Merit pools After the recruitment process, successful candidates are placed in a merit pool with no relative ranking. If you're placed in a merit pool you could be offered the vacancy you applied for or a similar vacancy, in a similar location, if one becomes available. The following ATO location groups are considered similar locations: Brisbane, Chermside, Upper Mount Gravatt Sydney, Parramatta, Penrith Melbourne, Moonee Ponds, Box Hill, Dandenong. Reasonable adjustment We provide reasonable adjustments to allow people with a disability to participate in our recruitment process to the best of their ability. On this page: Pre-engagement integrity checks Pre-engagement integrity check process Proof of identity documentation Pre-engagement integrity checks We conduct pre-engagement integrity checks for all candidates seeking employment with the ATO, either as employees or as contractors. These checks are done because we have an obligation to the community to ensure that our people and others who access our information and premises are suitable. You are required to supply personal information which allows us to complete this check. Where you do not engage in this process, fail to supply personal information or fail 9 of 67
to satisfy our pre-engagement integrity check, you will not be engaged, or may have your contract or services terminated. Pre-engagement integrity check process When undergoing a pre-engagement check you'll need to: provide documents which prove your identity and any name changes provide details and documents that prove you are an Australian citizen. You must be an Australian citizen to be employed by the ATO undergo a national police records check – for this you'll need to provide details of your driver's licence, firearms licence and passport, if you hold any of these provide details of any criminal charges, convictions or pecuniary penalties provide details of your addresses for the last five years. Any substantial period of time that you have resided overseas within this five-year timeframe will be scrutinised. You may be required to provide evidence from an independent source, such as foreign police check and evidence of your overseas address for that period. Any time you have resided overseas may impact your eligibility for employment with the ATO. We'll ask you to declare: that you are compliant with your tax and superannuation obligations, noting this is an ongoing expectation during the course of your ATO engagement (to model the behaviour we expect of the community). if you have any conflicts of interest, for example, if you are a registered tax or BAS agent, tax financial adviser or SMSF auditor, we will advise you when you need to cancel these types of registrations. we will also ask if you have any other financial or personal interests, including if you are doing any other work outside the ATO that may conflict, or be seen to conflict, with your proposed work with the ATO. In addition, for candidates seeking direct employment with the ATO, we'll also ask you to declare: that you're medically fit to undertake the requirements of the position either with or without reasonable adjustment any reasonable adjustments you require if you've received a redundancy payment from an Australian Public Service (APS) agency or the Australian Parliamentary Service within the last 12 months. If you're applying for an APS 6 role or above, or a position that has been identified as higher risk, there are additional checks, which include: confirmation of educational qualifications and professional memberships or associations applicable to the position verifying your employment history with your previous employer, including your behaviour, conduct and performance and the reasons for your departure 10 of 67

Some roles within our organisation also require a security clearance which is in addition to the pre-engagement check. You will be notified if this is required What you need to do In most circumstances, you will submit this information electronically prior to starting at the ATO. Current ATO casual or non-ongoing employees In some circumstances you will need to renew your pre-engagement integrity check. You will be notified if this is required. How to prepare for your pre-engagement check You should begin gathering the following proof of identity documents in the event that you are successful. Proof of identity documentation You will need to provide a document from each of the following sections. A copy of one of the following: your full Australian birth certificate issued by the state or territory Registry of Births, Deaths and Marriages (extracts of a birth certificate and commemorative birth certificates are not acceptable) your Australian citizenship certificate (providing both the front and back of the certificate). A copy of one of the following: current Australian passport current licence or permit issued under a law of the Australian Government, a state or a territory (for example, an Australian driver's licence and a copy of the front of the licence is required, and back of the licence where address details exist) current Proof of Age card current Australia Post Keypass identity card current Department of Home Affairs (DHA) Immicard . A copy of one of the following: your current Medicare card a current identification card issued by the Australian Government, a state or a territory as evidence of entitlement to a financial benefit (for example, a Pensioner Concession Card or Health Care Card from Services Australia) a current security guard or crowd control licence 11 of 67
