Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: IOM has become an important actor in gathering primary data on various aspects of migration and displacement, thereby supporting and strengthening timely and evidence-based policies and programmes of governments, as well as different international humanitarian and development actors. The Displacement Tracking Matrix (DTM) is an important data collection and analysis tool contributing towards this effort. It is a flexible and innovative system developed by IOM to track and monitor displacement, also increasingly general population mobility, providing critical information to decision-makers and responders in contexts of conflict, natural disaster, complex emergencies and protracted crises. It has also started to gain relevance in collecting primary data in other non-crisis related settings, helping to extract lessons learnt and provide policy insights to inform operations along the whole humanitarian-peace-development spectrum. In addition to the DTM, IOM processes large data sets on beneficiaries of its programmes and operations through the Migrant Management and Operational Systems Application (MIMOSA). The datasets captured in this case management system relate to various IOM operations related to emergencies; resettlement; migrant assistance; health and contain information on demographic and socio-economic characteristics of beneficiaries. In order to assist governments and other partners to extract better evidence on on-going migratory and displacement processes, towards the delivery of Agenda 2030`s expectation of improving global migration data and disaggregation by migratory status, IOM intends to analyse and consolidate experiences gathered so far within various DTM data collection exercises and the MiMOSA management system and ultimately propose a way of enhancing existing data collection methodologies that will help generate more consistent and internationally comparable data sets related to policy and programming in the area of labour mobility and human development (LHD). Specifically, a preliminary list of possible data sets include 1) overall socio-economic profiling of migrants and displaced population; including their employment status and history; education, skills and competency background; 2) migration propensity (“drivers”) and reasons for migration, including recruitment channels and processes; 3) financial and social impact of migration on individual migrants and displaced persons; their households; as well as communities in countries of origin and destination along specific socio-economic parameters; integration and social cohesion 4) existence and role of trans-national and migrant networks in influencing migration processes and outcomes. studied would include surveys (both regular and ad hoc); focus and expert group discussions; administrative sources (specifically IOM`s internal source – MiMOSA, but also external data sources, as coordinated and agreed upon with relevant governmental and international counterparts). The specific geographic focus of this exercise will be on the Central Mediterranean Route (CMR) as envisaged within the frame of the DFID`s business case for the Safety, Support and Solutions programme. To achieve the above results, IOM aims to contract a consultant who will work towards developing a global data gathering approach, complementary to and in line with the existing tools and methodologies, – both as developed and implemented within DTM exercises, MiMOSA, but also applied in other stakeholders` data gathering processes (national and local governmental entities, as well as regional and international organizations within and outside UN system). The main purpose of establishing of this global approach will be to ensure consistency across the various data collection exercises implemented across IOM, but also enhance compliance with existing international standards and practices, to the extent feasible and relevant, to support IOM`s programming in relevant thematic areas, including under the portfolio of the IOM Division for Labour Mobility and Human Development (LHD). The successful candidate will work under the overall supervision of the Head of the Labour Mobility and Human Development Division (LHD) in close coordination with the designated specialists in the DTM team in Geneva, relevant specialists in IOM regional and country offices, as agreed upon during the inception phase. Core Functions / Responsibilities: 1. Component one – international complementarity: a. Through a rapid assessment and desk research, supported by a few interviews with key stakeholders as agreed by with IOM, carry out a rapid mapping of relevant community-based, national and international data gathering approaches, conducted by various stakeholders, including governments and international actors, both within UN and outside of UN system, of relevance to the thematic focus of this consultancy and specifically in countries along the Central Mediterranean Route; b. Conduct a complementarity analysis of these data gathering processes and IOM`s own data gathering, in particular the DTM and MiMOSA; c. Develop a set of recommendations towards strategic partnership and collaboration, as well as pilot data mining across various data sources. 2. Component two – methodology review and enhancement: a. With support of IOM specialists in Geneva and relevant regional and country offices, map relevant data gathering exercises (surveys, focus group exercises and Delphi techniques, case management processes) that have been carried out or are planned within IOM DTM programmes and other IOM data sources, such as MIMOSA, as relevant to the work related to labour mobility and human development (see the preliminary data sets mentioned above). b. Assess and compare methodologies and indicators used across the identified data collection exercises, such as DTM and MiMOSA, in regard to their alignment with international standards and guidelines (e.g. classifications; definitions; recognized effective practices), bearing in mind policy and programming need for timely, as well as appropriateness of acting as sources of additional evidence on LHD related thematic areas of work (see above the “preliminary list of data sets”). This analysis will include both assessment of the methodology (e.g. sampling frames; questionnaires; etc.) but also analysis of the quality and comprehensiveness of the micro-data sets in one or two past surveys. c. Lead the in-depth analysis of identified datasets from across the different contexts in which Page 2 / 6
