COVID-19 Return to Curl Policy Disclaimer With the ever-changing COVID-19 situation (including vaccines and new variants), and new information from our local, provincial and federal governments, and governing Curling bodies, this document is subject to change. Further revisions will be posted at the club and on our website when necessary. We encourage the Leagues to please provide feedback on this document by contacting the Club President Torben Wilson via email at esqccpresident@gmail.com or Club Vice President Al Teasdale at esqccvicepresident@gmail.com It is important that all individuals understand that when you choose to participate in physical activities outside the home during the pandemic – including curling – you may be at an increased risk of being exposed to and contracting COVID-19. This is an inherent risk of participating in activities in your community where you may interact with other individuals. Curl BC considers curling to be a MEDIUM risk sport for the contraction of COVID-19, however participants should still carefully assess their personal health circumstances before engaging in curling activities. If you are at higher risk of experiencing serious illness from COVID-19, consider limiting or avoiding participation in the sport activities for the time being. Opening Message The 2021-2022 curling season will once again require adjustments to our “normal” procedures, but having come through the last (albeit shortened) season without any cases of COVID-19 at the Esquimalt Curling Club, we are confident that we can repeat that success this season. It is due to the diligence of all our members in following the procedures and guidelines put in place by the board that we are able to continue curling throughout the pandemic. Our main objective is to try to keep our members and guests as safe as possible while enjoying the curling experience. The following document will try to answer your questions as best as possible. These guidelines are subject to change and may be modified as we move forward. We will be following guidelines put forth by Curling Canada and Curl BC as well as guidance from the Township of Esquimalt, viaSport, and the BC Ministry of Health. We fully understand that the upcoming season will be a challenge and we will do our best to keep everyone as safe as possible. Please be respectful of Municipal staff, Club volunteers, and your fellow curlers as the season plays out. https://www.curling.ca/return-to-play/ https://www.curlbc.ca/curling-guidelines-released/ © Esquimalt Curling Club 2021 3
COVID-19 Return to Curl Policy Illness Policy – STAY HOME IF YOU ARE NOT WELL Esquimalt Curling Club members who are feeling ill are required to stay home. No one is permitted to enter the Archie Browning Sports Complex: If they or anyone in their household are experiencing any COVID-19 like symptoms or have tested positive for COVID-19. If they or anyone in their household have been directed by a public health authority to self-isolate in the past 14 days. All Club members are expected to monitor their health, report any respiratory illness, and to seek the advice of a medical professional if they experience any COVID-like symptoms, including but not limited to fever, chills, cough, shortness of breath, sore throat and painful swallowing, stuffy or runny nose, loss of sense of smell, headache, muscle aches, fatigue, or loss of appetite. Club members are not to return to curling activities until their health situation has been diagnosed and resolved. The COVID-19 self-assessment tool (https://bc.thrive.health/covid19/en) can be used to help determine if further assessment or testing for COVID-19 is needed. Club members who have travelled outside of Canada must follow all quarantine protocols put in place by the federal government before they will be allowed to curl at Esquimalt Curling Club. More information can be found at https://travel.gc.ca/travel-covid Outbreak Protocol In the event of a positive COVID-19 test of a person or persons who were at the Esquimalt Curling Club within the last 14 days, we ask that they notify their League President immediately. The League President must immediately notify the Club President and inform their League Members. The Club President will inform the Township of Esquimalt, and all League Presidents of the possible exposure, and may inform all League Presidents that masks are mandatory in all curling areas, including on the ice, for the next two weeks. All members are required to self-monitor for symptoms. The Club will follow directives received from the local health authority. © Esquimalt Curling Club 2021 4
COVID-19 Return to Curl Policy Vaccinations In accordance with provincial health orders, all curlers aged 12 and older must be vaccinated with a Health Canada approved vaccine. Proof of vaccination must be shown to a designated league representative. As of September 13th, one dose of vaccine will be required for entry to the Archie Browning Sports Complex, and by October 24th, patrons must be fully vaccinated (7 days post second dose). More information about B.C.’s COVID-19 immunization plan, including how to get vaccinated, is available at https://www2.gov.bc.ca/gov/content/covid- 19/info/response Information on how to check a person’s proof of vaccination can be found at https://www2.gov.bc.ca/gov/content/covid-19/vaccine/proof/businesses Waiver and Declaration of Compliance All Members (or the parent/guardian for members younger than the age of major- ity) must sign a Declaration of Compliance (Appendix A). All Members must sign a Participation Agreement and Liability Waiver (or a Participant Agreement and Assumption of Risk Agreement for Members be- low the age of majority). See Appendices B and C for examples. The above documents must be received by each league’s secretary before you play your first