While several of its targets (such as peace, corruption-free institutions and freedom from violence) were once seen as prerequisites of sustainable development, the adoption of SDG16 marked the first time that they were globally recognised as development objectives in themselves. To achieve universal recognition, SDG16 leaves out explicit reference to internationally recognised political and civil rights norms, attracting some criticism. Its very general scope has also stirred controversy regarding the type of data required in order to assess progress rigorously. The state of play with regard to the implementation of SDG16 indicates that substantial progress is still needed in order to achieve the SDG targets by 2030. Violent conflicts continue to affect many parts of the world, societal violence remains widespread in many countries and violence against children in particular remains a pervasive phenomenon, especially in developing countries. The pandemic has erased much previous progress on the SDGs, and led to restrictions on freedoms and more limited government accountability. The war in Ukraine, meanwhile, with its negative spill-overs on other SDGs demonstrates once more the crucial role of peace. The EU has committed to contributing to the achievement of all the SDGs, and the specific targets of SDG16 have been given special recognition. From the Global Strategy to the 'new consensus on development', various policy documents acknowledge the crucial role of peace, democracy, human rights and the rule of law for sustainable development. The interconnection between the pursuit of these fundamental values and EU efforts to help developing countries achieve the SDGs is obvious in numerous measures undertaken in the framework of EU external action. The European Parliament is a strong champion for these values in the world. This is an update of a Briefing published in February 2020. This off-EU budget instrument finances operations with military implications (previously financed by the Athena mechanism and the African Peace Facility), and provides support to the EU partner countries' armies with infrastructure, training and equipment, including with lethal weapons. So far, it has funded operations in places as diverse as the Western Balkans, the Eastern Neighbourhood, in particular Ukraine, and sub-Saharan Africa. As stated in the Strategic Compass process, the EU aims to strengthen its crisis management role, with the EPF playing a crucial role in this process. Both organisations brought together former adversaries and successfully resolved tensions through cooperation, helping to bring peace and prosperity to their regions. However, the EU and ASEAN operate in very different ways. ASEAN is a strictly intergovernmental organisation in which decisions are based on consensus. While this approach has made it difficult for south-east Asian countries to achieve the same level of integration as the EU, it has also enabled ASEAN to accommodate huge disparities among its 10 member states. In 2003, south-east Asian leaders decided to take cooperation to another level by setting up an ASEAN Community. To this end, they adopted a charter in 2007, though without fundamentally changing the nature of the organisation's decision-making or giving it stronger institutions. The community has three pillars: political-security, economic, and socio-cultural. ASEAN's impact has been uneven. The organisation is an effective platform for cooperation between its member states and the wider Indo-Pacific region, but its goal of promoting peaceful cooperation is undermined by growing geopolitical tensions, especially in the South China Sea. There has been significant economic integration, even if the goal of an EU-style single market is a long way off. On the other hand, south-east Asians still perceive ASEAN as an elite project with little impact on their daily lives. EU-ASEAN relations span four decades and have steadily deepened, building on common values as well as booming trade and investment. In 2020, the two sides upgraded to a strategic partnership. However, as the last US soldier boarded a US military aeroplane on 31 August 2021, terrorists were firing rockets at Kabul airport, members of the democratically elected government, including the president, had either fled abroad or were in hiding, and the Taliban had taken back control of most of Afghanistan. On 7 September 2021, the Taliban announced an all-male caretaker government drawn entirely from the Taliban movement, contrary to earlier promises that the new government would be 'inclusive'. So far, no country has recognised the interim government. There have been reports of reprisals against security personnel, individuals with links to the previous administration and foreign forces, journalists and minorities, in particular. The rights to education and employment that women have enjoyed for the past 20 years are meanwhile being curtailed. In the meantime, the humanitarian situation in the country is increasingly desperate. The country relies extensively on foreign aid, most of which is currently suspended, while foreign assets have been frozen. Many Afghans have fled to neighbouring countries, joining the estimated 3-4 million Afghan refugees already living there, mainly in Iran and Pakistan. The EU has expressed concerns over the composition of the interim government, noting that an inclusive and representative government – which the interim government is not – is an essential benchmark for EU