INTERN TRAINING IN VICTORIA This Guide contains information about how to use the Computer Matching service to register for the Intern Match. You will find the Schedule of Dates, Eligibility Criteria and Priority Groupings, Referee Nomination Process and Notification of Match Results. An application checklist is included at the end of this Guide. For further information about participating Victorian Health Services, please refer to the Intern Health Service Directory on the Computer Matching Service’s website at https://computermatching.pmcv.com.au/public/matches/intern.cfm. COMPUTER MATCHING SERVICE The Postgraduate Medical Council of Victoria Inc. administers the Computer Matching Service on behalf of the Victorian hospitals who offer Intern Positions and to candidates applying for these posts. The Service is conducted at the request of the Department of Health and Human Services (DHHS), Victoria. ELIGIBILITY CRITIERIA Australian trained permanent resident (Victorian graduates) Includes Australian and New Zealand citizens and Australian permanent residents Commonwealth supported and domestic fee paying Australian trained permanent resident (interstate graduates) Includes Australian and New Zealand citizens/permanent residents Commonwealth supported and domestic fee paying Australian trained temporary residents (Victorian graduates)* Australian trained temporary residents (interstate graduates)* New Zealand Medical School Graduates Includes Australian and New Zealand citizens/permanent residents and International full-fee students Graduates from an overseas campus of an Australian/New Zealand University accredited by the Australian Medical Council (e.g. Monash University – Sunway Campus Malaysia) *If you have been sponsored during your medical degree, and you are seeking internship in Victoria, you should provide evidence of permission/approval from your sponsorship agency to hospitals you are applying to. You may also be required to provide evidence of feasibility or financial plan to facilitate the release. Documentation Required to Support Eligibility- Due: 7 June 2019 Only students that have not been issued a Medical Intern Placement Number need to provide supporting documentation. PRIORITY GROUPS Intern positions are allocated in Victoria using a Priority Group system. In developing this priority list, the Victorian Department of Health and Human Services (DHHS) has taken into account: a) That there are sufficient intern posts in 2020 to meet the needs of all Victorian domestic graduates b) The needs of presently enrolled students in Victorian medical schools c) The preservation of Victoria’s interests in relation to the postgraduate workforce The priority list and allocation of medical graduates for 2019 intern positions: Priority Groups Eligibility criteria for 2019/19 Victorian Intern Match Priority Group 1 Australian permanent residents or citizens and New Zealand citizens graduating from a Victorian medical schools including CSP and domestic full fee paying students (i.e. graduates of University of Melbourne, Monash University, Deakin University and University of Notre Dame: Melbourne & Ballarat Clinical Schools). Priority Group 2 Australian temporary resident graduates of Victorian medical schools Interstate Special Consideration candidates (approved by DHHS)* Australian permanent resident graduates of interstate or New Zealand universities Priority Group 3 (including previous residents of Victoria); Australian temporary resident graduates of interstate universities; A New Zealand temporary resident graduates of New Zealand universities; and Graduates from an overseas campus of an Australian/New Zealand University accredited by the Australian Medical Council (e.g. Monash University – Sunway Campus, Malaysia) *Interstate Special Consideration This Interstate Special Consideration (ISC) policy acknowledges that there may be exceptional reasons/compassionate grounds why a permanent resident interstate graduate of a medical school should be assigned a higher priority to undertake an internship in Victoria. More information about this policy can be found here and the application form can be found here (due date 7 June 2019). Each application will be assessed on a case by case basis in consultation between the PMCV and the Victorian Department of Health and Human Services, with the final decision resting with the Department. If an application is successful, the applicant will be eligible to be assigned to Priority Group 2 instead of Priority Group 3 in the Intern match. The change in the Priority group assignment does not guarantee the applicant an intern position in Victoria. This policy only applies to Priority Group 3 applicants for internship positions in Victoria: Applicants must: - hold Australian citizenship or permanent residency; and - must currently be in their graduating year at an interstate Australian medical school; and, - must have completed Year 12 in Victoria1; and - must be able to provide evidence to support their eligibility for Interstate Special Consideration under one of the 3 criteria categories below. Criteria Categories: 1. Significant illness (including bereavement) of an immediate family member resident in Victoria. 2. Significant health problem of the applicant requiring frequent and ongoing specialist treatment only available in Victoria. 3. Demonstrated commitment or ties to rural Victoria with an intention to practice in a rural Victorian area in the long term. 1Unless the applicant is from the University of New South Wales, has undertaken their last two years of clinical placement at Albury Wodonga Health, and is applying under Criteria Category 3: Rural Consideration. 6|P a g e PMCV – Computer Matching: Intern Match Candidate’s Guide 2019/2020