game. The preference is to receive them electronically. Please sign them electronically or print, sign, then scan them or take a picture and email them back to your league secretary. If you need a PDF viewer that can electronically sign PDFs, please visit https://get.adobe.com/reader/otherversions/ (Windows, Mac OS, and Android only). Refund Policy For each curling season, each league has two ice rental contracts with Esquimalt: one for each calendar year. Each contract is paid for separately. In the event that curling is suspended or cancelled due to COVID-19 restrictions or other factors related to the pandemic, Esquimalt will refund the leagues any unused funds in the current contracts. It will be up to the leagues to decide how they will refund these monies to the curlers. Spare fees, Curl BC, Curling Canada, and Esquimalt Curling Club dues are non- refundable. Leagues will decide how to refund any league specific fees. © Esquimalt Curling Club 2021 5
COVID-19 Return to Curl Policy Spare Policy All spares must sign the liability waiver and COVID declaration and abide by the protocols set out in this document. For players from outside of the Esquimalt Curling Club, complete contact information must be collected and a spare fee of $25 must be paid before being allowed to curl. Contact Tracing Leagues are encouraged to maintain a contact list of all their members and keep track of which players (including spares) are in attendance for every game. For tracing purposes, attendance records must be kept for 90 days. Leagues may choose how they record who is at each game. Should there be an exposure event during club activities, the Club President will require these records in order to provide the provincial Health Authority with accurate contact tracing information. Masks Disposable non-medical or reusable cloth masks which meet Health Canada’s recommendations for materials, construction and fit must be worn in the hallways, change rooms and washrooms at the Archie Browning Sports Centre. It is recommended that masks also be worn on the ice, but they may be removed for sweeping and delivery of the rock. Be aware that when masks are worn while curling, they may become damp, thus reducing their effectiveness. Curlers may have to bring multiple masks to the rink so that they can change their mask if/when it becomes damp. The mask must cover the wearer’s nose and mouth. A face shield may be worn in conjunction with a mask, but cannot be used as a replacement for a mask. If a neck gaiter is worn in place of a mask, it is to be folded to provide at least two layers of fabric. Health Canada recommends against masks with exhalation valves or vents. For more information about the proper use of masks and face coverings, visit https://www.canada.ca/en/public-health/services/diseases/2019-novel- coronavirus-infection/prevention-risks/about-non-medical-masks-face- coverings.html Sanitizing Curlers are encouraged to bring their own hand sanitizer for personal use. Sanitizer and paper towels will be provided for sanitizing the rock handles and scoreboard numbers. © Esquimalt Curling Club 2021 6
COVID-19 Return to Curl Policy Esquimalt employees will perform routine cleaning of the washrooms and common areas such as change rooms, hallways, and the lounge. Reducing Congestion The hallway outside the curling arena is an area with significant congestion, especially before the scheduled start of a draw. Congestion is made worse when a preceding draw comes off the ice. Physical distancing must be maintained at all times. Arriving at the Archie Browning Sports Centre • Please arrive no more than 15 minutes before your game. When queuing to enter the building, please observe physical distancing (2m separation). • If possible, curlers should come ready to play, only needing to change their shoes once inside the building. • Upon entering the facility, curlers must wash their hands or sanitize them using their personal hand sanitizer. • The backboards must be kept free of clutter. Bags and belongings must not protrude more than 1 foot from the wall. • It is recommended that a reusable shopping bag or small day pack (max 20” x 12” x 8” or 30 litres) be used to hold your shoes, hand sanitizer, or other personal items (keys, phone, wallet, etc.). This bag or pack must fit within 1 foot of the wall. • No unnecessary equipment or belongings such as broom bags are to be brought into the curling rink, unless they can be fit into the bag or con- tainer as outlined in the previous two points. • Loaner equipment may be available, but the cleaning and sanitization of this equipment will be left up to the users and must be done before and after each use. • Do not loiter in the change rooms/hallway - move quickly to your sheet. Staggered Draws Curling Canada recommends staggering start times to reduce congestion in hallways, at doors, and on the backboards. Leagues with more than 6 teams (24 players) may wish to stagger start times (see Appendix D). On the Ice While there are no sweeping restrictions, players should remain cognizant of their movements on the ice and try to maintain 2 metre distancing from other players as much as possible. © Esquimalt Curling Club 2021 7
