. By submitting a rebate application, the customer agrees to abide by these Program Requirements. REQUIREMENTS OF GOVERNING BODIES: The Customer is responsible for ensuring that any installations performed are accordance with all applicable municipal, state, and federal codes, ordinances, standards, and regulations, as well as homeowners’ associations where applicable. Customers are solely responsible for proper permitting (if applicable) for work, as well as proper disposal of equipment. Disposal of all discarded equipment/products should be completed in accordance with local, state, and federal guidelines. INSTALLATION VERIFICATION: Pictures of installed equipment are required as part of the application submission for certain programs. Prior to honoring any rebate, the RMLD reserves the right to conduct an on-site verification that the qualifying equipment has been installed according to program guidelines. ENDORSEMENT: RMLD does not endorse any particular manufacturer, contractor, product, system design, or technology in promoting these Programs. WARRANTIES: The RMLD does not warrant the performance of purchased, installed, or serviced equipment, expressly or implicitly. The RMLD makes no warranties or representations of any kind, whether statutory, expressed, or implied, Effective Date: January 20, 2021 3
including, without limitations, warranties or merchantability or fitness for a particular purpose regarding the equipment or services provided by a manufacturer or vendor. LIABILITY & RELEASE: As part of the consideration for participating in these Programs, the participant hereby releases and shall indemnify, hold harmless and defend the RMLD from any and all claims, losses, harm, costs, liabilities, damages and expenses (including attorneys’ fees) of any nature whatsoever arising directly or indirectly out of or in connection with the installation of qualifying equipment at the premises or any material and labor required for such installation. TAXES/TAX LIABILITY: Taxes are not eligible for rebate by the RMLD and will not be included in rebate calculations. RMLD will not be responsible for any tax liability that may be incurred by the customer, property owner, or contractor as a result of the payment of rebates. OBLIGATIONS: The RMLD is under no obligation to pay or satisfy any outstanding payment for material and/or services associated with and/or provided to customers by third party entities such as (but not limited to); contractors, vendors, electricians and any other identified or unidentified suppliers. CHANGES TO PROGRAMS: Program expenditures, requirements and eligibility, and these Requirements, may be changed by the RMLD at any time without notice. The RMLD reserves the right, for any reason, to withhold approval of projects, and to cancel or alter the Programs, at any time without notice. PAYMENT TIMELINE: The time it takes to process an application and issue a qualified rebate ranges from 60-180 days. Programs and Program Requirements: The RMLD offers a variety of programs which are updated frequently. Air Source Heat Pump Rebate Program Requirements Eligible Customer Class(es): ALL Description: To promote electrification and reduce net carbon emissions, RMLD offers rebates to customers who install a central or mini-split air source heat pump (ASHP) in their home or business. ASHPs are an HVAC technology that provide all-in-one heating and cooling and offer many advantages over traditional oil, propane, or electric resistance systems including cost savings, improved efficiency, and reduced carbon emissions. Maximum Incentive: Not to exceed 50% of total installed (labor and materials) costs excluding tax. Rebate Limitations: One rebate per building zone every 12 years. For example, if a customer installs a heat pump for a family room and then two years later, decides to install a heat pump upstairs, both installations are eligible for a rebate. Rebate amount based on actual tons. **Not to exceed 50% of total installed costs (excluding tax). Other Requirements: - System must be connected by a licensed electrician. - An RMLD Utility Authorization Number (UAN) is required. - A Town Wiring Inspection is required post-installation (A Town Electrical Permit is a prerequisite to the wiring inspection). Process Steps: - Optional Consultation with a Heat Pump Specialist: o Abode Energy Management (Abode) provides free 20-minute consultations to RMLD customers and contractors, providing sizing and design support to ensure the installed system achieves expected energy savings and comfort. - Obtain Preapproval: o The contractor MUST call RMLD at 781-942-6598 to obtain a Utility Authorization Number (UAN). The UAN is required on the Installer Pre-Approval Form. o The contractor must obtain a Town Electrical Permit. o The contractor must submit the Installer Pre-Approval Form (which includes uploading product specification sheet(s) and the AHRI certification) to Abode for approval before installation begins. Abode will review the proposed system and provide preapproval or feedback. Preapproval is required to qualify for RMLD’s Air Source Heat Pump Rebate. Effective Date: January 20, 2021 5
