F. PUBLIC HEARING CONTINUED ITEMS FROM THE JULY 7, 2021 MEETING
1) Certificate of Appropriateness for Precise Plan of Design Application No. P21-095 to develop Fire
Station and Community Center
RECOMMENDATION
Staff recommends Planning Commission make the following recommendations to City Council:
a) DETERMINE that no action is necessary for the California Environmental Quality Act because
the previously adopted Environmental Impact Report prepared for The Groves at Loma Linda
Specific Plan, and certified by City Council on June 12, 2018, adequately analyzed the project
site and use; and
b) RATIFY Certificate of Appropriateness for Precise Plan of Design No. P21-095; and
c) APPROVE Precise Plan of Design No. P21-095 to develop Planning Area 3-4 of The Groves
at Loma Linda Specific Plan with a 3,960 sq.ft. Fire Station and a 3,287 sq.ft. Community
Center. Both structures will have California Mission Revival style architecture. Subject site is
located within the 15.9-acre community park area, east of Bryn Mawr, south of Park Ave,
north of Citrus Ave, zoned Planned Community, designated as Special Planning Area “D” of
the General Plan, and found within the Historic Mission Overlay District, based on the
Findings contained in the Staff Report and subject to the Conditions of Approval and
previously adopted Mitigation Measures for the subject site.
2) Montecito Memorial Park Expansion, Conditional Use Permit No. P20-157, Zone Change No.
P20-170, General Plan Amendment No. P20-171
RECOMMENDATION
Staff recommends Planning Commission make the following recommendations to City Council:
a) ADOPT a Mitigated Negative Declaration (MND) for the project. Staff determined the project
will not have a significant effect on the environment on the basis of the Initial Study, and;
b) ADOPT the Mitigation Monitoring Reporting Program, and;
c) INTRODUCE ON FIRST READING, SET SECOND READING, AND ADOPT Council Bill R-
2021-29, a Resolution to amend the Land Use Designation Map of the General Pan. General
Plan Amendment No. P20-171 would change the Project Site’s land use designation from
Low Density Residential to Open Space. This would allow for the proposed cemetery use.d) INTRODUCE ON FIRST READING, SET SECOND READING, AND ADOPT Council Bill O-
2021-08, an Ordinance to amend the Zoning Map. Zone Change No. P20-170 would change
the Project Site’s Zoning District from Low Density Residential (R-1) to Open Space. The
Zone Change would allow for the proposed use.
e) APPROVE Conditional Use Permit No. P20-157 to allow the proposed expansion of the
existing Montecito Memorial Park, currently located at 3520 Washington Street in the City of
Colton. The Proposed Project would occupy 18.53 acres of a 51.17-acre site within the City
of Loma Linda, based on the Findings and information contained in the Staff Report and
subject to the Conditions of Approval.

SUBJECT: Certificate of Appropriateness for Precise Plan of Design Application No. P21-095
BACKGROUND
On July 7, 2021, a public hearing was conducted to review the architectural elevations and
configuration of the proposed fire station and community center that would be located in the
Groves at Loma Linda Specific Plan area. At the hearing, planning commissioners asked the
Applicant to explain the style chosen for the two facilities. The commission asked the Applicant to
provide elevations that included stronger Mission Revival features and less packing house
details. More importantly, they asked the Applicant to call out the details, material, colors, roofing,
windows, and as many elements as possible on the plans.
At the meeting, the Planning Commission decided to continue the application to allow the
Applicant to revise the project plans and create a color and materials board to bring to the next
meeting. The item was continued to July 21, 2021.
Since the last meeting, City staff and the Applicant met to discuss the project. Attached with this
memo, are the updated project plans which reflect the Commission’s desired changes. The
exterior elevation sheet includes a legend that lists the building details. Key changes in terms of
the architectural features include the change to the small parapet. It was modified to match the
larger tiered parapet. The grey colored roof tiles were changed to “Alhambra” colored tiles
(reddish brown). The stucco is called out as “Plantion Beige” and the window trim will be
“Rookwood Dark Brown”. Also, the patio cover that was originally proposed for the fire station
was changed to match the style Mission Revival style instead. Lastly, the Applicant provided a
new sheet within the plans called “Details” and it includes an illustration of the gooseneck lighting
as well as window and roof information. The color and materials board will be provided at the
continued hearing date. In the meantime, a digital copy of the board has been attached for your
review.
CONCLUSION
Staff recommends approval of the Certificate of Appropriateness for the proposed architectural
style and configuration of the Fire Station and Community Center. The original findings of
approval can be found on pages 7-9 of the July 7, 2021 Planning Commission Staff Report and

