1 Home Boy
Valentine Ozigbo was born on July 20, 1970, in
the rural village of Umuomaku, Orumba South
LGA, Anambra State where his father was
stationed as a school headmaster. He had his
primary education in village schools and his
secondary in his hometown at Christ The
Redeemer College Amesi, Aguata LGA. He left
Anambra only when he gained admission to the
University of Nigeria, Nsukka at 19. Even with
all his global fame, he has always stayed
connected with his roots and Igbo culture.
2 Excellent Achiever
Valentine Ozigbo is an award winner at every stage in
his life. He graduated from secondary school with flying
colours. In fact, his results were so brilliant that his
principal, Late Rev Fr Elias Anyaorah, employed him to
teach physics and mathematics in his secondary school
while he was awaiting his admission to the university.
That was his first job in life. He graduated as the best
student in UNN in his faculty, winning all the awards.
He won Best Staff of the Year 6 months after joining
Diamond Bank in 1995. He won the prestigious Chevening
Scholarships, UK government’s global scholarship
programme, funded by the Foreign and Commonwealth
Office to study for a Masters in Finance at Lancaster
University and graduated with Distinction. In 2018, he
was honoured as a Distinguished Alumni of Lancaster
University at a special convocation ceremony.

3 World-Class Professional
Valentine Ozigbo is an award-winning graduate
of Accounting from the University of Nigeria. He
holds a Masters in Business Administration from
the same university. He also holds a Masters in
Finance from Lancaster University. He is a fellow
of the Institute of Chartered Accountants of
Nigeria, the Chartered Institute of Taxation of
Nigeria, the Institute of Credit Administration, and
the Institute of Tourism Professionals. He is also a
member of the Institute of Directors (IOD) Nigeria
and a member of the Board of Jesuit Memorial
College, Port Harcourt. He participated in the
pioneer Global CEO Programme for Africa
undertaken by three Universities: Lagos Business
School, SBS Business School Kenya, and IESE Business School New York, and was elected the pioneer president of the
class. He has also participated in several prominent international conferences such as the World Economic Forum at
Davos (WEF); the World Economic Forum on Africa (WEFA) in Nigeria; the African Development Bank annual
meetings in China; the World Bank/ International Monetary Fund (IMF) annual meetings in Washington DC;
Euromoney and Economist Conferences in London; Euromoney debates on Capital Flows to Africa in London; and
SIBOS 2009.
4 Multi-dimensional Experience
Valentine Ozigbo is a consummate business leader and
entrepreneur with over twenty-six years of experience in
corporate transformation, power, hospitality, energy, and
banking (commercial, retail, investment and international
banking). He served as the President and Group Chief Executive
of a globally celebrated business, Transnational Corporation of
Nigeria Plc (Transcorp). Transcorp Plc is one of Africa’s largest
conglomerates which includes Transcorp Power, one of the largest
power generation companies in Nigeria with 972MW installed
capacity; Transcorp Hotels, the owners of Transcorp Hilton
Abuja (the leading business hotel in Africa) and Transcorp
Hotels Calabar; and Transcorp OPL281, an oil and gas company.
He stepped down as President of Transcorp Plc in March 2020
and retains a seat on the Boards of Transcorp Plc, Transcorp
Hotels Plc, and Transcorp Power Limited. He has led corporate
deals that run into billions of Dollars and has held top positions
in banking including Head of Offshore Liason, Head of
Embassies & Multilaterals, Divisional Head for International
Banking, Director, Global Transaction Banking and many more.

5 Award-Winning Global CEO
After 17 years in banking where he rose to the
highest position of General Manager, Valentine
Ozigbo was appointed the Managing
Director/CEO of Transcorp Hotels Plc. Val led a
$100 million project that saw Transcorp Hilton
Abuja undergo a globally celebrated
transformation and upgrade. He won several
internationally coveted awards in the hospitality
industry including the Seven Stars Luxury
Hospitality CEO of the Year 2016 which he
received in Spain. In October 2019, this respected
business leader was voted Seven Stars Hospitality
Personality of the Year in Athens, Greece.
6 Champion of Accountability
When Valentine Ozigbo resumed at Transcorp
Hilton Hotels as the Managing Director/CEO, the
company had been run for more than 6 years
without annual audited accounts. He realised that
the lack of transparency and accountability would
affect the company’s financial performance and
reputation. He immediately went to work, putting in
place a system for transparency, accountability, and
corporate governance that ensured that Transcorp
Hilton had its first-ever audited financial statement
within a year. This process eventually led to a broad
acceptance of the brand and the company going
public in a hugely successful N8 billion IPO offer.