- Post-Installation: o The contractor completes the Post-Install Quality Assurance Form (which includes uploading installation photos and a copy of the final paid invoice) for final review and approval by Abode. o The contractor must ensure that the Town Wiring Inspection is completed. o Upon approval, the Air Source Heat Pump Rebate Application is sent to the customer by Abode. The customer completes the application and submits it to RMLD. How to Apply: Submit completed rebate application to energyrmld@rmld.com. Application Deadline: Application must be submitted within 180 days of final wiring inspection. Payment Method: This rebate will be issued as a check. Cordless Electric Yard Equipment Rebate Program Requirements Eligible Customer Class(es): ALL Description: To promote electrification and reduce net carbon emissions, RMLD offers rebates to customers who purchase cordless electric yard equipment. Incentive Amount: $25.00 - $400.00 Maximum Incentive: Not to exceed 50% of total equipment purchase price excluding tax. Rebate Limitations: Limit one rebate per customer per eligible item per equipment lifetime (as indicated in the table below). Residential Energy Star Appliance Rebate Program Requirements Eligible Customer Class(es): RESIDENTIAL Description: To promote energy efficiency, RMLD offers rebates to customers who purchase and install Energy Star rated appliances. Incentive Amount: $25.00 - $50.00 Maximum Incentive: Not to exceed 50% of equipment cost excluding tax. Rebate Limitations: Rebate quantity and frequency are per location and detailed in the table below. Residential Electric Heat Pump Hot Water Heater Rebate Program Requirements Eligible Customer Class(es): RESIDENTIAL Description: To promote electrification and reduce net carbon emissions, RMLD offers rebates to customers who install an Energy Star Rated electric heat pump hot water heater in their home. Heat pump hot water heaters can be significantly more efficient than electric resistance and natural gas water heaters. Incentive Amount: $500 Maximum Incentive: Not to exceed 50% of total installed (labor and materials) costs excluding tax. Rebate Limitations: Limit one rebate per location every five years. Eligible Products/Equipment: Energy Star Rated Electric Heat Pump Hot Water Heater Other Requirements: - System must be connected by a licensed electrician. - An RMLD Utility Authorization Number (UAN) is required. - A Town Wiring Inspection is required post-installation (A Town Electrical Permit is a prerequisite to the wiring inspection). Process Steps: - Pre-Installation: o The contractor must call RMLD at 781-942-6598 to obtain a Utility Authorization Number (UAN). o The contractor must obtain a Town Electrical Permit. - Post-Installation: o The contractor must ensure that the Town Wiring Inspection is completed. Residential Electrical Panel Upgrade Rebate Program Requirements Eligible Customer Class(es): RESIDENTIAL Description: To promote electrification by supporting customers who need to increase the amperage of their electrical panel to accommodate additional load due to the installation of an EV Charging Station, Heat Pump, or other electrical equipment, RMLD offers rebates to customers who upgrade their panel to a higher amperage. Incentive Amount: $300.00 - $750.00 Maximum Incentive: Not to exceed 50% of total installed (labor and materials) costs excluding tax. Rebate Limitations: Limit one rebate per meter every four years. Eligible Products/Equipment: Equipment Rebate Upgrade to 100-amp standard or smart panel $300 Upgrade to 200-amp standard or smart panel $500 Upgrade to 400-amp standard or smart panel $750 Sub-panels are not eligible. Other Requirements: - Installation must be done by a licensed electrician. - An RMLD Utility Authorization Number (UAN) is required. - A Town Wiring Inspection is required post-installation (A Town Electrical Permit is a prerequisite to the wiring inspection). Residential Electric Vehicle Charger Rebate Program Requirements Eligible Customer Class(es): RESIDENTIAL Description: To promote electrification and reduce net carbon emissions, RMLD offers a rebate to customers who purchase an electric vehicle (EV) charger that is installed at their residence within RMLD’s service territory. Incentive Amount: Up to $750.00 Maximum Incentive: 100% of equipment costs (excluding tax). Rebate Limitations: Limit two rebates per customer every five years. Eligible Products/Equipment: - Level 2 Network Enabled1 Electric Vehicle Charging Station that is installed at the customer’s residence within RMLD’s service territory. Level 1 chargers are not eligible. Wiring and installation costs are not eligible. Other Requirements: - The Customer shall enroll in the RMLD’s Residential