engagement. The EU has made available large amounts of humanitarian and development aid and is hoping to establish a diplomatic presence on the ground in Kabul. The EU is also planning to set up a regional platform for cooperation with Afghanistan's neighbours on issues including population flows from Afghanistan, terrorism, organised crime and drugs. In particular, there is growing attention to the imbalances in the representation of women in leadership and other key positions in the area of foreign and security policy, as well as to the growing body of evidence regarding the positive effect of including women in several key areas of foreign and security policy. While gaps persist, women's representation at management and ministerial levels in the areas of foreign affairs and security has increased whether in the European Union (EU), the United States (US) or at the United Nations (UN) level. Among these issues, women's role in peacekeeping receives particular attention, as research has consistently shown that gender equality contributes to peace, and that peace negotiations involving women have a better chance of being sustainable and effective. Gender-equal societies enjoy better health, stronger economic growth and higher security. The UN and the EU have put pronounced emphasis on the issue in the past two decades. UN Security Council Resolution 1325 established the 'women, peace and security' (WPS) agenda in 2000. Since then, more WPS-related resolutions have been adopted, widening the scope and breadth of gendered peace and security. These resolutions have been instrumental in changing the philosophy and rhetoric focused on conflict and gender equality, thereby challenging the international community to do more. Several initiatives are also being implemented at EU level, including through the 2018 EU strategic approach to WPS. However, critics underline that a lot remains to be done, as women continue to be under-represented in the field of foreign and security policy across the world. The accords, brokered by the US, mark a diplomatic breakthrough in the Middle East, which has seen a growing number of Arab League states strengthen ties with Israel. However, the Palestinian Authority and all Palestinian factions denounced the agreements, on which they were not consulted and which make no reference to ending Israel's occupation of Palestinian land. The accords are expected to generate important economic benefits for the participating states. However, despite considerable progress in many areas on recognition, codification and implementation, human rights have also come under increased attack. Whether in theatres of war or in the political arena, human rights are now often rejected on ideological grounds. The EU itself has not been spared by the current backlash. In its Member States, a populist wave has empowered some political forces that increasingly question the significance of core human rights, such as the right to freedom of expression. In these troubled times for human rights, opinion polls show that European citizens perceive human rights as one of the most important values for them personally and one of the values that best represent the EU itself. Having emerged from World War II and its atrocities, European countries were determined to secure lasting peace, and the Union they created is founded on respect for democracy, the rule of law and human rights, which guide and shape its legislation and policies. Within the EU, recent action has included new legislation on data protection and access to justice, the European Pillar of Social Rights, and initiatives to combat inequality, discrimination and hate speech. There is also an acknowledgement that more needs to be done to complete the legal framework to combat discrimination and strengthen internal mechanisms for upholding the rule of law. Human rights are additionally a general objective of EU external action. The EU is deeply committed to promoting human rights, as enshrined in international treaties, in its relations with third countries and with other multilateral regional and global institutions. During Parliament's last mandate, the EU consistently applied and deepened a range of policy approaches that strengthen its role and image as a normative power that inspires others through its example. Maintaining and consolidating this policy remains vital for preserving the EU's image and credibility as a normative power based on values, and one that has the capacity to act at a time when the principle of multilateralism is increasingly questioned. As a community of like- minded states, the EU is also based on certain fundamental values, such as democracy and the rule of law, which the Union aspires to promote, both internally and externally, and which guide all its policies. In line with this vision, the EU has developed specific policies to support democracy and peace in the world. It also aims to integrate the pursuit of peace and democracy with all its other external actions in areas such as trade, development, enlargement and neighbourhood policies, its common foreign and security policy, and political and diplomatic relations with third countries and multilateral institutions. The EU has established a reputation as a soft power organisation guided by a normative vision and as an effective actor for peace and democracy. Strengthening peace and democracy globally has never been an easy task, however, and today's geopolitical context poses new challenges. The proliferation