Moen Biosphere Reserve DEVELOPMENT AND ACTION PLAN OF THE PROPOSED MOEN BIOSPHERE RESERVE As an island and community, Moen is already well-rooted in the developmental ideas behind the UNESCO Biosphere Program- me. People, authorities and businesses have a fundamental respect for the nature they live in and an understanding of nature’s contribution to the local economy. In the preparatory work, we have already documented a number of activities, which are in line with the sustainable development that Moen Biosphere Reserve is working to achieve. Now we will use the Biosphere Programme as the unifying and guiding vision for these activities as well as a basis for the future collaboration between the active participants. This first development and action plan for Moen Biosphere focuses on four main elements: 1. Creation of an operational organization and an efficient collaboration between the active participants. 2. Promotion of the Biosphere idea, within the local community and to visitors. 3. Cooperation with the UNESCO biosphere network. 4. Planning and implementation of the developmental projects first identified. The development and action plan is the most important tool in cooperation with UNESCO’s review of the Biosphere Project, which will take place every 10th year. The process is documented by internal annual reports, and at the same time by review of the development and action plan every five years. In this way, we will all keep focus on the set direction. The development plan is based on the three main functions of UNESCO Biosphere Programme: ‘Conservation, Education/Support and Development’; and relates these elements to the designated areas of Moen Biosphere. These are Land, Water and The dark Night Sky. Changes take time and as such, this kind of long-term management and planning is required. With this development and action plan, Vordingborg Municipality undertake the obligation to work with both long-term strategic planning, operational planning and implementation of specific activities. The nature The proposed area of Moen Biosphere Reserve includes the island of Moen as well as the surrounding islands and water areas. It will focus on the natural and cultural values connected to the land, the waters and the dark night sky. With nature cov- ering 450 square kilometres and the chalk cliffs of Moens Klint as a leading nature icon, nature here represents landscapes and natural values of international importance as well as most Danish habitats, both on land and in the water. Geomorphology and geology of the area and the diversity of waters with fresh, brackish and salt water have created unique environments for a rich biological variation, which contains a wide range of red-listed species. In January 2016, a website was launched that serves as an archive and source of information for anyone who wants to follow the Moen Biosphere Reserve. In June 2016, the Moen Biosphere Facebook group was created. Here, interested peo- ple can share short stories, pictures, experiences and ideas about the Moen Biosphere Reserve. Photos are also shared on Instagram, on the tourism site visitmoensklint.dk, and on the municipality’s hashtag #storbyensforhave (i.e. ‘the capitol’s front yard’). More locals are beginning to use the hashtag #mønbiosfære (i.e. moenbiosphere) #moenbiosphere and #wegoforit. 13

3. CONSERVATION Diversity and contrast characterize the proposed Moen Biosphere Reserve through a mosaic of different habitat types and thema- tic areas (landscapes) with unique and large natural values, as described in chapter one. Three themes identify and visualize the biosphere reserves zones: land, water, and the dark night sky. In each theme the biosphe- re partnership focus on UNESCO’s three overall functions: conservation (of landscapes, ecosystems and species), development (sustainable and balanced) and learning / support (information, training, environmental monitoring and research). Projects on land in the proposed Moen Biosphere Reserve, 2017-2022 REVISION OF THE NATURA 2000 ACTION PLANS FOR 2016-2022 The Nature Agency Storstroem and Vordingborg Municipality have, at the end of 2016, worked out the review of the Natura 2000 Action plans for the proposed Moen Biosphere Reserve’s core and buffer zones. Both organiza- tions carry authority responsible for the Natura 2000 sites. The work and specific care projects are funded by the participating organizations. Locally collected local data (such as the yearly bird count and other data on fungi, beetles, butterflies / swarms) will be published on Moen Biosphere Reserves website and also be reported in the national monitoring programme for Aquatic and Terrestrial Environment (NOVANA). The information collected locally will support national priority needs for monitoring and data collection concerning pressure, state and development of nature and the environment in Denmark. The program will particularly contribute to meet the obligations of EU directives, Danish law and international conventions on the monitoring of ambient water and air in addition to the need for knowledge for national river and water plans - not least, the Natura 2000 plans. The programme for 2016 will include eight sub-programmes that are relevant to Moen Biosphere Reserve too: Sub-programme for marine waters, sub-programme for lakes, sub-programme for streams, sub-programme for land monitoring, sub-programme for point sources, sub-programme for groundwater sub-programme for species and terrestrial natural, sub-programme for