SUBJECT: Montecito Memorial Park Expansion, Conditional Use Permit No. P20-157, Zone
Change No. P20-170, General Plan Amendment No. P20-171
BACKGROUND
On July 7, 2021, a public hearing was conducted for the Montecito Memorial Park expansion
project. At the hearing, members of the public were provided time to share their comments and
testimony. Items of note included emergency access clarification, primary point of contact
information, desire to close off the Oakwood Drive entryway, and maintenance and operation
concerns. At the meeting, the Planning Commission decided to continue the application to allow
the Applicant to arrive at an acceptable solution in regards to the public’s and Commission’s
concerns. The item was continued to July 21, 2021.
Since the last meeting, City staff and the Applicant met and were able to reach an agreement
they believe satisfies a majority of the community concerns. In addition, the Applicant plans to
enter into a Development Agreement to expressively define the project’s commitment to the City
as well outline the multi-phase development. As required by state law, the Agreement will be
reviewed and ratified by City Council.
Please note, the previously noticed staff report and packet that was provided at the July 7 th
hearing will continue as part of the project with the exception of the updated project plans and
revised conditions of approval. The key changes can be mostly found on Sheet L-1, Site Plan.
The Applicant has identified the changes in red colored font and has listed the revised data as
“new”. A new 12-foot access easement at the northern area of the property has been offered so
the adjacent residents can use for vehicle or walking trail purposes. In addition, the Applicant has
removed the entryway on Oakwood Drive. Similar to Sierra Vista Drive, those two points will be
for emergency access only and not be open to the public. The only access into the Project Site
area will be from the existing entrances located in the City of Colton. Lastly, staff has added new
conditions of approval pertaining to notification, contact information as well as maintenance and
operation. The updated plans and conditions are attached to this memorandum.
With this memo, staff also attached several articles that describe a cemetery’s role in a city and
how it can potentially serve as sustainable open space that provides families a place for quiet
reflection and grief. But more importantly, the articles confirm there is no significant price effect
for homes attributed to cemetery proximity. In the study by James Larsen and Joseph Coleman,
data shows a positive correlation of housing values and a well-maintained cemetery.
UPDATED PROJECT DESCRIPTION AND APPLICATION REQUEST
The Applicant is requesting approval of a General Plan Amendment (GPA No. P20-171), Zone
Change (ZC No. P20-170) and Conditional Use Permit (CUP No. P20-157) to allow for the
proposed expansion of the existing Montecito Memorial Park, located at 3520 Washington Street
in the City of Colton. The Proposed Project includes the expansion of the existing cemetery to theMontecito Memorial Park Expansion Page 2 of 2

east on an approximate 51-acre site (APNs: 0284-161-30 and 31) within the City of Loma Linda.
The City of Loma Linda’s approval of the requested GPA and ZC would change the existing land
use designation and zoning from Low Density Residential (R-1) to Open Space. Cemeteries are
conditionally permitted within the Open Space District.
Proposed improvements would occur on 18.53 acres of the 51.17-acre site and would include a
10,259 sq.ft. mausoleum, two 3,035 sq.ft. mausoleums, a 2,301 sq.ft administration building,
shade/committal shelters, 15.62 acres of and landscaping including burial lawns and cremation
gardens, and approximately 4,160 linear feet of internal roadways. Proposed buildings and
roadways would result in approximately 2.91 acres of impervious surface. Public access into the
park will continue through the existing entryways located in the City of Colton; there is no direct
access through the Loma Linda. The remaining 32.64 acres of the 51.17-acre Project Site would
continue as natural open space (this includes a reduction of 4.96 acres of previously proposed
development area). Proposed structures would keep the same architecture and heights of the
existing memorial park structures and would not exceed 24 ft. in height.
CONCLUSION
Staff recommends approval of the Conditional Use Permit, General Plan Amendment, Zone
Change, and the Mitigated Negative Declaration. The original findings of approval of the project
can be found on pages 6-7 of the July 7, 2021 Planning Commission Staff Report and will
continue to apply.
RECOMMENDATION
Staff recommends Planning Commission make the following recommendations to City Council:
1. ADOPT a Mitigated Negative Declaration (MND) for the project. Staff determined the project
will not have a significant effect on the environment on the basis of the Initial Study.
2. ADOPT the Mitigation Monitoring Reporting Program.
3. INTRODUCE ON FIRST READING, SET SECOND READING, AND ADOPT Council Bill R-
2021-29, a Resolution to amend the Land Use Designation Map of the General Plan. General
Plan Amendment No. P20-171 would change the Project Site’s land use designation from
Low Density Residential to Open Space. This would allow for the proposed cemetery use.
4. INTRODUCE ON FIRST READING, SET SECOND READING, AND ADOPT Council Bill O-
2021-08, an Ordinance to amend the Zoning Map. Zone Change No. P20-170 would change
the Project Site’s Zoning District from Low Density Residential (R-1) to Open Space. The
Zone Change would allow for the proposed use.
5. APPROVE Conditional Use Permit No. P20-157 to allow the proposed expansion of the
existing Montecito Memorial Park, currently located at 3520 Washington Street in the City of
Colton. The Proposed Project would occupy 18.53 acres of a 51.17-acre site within the City
of Loma Linda, based on the Findings and information contained in the original Staff Report
and subject to the Conditions of Approval.