Valentine Ozigbo 2021 7 Global Champion for Kaizen Valentine Ozigbo is one of a few corporate titans in the world who are regarded as global champions of Kaizen, a Japanese philosophy for management that ensures continuous improvement. Kaizen means “deleting waste” in Japanese. It is used in international businesses to improve corporate performance which enhances profitability. “The culture of continuous improvement questions the status quo, it deletes all kind of waste, and ensures an unending quest for progress,” Ozigbo has said. 8 Heart of Gold As the founder of one of the leading non-profits in the country, the Valentine Chineto Ozigbo (VCO) Foundation, Valentine Ozigbo is one of Nigerian’s most respected philanthropists. VCO Foundation has positively touched the lives of over 100,000 Nigerians directly through its various programmes making a difference in many youths’ lives in Anambra State through business grants, training, talent hunts, and cultural development. 9 International Sports Developer
CNN International recently featured Valentine Ozigbo in recognition of his
status as an international sports developer. He is the Chairman of Feet ‘N’ Tricks
International, the biggest freestyle football promoter in Africa. He founded the
company with football legend Kanu Nwankwo, broadcasting legend, Olisa
Adibua, and several others in 2017. The company hosts the annual Nigerian
Freestyle Football Championship, since 2017, and the African Freestyle Football
Championship, since 2018. Feet ‘N’ Tricks is committed to discovering and
nurturing sports talents in Nigeria and Africa is provide a means of livelihood
for the youth. Because of Ozigbo’s work, freestyle football is now the
fastest-growing type of football in Africa.
10 Devout Christian and Family Man
Valentine Ozigbo is a lifelong member of the Roman Catholic Church. His father, Chief Andrew Ozigbo, a retired school
headmaster, was a Catechist who, together with his mother, Ezinne Christiana Ozigbo, a trader and farmer, raised Val
with a strict Christian upbringing. He is a man who lives by the principles of Jesus Christ, which is to love your neighbour
as yourself and be at peace with all. He chaired Unusual Praise 2018, the largest Catholic gospel concert in Africa. He
currently chairs Unusual Entrepreneur, one of the most impactful faith-based entrepreneurship programmes in Nigeria. He
is known as a friend to all without any enemies. He has been married to Ojiugo for 18 years, and they have four children.

INFRASTRUCTURE – OPENING UP ANAMBRA TO THE WORLD
We will improve our major urban roads, opening up roads in Awka, Onitsha, Nnewi, Ihiala,
Ekwuobia, into dual carriage ways with drains, road kerbs, markings and streetlighting
infrastructure
We will operationalize the Onitsha River Port by collaborating with the federal government to
unhook the bottlenecks that have prevented the project that will unleash the creative and business
potentials of Anambra state.
We will tackle our gully erosion problem head on, in partnership with development institutions
We will construct targeted bypass roads and flyovers to eliminate notorious traffic buildup and
boost productivity in areas such as the Nnobi-Awka Etiti junction and Trans Nkisi corridor
We will fix and build new internal roads in the adjoining city expansion areas around Onitsha and
Awka such as the old awka township, Awada, Okpoko, Omaba, Nkpo and Ogidi clusters
We will embark on a modern Light rail network connecting Anambra with major towns in the
south east region, to enable free flow of goods and services and establish Anambra as the premium
business hub.
We will complete Anambra International Cargo and passenger airport to further establish
Anambra as a trade and commercial hub to the world, and provide access to markets for our
entrepreneurs
We will establish modern bus parks and bus shelters in major towns and cities in the state starting
with Awka, Onitsha, Nnewi and Ekwulobia.

