The following implementation guidelines have been assembled to provide information to assist Parishes in the Diocese of Waiapu to consider how they will implement a variety of services under the NZ Government COVID- 19 D e l t a Level 2 restrictions. These guidelines will be updated in line with any changes that are announced by the NZ Government about COVID-19 Delta Level 2. Updates will be communicated to the Diocese through normal channels. These implementation guidelines should be read alongside the attached most up-to-date “Diocese of Waiapu Guidelines and Policy for Ministry and Worship during COVID-19 alert levels (Refer: Guidelines and Policy for Ministry and Worship duringCOVID-19 Alert Levels page 35-39). Overarching safe practices at COVID Delta Level 2 The following safe practices apply to all activities under COVID-19 Delta Level 2 and should be adhered to by all people involved in all areas of ministry in the Diocese of Waiapu • The wearing of masks is to be mandatory for all people, particularly whilst indoors and when meeting the public or people who are not in your workplace • Ensure everyone is COVID tracing at all times when they move around • Any person who is sick or feeling unwell should remain at home and seek medical advice from their GP or Healthline ph 0800 3585453 • Practice physical distancing of at least 2 metres in all situations outside of your home and wear a mask. • From 11.59pm Tuesday 7 September 2021, the new limit of up to 50 people indoors and 100 people outdoors at a gathering at your home, events outside of home and public venues – including church services, weddings and, funerals and tangihanga Note that these two groups cannot mix, including in toilet facilities. • People at high risk of severe illness (older people and those with existing medical conditions) are encouraged to stay at home where possible and take additional precautions when leaving home. They may choose to work. • Practice safe personal hygiene with frequent handwashing with soap and water. • Practice safe hygiene of all facilities by regular cleaning and disinfecting of surfaces. • Ensure signage is in place in each facility to notify safe practices and room capacity. • Ensure Clergy, Staff and Volunteers are trained in proper use of hygiene practices, cleaning equipment, and PPE (gloves only where necessary). • Ensure availability of adequate cleaning supplies of soap, detergent, mops etc. • Ensure collection of adequate individual information is undertaken to support potential contact tracing. • All physical meeting spaces are assessed for maximum capacity within physical distancing requirements and numbers advertised. A word about responsibility NZ has had good experience with containing community transmission of COVID-19 previously. We have done this together by ensuring that we have complied with the restrictions under COVID-19 Level 4, Level 3, Level 2 and Level 1. We have heard the message from the NZ Government that we will need to return to Level 2 in order to maintain the suppression of the Corona Virus in our communities outside of Auckland. We can continue to do this together if we all take responsibility for ourselves and for one another. In NZ we have legislation that mandates all people responsible for conducting business to ensure that they take every reasonable step to ensure that people are safe at work and in their workplaces. The New Zealand Government has announced that at 11.59pm on Tuesday 7th September 2021 the rest of New Zealand (outside of the Auckland Region) moves to Delta Level 2. The Auckland Region will remain at Level 4 with a subsequent review on Monday 13 September 2021. In the Church the Bishop of the Diocese is ultimately responsible for ensuring that our parish buildings and what takes place within the buildings are safe for all who are present. Clergy and Lay people who hold a license for ministry, and Officers of the Church are also accountable to the Bishop, and Lay employees to the Diocesan Registrar as the Employer for the Diocese. As a Church we want to be hospitable to all people and we need to work together to see that the spaces we provide for worship, community gatherings, office workers, parish administrators, home groups and all places of ministry prioritise the safety and well-being of Laity, Clergy, Parishioners, Visitors, Tradespeople and all who gather with us. We have shown that we can do this together, and as we prepare to move to COVID Delta Level 2 we all need to remember the responsibility we hold to one another and Bishop Andrew for our actions, as we prioritise the care of our neighbour in the way that we conduct our ministry activities. May we each be given creativity, compassion and resilience so that our actions may be an action of love to our neighbour as God has given us love and grace. Parish Worship Scope: The following implementation guidelines apply to any gathering for Worship or Pastoral Care Visiting in the Diocese of Waiapu under COVID-19 Delta Level 2. Key Principles: 1. Church is a place of encounter with human beings (and that means potentially with infection) but ultimately an encounter with the divine. 