air1. Indicators of nature and learning: it will be easier to follow the species’ status in the designated core and buffer zones of the Moen Biosphere Reserve and then initiate any care initiatives. BIOBLITZ - 2017 Two ”BioBlitz” events are planned for the proposed Moen Biosphere Reserve in 2017/2018. One will be on the Hoeje Moen site focusing on plants (partners Nature Agency and GeoCenter Moens Klint) and one on the Nyord Meadows (partners: the national Bird Protection Foundation and the locals). The concept is very flexible and consists of the basic features that a snapshot produces of ‘biodiversity in a specific period’ in a common pursuit of species in a defined area. A large part of BioBlitz concept is based on fellowship – the idea being that someone who is already well-versed in nature knowledge invites others, who are perhaps less well-versed, to find as many different species as possible. The results will be published on the partner’s websites. BioBlitz serves both awareness of the species status, offers learn- ing and participation in the Moen Biosphere Reserve. The BioBlitzes are funded by the participating organizations. Indicators of nature and learning: better knowledge of species and nature and extent of dissemination of the im- portance of biodiversity, learning and support, cooperation between volunteers and experts. NATURE CONSERVATION TEAMS In order to promote understanding and knowledge of landscapes, habitats and species we will work with the establishment of nature conservation teams. Professionally managed by the biosphere ranger training for the unemployed and groups of volunteers will be organized for individual nature conservation activities. Indicators for nature: nature conservation, training, public engagement. GRAZING COOPERATION, 2017-2022 One of the first key development projects in the proposed Moen Biosphere Reserve is about structuring nature conservation through grazing systematically, especially of the coastal areas along the N168. In order to reach that goal there is organized an interdisciplinary working group of Vordingborg Municipality, Nature Agency Storstrom, Bird Protection Foundation, local landowners, farmers and grazing associations and volunteers and, representing the trade, the leader of the SuperBrugsen Lendemark. The project aims to ensure the coordinated grazing of the designated areas, to generate local cooperation between farmers and grazing associations and to develop joint marketing stages of quality meat from the proposed Moen Biosphere Reserve. It is the partners’ hope that this cooperation in the long run will create the opportunity to start an organic butcher business on Moen and establishment of the sales through COOP Denmark. Indicators of nature and development: Care of salt marshes and the coastal areas through grazing, to create better conditions for the species in the grazed areas. Networking and specific care projects are funded by the participat- ing organizations. Jointly seeks opportunities for funding of sustainable rural development. CONSERVATION OF THE WILD BEES - A SIGNATURE EVENT OF THE PROPOSED MOEN BIOSPHERE RESERVE In December 2016, Claus Rasmussen (researcher at Aarhus University, Denmark) published a research report about the wild bees’ food sources in Denmark: ”Distribution, phenology and host plants of Danish bees (Hymenoptera, apoidea)”2. Of the 286 species of wild bees in Denmark, the researchers could see, that from 1975 onwards about 230 spe- cies of wild bees have been recorded in our country. So we have lost some. But at what time we have lost them and why, we do not know! Nor do we know exactly how many species we have today - or how widespread they are. A new research project titled ‘Wild bees in Denmark - also in the future?’ highlights this question. That is the reason for working with the conservation of the wild bees in the proposed first Danish Biosphere Reserve under the title: ‘Moen Biosphere Bees’. The main activities in the coming years are the restoration and creation of homes for wild bees in nature, citizen involvement and learning, product development and communication. Indicators of nature, training and research: better conditions for wild bees in the Moen Biosphere area, increased knowledge about species, training and learning for all ages, social projects, new sustainable products, like e.g. wildflower seeds from Moen. Projects for water areas and species in the proposed Moen Biosphere Reserve, 2016-2022 SPAWNING AREAS FOR THE BRACKISH WATER PIKES, 2017-2021 As part of the conservation of the species of brackish water pike in N168, the international project CATCH funds the establishment of a so-called ”Pike Factory,” a local flood area where pike can spawn. At the same time DTU Aqua contributes with a marking project of brackish water pike, so we can expand the knowledge of their living conditions and population size. The project is an interdisciplinary collaboration between Vordingborg Municipality, Fishing Zealand, DTU Aqua and the international partners from Germany, Poland and Lithuania within the project CATCH (South Baltic Programme). The work and the specific research, care and communication activities are financed by the project and the partici- pating organizations. Indicators of nature, training and research: research regarding conservation of the brackish water pikes, nature care, development of sustainable tourism products, dissemination of the protection of N168. RESTORATION OF AT LEAST ONE STREAM ON MOEN - 2018-2022 Vordingborg