HEALTHCARE – VALUING THE LIVES OF NDI ANAMBRA WITH DIGNITY AND CARE
We will establish and systematically expand health insurance coverage to all Ndi Anambra, with
coverage of 250,000 by 2022, through our public health insurance scheme.
We will aggressively rollout new primary healthcare centers across the state, with electronic health
management systems, adequate renewable power supply and trained practitioners. We will target
50 new primary healthcare centers spread over all wards by the end of 2022.
Through our healthcare contributory scheme, we will fund sustainable social services for our
vulnerable populations, including free hospital consultation for pensioners over the age of 65 and
free maternal healthcare for new mothers.
We will create Volunteer Corps in the healthcare centers, to help with data management,
healthcare education, and ambulance services. These health extension workers will create 1,000
new jobs each year, and improve healthcare outcomes.
We will strengthen the research capabilities of our teaching hospitals and university, focusing on
care for viruses, and other diseases as well as manufacturing of medical equipment.
Build 2 world class diagnostic centers across the state with virology capabilities to make Anambra
the healthcare destination of Nigeria.
Tap into Ndi Anambra in the Diaspora to affiliate with medical centers of excellence around the
world for capacity building.

We will scale up and accelerate school rehabilitation programs to renovate dilapidated schools and
provide adequate furniture and tools for every child in public schools in Anambra.
We will aggressively pursue teacher capacity development policies by establishing teacher training
institute to equip teachers with modern skills.
We will promote broadband access and digital skills training for every child in school in Anambra
State.
We will promote and establish technical and vocational education as a tool for workforce and
entrepreneurship development across the state.
We will create an Employment Trust Fund that provides work study programmes and internships

We will position Anambra State as the most competitive state in national competitiveness
rankings by 2024 by:
* Leverage technology through an e-governance platform to deliver critical public services to drive
the governance process.
* Set up dedicated PPP office to drive engagement process of the private sector with the government,
within the first 6 months.
We will build on the fiscal responsibility of previous government, funding our Ka Anambra
Chawapu Project with minimum debt, instead leveraging the productivity of Ndi Anambra to
raise revenue internally.
We will promote local content development in State Projects to grow 100 Innovation-Driven
Enterprises (IDEs) per annum.
We will create at least 2 fully equipped industrial hubs and/or maker spaces in all local
government areas, leveraging unused buildings and other infrastructure across the state.
We will overhaul, automate and increase transparency of processes for registering businesses,
obtaining permits and paying taxes through our open governance platform.

My administration will build a transparent, interactive and digital open governance platform,
where citizens of Anambra can track budgets and expenditures, submit issues for resolution, and
make recommendations directly to the Governor’s desk.
My administration will revamp the Anambra State Public service to make sure that it WORKS
for the people. I will recruit a cabinet of world-class thinkers, and empower them to get to work
on taking Anambra State forward.
My administration will seek to revamp the state government procurement regulations, instituting
a “BUY ANAMBRA” mandate, increase transparency and bringing our procurement policy in
line with global best practices by 2022, in order to emerge as the leading smart governance state in
Africa.
We will deploy an enterprise-wide communication system to ensure seamless integration of all
government agencies and departments, decentralizing decision making, and cutting red tape
across functions.
We will integrate automation into government services. Deliver public services online (through
web portals and via email) such that residents can begin and end a majority of transactions
without physical interface with government officials within two years of the Administration.
We will support LGAs/LCDAs by deploying e-governance tools that aid administrative
efficiency, ensure quality service delivery, and effective revenue collection within two years of our
Administration.

My administration will focus on technology, innovation, upskilling and continuous improvement
within the public sector service delivery, as well enabling these values within the private sector and
the general population.
We will establish world class technology training centers equipping Ndi Anambra with the
relevant digital and technical skills for the technology industry of today, in collaboration with local
and international partners.
We will incentivize Internet service providers to implement aggressive broadband rollout for
affordable internet access to business and residential hubs across the state within a two year time
frame.
We will create technology hubs and accelerator programs, with startup funding and grants from
partners, in all local governments of the state to empower our young people and promote
innovation and problem solving.
My government will patronize, fund and promote viable enterprises in order to stimulate demand
and provide access to market through our infrastructure drives.
We will focus specifically on girl child education in digital skills like coding, machine learning
and data analysis, ensuring that our young women are able to participate in the Internet economy,
with the right skills for the 21st century.