and increasing gravity and duration of conflicts – some in the EU's immediate neighbourhood, the emergence of new threats, such as terrorism or nuclear proliferation, and the crisis of liberal systems have driven the EU to widen and intensify its efforts. They have also led to a new vision for action revolving around the concept of 'resilient societies' based on the mutually reinforcing pillars of peace and democracy, and a special emphasis on fragile states. Against this background, recent surveys have shown that citizens expect the EU to be even more active in promoting peace and democracy externally – something that should surely strengthen its resolve to make further progress in this crucial area. The series will make an annual evaluation of EU performance in the field of peace and security in a specific geographical region. This study evaluates EU engagement during the 50-year conflict in Colombia, and focuses on peacebuilding since the historic 2016 final agreement between the government and the main armed group, the Revolutionary Armed Forces of Colombia (FARC-EP). This is a country where the EU has mobilised a large spectrum of civilian instruments: bilateral and multilateral diplomacy; humanitarian and development aid; and trade relations. After placing the conflict in its geopolitical context, this evaluation analyses the EU approach to and implementation of support to peace in Colombia, the European Parliament's contribution, risks since the signature of the peace agreement, and ways to mitigate them. A parallel study, published separately, provides an overview of current EU action on peace and security and introduces the 2019 Normandy Index. The studies have been drafted with a view to their presentation at the Normandy World Peace Forum, in June 2019. The series is designed to analyse and explain the contribution of the European Union to the promotion of peace and security internationally through its various external policies. It then focuses on the centrality of the promotion of peace and security in the EU's external action and proceeds to an analysis of the practical pursuit of these principles in three main areas of EU policy: development, democracy support, and security and defence, as well as in the increasingly relevant area of disinformation and foreign influence. Inclusive peace frameworks not only better reflect the diversity of society, they increase the durability and the quality of peace. Yet, awarding decision-making authority to those waging the war and not to those waging the peace remains a reoccurring theme in most armed conflict situations. The study presents available data on fragility and armed conflict and takes stock of the global arms trade. It examines progress on the implementation of the United Nations Security Council Resolution 1325 and subsequent resolutions. It assesses global commitments, European Union application of the Women, Peace and Security agenda, National Action Plans and global peace and security indicators. The study explores women’s participation across the peace- making landscape, including peace and transition processes. Moreover, an evaluation of the factors that enhance and constrain women’s meaningful participation in peace-making is put forward. The study highlights the impact of war on women and children and draws attention to the engagement of women across the peace-making landscape in two case studies, Rwanda and Syria. Lastly, the study provides recommendations to achieve sustainable peace and transform global power dynamics that currently favour traditional security perspectives. The summit comes at a time of heightened EU interest in developing closer cooperation with its main regional counterpart in the Arab world. The meeting will be co-chaired by Egyptian President, Abdel Fattah al-Sisi, and European Council President, Donald Tusk, who will represent the EU alongside European Commission President, Jean-Claude Juncker. A large number of EU and LAS heads of state or government have confirmed their attendance. A wide range of issues and common challenges will be on the agenda, including multilateralism, trade, investment and economic cooperation, technology, migration, climate change, security and the situation in the region. Since 2011, EU-LAS meetings have been taking place regularly at different levels in the context of a political and strategic dialogue. The most recent ministerial meeting, which brought together 10 EU and 15 Arab League foreign ministers, took place in Brussels on 4 February 2019. Moreover, working groups have been gathering in between meetings of senior officials to discuss political and security matters of shared concern. The EU and the LAS share positions on a range of issues, including support for a political transition in Syria, the two-state solution under the Middle East peace process, and the recognition of Jerusalem as the capital of both Israel and a future Palestinian state. The two partners also cooperate to find solutions to the war in Yemen and the conflict in Libya. The summit is taking place at a time of intensified talks with Egypt and other North African countries to address the issue of migration. It is also seen as part of a broader effort to build closer ties with Africa. In September 2018, Commission President Juncker urged the EU to strike a new alliance with Africa to boost investment and create millions of jobs. The EU holds regular summits with other regional players, including the Community of Latin American and