CONDITIONS OF APPROVAL

General
1. Within two (2) years of this approval, the permit shall be exercised by substantial
construction or the permit/approval shall become null and void. In addition, if after
commencement of construction, work is discontinued for a period of one year, the
permit/approval shall become null and void.

2. Within 24 hours of this approval of the subject project, the Project Proponent shall deliver a
payment of $2,530.25 and (check should be made out to the Clerk of the Board of
Supervisors) to enable the City to file the Notice of Exemption. If within such 48 hour period
the payment has not been delivered to the Community Development Department the above-
noted check, the statute of limitations for any interested party to challenge the environmental
determination under the provisions of the California Environmental Quality Act could be
significantly lengthened.
3. The review authority may, upon application being filed 30 days prior to the expiration date
and for good cause, grant a one-time extension not to exceed 12 months. The review
authority shall ensure that the project complies with all current Development Code
provisions.
4. The Project Proponent shall indemnify, protect, defend, and hold harmless the City, and
any agency or instrumentality thereof, and officers, officials, employees, or agents thereof,
from any and all claims, actions, suits, proceedings, or judgments against the City, or any
agency or instrumentality thereof, and any officers, officials, employees, or agents thereof
to attack, set aside, void, or annul, an approval of the City, or any agency or

instrumentality thereof, advisory agency, appeal board, or legislative body, including
actions approved by the voters of the City, concerning the project and the approvals
granted herein. Furthermore, the Project Proponent shall indemnify, protect, defend, and
hold harmless the City, or any agency or instrumentality thereof, against any and all
claims, actions, suits, proceedings, or judgments against another governmental entity in
which the Project Proponent’s project is subject to that other governmental entity's
approval and a condition of such approval is that the City indemnify and defend such
governmental entity.
5. In the event that this approval is legally challenged, the City will promptly notify the Project
Proponent of any claim or action and will cooperate fully in the defense of the matter.
Once notified, the Project Proponent agrees to defend, indemnify, and hold harmless the
City, their affiliate’s officers, agents and employees from any claim, action or proceeding
against the City of Loma Linda. The Project Proponent further agrees to reimburse the City
of any costs and attorneys’ fees, which the City may be required by a court to pay as a
result of such action, but such participation shall not relieve Project Proponent of his or her
obligation under this condition.
6. Construction shall be in substantial conformance with the plan(s) approved by the
Planning Commission. Minor modification to the plan(s) shall be subject to approval by the
Director through a minor administrative variation process. Any modification that exceeds
10% of the following allowable measurable design/site considerations shall require the
refilling of the original application and a subsequent hearing by the appropriate hearing
review authority if applicable:
a. On-site circulation and parking, loading and landscaping;
b. Placement and/or height of walls, fences and structures;
c. Reconfiguration of architectural features, including colors and modification of finished
materials that do not alter or compromise the previously approved theme; and
d. A reduction in density or intensity of a development project.
7. No vacant, relocated, altered, repaired or hereafter erected structure shall be occupied or
no change of use of land or structure(s) shall be inaugurated, or no new business
commenced as authorized by this permit until a Certificate of Occupancy has been issued
by the Building Division. A Temporary Certificate of Occupancy may be issued by the
Building Division subject to the conditions imposed on the use, provided that a deposit is
filed with the Community Development Department prior to the issuance of the Certificate,
if necessary. The deposit or security shall guarantee the faithful performance and
completion of all terms, conditions and performance standards imposed on the intended
use by this permit.
8. This permit or approval is subject to all the applicable provisions of the Loma Linda
Municipal Code in effect at the time of approval, and includes development standards and
requirements relating to: dust and dirt control during construction and grading activities;
emission control of fumes, vapors, gases and other forms of air pollution; glare control;
exterior lighting design and control; noise control; odor control; screening; signs, off-street
parking and off-street loading; and, vibration control. Screening and sign regulations
compliance are important considerations to the developer because they will delay the
issuance of a Certificate of Occupancy until compliance is met. Any exterior structural
equipment, or utility transformers, boxes, ducts or meter cabinets shall be architecturally
screened by wall or structural element, blending with the building design and include