Municipality department for nature and environment restores public brooks and streams, establish lakes / wetlands and ponds. Projects may address the opening of piped streams and the creation of recreational areas. The project works in cooperation with local landowners to achieve as many synergies as possible inside and outside the project area. The projects support the requirements of the EU Water Framework Directive / Natura 2000 plans and supports the project Fishing Zealand. The projects combine, if possible, the river restoration with more ro- bust development of drying / flooding areas and constitutes an important part of nature improvement. Vordingborg Municipality focuses on stream restoration in the proposed Moen Biosphere Reserve. This will be realized together with the landowners, a number of volunteers and at least the Fishing Zealand project. Indicators of nature and learning: a stream restored; better conditions for fishes to spawn, inspiration for other land owners. Implementing the Dark Sky Park and Community, 2017-18 DARK SKY PARK AND COMMUNITY ON MOEN AND NYORD The national Fund of Rural Development (Landdistriktspuljen) and Vordingborg Municipality finance the implemen- tation of the Dark Sky Park and Community on Moen and Nyord with a number of initiatives in 2017 and 2018. The list of activities stretches from an opening event in 2017 to training of star guides, product development, citi- zen-oriented workshops and seminars, the development of the prototype for a Dark Sky chair to the development of a prospectus for a mini observatory. Some of the development activities could be connected to the planned Nordic Biosphere Centre on Nyord. Indicators of learning, development and training: better knowledge about the starry sky during the year, training of dark sky guides, new products, public events. 18
4. DEVELOPMENT AND PROJECTS The Moen Biosphere Reserve will be developed through an on going series of projects that support the balance between man and nature. We participate in multidisciplinary, national and international projects focusing on our core areas of land, water and dark night sky. The projects combine conservation, learning, support and communication. The first Danish Biosphere Reserve requires lots of communication. The best introduction is the experience of the most important and unique nature types of the areas of Moens Klint and Hoeje Moen and Nyord / Ulvshale. GeoCenter Møns Klint is the name of the modern geological communication and experience centre in eastern core area. In the western core area the biosphere reserve expects to focus on biodiversity, nature conservation and local production as well as learning, internships, social projects, health and communication by creating the Northern Biosphere Centre. The Nordic Biosphere Centre VISION The aim is to create a Nordic Biosphere Centre as the ”living laboratory” and model area for the integrated manage- ment of land, water and biodiversity of the proposed Moen Biosphere Reserve. The centre will be located near the largest core and buffer area of the Moen Biosphere Reserve, in the unique and well preserved Danish cultural and natural environment of Nyord, a little island with a long history and a living community. The centre is going to represent and communicate the Nordic biosphere reserves, the NORD MAB partnership and the unique southern Scandinavian nature. PROJECT GOALS • The establishment of a development- and dissemination-centre on Nyords’ only outlying farm, in the heart of Denmark’s first biosphere reserve. • Dissemination of the UNESCO’s biosphere area’s core functions: Communication of conservation, learning, training and research in collaboration with the sustainable use of resources, including local manufacturing, agriculture and nature conservation, ecology and sustainability, health and social training. • Testing the concepts of circular economy; research and monitoring, dissemination of nature in Ulvshale / Nyord and of the surrounding waters. Partners in the project are the Nature Agency Storstrom, Vordingborg Municipality, the Association Nyord Island, the Bird Protection Foundation, the Nyord Island organic meat cooperation and a number of local volunteers. The project will be divided into thematic sub-projects, which seek development funding and investment funding. The project has a longer time horizon, but will begin in 2017. Indicators of nature conservation, learning, training, development and support: home for development and dissemina- tion of the cora areas, health and social training, outdoor school, visitor centre, new jobs in the rural area. 19
Development projects PROJECT CATCH, 2016-2020 Fishing Zealand, which for several years has put sustainable angling on the agenda, is a partner in the EU project CATCH which deals with sustainable angling tourism in the southern Baltic. The project involves several partners in Denmark and abroad. The international partners are from Germany, Poland and Lithuania. Vordingborg Municipality and the Moen Biosphere Secretariat act as secretariat for the Danish part of the project. The CATCH - Coastal Angling Tourism project aims to formulate a strategy for sustainable fishing in the Baltic Sea and for the participating coun- tries. The project addresses the development of sustainable angler products, including the promotion of sustainable fishing practices. To a lesser extent scientific studies, realization of at least a practical project in each country and a common international digital angler portal