2. Throughout history our churches have been places where a community can gather, places of refuge and safety, places for worship. These guidelines will help us to continue these practices in a safe way for today’s context and enable our communities to re-emerge and flourish in new ways. 3. Enabling worship to take place safely in our churches is a way of ‘loving our neighbours as ourselves’ – caring for everyone, especially vulnerable people. 4. We should consider continuing worship through online services for our parishioners who are not able or may not wish to join a congregational service at Delta Level 2. 5. These guidelines need to be adapted to suit the physical context of your Parish Church and facilities. Safe Practices for gatherings for Worship in addition to Overarching Principles for Delta Level 2: • During Delta level 2 the Eucharist will not be offered. In-person worship will be a service of the Word with no singing and the mandatory wearing of masks. • Vicar or Priest of LSM Ministry Team to contact all clergy, lay assistants in the parish to assess their availability to attend a service in person and assist in a service. • Each gathering space, church, hall, morning tea area, must be assessed for seating capacity within limitations of physical distancing requirements under Level 2. i.e. At least 2m distance between people when sitting or standing. • The new limit of up to 50 people indoors and 100 people outdoors at a gathering at your home, events outside of home and public venues – including church services, weddings and, funerals and tangihanga applies from 11.59pm Tuesday 7 September 2021. • Communicate with all sidespeople, readers, and assistants at the service about expectations of new practices prior to the service by email, post, ZOOM etc. • Communicate with parishioners the week prior to the service about new practices that will be in place in line with the requirements of COVID-19 Delta Level 2. • A normal clean of all facilities to be completed. • All high use surfaces to be cleaned and disinfected regularly between users and with a minimum of daily and/or between different groups. • Vicar/Priest-in-Charge/Priest of LSM team to assemble small team to work through preparation of Church for worship following guidelines set out below. Area of Focus Alert Delta Level 2 – Parish Worship setting Check/Sign Preparation of • Choose ONE point of entry into the Church to manage flow of the Church people and indicate this with notices, keeping all emergency exits available at all times. • Ensure QR codes are strategically placed at the entrance and other points around the church. Ensure you have contact tracing logs available for those who choose not to use QR codes. • Walk through the church to plan for physical distancing in seats, aisles, including safe flow of parishioners. Remember 2m in all directions from each person. • Determine placement of hand sanitiser is available ensuring hand sanitiser is out of reach for children. • Erect notices to remind parishioners about important safe practices e.g. No physical contact, practice hand washing etc. Participants in • Prepare to keep the liturgical practice simple doing only what is the liturgy necessary. e.g. Do you require the crucifer? Can the liturgist also read the lessons and lead intercessions? • Consider whether you require a normal number of clergy and lay assistants for the service. • Consider physical distancing requirements for instrumentalists, seating of those leading worship. • Full briefing of all participants prior to the service. As people • Consider areas of entry that may cause a queue to form and arrive prepare for physical distancing markers on the floor, e.g. like supermarket queues. • Prepare a suitable Contact Tracing form and assign ONE person to be responsible for recording all people attending each service. (Refer: Anglican Diocese of Waiapu Contact Tracing Form COVID-19 Level 2 Page 44) • Have hand sanitiser available for people to use on entry and exit of the Church. • Place a collection plate & food basket at the entrance to the church for parishioners to leave their offerings prior to the service. This will avoid passing the plate around - Monitor for security. • Welcomers to direct people to move to a seat to maintain physical distancing and flow of parishioners at entrance to the Church. Provision of • Consider using Data Projector liturgy material • Otherwise, consider printed service sheets including all words to liturgy and hymns. Place in pews more than 3 hours prior to service to limit contact and potential spread of virus. • Remove all hymn books and prayer books from pews/seats. Handle only after cleaning hands. • Money to be counted as normal. Consider providing gloves for those counting money as extra layer