Time-of-Use Schedule A2 Rate for a minimum of one year. - The customer shall provide, or authorize the EV charger manufacturer or their vehicle manufacturer to provide, RMLD with access to their charging data. - The station must be installed by a licensed electrician. - An RMLD Utility Authorization Number (UAN) is required. - A Town Wiring Inspection is required post-installation (A Town Electrical Permit is a prerequisite to the wiring inspection). Process Steps: - Pre-Installation: o The contractor must call RMLD at 781-942-6598 to obtain a Utility Authorization Number (UAN). o The contractor must obtain a Town Electrical Permit. - Post-Installation: o The contractor must ensure that the Town Wiring Inspection is completed. Commercial Lighting Retrofit Rebate Program Requirements Eligible Customer Class(es): NON-RESIDENTIAL Description: To promote energy efficiency, the RMLD offers the Commercial Lighting Retrofit Program as an incentive for non-residential customers to upgrade their existing lighting systems to more efficient technology. Incentive Amount: Up to $25,000 Maximum Incentive: Not to exceed 50% of total installed (labor and materials) costs excluding tax. Rebate Limitations: Limit one rebate per location per year. Eligible Products/Equipment: The eligible measures and savings requirements are shown in the “Product Incentives Table” below. All LED products must be listed with the Design Lights Consortium (DLC) at the time of installation to qualify. Verify the proposed fixtures using the DLC Qualified Product List (QPL) at: https://www.designlights.org/search/. Other Requirements: - Installation must be done by a licensed electrician. - An RMLD Utility Authorization Number (UAN) is required. - A Town Wiring Inspection is required post-installation (A Town Electrical Permit is a prerequisite to the wiring inspection). Commercial Energy Initiative Rebate Program Requirements Eligible Customer Class(es): NON-RESIDENTIAL Description: To promote energy efficiency, the RMLD offers rebates to qualifying non-residential customers who reduce their energy consumption within their facility by replacing inefficient equipment with ENERGY STAR rated or other high- energy efficient equipment. The RMLD will work with each customer to offer support with the progression of projects. Incentive Amount: Up to $50,000 Maximum Incentive: Not to exceed 50% of total installed (labor and materials) costs excluding tax. Rebate Limitations: Limit one rebate per location per year. Eligible Products/Equipment: Custom Equipment to be determined on case-by-case basis and may include: ECM Evaporator Fan Motors, Evaporator Fan Controls, Freezer/Cooler LEDs, Air Compressors, Heat Pump Systems, Chillers, Motors, Refrigerated Air Dryers, Variable Frequency Drives Other Requirements: - RMLD pre-approval is required. The existing material or equipment must be in place and operational at the time of pre-approval. - Installation must be done by a licensed electrician. - An RMLD Utility Authorization Number (UAN) is required. - A Town Wiring Inspection is required post-installation (A Town Electrical Permit is a prerequisite to the wiring inspection). - RMLD inspection is required post-installation. Commercial Renewable Energy Rebate Program Requirements Eligible Customer Class(es): NON-RESIDENTIAL Description: To reduce net carbon emissions, the RMLD offers rebates to qualifying non-residential customers who install grid-connected renewable energy at their facility. The RMLD will work with each customer to offer support throughout the progression of projects. Incentive Amount: Up to $50,000 Maximum Incentive: Not to exceed 50% of total installed (labor and materials) costs excluding tax. Rebate Limitations: Limit one rebate per location per year. Eligible Products/Equipment: - Photovoltaic o All equipment must be UL listed o Equipment must come with a 20-year or greater manufacturer’s warranty. o **An automatic switch that disconnects from the grid in the event of a power failure. An AC safety disconnect switch must be installed at a location approved by the RMLD between the inverter and the electrical panel. The RMLD must have access to the disconnect switch at all times. The RMLD may temporarily disconnect the system to facilitate planned or emergency work. - Other Renewable Energy Generation Equipment will be considered on case-by-case basis. Other Requirements: - RMLD pre-approval is required. - Installation must be done by a licensed electrician. - An RMLD Utility Authorization Number (UAN) is required. - A Town Wiring Inspection is required post-installation (A Town Electrical Permit is a prerequisite to the wiring inspection). - RMLD inspection is required post-installation. Process Steps: - Contact RMLD’s Integrated Resources Group at 781-942-6598 or energyrmld@rmld.com to discuss the scope of the project and for any question you may have. - Customers planning to install Renewable Energy with an output