on the Baltic promises potential of sustainable fishing tourism. Vordingborg Municipality is supported by the EU South Baltic Programme with a fund of Dkr. 1,675,000. Indicators of nature conservation, learning, development and research: The brackish water pike spawning project; the DTU Aqua marking project, building local networks, developing sustainable fishing products, branding and marketing. PROJECT UNDINE, 2017-2019 Project Undine focuses on the Baltic Sea area’s largest natural water re- sources and the wide dissemination of species and experiences. This it does by developing underwater diving and snorkelling experiences, dissemination through a large marine fish aquarium in connection with Herring Market in Stege, film production and dissemination through leaflets and digital media. The local partners are Vordingborg Municipality, the biosphere secretariat and the GeoCenter Møns Klint. The partnership is internationally composed of Danish and German environmental and tourism organizations in collabo- ration with the University of Kiel and the German environmental organisation BUND as lead partner. The project with a local budget of 1.6 million Dkr. and affords activities over the next 3 years with the biosphere coordinator as project manager. Indicators of nature conservation, learning, development: dissemination of the nature and species of the Baltic Sea, development of sustainable tourism products related to the sea, international cooperation. DARK SKY MØN AND NYORD, 2017 AND 2018 The international Dark Sky Organization IDA has designated Moen and Nyord as Denmark’s first Dark Sky Park and community in February 2017. A total of 648,000 Dkr is now available for a number of developing promotional and marketing activities, including an opening event, training of star guides, product seminars, seminars for volunteers, a mini observatory, development of ’dark sky chairs’ and public relations activities. NETWORK OF COMPANIES AND TRADE In connection with the designation of the Moen Biosphere Reserve a company and trade partnership will be estab- lished. Together with the companies we plan to prepare sustainable business concepts and storytelling for their con- tribution to the Moen Biosphere Reserve. The network members will be promoted on the Moen Biosphere website and through tourism marketing campaigns, e.g. by the yearly “Excursions to the Moen Biosphere Reserve”. The project is implemented by Biosphere Secretariat. HOUSE OF MOEN In February 2017 the physical environment for the establishment of the House of Moen, as single point of access for visitors of Moen Biosphere Reserve and Dark Sky Park & Community was created. Located in the centre of Stege, the house will accommodate a modern visitor centre, project offices and offer local stakeholders diverse opportunity for meeting and collaboration. The Moen Chamber of Trade and the Moen-Southzealand Tourism Association will operate House of Moen. The opening is expected in summer 2017. 20

inspire a positive future Footnote 6: Branding workshop for the proposed Moen Biosphere Reserve by connecting people and MØN BIOSFÆRE nature today First Branding Workshop - Moen Biosphere Reserve UNESCO MAB Brand & Story Toolkit A guide to engaging people and telling our powerful story The UNESCO MAB Council has made a series of tools available to the Vordingborg Municipality Secretariat for the coming Moen Biosphere Reserve. The toolkit includes amongst other things instructions and a guide for a start-up workshop. As such, a workshop was conducted with 20 participants during two evenings in November 2016 and January 2017. Its purpose was to stimulate discussion on branding and engagement of people in the coming Moen Biosphere Reserve. Both evenings were very intense and inspiring. They created great engagement amongst the participants, combining their different professional qualifications. The sessions have contributed with both definite and concrete messages and activities for the Moen Biosphere Reserve as well as ideas for organizing the future collaborations. And, equally as important, is that the UNESCO Brand and Story Toolkit locally can be developed for future activities with the aim of engaging more volunteers and professionals within the Moen Biosphere Reserve. The results of the workshop and contributions to the Advisory Board’s work with the development plan for the Moen Biosphere Reserve will be presented below: 26

Moen Biosphere Engagement Messages The working groups further more identified three core messages for the coming Moen Biosphere Reserve: - Increased value through alliances between people and nature - Participation in the Moen Biosphere Community; as citizens we are all part of the process - Welcome to and be a part of the Moen Biosphere Reserve • Below are listed suggestions for specific local involvement and activity (in no order of priority): • Product ambassadors in the retail sector come out and talk about their products • More local markets • New types of nature conservation resulting in new products • Shops branding themselves selling a wide range of locally produced products • Building communities (e.g. in villages) and arranging events open to all, including visitors • ‘Local Stars’ - Moen Biosphere Reserve is associated with Dark Sky and ‘Stars’ is thought to be used as a symbol, so it is not only representing Stars in the sky, but for example, you will also be able to get Stars species conservation, Star quality rating, Stars for collecting plastic on the beach, etc,.
