Lake park premises and the DDA 10.26 Ha land are clearly demarcated and separated by a stone boundary wall.
It was seen that the DDA site is approx. 2-metre higher than the lake park level and it was clear on site that the two are not linked on functioning together as a common catchment area.

1. Enabling Flexibility allow context-sensitive uses to be provided in the area such as civic uses, sports facilities, convenient shopping as well as hostels, old age apartments, single room/ 2-room apartments, serviced apartments, dormitories, etc.

2.0 EXAMINATION: 2.2 LAND AREA, STATUS AND PREVIOUS ALLOTMENTS: Out of the designated site area of 10.26 Ha., 4(nos.) land parcels have already been allotted/ handed over to Delhi Fire Services, a Petrol Pump, Police post and land for the Metro Station building (subject to verification by LD wing, DDA), all of which have to be integrated with the overall project scheme. PROPOSAL: ENABLING FLEXIBILITY – context sensitive uses The previous project on the 10.26 Ha DDA land has not yet been disposed of through auctioning etc. due to the fact that the local market is depressed and there seem to be no takers for single use (commercial) development in the area. Even the local Chand Cinema had shut down due to crime and other social problems in the area. Moreover, the conventional disposal strategy of DDA comes with fixed, inflexible development norms/ uses attached to each plot, which increases the risk for the potential buyer/ developer.

PROPOSAL: ENABLING FLEXIBILITY – context sensitive uses TOD norms provide more flexibility to the potential developer as a lot of flexibility in uses with the scheme/ plot is permitted and therefore the development can be more market-friendly and responsive to changing local needs of the area.
PROPOSAL: ENABLING FLEXIBILITY – context sensitive uses DDA plans to develop the project as an integrated scheme on 10.26 Ha DDA land in partnership with NBCC. NBCC has expressed interest to adopt the maintenance and upkeep of the Sanjay Lake Park as part of DDA’s “Adopt a Park” policy. Developing both together will provide mutual benefit. • The scheme development would benefit from the unhindered views provided by the beautiful Sanjay Lake. • The Park would benefit from being “watched over” by the public uses proposed along the park edge of the proposed TOD development on the 10.26 ha site, making the entire area safer, socially vibrant and better used.
PROPOSAL: ENABLING FLEXIBILITY – context sensitive uses The project envisions a transformatory role for the area, and it is expected that the creation of a city level destination near a beautiful lake will enhance the local economy and help catalyze change/upgradation of the area and eventually restore a sense of safety and social pride in the larger Trilokpuri/ Kalyanpuri vicinity.
PROPOSAL: ENABLING FLEXIBILITY – context sensitive uses During discussions with various stakeholders, it was understood that it is difficult to dispose of the property as a purely commercial use as there is a huge supply of informal commercial uses in the vicinity, i.e. within Kalyanpuri, Trilokpuri and Mayur Vihar Phase-I. Due to this, it was felt that introducing residential uses within the scheme in the form of service apartments, old age homes, hostels, etc. would allow better utilization of this site.

PROPOSAL: ENABLING FLEXIBILITY – context sensitive uses Many Sports and civic facilities, convenient shopping, etc. shall be provided within the scheme.
2. Creating Safety, Social Vibrancy & Civic Pride in the local area which is currently neglected and ridden with crime. For this the lake-front will be developed with lake-facing plazas, promenades, eateries, budget hotels, skywalks, etc. so that people can enjoy the view and amenities provided in the lake such as boating, jogging, playing, etc.
ISSUE 2: CREATING SAFETY - VIBRANCY - CIVIC PRIDE. One of the major issues highlighted by stakeholders during the core group meetings of UTTIPEC is the issue of crime in the area. It was pointed out that the area within and outside the site, including the Sanjay Lake Area is extremely unsafe at night, and most often occupied/ frequented by anti-social elements. Given this context, it is essential that some city level attractions are introduced in the area so that footfalls of visitors makes the site area, the Lake and its surroundings better used, better watched and more active round the clock. Accordingly, the scheme for the 10.26 ha DDA land has been prepared in such a way that most of the residential, hospitality and public-oriented uses are facing the Sanjay Lake, in order to provide passive visual surveillance to the lake at all times. Facing the beautiful and well-maintained Sanjay Lake on the west side, would also increase the value and marketability of the development on the 10.26 Ha DDA site, and maximize revenue for DDA in addition to providing public benefit.