of precaution. At the very least hands, pens, calculators must be washed or disinfected following the handling of money. Individual • If a person wishes to receive a blessing from the priest this Blessings/Prayer must be done without physical contact and keeping 2m distance. Morning tea • At Delta Level 2 this will not be offered. Leaving church • People should be directed to leave the building by ONE exit only, avoiding bottlenecks. • Encourage parishioners to take printed service sheets home to avoid anyone else needing to touch them. Cleaning the • Follow guidelines in this document under the Cleaning Church section. (Refer: Cleaning Checklist Page 54) • All high use surfaces should be cleaned between users, e.g. the Lectern to be cleaned between liturgist, reader, intercessor. • Remember to clean microphones, computers, data projector, remote controls, lectern, prayer desks, organ console, musical instruments, altar, etc. i.e. ALL surfaces in the church that may have been touched during the service, including children’s play areas, toys and resources. Baptisms, • It is appropriate to defer plans for Baptisms, Confirmations Confirmations, and Ordinations until we are at COVID-19 Level 1. Ordinations. • Emergency baptisms may continue mindful that these are likely to be in a hospital setting and we need to comply with the standards of the hospital. This may include use of gloves and surgical mask. • This will be re-assessed as we gain a sense of how long we may be in Delta Level 2 before moving to Level 1. Area of Focus Alert Delta Level 2 – Parish Worship setting Check/Sign Funerals, • Funerals may be held with no more than 50 people indoors and 100 Weddings people outdoors attending • These gatherings are permissible at Delta Level 2 and should follow the same guidelines for the use of a church in worship as above. • Be mindful of maintaining 2m physical distancing between Priest and couple at a wedding. • You will need to consider how you will encourage physical distancing at a funeral without needing to become the one who polices this limitation. • Members of the congregation are encouraged to limit physical contact to family, whānau, close friends who can be easily traced. • Be mindful of the normal expectation of how we offer strength and compassion through physical hugging and touch at funerals and weddings and consider suggesting alternatives. FAQs What is Spiritual Communion? For those wanting to participate from home in a Eucharist which is being viewed online: the practice known as ‘Spiritual Communion’ applies here. ANZPB/HKMA p729 notes, “When people who desire to receive the Holy Communion are unable to do so for any other reason [i.e. other than serious illness], their desire and such prayers as they are able to offer ensure that they do spiritually receive the body and blood of Christ.” In such cases, people can pray the following, adapted from the prayer of St Richard of Chichester, and used by Anglican churches in both England and Australia: Thanks be to you, Lord Jesus Christ, for all the benefits you have given me, for all the pains and insults you have borne for me. Since I cannot now receive you sacramentally, I ask you to come spiritually into my heart. O most merciful redeemer, friend and brother, may I know you more clearly, love you more dearly, and follow you more nearly, day by day. Amen. What should I do if I don’t feel safe conducting a public service of worship? Parish clergy, licensed lay people and lay assistants should speak with their Vicar/Archdeacon/LSM Priest about their concerns and work together to find an alternative arrangement. If a Vicar/Archdeacon/LSM priest has concerns about their own situation they should contact their Archdeacon who will work with them to find an alternative arrangement. We will support your situation to ensure you are safe. What should I do if more than 50 people turn up for a funeral? • The new limit of up to 50 people indoors and 100 people outdoors at a gathering at your home, events outside of home and public venues – including church services, weddings and, funerals and tangihanga applies from 11.59pm Tuesday 7 September 2021. In a situation where ordinarily overflow from a parish church would stand outside and listen to the service through AV gear then this could be an option to consider. However, once the service concludes and people from inside move outside then it becomes an issue. This is difficult because of the desire of many people to attend and support the family. It will take a lot of care, common sense and support from the funeral director to manage this situation as best as you can, but we need to be clear with people about the need for physical distancing, limitations on numbers in gatherings, and requirements for scanning/contact tracing. Liaise with the funeral director as to how scanning will happen for those who remain outside the building. Can we leave the church open for private prayer? The church can be opened