a tertiary identification card a private health care card a current credit card or bank card a bank account statement dated within the last six months. A copy of one of the following, as evidence of your current residential address: property lease or rental agreement an account from a utility (such as electricity, phone or gas), superannuation, insurance, motor vehicle registration or land rates notice dated within the last six months Electoral roll registration – you can check or update your address details on your state electoral role online. You will generally receive a confirmation email or screen message which you can provide as evidence. If you were born in Australia on or after 20 August 1986 You must provide a copy of one of the following (if not already supplied): your current Australian passport if you have previously supplied your full birth certificate, you will also need to provide evidence of one parent’s Australian citizenship or permanent residency at the time of your birth - this evidence can be any of the following: one parent’s Australian birth certificate one parent’s Australian passport that that was issued prior to your birth one parent’s certificate of Australian citizenship issued prior to your birth proof of one parent’s permanent residency at the time of your birth, for example, a passport showing a permanent entry stamp into Australia prior to your birth. If you are unable to provide any of these, you must apply to the Department of Home Affairs (DHA) for a certificate of evidence of Australian citizenship. Change of name documentation You must provide official name change documentation for each and every name change. Provide one of the following documents to substantiate your change of name: Australian Marriage certificate issued by the state or territory Registry of Births, Deaths and Marriages with the identification or registration number clearly visible. Marriage certificates provided at your marriage ceremony will not be accepted as they don't include identification or registration numbers. If you don't have a certificate issued by the relevant state or territory Registry of Births, Deaths & Marriages, you will need to apply for one from the relevant registry overseas marriage certificate issued by official authority decree nisi or decree absolute (that is, formal evidence of divorce) deed poll re-issued birth certificate with name change documented 12 of 67
an official name change document issued by the state or territory Registry of Births, Deaths and Marriages . If you use another name that is different to the name on your official documentation, for example, where you have not changed your name legally by marriage, divorce or deed poll, you need to complete a statutory declaration stating why your name is different. Certified copies of qualifications You will be required to provide a certified copy of any qualifications you’ve referenced in your application. We may confirm your qualifications directly with your educational institution. Timeframe After we receive all complete and correct documentation, it can take up to 20 working days to process your pre-engagement checks. If any issues are identified with any of the checks, this may take longer. See if your question is answered in these quick tips. Registering and logging in You can register by selecting Job alerts from the left hand menu. Then select Register and follow the instructions on the screen. Alternatively you can register when you start a new application. When you register you'll be asked to provide details including your name, email address and mobile number. You'll also be asked to set a password. Once registered, we'll send you an email with your username which you can save for future use. If you apply for a position with us you may receive communication regarding your application by SMS which will be sent to the mobile number you provided. 13 of 67
Job alerts Job alerts notify you about employment opportunities that match your preferences. To register or edit job alerts on ATO Careers , select Job alerts and log in or register. Then follow the instructions on the screen. Starting your application Select the job you want to apply for from the Current vacancies and select the Start new application line under the Action heading. Previewing the application To preview an ATO vacancy, go to the vacancy you want to preview, and select the Preview application form link under the Action heading. Written response and word limit An application form may ask you to provide a written response with a specific word limit. It's a good idea to prepare and save your response in a separate document before copying and pasting the text into ATO Careers. Make sure you save your information regularly. If you go over the word limit you'll get a warning message and you won't be able to submit your application. If you are using bullet points or symbols, the word count in Microsoft Word may give you a different word count to ATO Careers. Formatting tips Follow these tips when formatting your application: use plain text, do not use bolding or underlining if you want to use dot/bullet points, indicate these by using asterisks (*) or dashes (-) ideally you should prepare responses in a Word document first use the spell check function, as there is no facility in the online form cut and paste from Word into the ATO Careers system check the formatting before you submit your application as some formatting features may be lost when you cut and paste from Word. Uploading a resume As part of the application you may be asked to upload a resume. To do this select the Browse button on your application form and select the document you want to upload. 14 of 67