Caribbean States (CELAC), the Association of Southeast Asian Nations (ASEAN), and the African Union (AU). Since 1946, the UN has undergone a number of reforms either in whole or in part. The term 'reform' has proved troublesome for UN member states on account of its lack of clarity and the lack of consensus as to execution. This is particularly apparent in the scepticism expressed by the United States (US) in 2018 regarding the need for global governance, the importance of UN Security Council decisions such as the Iran nuclear deal, and the efficiency of the United Nations. This briefing explains how the current reform differs from previous ones, in as much as it focuses on management and addresses the criticisms of a lack of accountability and transparency, ineffectiveness, and the deficit in trust between the organisation and its member states in the current system. The United Nations reform agenda centres on three key areas: development, management, and peace and security. First, development reform will bring a bold change to the UN development system in order to achieve the goals of the 2030 Agenda for Sustainable Development. This will be centred on the creation of a new generation of country teams led by an independent team of UN country experts ('resident coordinators'). Second, the simplification of processes, increased transparency and improved delivery of mandates will form the basis of a new management paradigm for the secretariat. Third, peace and security reform will be underpinned by placing priority on conflict prevention and peacekeeping, increasing the effectiveness and coherence of peacekeeping operations and political missions. Two years after its launch, the reform process is starting to bear fruit, with implementation set to begin in 2019 and a focus on streamlining, accountability, transparency and efficiency. However, the reform process does not make explicit mention of bolstering human rights. This briefing also explores the possibility of capitalising on the current reforms so as to boost the indivisibility of human rights, while taking stock of stakeholders' reactions to the UN reforms under way. The series will make an annual evaluation of EU performance in the field of peace and security in a specific geographical region. Examining EU engagement in the Western Balkans, the study assesses the extent to which the Union has been able to transform and strengthen the region's governance, economy and resilience. The study is organised around three key inter-connected (and at times overlapping) phases in EU post-conflict peacebuilding − stabilisation, state-building and EU enlargement − to explain the strengths, weaknesses and limits of EU engagement. It ends with an assessment of the new EU strategy for the Western Balkans and analyses the potential to remedy past deficiencies and help move the region towards genuine, inclusive and sustainable peace. A parallel study, published separately, provides an overview of current EU action on peace and security and of the outlook for the future. This evaluation finds that the existing architecture and geographic/thematic coverage of the EFIs has, overall, been relevant to the EU policy objectives set in 2014. However, they were less responsive to recipients’ needs, and implementation weaknesses persist. At the strategic level, weaknesses in EFIs that need attention in the post-2020 architecture include: balancing short-term expediency with long-term needs; ensuring EU security needs and interests do not marginalise EU values; and safeguarding the development-oriented agenda of EFIs. At an operational level, the EFIs need to overcome the ‘silo’ approach to implementation, and develop solid monitoring and evaluation systems that assess the EFIs’ impact in recipient countries. This study provides options for tackling these limitations, including the need to integrate simplification, ensure sustainability of EU action, strengthen flexibility while remaining consistent and committed to EU fundamental values, create multi-actor partnerships, link EU action to EU strategies, and strengthen EU strategic communication. The annexed expert paper found that EU support to civil society in Turkey, Ukraine and Egypt has improved in recent years, but it still struggles to meet new challenges. Neither radical simplification of the EFIs nor a dedicated civil society instrument would necessarily improve civil society support, and may involve serious drawbacks. The EU’s most pressing challenges are to link civil society more effectively to reform-oriented aid; find ways to support new civic actors; temper the current assault on civil society organisations; and to find more nuanced ways to link civil society to strategic goals. The overarching objectives identified in 2007 still remain valid, but concrete priorities now need to be adapted to the new reality. At the strategic level, a refinement of the Africa-EU partnership has become urgent following the adoption of Agenda 2063 and the EU Global Strategy. At policy level, lessons learned from the implementation of the Roadmap 2014-17 and the way ahead indicated in the Joint Communication of May 2017 should be taken into account. Ten years after its adoption and with a view to the next AU- EU Summit, being held in Abidjan on 29-30 November 2017, it is crucial to re-assess the strategy’s validity on the basis of achievements and shortfalls, also in its parliamentary dimension, with regard to the fulfilment of its objectives in an evolving context.