under supervision for times of private prayer. The same conditions apply in this setting as for all visitors to any buildings during Delta Level 2. Those principles include Contact Tracing, hygiene and cleaning of surfaces, physical distancing and no admission of anyone who is unwell or showing symptoms of COVID-. This means that if the church is opened for private prayer, it must be monitored by someone who can be present to ensure that these principles of COVID Delta Level 2 are followed. Can the organist/musicians enter the church for music practice? Yes, provided that the principles of Delta Level 2 are adhered to. i.e. No more than 50 people gather for practice, Contact Tracing, personal hygiene and cleaning hygiene standards are followed, physical distancing is maintained. Please note that at this stage the Church is seeking advice from the MOH about whether the steps we have in place for Delta Level 2 adequately mitigate the risk of transmission of the virus between people who are singing. For this reason we discourage choirs or singing groups from singing together until the advice is received. At this point there will be NO singing in worship. Pastoral Care Visiting Scope: The following implementation guidelines apply to any setting for Pastoral Care Visiting in the Diocese of Waiapu under COVID-Delta Level 2. Key Principles: 1. We want to continue to extend Pastoral Care to our community especially at a time when many people have been isolated from others due to living alone or in small ‘bubbles’. 2. We must ensure that the pastoral care that we offer can be done appropriately and with the health and well-being of both caregiver and parishioner as first priority. 3. In caring for the vulnerable and offering safe pastoral care we are doing our best in difficult circumstances to extend the compassionate love of God through our care. Safe Practices for gatherings for Pastoral Care Visiting in addition to Overarching Principles for Delta Level 2: • Vicar or Priest of LSM Ministry Team to contact all clergy and lay assistants in the parish to assess their availability to offer pastoral care through visiting homes or meeting elsewhere in person. • Each person must be responsible for considering their own health and the health of those in their home ‘bubble’ before agreeing to make a pastoral visit to another home. • From 11.59pm Tuesday 7 September 2021, gatherings can be held with up to 100 people outdoors and 50 people indoors. The new limit applies to gatherings at your home, events outside of home and public venues – including church services, weddings and, funerals and tangihanga. • When holding a gathering, play it safe — maintain hygiene standards, observe all Alert Level 2 requirements and meet existing record-keeping requirements for contact tracing. • Each gathering space for meeting, office, home, café etc., must be assessed for seating capacity within limitations of physical distancing requirements under Delta Level 2. i.e. At least 2m distance between people when sitting or standing. • Parishioners must be contacted prior to visiting at home to establish expectations regarding physical distancing and assess their vulnerability to health issues. • If there is any risk to parishioner or pastoral caregiver then take a cautious approach and consider alternative options of contactless visiting such as phone contact, ZOOM or a visit just to the gate/driveway. • Receiving hospitality in the home by way of food or beverages is highly discouraged due to the mandatory mask wearing. • Follow all Hospital, Hospice, Resthome, institution local facility rules. This may include how many sites or people can be visited in a single day. The institution will advise. • If travelling by vehicle with others, such as a pastoral care team member, then wearing of masks is mandatory for all church ministers, lay and ordained. Area of Focus Alert Delta Level 2 - Pastoral Care Visiting Check/Sign Home • Each home group leader should discuss the appropriateness of Groups/Study hosting a group in their home under COVID Delta Level 2 with Groups their Vicar or LSM ministry team. • The requirements for Catering, Physical Distancing, Contact Tracing, Personal and Venue Hygiene must be adhered to as a Home Group is an extension of the authorised ministries of the Parish and not a private event. (Refer: Anglican Diocese of Waiapu Contact Tracing Form COVID-19 Level 2 Page 44) • Consider withholding the gathering of Home Groups/Study Groups until Level 1. Ministry with Children / Messy Church / Toy Libraries Scope: The following implementation guidelines apply to any gathering Ministry with Children in the Diocese of Waiapu under COVID Delta Level 2. Key Principles: 1. Church is a place of encounter with human beings (and that means potentially with infection) but ultimately an encounter with the divine. 2. Enabling hospitality for all members of our community including Children and their wider families to take place safely in our churches is a way of ‘loving our neighbours as ourselves’ – caring for everyone. 