9. The project shall comply with the City Art in Public Places Ordinance (LLMC Chapter
17.26), which establishes grounds for compliance for new enterprises to facilitate public
art. The establishment of artistic assets will be financed and/or constructed by the
development community as part of the development requirements.
10. During construction of the site, the project shall comply with Section 9.20 (Prohibited
Noises) which limit construction activities to the hours between 7:00 a.m. to 10:00 p.m.
Monday through Friday, with no heavy construction occurring on weekends or national
holidays. Additionally, all equipment is required to be properly equipped with standard
noise muffling apparatus.
11. The Project Proponent shall implement SCAQMD Rule 403 and standard construction
practices during all operations capable of generating fugitive dust, which will include but
not be limited to the use of best available control measures and reasonably available
control measures such as:
a. Water active grading areas and staging areas at least twice daily as needed;
b. Ensure that all disturbed areas are treated to prevent erosion until the site is
constructed upon.
c. Ensure that landscaped areas are installed as soon as possible to reduce the
potential for wind erosion.
d. Suspend grading activities when wind gusts exceed 25 mph;
e. Sweep public paved roads if visible soil material is carried off-site;
f. Enforce on-site speed limits on unpaved surface to 15 mph; and
g. Discontinue construction activities during Stage 1 smog episodes.
11. To reduce emissions, all equipment used in grading and construction must be tuned and
maintained to the manufacturer’s specification to maximize efficient burning of vehicle fuel.
12. The Project Proponent shall ensure that existing power sources are utilized where feasible
via temporary power poles to avoid on-site power generation during construction.
13. The Project Proponent shall maintain and effectively utilize and schedule on-site
equipment in order to minimize exhaust emissions from truck idling.
14. Comply with all applicable SCAQMD rules and regulations including Rules 402 nuisance
which require the implementation of Best Available Control Measures (BACM) for each
fugitive dust source; and the AQMP, which identifies Best Available Control Technologies
(BACT) for area sources and point sources, respectively.
15. All equipment used in earthwork must be tuned and maintained to the manufacturer’s
specification to maximize efficient burning of vehicle fuel.
16. Construction personnel shall be informed of ride sharing and transit opportunities.
17. Maintain and effectively utilize and schedule on-site equipment in order to minimize
exhaust emissions from truck idling.
18. Comply with all existing and future CARB and SCAQMD regulations related to diesel-
fueled trucks, which may include among others: (1) meeting more stringent emission
standards; (2) retrofitting existing engines with particulate traps; (3) use of low sulfur fuel;
and (4) use of alternative fuels or equipment.PPD No. P20-157 Montecito Memorial Expansion Page 4 of 10