COVID-19 Return to Curl Policy Starting a Game • Once in the arena, acknowledgments should be made between teams as quickly as possible without physical contact (no handshakes, no high- fives). • Hammer may either be determined traditionally (i.e. coin flip) or predetermined by the draw master. Each league will decide on their preferred method. • The team with hammer will proceed to the far end of the ice for warm up slides. The Vice-Skip of that team will sanitize the scoreboard numbers. • The team throwing first (i.e. without hammer) will sanitize all rock handles for both teams and do their warm up slides at the near end of the ice. • To start the game, the throwing team’s skip walks to the far end. The players on the team with hammer proceed to the standing areas on the side of sheet (see Appendix E). Designated In-Game Curler Positioning and Sweeping • Curlers are to walk/stand on one side of the sheet only. The designated walking/standing area is on the side of the sheet closet to Sheet 1. • To help curlers maintain physical distancing when waiting for their turn to throw or sweep, there are six marked standing locations on each sheet (two metres apart). There are three marked spots near each hog line. While a rock thrower (the “Thrower”) is in the hack: • The sweepers from the opposing team will position themselves along the sides of the sheet between the hog lines in the designated areas. • The person next delivering a rock (from the opposing team) may stand in the designated area on the backboards behind the Thrower. • The Sweepers will position themselves in their normal sweeping positions. • The Skip (or Vice-Skip) of the non-delivering team will remain behind the hack until the rock has been delivered. Once a rock is delivered (Sweeping): • Traditional sweeping rules apply. • The Sweepers may commence sweeping once the rock crosses the near T- line. • Skips should try to maintain physical distancing as much possible while in the house and when sweeping their own team’s or their opponent’s rocks. • While transitioning between shots, curlers must be aware of each other's positions on the ice in order to maintain physical distancing. Completing an End and Measurements • Repositioning rocks: One or both Thirds are responsible for pushing the rocks of both teams to their positions in their respective corners. The person moving the rocks © Esquimalt Curling Club 2021 8
COVID-19 Return to Curl Policy must use their foot, broom, or delivery stick to move the rocks rather than touching them with their hands. It will save time if the rocks are positioned in single file in any order along the sides rather than putting them in numerical order in pairs. • Putting up the score: Only one person is to handle the score numbers. The Third of the team with hammer in the first end (who may also be the person repositioning the rocks) will be solely responsible for putting up the score for the entire game. Only they will touch the score cards. As per usual practice, the Thirds will agree on the score upon the completion of each end. • Measurements: The other Third (not handling scoring duties) will be solely responsible for handling all measuring devices during the game. Only they will touch the devices. The measuring device must be cleaned with the provided sanitizer before putting it away. Before and after using the measuring device, the Third should use their personal hand sanitizer. Finishing a Game Games are not to exceed two hours. Buzzers should be used to warn curlers that they are nearing the two hour mark. Leagues must decide when the buzzers are to sound and set a policy as to how to finish a game once the buzzer has sounded. All curlers must vacate the ice at or before the two hour time limit. Curlers will gather personal belongings and leave the arena as soon as possible via the nearest door, while being aware of the position and movements of fellow game participants and those from other sheets. Physical distancing must be maintained at all times. If there are still active sheets between you and the nearest door when your game has ended, please wait until the backboard is clear before leaving. Leagues can decide how to record the results of each game. The preferred way would be email the results to their Drawmaster. There cannot be any shared writing implements left on the bulletin boards. Lounge The lounge will be open, but with a maximum of 50 people or 50% of capacity, whichever is more. Normal capacity for the lounge is 120 people, and for seated banquets, the regular capacity is 150 people. This means that no more than 60 people for regular use and 75 people for sit down banquets will be allowed in the lounge at one time. Masks are to be worn while in the lounge, unless seated at a table. © Esquimalt Curling Club 2021 9
COVID-19 Return to Curl Policy A maximum of 8 people (2 teams) may sit at one table and there is to be no “table hopping” (i.e., moving from one table to another). Communal snack bowls are discouraged. Selling 50/50 tickets table to table is not allowed. Consider using technology such as a website, email, social media or an app instead of selling physical tickets. Bonspiels Under the Provincial Health Officer’s (PHO) mass Gatherings and Events order, a club bonspiel is deemed an Event and as such, only “50 patrons or 50% of the seated operating capacity of the place” may be present. Event staff (such as bartenders, caterers, and facility maintenance employees) are not considered patrons. In order for a bonspiel to exceed the patron limits, it will have to be divided into small groups or divisions with each group/division becoming its own Event. See Appendix F for further information about how to run a bonspiel with multiple Events. All bonspiels must be approved by the Township of Esquimalt. Bonspiel Considerations Consider using technology such as a website, email, social media or app for: i. Online bonspiel registrations and entry fee payments. o Collect participant information, waivers, and declarations for the event. i. Bonspiel draw, scoring, and results. ii. Running any fundraising events such as: 50/50 and/or raffle draws. iii. Distributing any cash prizes to participants. Consider how to space out draw times. Designate arrival and exit times for participants. Designate areas for equipment storage. Communicate whether or not there will be areas available for warm-ups and cool downs. Modify champion and/or trophy presentations to avoid crowding. E-transfer cash prizes instead of merchandise. Carefully plan food & beverage options. What is the safest way to serve food and beverages? o Hand washing facilities or alcohol-based sanitizers must be within easy reach of a buffet station. o Buffets must include signage reminding participants to wash or sanitize their hands before touching any of the items at the buffet. o High touch surfaces at buffet stations, and utensils that are used for self-serve, must be frequently cleaned and sanitized. © Esquimalt Curling Club 2021 10