3. We should consider alternative ways of connecting with Families and Children through online platforms for those families who are not able to attend gatherings in person at Level 2. e.g. Messy Church on ZOOM. 4. These guidelines need to be adapted to suit the physical context of your Parish Church and facilities. Safe Practices for Ministry with Children in addition to Overarching Principles for Level 2: • From 11.59pm Tuesday 7 September 2021, gatherings can be held with up to 100 people outside and 50 people inside. • The new limit applies to gatherings at your home, events outside of home and public venues – including church services, weddings and, funerals and tangihanga. • When holding a gathering, play it safe — maintain hygiene standards and meet existing record-keeping requirements for contact tracing. • Ministry team leader, Vicar or Representative of LSM Ministry Team to contact all members of the parish and community who normally support Messy Church, volunteer for Toy Libraries, lead Sunday School etc., to assess their health and availability to attend a session in person and assist in a service. • Ministry team leader to check with Vicar or Wardens to see if each gathering space, church, hall, morning tea area, has been assessed for seating capacity within limitations of physical distancing requirements under Level 2. i.e. At least 2m distance between people when sitting or standing. • Communicate with all volunteers and assistants at the session about expectations of new practices prior to the session by email, post, ZOOM etc. • Communicate with families, if possible, the week prior to the session about new practices that will be in place in line with the requirements of COVID Delta Level 2. • A normal clean of all facilities to be completed. • All high use surfaces to be cleaned and disinfected between users and at least daily and between different groups • Ministry team leader to assemble small team to work through preparation of venue for session following guidelines set out below. Administration Centres / Parish Offices Scope: The following implementation guidelines apply to the operation of any office spaces in the Diocese of Waiapu under COVID Delta Level 2. Key Principles: 1. We all have a responsibility to support one another’s safety and well-being in the workplace and to report any risks to our or others’ well-being. 2. We must work together in a way that continues to minimize the risk of COVID-19 transmission by ensuring that health, hygiene and safety measures are in place. 3. These guidelines need to be adapted to suit the physical context of your facilities. Safe Practices for Office Workplaces in addition to Overarching Principles for Level 2: • No employee, clergy person or volunteer who is sick with COVID-19, or who has had close contact and is required to self-isolate, may go into the workplace in any circumstances. • Any employee, clergy or volunteer who has flu like symptoms is to stay home and contact their GP or call Healthline on 0800 358 5453 to ascertain the need to undertake COVID-19 testing. • Any employee, clergy or volunteer who is sick or feeling unwell with other illnesses should not come into the workplace. If they can work from home, they should, in consultation with their manager or Vicar. • Line managers must contact all employees to consult with them about their availability to return to the Office space. • Public facing / reception staff must wear a face mask at all times. • Each workspace, gathering space, church, hall, morning tea area, must be assessed for seating capacity within limitations of physical distancing requirements under Level 2. i.e. At least 1m distance between people when sitting or standing. • A normal clean of all facilities to be completed. • All high use surfaces to be cleaned and disinfected regularly • Vicar or Wardens to arrange a time with all employees and volunteers to assess the suitability of each workspace to comply with limitations under Level 2. e.g. Physical distancing, placement of physical or visual barriers, placement of notices etc. • Choose the ONE point of entry/exit for the Office and place notices. This is to monitor flow of foot traffic and to manage Contact Tracing requirements. All emergency exits must remain available to be used at all times. Have a visitors log available for all those who are unable to use QR codes. FAQs Some visitors to my Office present with complex and difficult pastoral needs. How do I deal with them if they refuse to comply with the requirements for Level 2? It is acknowledged that our office team often have pastoral relationships with vulnerable persons and that these may be more challenging situations to ensure physical distancing is maintained and contact tracing information obtained. Your safety is always paramount and if you feel unsafe you should feel confident in calling for suitable