February 8, 2019 Update ABOUT CROSSTOWN The Crosstown Parkway Extension Project will provide a new bridge crossing over the North Fork of the St. Lucie River in the City of Port St. Lucie, connecting the existing Crosstown Parkway from Manth Lane to U.S. 1. The project extends along the existing West Virginia Drive, crossing over the North Fork of the St. Lucie River and connecting into U.S. 1 at Village Green Drive. The project is approximately two miles with the bridge being approximately 4,000 feet. The six lane divided highway and bridge will serve as a multi- modal transportation alternative to include accommodations for automobile, bicycle, pedestrian and public transit. Last Deck Pour Span 17 »» The last deck pour for span 17 took place Friday, February 8, 2019. »» Work continues on Village Green Drive and US 1 Area. • Traffic shift on Village Green. Eastbound and westbound traffic shifted to the north side of Village Green for utility work, drainage activities and reconstruction of the south side of Village Green. • One of two southbound left turn lanes are closed on US 1. • One southbound lane and one northbound lane are closed on US 1 from Savanna Rd. to Village Green Dr. Intersection. • Two northbound and southbound lanes will be closed starting February 3 through February 22 from 9 p.m. to 6 a.m. on US 1 from Savanna Road to Walton Road for storm drainage installation. »» Sidewalk work to continue. BUILDING DEPARTMENT "It starts with a good foundation." HIGHLIGHTS »» Building Department met with representatives from DBPR for a discussion about Unlicensed Contractors on February 5, 2019. »» The City of Port St. Lucie Building Department is the first building department to be approved as a testing center for PRONTO (Proctored Online Testing Option). This will allow staff to take certification exams in our webinar room without requiring staff to travel to a testing center. »» Permits are up 10% from this time last year. »» Building Department participated in the Treasure Coast Builders Homeshow on February 9th and 10th at the Port St. Lucie Civic Center. »» The Building Department met with Screen and Aluminum Torino Lakes Contractors on February 11. »» The next stakeholder meeting will be March 11 with General Contractors. DISTRICT 1 DISTRICT 4 »» On February 7, 2019, the K-9 Unit provided a demo for the »» PSLPD warning citizens to lock their cars. Between January 17, 2019 and January 22, 2019 police went to 3600 »» Case 2018-20854: A Criminal Investigations Division block of SE Mariposa Avenue for reports of car burglaries. Detective was assigned a burglary case where four male suspects were captured on video surveillance burglarizing the victim’s residence and stealing $6,000 worth of property. The victim recognized one of the suspects as his son. The son was interviewed and confessed to his part in the burglary and gave up the names of the other suspects. Warrants were obtained for all suspects for Burglary and Grand Theft. One other suspect has since been arrested. DISTRICT 2 »» Case: 2018-20811: C.I.D. Property Crime Detectives followed up on allegations regarding the theft of multiple firearms from a gun shop in St. Lucie West. The owners of the store suspected a 53-year-old male employee had taken multiple firearms from the store over a three-year period. Once the discovery was made, the store owners confronted him, and he admitted to taking them and storing them at his home. The suspect returned multiple firearms; however, during the investigation, the suspect fled to Ecuador. With the assistance of A.T.F., the suspect returned to the United States and was taken into custody at the Miami International Airport. The suspect was arrested for 44 counts of Grand Theft of a Firearm and one count of Grand Theft. »» Case: 2018-23216: C.I.D. IN OTHER NEWS »» In January 2019, the Records section handled 531 counter requests, 856 phone calls, processed 900 citations, coded 2,051 reports and 728 supplements, completed 11 Notary requests, entered 54 reports, processed 1 Solicitor’s permit application, issued 514 subpoenas, completed 965 research requests and completed 17 training hours. »» The PSA section handled 31 fingerprints to the public ($160 in revenue), 20 fingerprints for City