We will revamp the waste management value chain through a PPP model in partnership with
local businesses and international investors, thereby turning our waste problem into business and
employment opportunities.
We will effectively drive the elimination of waste accumulation in Anambra by incentivizing
waste recycling and supporting recycling factories.
We will aggressively rollout an Anambra State Water Scheme, with the aim of providing clean
and potable pipe borne water for every one in our state by 2025.
We will harness the potential for job creation and other opportunities in waste recovery, reuse,
repair, remanufacturing and materials innovation, as well as water project construction and
management.
We will ensure Anambra is defended from climate change risks by:
* Improving our drainage system to prevent risk of flooding.
* Building erosion protection mechanisms and obtaining funding for gully erosion projects.
* Introducing and enforcing clean air regulations.

My administration will enhance the capability of the state’s security network, intelligence
gathering, and community policing to continue to ensure safety of lives and properties.
We will strengthen the service delivery capability of the national security agencies in our state.
We will maintain and improve on the community-led vigilante activities to maintain peace and
security in our state.
We will ensure to build consensus with traditional rulers, youth groups, and other key
stakeholders to ensure speedy and effective conflict resolution and peacebuilding.
My government will recognise the important role played by traditional institutions and
community executives in security and crime prevention in Anambra State.
We will strengthen neighbourhood watches and local policing capacity.
We will enhance government’s capacity for intelligence which is critical in crime prevention by
creative and effective use of technology.

We will strengthen local policing initiatives and maintain law, order, and justice under the law. We will maintain cordial and dignified relationships with the State House of Assembly, State Judiciary, and local governments, promoting and sustaining the independence of their statutory allocations. We will maintain and improve our relationships with religious leaders, traditional rulers, and community executives for effective community co-ordination. We will maintain continuity in good policies, communicate with sincerity and honesty, and encourage active citizenship in our dear state. FOREIGN DIRECT INVESTMENT Attracting foreign direct investments is key to the achievement of my vision for Anambra State. Fortunately, I am uniquely positioned to build on my long and successful career in global banking and international business. In order to successfully compete for investments with states like Lagos, Kano, Rivers, and Ogun for FDI, we will provide incentives in the areas of security of lives and properties and the ease of doing business. We will build mutually beneficial relationships and partnerships with development finance institutions, corporations seeking superior returns, and high-value enterprises looking to capitalize on our young and enterprising workforce. VALUE CHAIN APPROACH TO EMPOWERMENT We will apply a targeted value chain driven approach to development and policymaking, in order to maximize economic outcomes for our people, focusing on our women and youth. Education, microcredit, employment incentives, agriculture, and infrastructure policies will be linked to our cluster approach, all institutions in our state will be carried along to ensure that all hands are on deck for the achievement of our collective goals. Valentine Ozigbo 2021 REINVENTING ANAMBRA PUBLIC SERVICE My administration will revamp our Anambra State Public Service, equipping the public servants with the right tools, mindset, and leadership example to deliver on our promises to Ndi Anambra. We will seek to gradually eliminate manual, paper-based processes in favor of automated, digital solutions to deliver quality and speedy services to our people. We will deploy an enterprise-wide communication system to ensure seamless integration of all government agencies and departments. IMPROVED AND SUSTAINABLE REVENUE GENERATION Anambra State’s internally generated revenue (IGR) accounted for an average of 20% of total revenue receipts in the last six years. The implication of the above is that the state is not able to sustain itself without receiving federal allocation. Project Chawapu will boost internally generated revenue by increasing productivity across the state, and efficiently capturing the value from economic activities. By so doing, my administration will be able to implement our Ka Anambra Chawapu social development agenda. We will collect low, simple, and regular taxes and levies; progressively expand data capturing and compliance; reduce the influence of political stakeholders in revenue collection; and increase monthly IGR to a minimum of N10 billion. Providing inclusive and accessible governance; and steady and competent leadership as an essential
condition for development.
Massive urban development, modernising the state's transport networks, connecting Anambra to
the rest of Nigeria and the world.
Revitalising moribund industries; exploring new opportunities and data-driven governance based
on facts and economic development; and eventually building the most economically competitive
subnational economy in Nigeria by 2025 and increasing Nominal GDP by over 100% by 2025.
Transparency in public accounting, boosting internally generated revenue, plugging revenue
leakages, and setting examples of competent and compassionate leadership for the next generation.