3.Enhancing Environmental Value & Usability of Sanjay Lake The Sanjay Lake catchment area will not be affected by the project in any way. In fact, the environmental quality of the lake and ground water in the area shall be enhanced along with increased usability and safety within this environmental asset for the neighbourhood.
PROPOSAL: Enhance Environmental Quality of Lake. 1. The scheme will not affect the catchment area of the Sanjay lake. 2. No permanent construction work will be undertaken within the park. Only the following interventions are proposed which will enhance the water quality and recharge of the Sanjay Lake and making at a safer and more usable park for the public: • Increase in ground water recharge and infiltration by improvement of intake channels and detention/retention capacity of the lake. • Creation of attractions like promenades, arboretums, conservatories, etc. along the edge of the park (outside the park boundary wall), to make the edges active, more vibrant and safe. • Creation of floating plant beds within the lake would impart oxygen inside and take unwanted/ excess algae formation elements out of the lake (Nitrogen, Phosphorus, etc) • Scientific plantation strategy will be undertaken along the edges of the Lake Park in the form of bioswales, etc. to treat and prevent any polluted storm water from directly entering the lake or polluting the ground water. • No permanent constructions will be undertaken. Only fully permeable/ organic materials like geo-textiles, gravel, etc may be used, if required.

3.0 PROPOSAL: 3.1 AREA STATEMENT OF PROPOSED PLAN (refer Annexure-6 and Annexure-7):
3.0 PROPOSAL SUMMARY: The final TOD norms shall be applicable to the scheme only after final notification of MPD-2021 revisions by the Ministry of Urban Development. i) The proposal aims to capitalize on the beautiful views to the existing Sanjay Lake on the western side of the site, therefore, it is proposed that the project may be named as “Lake View Complex” for marketing purposes. ii)The proposal will be self sustainable project and it will in no way affect the catchment area of the Sanjay Lake and will in fact, enhance environmental quality of the area. iii)The Trilokpuri Metro station currently under construction within the site is scheduled to be opened to public soon. It is proposed that the “Trilokpuri” Metro station may be renamed as “Sanjay Lake station”. If agreed by the Authority, the same may be conveyed to DMRC for necessary action.
3.0 PROPOSAL SUMMARY: iv) The layout plan for the scheme showing the road network, common public green area, urban design guidelines/envelop controls as well as the actions for implementing agency and other details agreed by the Technical Committee of DDA dt. 22.01.15 shall be followed by NBCC/ implementing agency for development of the project along with the following recommendations of the Technical Committee [refer Annexures-7,8,9; pages 1232/C, 1233/C, 1263 to 1266/C]: a. The project will be taken up for implementation on similar model as the TOD project at Kadkadooma. b. NBCC will work out the detailed program for the project based on Market viability. c. Additional proper approach to the site is to be provided from the NH-24 side. d. The scheme will not affect the catchment area of the Sanjay lake.
3.0 PROPOSAL SUMMARY: v) It is proposed the implementation mode for the scheme on 10.26 Ha DDA land at Patparganj/ Trilokpuri in partnership mode with NBCC would be on similar lines as already taken up for the Kadkadooma TOD scheme based on smart city principles, for which Draft MOU received form NBCC is currently being processed. vi) If agreed by the Authority, an MOU on similar lines as the standardized MOU for East Delhi Hub at Kadkadooma may be entered into between DDA and NBCC, for further detailing and implementation of the integrated scheme.
