Coronavirus (COVID - 19) – Court attendance by prisoners Justice Health fact sheet There have been a number of cases of coronavirus detected in the Australia. Justice Health is working with Corrections Victoria to limit the impact on prisons, the justice system and the wider community. To this end, there will be occasions where individual prisoners or prison units may require isolation or restriction on movements in and out of these units. Attendance at court At times, some prisoners may be unable to attend their scheduled hearing due to their own illness or risk of transmission to others. In some circumstances, whole units may be quarantined to protect public health. Corrections Victoria will advise the court as soon as practicable if a prisoner is unable to attend. Prisoners with Coronavirus or Coronavirus symptoms who attend court are required to wear a disposable surgical mask and observe strict cough etiquette (cough and sneeze into the elbow) and hand hygiene (wash hands regularly with soap and water). Custodial staff will wear disposable masks and gloves when escorting prisoners with Coronavirus or Coronavirus symptoms to court. Management in court Court proceedings will be unaffected in most cases and prisoners can be asked to remove their mask for short periods if deemed necessary by the court. People in close proximity to an infected prisoner in court (i.e. within 1 metre) should wear a disposable mask and practice strict hand hygiene. Coronavirus (COVID - 19) – Hospital attendance by prisoners Justice Health fact sheet There have been a number of cases of coronavirus detected in the Australia. Justice Health is working with Corrections Victoria to limit the impact on prisons, the justice system and the wider community. Attendance at hospital To protect hospital patients and public health, infected prisoners will not attend non-urgent hospital appointments. The prison health service provider will advise the hospital as soon as practicable if a prisoner is unable to attend so the appointment can be rescheduled. In emergencies, infected prisoners will continue to attend the Emergency Department for assessment. These prisoners will be required to wear a disposable surgical mask and observe strict cough etiquette (cough and sneeze into the elbow) and hand hygiene (wash hands regularly with soap and water). Custodial staff escorting the prisoner will wear disposable masks and gloves when escorting prisoners with Coronavirus or Coronavirus symptoms and will advise hospital staff of the prisoner’s infectious status. Management in hospital Prisoners and custodial staff are required to observe hospital infection control policies and procedures during hospital attendance and will follow direction from hospital staff in this regard. Some prisons may have quarantine procedures in place to reduce the transmission of Coronavirus. Corrections Victoria will notify G4S when quarantine procedures are enacted. Precautions for prisoners Prisoners with Coronavirus or Coronavirus symptoms who attend external appointments, including court and hospital visits, are required to wear a disposable surgical mask and observe strict cough etiquette (cough and sneeze into the elbow) and hand hygiene (wash hands regularly with soap and water). Escort staff must enforce these precautions for the duration of the escort to protect themselves and the wider community. Prisoners may remove their masks for short periods if deemed necessary by the court or treating health staff; however, people in close proximity to the prisoner (i.e. within 1 metre) should wear a disposable mask and practice strict hand hygiene. Precautions for escort staff Escort staff must wear disposable masks and gloves when escorting prisoners with Coronavirus or Coronavirus symptoms. Prior to transporting an infected prisoner, transport staff should consult with Corrections Victoria staff at the prison to check if the prisoner has Coronavirus or Coronavirus symptoms and take precautions if required. Novel coronavirus (COVID - 19) Questions for people entering a prison According to updated advice issued on 1 March 2020, any person who meets the following criteria should be tested for coronavirus: has an acute respiratory infection and has been in mainland China, Hong Kong, Indonesia, Japan, Singapore, South Korea, Iran, Italy, Cambodia or Thailand within 14 days. has had close contact with a someone with confirmed case in the 14 days. As a precaution, people are advised to self-isolate for 14 days if they were in mainland China, Hong Kong, Indonesia, Japan, Singapore, South Korea, Iran, Italy, Cambodia or Thailand on or after 1 February 2020. To limit the spread of the virus, corrections staff should ask the following screening questions of prisoners (newly received into the system and those transferring between facilities), visitors (including contractors and professional visitors) and referring agencies. Justice Health is working with Corrections Victoria to limit the impact on prisons, the justice system and the wider community. Justice Health, with Corrections Victoria has worked with DHHS to determine appropriate procedures to manage outbreaks within the Corrections Victoria custodial facilities. The strategy covers the range of incidents from small numbers of prisoners to much larger numbers. During a significant outbreak it is likely that movement of prisoners in and out of certain parts of the custodial facility will be restricted. Corrections Victoria will notify Victoria Police when quarantine procedures are enacted and how this will impact receptions into the Corrections Victoria custodial facility from police custody. CORONAVIRUS – BACKGROUND AND SYMPTOMS Novel coronavirus was first seen in Wuhan, China and is called ‘novel’ because it is new. Most people infected live in or travelled to Wuhan, China. However, there have been cases of coronavirus reported in other Chinese provinces and other countries, including Australia. All prison sites should be alert for prisoners, staff and visitors with coronavirus symptoms (CVS), which include: fever and cough sore throat, or shortness of breath. SCREENING OF PRISONERS UPON RECEPTION All prisoners must be screened for CVS at reception. Staff should ask the following questions: Have you, or a close family member/ friend, travelled overseas in the past 14 days? If yes ask if they have ben to any of the following countries: o Mainland China o Hong Kong o Indonesia o Japan o Singapore o Thailand o South Korea o Iran o Italy o Cambodia Have you been in close contact with a person who has a confirmed case of coronavirus in past 14 days? Are you experiencing any of the following symptoms? o fever and cough o sore throat, or o shortness of breath. If the answer to any of