19. If it is determined that hazardous wastes are or will be generated by the proposed
operation of the facility, the wastes shall be managed in accordance with the California
Hazardous Waste Control Law and the Hazardous Waste Control Regulations.
20. The Project Proponent shall work with the City’s franchised solid waste hauler to follow a
debris management plan to divert the material from landfills by the use of separate
recycling bins (e.g., wood, concrete, steel, aggregate, glass) during demolition and
construction to minimize waste and promote recycle and reuse of the materials
21. All future trash enclosures shall match the future buildings in color and finish.
22. Separate submittals and permits are required for all accessory structures such as, but not
limited to, trash enclosures, patios, block walls, and storage buildings.
23. All outdoor lighting shall conform to Development Code and shall be designed to not glare
or reflect onto neighboring properties or public rights-of-way. Outdoor lighting shall be
shielded and limited to that required for security and safety purposes.
24. All Development Impact fees shall be paid to the City of Loma Linda prior to the issuance
of any building and/or construction permits. The Project Proponent shall pay all required
development impact fees to cover 100 percent of the pro rata share of the estimated cost
of public infrastructure, facilities, and services.
25. Prior to issuance of any Building and/or Construction Permits, the Project Proponent shall
submit to the Community Development Department proof of payment or waiver from both
the City of San Bernardino for sewer capacity fees and Redlands Unified School District
for school impact fees.
26. The Project Proponent shall provide infrastructure for the Loma Linda Connected
Community Program, which includes providing a technologically enabled development that
includes coaxial, cable and fiber optic lines to all outlets in each unit of the development.
Plans for the location of the infrastructure shall be provided with the precise plan of design,
which includes providing a technologically enabled development that includes coaxial,
cable, and fiber optic lines to all outlets in each unit of the development. Plans for the
location of the infrastructure shall be provided with the precise grading plans and reviewed
and approved by the City of Loma Linda prior to issuing grading permits.
27. On an annual basis, Montecito Memorial Park shall mail the surrounding property owners,
the parcels that are 300 feet from the subject site, their business contact information to
provide the owners a method to reach out to the Park directly in case issues arise.
28. The Project Proponent and/or Montecito Memorial Park, will provide business contact
information near the proposed Knox boxes.
29. The Project Proponent and/or Montecito Memorial Park shall enforce noise compliance
during events and business hours.
30. The Project Proponent and/or Montecito Memorial Park shall clear the debris off their
fence regularly and maintain the landscaping at the subject site.
Landscaping
31. The Project Proponent shall submit 3 sets of the final landscape plan prepared by a state
licensed Landscape Architect, subject to the approval of the Community Development
Department and Public Works Department for landscaping in the public right-of-way. If
applicable, plans for a Landscape Maintenance District shall be on separate plans.PPD No. P20-157 Montecito Memorial Expansion Page 5 of 10

32. Final landscape and irrigation plans shall be in substantial conformance with the approved
conceptual landscape plan and these Conditions of Approval. Any and all fencing shall be
illustrated on the final landscape plan.
33. Landscape plans shall depict the utility laterals, concrete improvements, and tree
locations. Any modifications to the landscape plans shall be reviewed and approved by
the Public Works and Community Development Departments prior to issuance of permits.
34. The Project Proponent or property owner shall maintain the property and landscaping in a
clean and orderly manner and all dead and dying plants shall be replaced with similar or
equivalent type and size of vegetation within 60 days.
35. Tree removal or replacement shall be in accordance with the Tree Preservation Ordinance.
36. The Applicant shall coordinate with the Fire Marshall and a biologist regarding fuel
modification within the proposed open space areas to ensure that the existing habitat
remains intact to the extent possible.
37. As mapped by a CAGN Biologist, the applicant shall submit a revised site plan to USFWS
to demonstrate that the Project would establish a 500-foot buffer (approximate 5 acre
reduction in the site plan) to avoid impacts to the CAGN.
38. Upon entitlement and prior to grading permit issuance, work with City Staff to submit a
Development Agreement; the Agreement shall be approved and adopted by City Council.
Signs
39. Signs are not approved as a part of this permit. Prior to establishing any new signs, the
Project Proponent shall submit an application, and receive approval, for a sign permit from
the Planning Division (pursuant to LLMC, Chapter 17.18) and a building permit for
construction of the signs from the Building Division, as applicable.
MITIGATION MONITORING REPORTING PROGRAM (MMRP)
40. Project Proponent/developer shall review the adopted Mitigation Monitoring Report
Program (MMRP) that is ATTACHED and part of these Conditions of Approval and shall
comply with all applicable mitigations listed in the program including agriculture, air quality,
biological resources, cultural resources investigations, tribal cultural resources condition,
noise, and transportation/traffic mitigations.
41. Any changes to onsite circulation (public or private streets) that affect the existing
Memorial Park would involve discretionary review by the City of Colton.
42. A nesting bird survey shall be conducted by a qualified biologist prior to any construction
activities taking place, during the nesting season to avoid potentially taking any birds or
active nests. In general, impacts to all bird species (common and special status) can be
avoided by conducting work outside of the nesting season (generally March 15th to
September 15th), and conducting a worker awareness training. However, if all work cannot
be conducted outside of the nesting season, a project-specific Nesting Bird Management
Plan shall be prepared to determine suitable buffers.
43. In the event that cultural resources are discovered during project activities, all work in the
immediate vicinity of the find (within a 60-foot buffer) shall cease and a qualified
archaeologist meeting Secretary of Interior standards shall be hired to assess the find.PPD No. P20-157 Montecito Memorial Expansion Page 6 of 10