IOM works to assess the use of varying formats of the data collected from IOM tools and develop analytical frameworks applicable to this DTM data which are useful for LHD programming and bear relevance to policy. d. Propose a set of recommendations, including formulation of questions and sampling frames, on how to start gathering new data sets related to labour mobility and human development programming in the forthcoming DTM or MiMOSA exercises. Depending on the timeline available, pilot test data gathering in line with the proposed methodology, analyse the results and adjust the methodology recommendations based on the experiences gathered. e. In close collaboration with IOM specialists, in particular from the Global Migration Data Analysis Center (GMDAC) to support greater synergies across the DFID SSS programme, identify one data gathering exercise and related data set, conduct its analysis and propose an outline, structure and narrative for a standard data analysis and visualization report in a specific geographic area (e.g. a country or a migratory route) with observations and policy recommendations on one or several thematic areas from the priority list of data sets identified above. 3. Component three – capacity development and coordination a. Lead in the development of a methodology report and a training package with the inclusion of recommendations for existing operations to support in the development of DTM/LHD and MiMOSA capacity building exercises including the production of a DTM/LHD training module to add, where appropriate to the DTM Global Training Package. b. Travel to field missions and attend related workshops when necessary in doing the responsibilities mentioned in previous points of the terms reference. c. Perform such other related duties as may be assigned. Tangible and Measurable Outputs of the Work Assignment I. A report written in English (maximum 100 pages with annexes) that will a. Provide a background and complementarity analysis of other stakeholder data collection processes and methodologies of relevance to the specific issues of focus to this consultancy (socio-economic profile, propensity to migrate, community factors), with the focus on the Central Mediterranean Route but also globally; b. Document the results of taking stock of IOM internal data collection processes (DTM and MiMOSA) of relevance to the LHD specific topics under investigation of this consultancy and justification why and how these data collection processes could be reinforced to start gathering new data sets, or existing data sets in a more consistent and internationally comparable manner, to be relevant for policy and programming. c. Formulate a methodology for gathering data and analytical framework of relevance to this consultancy, including specific core and optional questions; indicators for different levels of assessment to be traced and ways of data interpretation and visualization; sampling and format of data gathering etc. II. A guidance note for IOM field staff for data collection specific to labour mobility and human development policy areas, and support with the production of a DTM/LHD training module in line with similar training modules developed for other data sets. III. A brief memo delineating results of a rapid analysis of one data set agreed upon with IOM, highlighting findings of the analysis, either for internal consumption or possible for external reporting; a suggested outline and structure for a data analysis and visualization report on relevance to the specific thematic focus of this consultancy. IV. Electronic copies of presentations and other materials generated for workshops and conferences of relevance to the work within this consultancy. V. Final report on consultancy (by end March 2020) Performance indicators for evaluation of results • Timely delivery of foreseen outputs as per above timeline • Compliance with IOM and UN standards of quality, diplomacy, ethics, gender equality, human rights and data protection • Timely and quality of incorporation of IOM specialists` inputs and requests for revision • Responsiveness in communication and readiness to participate in meetings, both virtually and in person Required Qualifications and Experience: Education • Master’s degree in Information and Data Management, Computer or Social Sciences, Statistics or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant experience. Experience • Candidates with PhD or pursuing PhD are welcome and encouraged to apply • Extensive experience in design, setting up, managing, and coordinating data collection and analysis exercises of relevance to migration and displacement; • Advanced proficiency of working with computer programmes in particular for data analysis purposes, such as statistical applications (STATA, SPSS etc.); • Demonstrated knowledge of international data and migration statistics standards and practices and ability to apply this knowledge to a new context; • In-depth understanding of migration processes and trends, policy contexts of relevance to labour mobility and human development, in particular as related to the countries and regions situated along the Central Mediterranean Route; • Extensive experience in development of data collection and analysis strategic and operational planning, relevant project development, liaison with all stakeholders including government Page 4 / 6
counterparts, humanitarian partners, donor agencies, including IOM. • Direct experience in the design, development, and implementation of field data management cycle, from panning to reporting. • Experience in coordinating activities at global, regional and cross-regional level. Languages Fluency in English is required. Working knowledge of Spanish and French is an advantage.