these questions is yes, isolate the prisoner immediately and contact the prison heath care team. SCREENING OF VISITORS Any visitors that fit the following criteria should be asked to leave the site immediately: the visitor (or a close family member/ friend) travelled from the above listed countries in the past 14 days the visitor has been in close contact with a person who has a confirmed case of coronavirus in past 14 days; and/or the visitor has CVS. MANAGEMENT OF INDIVIDUAL PRISONERS WITH CORONAVIRUS OR CVS Any prisoner with confirmed coronavirus or CVS should be quarantined within his/her unit for 14 full days following the onset of symptoms. The following will apply: o Prisoners with coronavirus or CVS should be accommodated in the same unit wherever possible in order to contain the spread of the virus. Only essential movements should be allowed (refer to ‘unit management sections below). o Prisoners with coronavirus or CVS should be encouraged to wear a mask at all times when outside their room. They should also conduct stringent hand-washing when leaving and returning to their room, and when entering and leaving any other common areas. o All staff MUST wear masks and gloves if in close proximity to a prisoner with coronavirus or CVS (within 1 metre). o Prisoners with coronavirus or CVS should not be transferred to another custodial facility nor attend external appointments unless absolutely necessary. Where this is required, precautions should be taken by the prisoner and staff to minimise the risk of transmission (wear masks, observe strict hand hygiene and cough etiquette). o For prisoners with coronavirus or CVS, videolink is preferred over transfer to court where possible (particularly where it can be facilitated in the same unit as the person is accommodated). The videolink room must be wiped down after use with a disinfectant. Where transfer to court is required, precautions should be taken by the prisoner and staff to minimise the risk of transmission (wear masks, observe strict hand hygiene and cough etiquette). o Contact with legal representative should preferably be facilitated via phone, box visit or other non- contact process. o It is preferred that visits for prisoners with coronavirus or CVS are conducted via box visit. Prison health staff will manage the prisoner’s treatment as clinically appropriate Prisoners are considered clear of the transmission period 14 days post the onset of their symptoms or 24 hours after their symptoms have ceased. UNIT MANAGEMENT Units with one to two cases Prisoners with coronavirus or CVS are to be quarantined in their rooms (and a suitable secondary communal space) and managed in accordance with the requirements above. Prisoners who DO NOT have confirmed coronavirus or CVS (well prisoners) within the unit should be encouraged to wear masks when outside their rooms. Movements can occur as usual for well prisoners, but masks should be worn where possible when attending court and external appointments. Units with three or more cases (quarantined units) Prisoners with CVS or confirmed coronavirus are to be isolated in their rooms (and a suitable secondary communal space). The unit must be quarantined with no transfers in or out of the unit for any prisoner, as far as possible. Court attendance and visits may be permitted in exceptional circumstances. Prisoners with existing health conditions should not be accommodated in quarantined units without prior consultation with the health service provider, as they may be at risk of additional complications. Quarantine of the unit ends 14 full days after symptom onset in the last prisoner in the unit to have developed symptoms. The following will apply to prisoners who DO NOT have confirmed coronavirus or CVS (well prisoners): o can move within the common areas of the unit (except the secondary communal space) o all other requirements related to management of individual prisoner(s) with confirmed coronavirus or CVS as above. TRANSFERS TO OTHER CUSTODIAL FACILITIES It is preferable that only WELL prisoners from NON-QUARANTINED units are transferred between custodial facilities as far as possible. Where it is necessary to transfer a prisoner from a QUARANTINED unit, the receiving site should be informed of the prisoner’s potentially infectious status and precautions should be taken by the prisoner and staff during transfer to minimise the risk of transmission (wear masks, observe strict hand hygiene and cough etiquette). A prisoner with CVS or coronavirus should be quarantined on arrival at the receiving site until 14 days post symptom onset. A well prisoner transferred from a quarantined unit should wear a mask for 14 days post transfer and be monitored closely for the onset of symptoms. New prisoners can be transferred into non-quarantined units and should assume the same requirements as existing prisoners in the unit (e.g. wearing masks etc) All transfers between facilities should be managed cautiously on a case-by-case basis in consultation with prison health staff. OTHER REQUIREMENTS All staff MUST wear a mask and gloves when in close proximity to a prisoner with CVS or confirmed coronavirus (within 1 metre). Failure to do so should be treated like any other OH&S incident. Staff can also wear a mask and gloves when conducting routine business if they wish. Stringent infection control practices MUST be maintained by all staff and prisoners, including regular hand washing with soap and water, cough etiquette and environmental cleaning. Appropriate signage should be in place and disinfectant wipes should be readily available to staff and prisoners where possible. All prisoners and staff should be encouraged not to touch their faces unnecessarily, as this may transfer the virus to their hands and then to any surfaces they touch. Restrict access to non-essential contractors where possible. After each box visit, the cubicle must be cleaned with disinfectant to prevent transmission via contact with infected surfaces. All other units are to run as per normal; however, disinfectant wipes should be available where possible. Staff who develop CVS should report this to their manager immediately and be directed home. Staff movements between quarantined and non-quarantined units should be limited where possible to prevent transmission to unaffected units and avoid unnecessary staff exposure to the virus. Visitors with CVS, recent illness or recent contact with an unwell person should be advised not to enter the prison precinct where possible (for important visits, a box visit is preferred). Masks should be used according to manufacturer’s instructions to ensure effectiveness and should be changed at the frequency recommended by the manufacturer. Page 4 of 4 TRIM ID: CD/20/62661