Work on the other portions of the project outside of the buffered area may continue during
this assessment period. Additionally, the San Manuel Band of Mission Indians Cultural
Resources Department (SMBMI) shall be contacted, as detailed within TCR-1, regarding
any pre-contact and/or historic-era finds and be provided information after the
archaeologist makes his/her initial assessment of the nature of the find, so as to provide
Tribal input with regards to significance and treatment.
44. If significant pre-contact and/or historic-era cultural resources, as defined by CEQA (as
amended, 2015), are discovered and avoidance cannot be ensured, the archaeologist
shall develop a Monitoring and Treatment Plan, the drafts of which shall be provided to
SMBMI for review and comment, as detailed within TCR-1. The archaeologist shall
monitor the remainder of the project and implement the Plan accordingly.
45. If human remains or funerary objects are encountered during any activities associated with
the project, work in the immediate vicinity (within a 100-foot buffer of the find) shall cease
and the County Coroner shall be contacted pursuant to State Health and Safety Code
§7050.5 and the code requirements shall be enforced for the duration of the project.
46. Excavations into any areas of exposed Miocene (and earlier) deposits of the San Timoteo
Formation and buried deposits dominating the northern portion of the project area will be
monitored by a qualified paleontologist consistent with the policies and protocols of the
San Bernardino County Museum. The Paleontologist shall determine the extent and
duration of monitoring required and provide a report to the City.
47. The San Manuel Band of Mission Indians Cultural Resources Department (SMBMI) shall
be contacted, as detailed in CR-1, of any pre-contact and/or historic-era cultural resources
discovered during project implementation and be provided information regarding the
nature of the find, so as to provide Tribal input with regards to significance and treatment.
Should the find be deemed significant, as defined by CEQA (as amended, 2015), a
cultural resource Monitoring and Treatment Plan shall be created by the archaeologist, in
coordination with SMBMI, and all subsequent finds shall be subject to this Plan. This Plan
shall allow for a monitor to be present that represents SMBMI for the remainder of the
project, should SMBMI elect to place a monitor on-site.
48. Any and all archaeological/cultural documents created as a part of the project (isolate
records, site records, survey reports, testing reports, etc.) shall be supplied to the
applicant and the Lead Agency for dissemination to SMBMI. The Lead Agency and/or
applicant shall, in good faith, consult with SMBMI throughout the life of the project.
FIRE DEPARTMENT (909)799-2853
49. All construction shall meet the requirements of the California Building Code (CBC) and the
California Fire Code (CFC)/International Fire Code (IFC) as adopted and amended by the
City of Loma Linda and legally in effect at the time of submittal for issuance of building
permit.
50. Project Proponent shall submit a complete set of plans to the Loma Linda Fire Department
for review and approval prior to the issuance of building permits.
51. Pursuant to CFC Section 903, Sections 15.28.230-450 of the LLMC, the buildings (e.g. the
administration building) shall be equipped with automatic fire sprinkler system(s). Pursuant
to CFC Section 901.2, plans and specifications for the fire sprinkler system(s) shall bePPD No. P20-157 Montecito Memorial Expansion Page 7 of 10

