Eastleigh Borough Council Corporate Action Plan 2020/2021 GREENER BOROUGH HOUSING ECONOMY HEALTH AND WELLBEING
Councillor Rupert Kyrle Environment Portfolio Holder Environment: Climate breakdown and negative environmental impacts are one of the biggest challenges facing the long-term future of residents and businesses of Eastleigh. In November 2019, the Council agreed a Climate and Environmental Strategy and Interim Action Plan. The new plan sets out many of the activities that directly support the Council’s environmental objectives creating an excellent environment for all, green infrastructure and reducing waste and maximising Resources. The Council will promote environmental issues alongside the Borough’s recovery from the COVID-19 pandemic. Councillor David Airey Transport Portfolio Holder Transport: Supporting the delivery of the Climate and Environmental Emergency programme, this portfolio focuses on the tackling congestion corporate objective and responding to issues relating to air quality. In 2019/20 the Council created a new Borough-wide Air Quality Action Plan and carried out transport studies to support infrastructure; these are to be expanded upon. COVID-19 has had significant impacts on attitudes to cycling and on usage of public transport. Councillor Tonia Craig Health Portfolio Holder Health and Wellbeing and Social Policy: The COVID-19 pandemic has affected the health and wellbeing of residents in many ways. We have played a key role in the response to the emergency to promote and protect health and wellbeing of residents. The amazing response by volunteers and local organisations across the Borough has demonstrated the strength of our communities and the benefits of working with others. The crisis has also given us national evidence of unequal impacts and outcomes for certain groups. Our recovery work will consider both physical and mental health needs of residents and new ways we can work in partnership with other organisations to promote health and wellbeing for all. Councillor Keith House Housing & Development: Planning & Property Portfolio Holder Housing: The Council continues to prioritise the delivery of new homes across the Borough in sustainable locations to boost the supply of much needed new homes and help tackle unmet housing needs. The Council has a strong record, easily meeting the government’s Housing Delivery Test, and a strong prospect of achieving this for the future, with a good supply of homes for the next six years. 2020-21 will see further work to achieve adoption of the Borough’s Local Plan and progress on small and large housing delivery sites, with infrastructure to go with them. We will continue to ensure strong enforcement of planning conditions, so the right homes are delivered in the right way. Councillor Derek Pretty Economy Portfolio Holder Economy: The COVID-19 pandemic has had a major impact on the economy, and the Council supporting businesses to recover. Prior to the pandemic the local economy was performing well with a regional GVA of 5.7%, and Eastleigh contributing the 5th largest economy in the Solent LEP area. The Council has a good reputation with the business community evidenced through our business engagement, regular conference attendances of over 100 businesses and the launch of a new business advice service. Recent engagement and support with COVID-19 grant funding is an opportunity to build on this relationship. Unemployment, jobs and skills will be key challenges for 2020/21, as will the resilience of the Borough’s town and local centres.