If you want to make changes to your resume after you upload it, update your resume outside of ATO Careers and save the new version. Uploading the new version will replace any previous resumes that were uploaded. Some mobile devices, like those made by Apple, will not allow you to search their file system for documents like your resume. If you can't upload a file on your device, use a desktop or laptop computer instead. Submitting your application Submit your application by selecting the Submit application button at the top of the Preview and Submit page and confirming you're ready to submit it. If you’ve completed your application but can't see the Submit application button at the top of the page, check you've answered all the compulsory questions and selected Save and Continue for each page of the application form. The system will send you an email confirming the application is submitted. If successful, the application status will have changed to submitted on My profile. Accessing submitted applications You can save and exit a current application and return to it at a later time provided the job hasn’t closed. To access your application follow these steps: log into ATO Careers go to My profile and select My applications select the application you want to return to – you can also view previous submitted applications. Your history never expires, so you'll be able to view each application whenever you need to. Contact officer details You can find the details of the contact officer in the candidate information kit. You can do this for any job you’ve started an application for by following these steps: in ATO Careers , go to My profile and select My applications select the job application select the link at the top of your application summary to access the job details open the Candidate kit and locate the contact officer's details. Where there is no candidate information kit, the contact officer details will be listed in the job advertisement. Late applications Make sure you submit your application on time. Requests to submit a late application will only be accepted in exceptional circumstances and will be assessed on an individual basis. If you're unable to submit your application by the closing date 15 of 67
and time, phone the contact officer listed in the candidate information kit to seek approval to submit a late application. You'll still need to submit your application using ATO Careers. Withdrawing your application If you no longer wish to be considered for a position you can withdraw your application at any time after you have submitted it. To withdraw your application follow these steps: in ATO Careers , go to My profile and select My applications find and select the application you wish to withdraw select the Application summary select the Withdraw application button at the top of the application summary page confirm your withdrawal on the next page and provide the reason why you are withdrawing once you've withdrawn you'll see confirmation on screen, in your history and by email. If you start an application but don’t want to submit it, you don’t need to withdraw it. An incomplete application will not be considered. You cannot withdraw and then reapply for the same position. Trouble logging in Your ATO Careers ID is the email address you registered with. If you have forgotten your password, select the Reset it link on the login page. Enter your email address and we'll send you a link to reset your password. Trouble submitting an application Log into ATO Careers before starting an application, and to access applications you've started or submitted. Once you've started an application it will appear under My Profile. If you've completed your application but can't see the Submit Application button at the top of the page, make sure you've answered all the mandatory questions and selected Save and Continue for each page of the application form. Not receiving job alerts If you've set up job alerts but aren’t receiving any: log into ATO Careers and select Job alerts check you’ve set your frequency to daily so you’re notified of new vacancies right away. 16 of 67
To check if your profile matches any current vacancies select View jobs matching my alert profile at the top of the page. System generated emails are issued from ATOcareers@nga.net and include application receipt emails and job alerts. Technical difficulties If you're having trouble applying or submitting online you should get in touch with the contact officer listed in the candidate information kit. They'll be able to answer your questions and help determine an appropriate way for you to submit your application. External and internal portals ATO Careers has two job portals: Our external portal shows all ongoing, non-ongoing and casual vacancies available to candidates both within and outside the organisation. Our internal portal shows all vacancies available on the external portal, plus opportunities only available to ATO staff (for example, expression of interest processes). If you're a current ongoing ATO staff member you should access the internal portal, otherwise you should access the external portal. Privacy and security ATO Careers uses SSL V3 encryption, which means the information you provide is secure. You can find out more about privacy by reading our Privacy note. Rotations and post-program placement During the year you will go through 2 rotations and a client contact experience: rotations will be in business areas – these will help you to develop your knowledge and capabilities across a range of topics the client contact experience demonstrates the diversity of the community the ATO serves and the vast range of topics we provide advice on. You may be assisting clients via the call centre, myGov shopfront or answering real-time, online queries through our online chat function. We will tell you the details of your first business area rotation during your induction. We will decide your: second business area rotation in the middle of the year post-program placement at the end of your graduate year. When you successfully complete the program, you'll be eligible to advance to the next APS work classification level (APS4). Mentoring and support During the Graduate Program, you'll have the opportunity to learn from experienced staff that will guide and mentor you through your training and work rotations. We provide support to our Graduates at both a professional and personal