submitted to Fire Prevention for review and approval prior to installation. Fire flow test data
for fire sprinkler calculations must be current within the last 6 months. Request flow test
data from Loma Linda Fire Prevention.
52. On-site civil engineering improvement plans shall be submitted to Fire Prevention for
review and approval prior to construction. Plans shall show the proposed locations for
water mains and fire hydrants; driveways, drive aisles and access roadways for fire
apparatus.
53. The site address and/or signage address shall be illuminated as required by the LLMC,
Chapter 15.28.190, Section 505.1 “Address Identification. In addition, if applicable, the
address assignment shall be assigned by the Fire Marshal in a separate document,
following approval of the project, and upon submittal of a working copy of the final
approved site plan.
54. Project Proponent shall submit a Utility Improvement Plan showing the location of fire
hydrants for review and approval by the Fire Department.
55. Project Proponent shall also comply with the following fire conditions and regulations during
Plan Check, unless otherwise stated:
a. B-107.2 Specifics: Any development within the City of Loma Linda that consists of
more than a single structure on a commercially developed site; multiple floor
commercial structures; or fire flow requirements in excess of 2000 gpm will require a
two point of connection full looped fire supply to the development. All required onsite
fire hydrants will be supplied from this looped system and will be private to the
development. When there are practical difficulties involved in carrying out the
provisions of this ordinance the Fire Code Official is authorized to grant modifications
for individual cases on application in writing by the owner or a duly authorized
representative. The code official shall first find that a special reason makes
enforcement of the strict letter of the ordinance impractical and any modification or
change does not lessen any fire protection requirements. If so changes or
modifications may be approved by the Fire Code Official or Fire Chief.
b. Deferred submittals for NFPA 72 notification and monitoring alarm system.
c. Fire access/drive lane shall be maintained at all time with 2 points of entry to
structure.
d. All hydrants shall be installed and tested. Potential for onsite fire hydrant additions.
e. Knox padlocks shall be provided and secured to building. Participation in the knox
box key vaults system; must be shown on plans and placed on building prior to
opening.
f. Fire Lane to be fully marked and signed by completion of project.
g. Provide hydrants for fire flow requirements per CFC Annex B and BB.
h. 503.2.4 Turning radius. The required turning radius of a fire apparatus access road
shall be determined by the fire code official.
i. Provide a Material Safety Data Sheet (MSDS) of onsite potential hazards materials
and chemicals stored in the building.
j. Provide a civil detail of the fire loop connections to building and associated
appurtenances.

Conditions of Approval
56. Applicant shall ensure that building and fire code standards reference 2019 CBC, CFC
and 2018 IWUIC on all plans.
57. The project site is located in the High Fire Severity Hazard Zone. Therefore all building,
access, landscaping and fire water requirements must meet the 2018 International
Wildland Urban Interface Code.
58. During construction and demolition, the applicant and contractor shall implement CFC
Chapter 33 at all times. National association of State Fire Marshal Construction Fire
Safety training shall be required for all Project Management and site supervisors.
59. Prior to the issue of grading permits, the applicant shall submit a Fire Safety Plan for
review and approval by the authority having jurisdiction over the project.
60. Prior to the delivery of lumber, the applicant shall ensure that that the fire department has
appropriate access points and roads, and that the fire underground has been installed and
tested.
61. Provide a Vegetation Management Plan that meets the 2018 International Wildland-Urban
Interface Code.
62. The applicant shall meet the Fire Department’s requirements regarding emergency access
to the site. The site circulation shall meet the performance requirements of all emergency
vehicles.

63. All public improvement plans shall be submitted to the Public Works Department for review
and approval.
64. During the Plan Check process, the Project Proponent shall submit an engineered grading
plan for the proposed project.
65. All utilities shall be underground.
66. The City of Loma Linda is the water and sewer purveyor.
67. Any damage to existing improvements as a result of this project shall be repaired by the
Project Proponent to the satisfaction of the City Engineer.
68. Prior to issuance of grading permits, the Project Proponent shall submit to the City
Engineer a Notice of Intent (NOI) to comply with obtaining coverage under the National
Pollutant Discharge Elimination System (NPDES) General Construction Storm Water
Permit from the State Water Resources Control Board. Evidence that this has been
obtained (i.e., a copy of the Waste Dischargers Identification Number) shall be submitted
to the City Engineer for coverage under the NPDES General Construction Permit.
69. All site drainage shall be handled on-site and shall not be permitted to drain onto adjacent
properties.
70. An erosion/sediment control plan and a Water Quality Management Plan are required to
address on-site drainage construction and operation.
71. All necessary precautions and preventive measures shall be in place in order to prevent
material from being washed away by surface waters or blown by wind. These controls
shall include at a minimum: regular wetting of surface or other similar wind control method,
installation of straw or fiber mats to prevent rain related erosion. Detention basin(s) or
other appropriately sized barrier to surface flow must be installed at the discharge point(s)
of drainage from the site. Any water collected from these controls shall be appropriatelyYou can also read