assistance when needed, which could be a colleague in the office, Vicar, or in urgent situations phone 111 for the Police. How should I manage the Contact Tracing register in the Office? It is helpful if all employees, clergy and volunteers are to complete an attendance register recording their name, date and time of entry. For volunteers, contact details will also be required, to enable contact tracing. Businesses must display an NZ COVID Tracer QR code in a prominent place at or near your main entrance. You also need to offer customers and visitors an alternative way to record their visit. If you are using an alternative contact tracing system, you need to record: • the entry and exit times for workers, visitors and contractors • the names of everyone on your premises or location • their contact details. I might be in an at-risk group, should I work from home? Employees, clergy or volunteers who are at higher risk of severe illness if they contract COVID-19 (per the Ministry of Health’s advice click here) may be able to work if they and the employer agree that their risks can be appropriately managed. Working from home is the best model here, where it is practicable. With appropriate measures in place, including around how they travel to and from work, some of them may still be able to work safely outside of their home. What should I do if I feel it is not safe for me to work in the Office? If an employee, clergy person or volunteer believes there are reasons why it is not safe for them to work, or if they have concerns that they could be putting a member of their ‘bubble’ at risk, they should let their manager or Vicar know. In some situations, it won’t be possible to eliminate all the risks associated with COVID-19 and working from home may also not be possible. If the risks arise because of the employee, clergy or volunteer’s own personal circumstances, they should talk to their manager or Vicar, and work together to see if there are ways that could eliminate or minimize the risk of contracting the virus at work (for example, there could be the option for the employee, clergy or volunteer to do less customer/parishioner facing work). Who can I talk to if I am feeling stressed? We know that these are stressful times, and we all react differently and at different times to the current pandemic situation. Employees, clergy persons and volunteers can talk with their manager as a first point of reference. All employees, clergy persons and volunteers are encouraged to use our Employee Assistance Programme through Vitae ph: 0508 664 981 (24 hours/7 days) should they require additional support or counselling. What steps will be taken to minimize the risk of transmission of COVID-19 in my Office? We will implement good practices such as good hygiene, physical distancing, or PPE as appropriate. Your manager should explain why the activity is needed, why it’s part of the work that it is to be undertaken and explain exactly what the controls can and can’t do. Your manager may ask individual employees, clergy persons or volunteers to work from home, or carry out reasonable alternative duties while the risk is addressed. You may need to have a conversation with your manager agreeing when paid or unpaid leave will be used. Do I need to wear a mask and/or gloves (PPE) when dealing with the public or other people in the office? For people moving around the community, PPE such as face masks are mandatory when visiting public areas. You legally must wear a face covering when: • using public transport, airplanes (including in arrival and departure points such as train stations and bus stops) and in a taxi or ride-share vehicle • visiting a healthcare or aged care facility • inside retail businesses, such as supermarkets, pharmacies, shopping malls, indoor marketplaces, takeaway food stores, and public venues, such as museums and libraries • visiting the public areas within courts and tribunals, local and central Government agencies, and social service providers with customer service counters. For more information on best practice for working in a COVID19 Level 2 environment, please go to the following websites; MOH, MBIE Can visitors come into the workplace and meet with me? Yes, provided they follow the procedures for Contact Tracing and physical distancing and both parties wear a mask. Can I meet with my team face to face in the office? Yes, provided you all follow the procedures for physical distancing. Consider alternatives such as online platforms like ZOOM. Can I come in to work if I am sick but only work in my own office? No, under no circumstances should you come to work if you are sick. If you have the ability to work from home, you should in these circumstances. Do I have to do the additional cleaning – shouldn't the cleaners be doing this? Extra vigilance is required in these exceptional circumstances of the COVID-19 pandemic, and under the Health and Safety Act, as an employee, clergy person or volunteer in a