level. You'll be helped by: Program Manager – supports and guides your probation, approves your leave, recommends appropriate work rotations, and provides advice and support on any issues or concerns you may encounter Trainers – offer support through facilitating courses, marking assessments and giving feedback. They also provide additional tutoring and support to address any technical training-related questions Rotation Team Leaders – support you in your workplace area and teach you the technical skills and use of IT systems relevant to your role. They will assist you to build your workplace capabilities and knowledge. Graduate peers – provide valuable support through the many training and assessment activities you'll undertake together. evaluate your performance. You'll develop a performance tracking document with your Program Manager and your Rotation Team Leader. You will renew this in each new work rotation as you achieve your goals and set new ones. Regular feedback from managers and trainers help shape your development needs and assist in keeping you 'on track'. Social events Our Graduate Program will give you an excellent social and networking base. Over the course of the program you will have many opportunities to involve yourself in social events specific to your site. In some sites, there are also social networks of Graduates from across the APS. Most sites also have active social clubs that run fundraising activities, happy hours, sporting competitions and family fun days. The national network of social clubs hosts a sports carnival every two to three years. You can represent your site and state/territory in events, or just come along to enjoy the friendly atmosphere. We will ask you to include your current Academic Transcript (as an attachment – maximum 3MB) a statement verifying your qualifications if you have overseas qualifications (as an attachment – maximum 3MB). somewhat apprehensive about working in a large, sophisticated organisation. Thankfully my concerns were laid to rest early in the program, as the induction process was well communicated and impressively supported. It was very clear from the start of the program about how the program would be run, what was expected from me and what resources were available. The onboarding process was the best I have ever seen in the 25 years I have been in the workforce. The induction program was well structured, it ran you through the key elements of the organisation, connected you to the services, networks, groups, etc. that currently existed both locally and nationally. Also having one day a week to learn new elements of the organisation was fantastic, as I was exposed to a variety of areas in the ATO that I did not realise existed and found work that I really enjoyed that I did not expect to. Training Andrew Watson – Data The first milestone was training about the income tax equation, which is the fundamental basis for a lot of the work we undertake. Understanding concepts such as taxable income, deductions and offsets have been essential for rotations. My 2 rotations had a lot of work variety. Because analytics is a multi-disciplinary field, we learned about statistics software, corporate intelligence analysis and machine learning. This was combined with workplace training like the Agile and Lean methodologies, risk management and resilience. Altogether, we learned a lot of skills which will forever aid us in our careers - both in the field of analytics and in other fields we choose. A highlight was travelling to Sydney to be trained on 'machine learning' by Eugene Dubrosarssky with the other analytics grads from around Australia. It was an exciting introduction to emerging technology, and it was good to meet graduates from other sites and compare experiences. Cheng Vuong – Taxation My experience as a Taxation graduate in the ATO Graduate Program has been very rewarding. The highlight of the program for me has been the training and development opportunities provided through the year-long training program, milestone tasks and work rotations. I was already working at the ATO prior to starting the program, and the program has been a great opportunity to continue my professional and personal development. The training program covers various topics for taxation graduates including fundamentals of income tax and the taxation of business structures; and soft skills (for all graduates) including emotional intelligence and presentation skills. The training program has been delivered by knowledgeable and experienced trainers who are to be commended for their ability to make complex tax topics easy to understand. The milestone tasks and the weekly discussion forum have been effective in consolidating my learning. Rotations and post-program placement 29 of 67
William Nim – IT My first rotation was based in the Superannuation Program of Work (SPOW), where I was placed in the Value Management Group (VMG). There is a huge amount of work that SPOW release, and it is up to the VMG to estimate the effort, priorities, and scheduling of development items so that it can effectively be distributed among the SPOW scrum teams. This rotation provided me with a taste of how project management is handled within the ATO. My placement in this team revealed the wide range of teams across the ATO and how they collaborate with one another to implement work items. For my second rotation, I was placed in the Business Automation Team (BAT). The team develops applications and automated solutions for business areas within the ATO and maintains these applications after delivery to the client. In this team, I was given the sole responsibility of developing various applications for clients. I was given a lot of freedom with developing applications as the requirements gathering, solution design, programming, testing, and maintenance are done by individual application developers. The BAT