employment, handled 9,943 phone calls, 2,772 walk-ins, completed 74 FCIC/NCIC entries, 109 Criminal Histories, processed 6 Parking Citations, 44 reports, processed 1 FES application, completed 67 validations and sent out 322 Command Notifications. »» The Fleet Section continued vehicle auctions and old vehicle removal. Forty (40) vehicle auctions ended in January bringing a total of $47,317. A total of 61 vehicles have been sold since November 2018, totaling $69,138. »» The total Volunteer hours for January 2019 was 882.5 hours, including 410 Community Patrol hours and 47 Crime Watch hours. The P.S.L.P.D. total number of Volunteers is 160 individuals. Volunteers deployed speed trailers at five separate locations. »» The P.S.L.P.D. was approved to purchase Narcan under the Hero’s Project, thus saving $20,625 every two years. 2019 School Crossing Guard Appreciation Luncheon: PSLPD would like to thank all of our crossing guards for their service and for keeping the children in St. Lucie County safe. KPSLB teamed up with Call2Recycle in 2017 and 2018, placing convenient drop-off locations throughout the city. FOG-FREE FEBRUARY CONTEST UNDERWAY To bring awareness to the issues fats, oil, and grease (FOG) cause within our sewer system, Utility Systems is hosting a FOG-Free February contest on Instagram. Residents willing to help prevent FOG from entering the sewer system have the chance to win a FOG-Free gift basket which includes a bathtub drain protector, sink drain strainers, mini sink plunger, and grease container. When FOG enters pipes, it cools and forms blockages, which prevent wastewater from flowing efficiently. It builds up over time and collects other flushed debris. The clogs create backups and damage infrastructure, and ultimately, wastewater cannot be properly processed and treated to make reuse. Residents can help maintain the integrity of the City’s vast wastewater system, which includes over 1,000 miles of sewer pipe, by disposing of FOG properly. By making a few simple changes at home, you are protecting your pipes, as well as the environment. NEW PRINEVILLE MAINTENANCE BUILDING TAKING SHAPE Utility Systems is expanding and upgrading the Prineville site where the water treatment plant and administrative offices are located. Improving the site includes closing off Gulfport Terrace and Ogden Lane to build new entrance gates, constructing a new maintenance building and mobile generator storage building, and adding improved parking and storm water retention ponds. FEATURE STORY FEATURE STORY OCULUS SETS SIGHTS ON PSL EXPANSION Port St. Lucie/Feb. 7 – Ophthalmic surgical instrument maker OCULUS Surgical, Inc. held an expansion announcement ceremony on February 7 on the future site of the company’s planned $7 million, 55,000-square-foot manufacturing facility in the Tradition Center for Commerce. OCULUS Surgical, a global leader in the medical device industry, is headquartered in the St. Lucie West Commerce Park. Over a three-year period, the addition of the new facility and its operations will increase the company’s St. Lucie County employment from 29 to 79. Founded in 2012 by OCULUS Optikgerate GmbH, a 120-year-old corporation based in Wetzlar, Germany, the company’s surgical instruments support vitreoretinal surgery and are marketed worldwide. OCULUS GmbH CEO Christian Kirchhubel and CEO Rainer Kirchhubel said they are very proud to be expanding the OCULUS Surgical business in Port St. Lucie. “It is difficult to overstate our enthusiasm for Port St. Lucie and this project. The package includes abatement of city and county property taxes on the new facility, impact fee mitigation, a job growth investment grant and expedited permitting. “We look forward to growing and expanding our manufacturing footprint in Port St. Lucie’s vibrant community of Tradition,” said Bob Zatarain, CEO of OCULUS Surgical. OCULUS Surgical is also working with the State of Florida on a potential $250,000 grant from the Qualified Targeted Industry Tax Refund program based on the creation of 50 new jobs at an average wage of $42,328 plus a generous benefits package. St. Lucie County is investing a Job Growth Investment Grant of $97,500, of which $50,000 will be used as the local financial match required for the state funding.