workplace, you have a responsibility to minimize any hazards for yourself and others, this includes workplace cleanliness and personal hygiene. What do I do if I have hard copy paperwork to give to or receive from colleagues or parishioners? Where possible electronic copies are desirable and are encouraged to be used instead of hard copies. What about cash handling? Where possible electronic transfers for facilities hire is desirable. Where cash is handled, it is highly recommended that hand washing or the use of hand sanitiser is used prior to and after touching cash. You may also consider the proper use of gloves when dealing with large quantities of money. Opportunity Shops Scope: The following implementation guidelines apply to the operation of any Opportunity Shops in the Diocese of Waiapu under COVID Delta Level 2. Key Principles: 1. Opportunity Shops are an important part of the outreach ministry of parishes in Waiapu. They provide services that enhance the well-being of the community, provide a place for social interaction within the sphere of the Church and are recognised by staff and volunteers as a place that helps provide a sense of satisfaction and service to the community. 2. We want to be able to re-open our Opportunity Shops in a way that is safe for all concerned so that the service that is provided continues to enhance the physical, spiritual and social well-being of staff, volunteers and customers alike. 3. We all have a responsibility to support one another’s safety and well-being in the workplace and to report any risks to our or others’ well-being. 4. We must work together in a way that continues to minimize the risk of COVID-19 transmission by ensuring that health, hygiene and safety measures are in place. 5. We understand that some of our volunteers may choose not to return to the Opportunity Shop at Level 2 due to concerns about their personal well-being. Appropriate pastoral care support may be required to reassure these volunteers of their continued value to the Op Shop teams. 6. These guidelines need to be adapted to suit the physical context of your facilities. 7. While it is permissible to re-open Opportunity Shops under COVID Delta Level 2 the decision to re-open must be taken carefully and with due consideration to the needs of staff, volunteers and customers. The shops will have been untouched for a few weeks. • Ensure adequate supplies of cleaning supplies are available. • Ensure monitoring of the supply of cleaning supplies is in place. • Ensure there is hand sanitizer at the entrance to the shop, sorting areas, counter, kitchen, bathrooms and near alarm panel. • Plan with the cleaners your requirements for suitable cleaning under COVID Delta Level 2. e.g. disinfecting handles, taps, hard surfaces. • Managers to assess flow of customers and staff through the shop and assess where barriers made need to be installed to manage physical distancing requirements. Barriers may be physical, visual (tape on the floor), or prominent notices on walls. • Erect notices reminding staff and visitors about good hygiene practices. • Managers to ensure all staff and volunteers are trained in the practices required under COVID Delta Level 2. • A suitable Contact Tracing register must be available and used by all staff, volunteers and tradespeople. General Cleaning and Multiple Users of Buildings Scope: The following implementation guidelines apply to the cleaning procedures for any Diocesan Buildings and the Multiple Use of Diocesan Buildings in the Diocese of Waiapu under COVID Delta Level 2. Key Principles: 1. Our buildings provide places for worship, work, Christian ministry, and community gathering. They are to be places where the love of God is paramount in how we offer hospitality to one another. 2. The proper use and care of our buildings is an act of Stewardship of the gifts that we have received from God through the Church Community. 3. We are responsible as users of these buildings to provide a safe environment for everyone who enters. We are responsible to Bishop Andrew who holds ultimate responsibility for all activities in the Diocese of Waiapu. We are responsible to the legislation from the NZ Government about Health and Safety. Safe Practices for the Cleaning of Buildings and Multiple Users of Buildings in addition to Overarching Principles for Level 2: • All buildings will need to be assessed for maximum capacity to maintain physical distancing during Level 2. • All buildings, facilities will continue to have a normal clean on a regular cycle. • Building users must be contacted by the Vicar or Warden or their nominee to discuss whether they intend to return to using the facility and whether their activity is permitted under COVID- 19 Level 2. • Building Users include internal parish groups like AAW and external groups such as a Dance School, St John Youth Cadets. • Good hygiene under Level 2 includes both Cleaning with detergent and Disinfecting with a suitable solution.