provided me with a huge opportunity to improve my application development skills as well as help out ATO staff by making their processes more efficient. Jessica Chal – Taxation My first rotation was in Superannuation – Private Rulings and Interpretive Advice. This involved a range of responsibilities, including interpreting legislation, drafting a private ruling that would allow or decline the taxpayer’s request or influence a decision about their superannuation issues. Being able to draft my own private ruling and have ownership in it was challenging but also a very rewarding learning experience. During my rotation in the Superannuation Team, I had been assigned a mentor and a supervisor. They were very supportive and guided me to understand more about our taxation and superannuation system. My second rotation was in the Small Business Assurance Team where the graduates had a chance to contribute to the Black Economy Taskforce. We undertook a range of tasks from planning and contributing the Shadow Economy project to conducting the actual walk-ins itself. In addition, we also had a chance to profile, audit tax gap cases and attended the audit interviews during the second rotation. This had allowed us to expose to various types of tax technical work and meet face to face with our clients. Anne Marie McKenzie – Data Entering the graduate program was daunting but being assigned a program manager helped tremendously with transitioning into work at the ATO. The program is a great way to get a feel for the different areas of the ATO and learn where you fit best. My first rotation was in Enterprise Analytics, Smarter Data. A typical day would involve a stand-up meeting with the team where everyone updates on their work progress and problems they are having, followed by finding, gathering, interpreting and displaying data to other departments of the organisation. 30 of 67
My second rotation was in Data Science, Smarter Data. I worked on larger scale projects, and a typical day was filled with more research and model building than rotation one. I was able to utilise my university skills including the intricacies of data storage in warehouses, languages used to query that data and statistics. I have had regular capability meetings with my program manager to make sure I’m on track, and they are also available to reach out to whenever you need them. Mentoring and support Patrick Hewitt – Taxation I always felt considered when changes were being made or opinions were requested of us. The amount of support I received from my mentor, the trainers and program managers could not have been any greater, and there was never a time where I felt left out. My learning style was considered, and I was trusted with enough responsibility to work from home if need be. The collegiality I have experienced, the flexibility I have witnessed and the quality of the work I have completed at the ATO has cemented my belief that I made the right decision to accept that offer when it arrived in my email inbox late last year. The ATO’s response to the rapid rise of COVID-19 could not have been better, for both their employees and the community we serve. Maddison Bell – Taxation Despite the ATO’s responsibility for administering one of the biggest ever stimulus packages, it remained committed to ensuring all graduates were supported. The graduate program made a quick yet thoughtful decision to allow us to work from home to demonstrate our safety was a priority. My experience has been nothing short of wonderful. Our managers and trainers provided amazing support and assistance during the working from home period, maintaining regular contact to ensure that we were coping with the change. This support continued as we returned to the office to service the needs of the community. I am very grateful to be a part of an organisation that supports and prioritises people. Client contact experience Scott Seow – Taxation The client contact rotation – while dreaded at first by many of us – turned out to be a very valuable part of the graduate program. The client contact experience allowed me to really interact with the general public, dealing with people from a wide variety of backgrounds, age groups and circumstances. Furthermore, it helped me become very familiar with ATO systems, which is a valuable skill in any business line within the ATO. It was a very different experience from speaking to tax agents, and really puts into perspective the type of people that we should be considering during the course of our work. The main challenge during the client contact rotation for me was picking up the first phone call. Despite the weeks of training provided, I felt quite hesitant about taking the first call. I remember opening as many pages as I could to anticipate the first call, which didn’t really help. The best way to go about it is to just take the plunge and use the ‘hold’ function when you need to (which will initially be a lot), and don’t 31 of 67
be afraid to ask for help. Social events Liam Cross – Taxation Engaging in social events in your graduate year is a must! Not only are social events a great chance to meet those on the same journey as you, but they are also an excellent opportunity to network with many former graduates. Start building a network that will stick with you throughout your career. There are always heaps of events to pick from – from local site initiatives to graduate social events (and everything in-between). You just need to take the plunge and get involved! Andrew Proudley – IT As a graduate, it has been very easy to get involved in the various social and site events within my office. Our graduate cohort regularly went out for drinks on completion of various milestone tasks. We also joined the local Green Team and became involved in the promotion of green activities within the site, running an event for National Tree Day, and a large site expo.