rating greater than 150 kW are responsible for the cost of a system impact study. - The RMLD highly recommends that customers have an Energy Assessment and make cost effective energy efficiency upgrades such as lighting, appliances, and electronics prior to the installation of a renewable energy system. - A professional site assessment/report must be completed prior to submitting your application. - Choose a solar installer/contractor: o Installers must coordinate directly with the RMLD for all Customer Owned Generation Applications, installation, locations, and interconnection agreements. o The installer must be able to provide information about operation and performance considerations relating to shading, snow cover and maintenance of the system. o All systems must be fully owned (purchased/financed) by the customer of record, 3rd party ownership and/or energy re-sale is not permitted within the RMLD territory. - Submit Request for Rebate Confirmation and Supporting Documentation by visiting the RMLD’s Online Customer Rebate Portal. - Customer is responsible for ensuring an accurate representation of the site. Customer must demonstrate that the system will not be subject to significant amounts of shade from buildings, trees, electricity poles, towers, chimneys, etc. by using a shading analysis tool and site photos. The RMLD reserves the right to reject any application if shading from nearby objects compromises the installation site. Be sure to receive a signed Approval to Install for the proposed project from the RMLD prior to starting the installation. - The installer/contractor must obtain a Utility Authorization Number (UAN) by contacting the RMLD Customer Service at (781) 942-6598 before starting the installation. o The installation must be completed within 12 months from the project approval by the RMLD. - Upon completion of system installation, obtain necessary approvals from local building and wire inspectors to operate the system and fulfill RMLD’s Interconnection requirements. o The RMLD will perform a routine follow up inspection of the facility to see that all construction went as planned. - Submit material and installation invoices to the RMLD. Commercial Electric Vehicle Charger Rebate Program Requirements Eligible Customer Class(es): NON-RESIDENTIAL Description: To promote electrification and reduce net carbon emissions, RMLD offers a rebate to non-residential customers who install electric vehicle (EV) chargers at their facility within RMLD’s service territory. Incentive Amount: Up to $1,500 per charging station (single or dual port) Maximum Incentive: Not to exceed 50% of total installed (labor and materials) costs excluding tax. Rebate Limitations: Limit 15 charging stations per location per year. Eligible Products/Equipment: Level 2, 240-volt, plug-in electric vehicle charger (single or dual port) Other Requirements: - The customer shall provide, or authorize the EV charger manufacturer to provide RMLD with access to their charging data. - The station must be installed by a licensed electrician. - An RMLD Utility Authorization Number (UAN) is required. - A Town Wiring Inspection is required post-installation (A Town Electrical Permit is a prerequisite to the wiring inspection). Process Steps: - Pre-Installation: o The contractor must call RMLD at 781-942-6598 to obtain a Utility Authorization Number (UAN). o The contractor must obtain a Town Electrical Permit. - Post-Installation: o The contractor must ensure that the Wiring Inspection is completed. How to Apply: Submit application and supporting documentation via RMLD’s Online Customer Rebate Portal. Required Supporting Documentation: - Proof of Purchase (must include description of item, total cost of materials and labor, purchase date, and purchased from) - Equipment Specification Sheet - Photo of the installed EV charging station - Photo of serial number on the EV charging station - Signed Commercial Customer EV Data Sharing Agreement, which will be emailed for e-signature after the application is submitted Application Deadline: Application and supporting documentation must be submitted within 180 days of final wiring inspection. Municipal LED Holiday Lighting Rebate Program Requirements Eligible Customer Class(es): MUNICIPAL Description: To promote energy efficiency, the RMLD offers a rebate to municipal customers on the purchase of holiday LED lights and adapters. Incentive Amount: Up to $500 Maximum Incentive: 100% of equipment costs excluding tax. Rebate Limitations: Limit one rebate per town per year. Eligible Products/Equipment: Holiday LED String Lights and Adapters How to Apply: Submit completed application form and supporting documentation to energyrmld@rmld.com. Required Supporting Documentation: - Proof of Purchase (must include description of item, purchase date, price paid, and purchased from) Application Deadline: Application and supporting documentation must be submitted within 90 days of purchase.