COVID-19 Return to Curl Policy Event Safety Plan An Event Safety Plan must be developed and distributed to all participants. o The safety plan must be based off of Esquimalt Curling Club’s Return to Curling Plan and Curl BC’s Competition Guide and conform to all current PHO orders. o All participants must sign a health declaration and waiver. o Participants must be made aware of Esquimalt Curling Club’s illness policy before they get to the club. o Communicate any cleaning or safety protocols that are in place for the event with all participants. It is recommended that these protocols be posted at the club. o Ensure you have contact information for all participants of the bonspiel and keep track of when they are at the club. If spectators are allowed, they must be made aware of and abide by all safety plans, including health declarations and contact tracing. Compliance Curlers not adhering to this protocol and/or guidelines put in place by Esquimalt Recreation will be asked to leave the premises and may lose their membership in good standing with the Esquimalt Curling Club. Their actions could additionally risk the immediate revocation of the league’s rental contract with Esquimalt Recreation and Esquimalt Recreation may choose to ban the individual from the facility. © Esquimalt Curling Club 2021 11

COVID-19 Return to Curl Policy Appendix D – Staggered Draws The first stagger will use sheets 4, 5, and 6; the second stagger will use sheets 1, 2, and 3: • Players on the first stagger may use either door to enter the ice although the preferred one is the sliding door as it can be activated by an elbow push. • Players on the second stagger must use the sliding door to avoid walking on the backboards behind an active sheet(s) For staggered draws, league start times will need to be adjusted. For most leagues the first stagger will start 15 minutes earlier than the league’s normal start time. The second start time will be at the league’s normal start time. Leagues can modify the stagger times as long as they don’t impact other leagues. Buzzers will be used for all leagues to ensure all curlers are off the ice within the two hour time limit. Back to Back Evening Draws If staggers are required for the back-to-back evening draws, the procedure will be slightly different. Instead of a half hour gap between draws there will be a 15 minute gap for the ice preparation and moving players on and off the ice. This can be increased if the league(s) agree. • At the conclusion of the early draw games, the teams should move off the ice to the change rooms and lobby area to change their shoes. • The first stagger must leave the changing areas as soon as possible to make space for the second stagger that will be arriving in about 15 minutes. • Around the same time as the second stagger leaves the ice, the players on the late draw (first stagger) are arriving and also using the changing areas to change their shoes. Players must maintain distancing as well as possible. • Once their ice has been prepared, the late draw’s first stagger can proceed to the ice, followed in I5 minutes by the second stagger. © Esquimalt Curling Club 2021 21

COVID-19 Return to Curl Policy Appendix F – Bonspiel Events Multiple Events may be run over the same time period (such as men’s and women’s bonspiels happening concurrently during the same weekend) with the following restrictions in place: a. Each Event must be clearly defined: i. Men’s Bonspiel OR Block A Men’s Bonspiel and Block B Men’s Bonspiel ii. Women’s Bonspiel OR Block A Women’s Bonspiel and Block B Women’s Bonspiel iii. Mixed Bonspiel iv. Open Bonspiel v. Senior’s Bonspiel, etc. b. The participants of these events may not come in contact with one another and there is an appropriate time period between events during which there are no patrons present in the facility to permit cleaning and sanitizing. The cleaning process must be finished before patrons are allowed back in. i. Only teams of the defined event may be on the ice or in the lounge at the same time. Example: Draw 1 is men’s only, Draw 2 is women’s only, etc. ii. If the events must meet for a playoff round (for example winners from the Block A Women event meet winners from the Block B Women event), that is considered a new event and must be clearly defined (i.e., Women’s Bonspiel Playoffs). With careful planning, Event 1 may be in the lounge, while Event 2 is on the ice. The organizer must ensure that Event 2 players coming off the ice do not use the lounge or interact with the other Event before the Event 1 patrons have left the building and the lounge has been appropriately cleaned/sanitized. Similarly, Event 2 may utilize the lounge before going on the ice, but must wait to leave the lounge until all patrons of Event 1 have vacated the ice, hallways and change rooms and appropriately cleaning has been done. The Event coming off the ice will most likely have to leave the building and not use the lounge until patrons of the other Event are all on the ice and the lounge has been cleaned. For example: Event 1 – on ice Event 2 – in lounge before game Event 1 – leave the ice, exit through lobby doors Event 2 – use stairs from lounge to access ice once clear to do so Event 1 – enter lounge from lobby once cleaning is finished Event 2 – on ice © Esquimalt Curling Club 2021 23