REGISTERING FOR ACCESS TO THE MATCHING WEBSITE 06 May 2019 • REGISTRATION OPENS Please Note: If you have already registered for access to the PMCV Computer Matching Service website in a previous year, there is no need to re-register; you may login with your original username and password. If you cannot remember your username please contact the PMCV Computer Matching office on: (03) 9670 1066 or email computermatching@pmcv.com.au. If you cannot remember your password click on the “Forgotten password?” link to reset it. If you are a new user, please follow the steps below: Step 1: Go to the computer matching website at computermatching.pmcv.com.au and click ”NEW USER? Register Here” Then click on “Are you a Candidate? Register here” Step 2: Select Intern Computer Match 2019/20 from the list of matches available by clicking on the radio button. Step 3: Select the relevant Eligibility Criteria from the list displayed below. Note that you will not be able to change your eligibility criterion once it has been submitted; if you have made an error you will have to contact PMCV so that this can be changed on your behalf. Note that changes may not be permitted after applications close. It is your responsibility to ensure that you have selected the correct eligibility criterion, as this will determine your Priority Grouping. Applicants selecting ‘Special Consideration’ must also apply for Interstate Special Consideration (more information on p.6 of this document); inclusion in this category will be subject to review by the PMCV and DHHS. Then click on the “Select Eligibility Criteria” button. Step Nominate a username and password on the next screen. This will be the login you use to access the Computer Matching site. Complete your personal details then click “Register” at the bottom of the screen. You should receive an email as a reminder of your username. ADDITIONAL INFORMATION Once you have completed your initial registration you will need to complete the following mandatory details before your registration can be approved for inclusion in the match: 1. University and Graduation year 2. Medical Intern Placement number (MIPN) 3. Your Candidates Priority List i.e. nomination of Hospitals / Health Services (See below for further details). Other information to be included in your registration includes: Uploading your CV Nominating two referees See below for further details on these areas To enter your University, graduation year and MIPN number details you will need to Log in to the computer matching system, Select “View/Edit Application” from the left hand menu bar Scroll down the screen to enter the information under the Additional Details section. o Select your university name from the drop down list. If it is not there, type it in the space below. o Enter the year you completed / will complete your studies in the “Year of Graduation” or the current year if you are a final year student. o Enter your Medical Intern Placement Number. This will be provided by your university. The job share option is not available for Intern candidates. Paired Candidates If two (2) candidates wish to work together (paired) and obtain appointments at the same hospital or health service, you are advised to first discuss this matter with the HMO Manager of the hospitals/health services concerned. It is important that both candidates state this quite clearly on their application forms to any hospital/health service. You should understand that if you are successful in being appointed to the same hospital / health service as paired candidates that this does not guarantee that you will receive identical rotations. A candidate wishing to be considered as a paired candidate must lodge their Candidate's Priority List (CPL) and both candidates must: Enter the Candidate ID, Surname & Other Names of the person you wish to pair with Have health service preferences listed in an identical order (your CPL must be exactly the same as your pair’s) 9|P a g e PMCV – Computer Matching: Intern Match Candidate’s Guide 2019/2020
CANDIDATE’S PRIORITY LIST (CPL) Submitting your CPL The Candidate’s Priority List is your list of health service positions, in preference order, that you wish to be considered for in the matching process. To submit your Candidate’s Priority List (CPL), login to the matching website and click on the “View/Edit Application” button from the left hand menu bar You will be able to submit your CPL from 08 May 2019. Select positions from the drop down menu. You must complete your Candidate’s Priority List (CPL) no later than 07 June 2019. You can delete/add or move preferences between the period 8 May 2019 and 7 June 2019. Once you have made your selections you must sign and date the declaration at the bottom of the screen and click on “Save and Continue” You will be presented with a review screen of the details currently entered and have the option to “Edit again” to make further changes or to “Submit” the details. If you select “Submit” you will be emailed a copy of your CPL. Changing Preferences You are able to add and change your preferences up to 07 June 2019 by selecting “View/Edit Application” from the left hand menu bar or “Edit your CPL” from the Actions section. Please note, you cannot add any preferences after the 07 June 2019 Between 08 June 2019 and 01 July 2019 you can only delete or re-order your existing preferences (you cannot add any preferences). To reorder / delete your preference; login, click on “View CPL in read only format” to move preferences up or down or to delete them. Withdrawing from the Match Candidates wishing to withdraw from the Intern Match must do so by 01 July 2019. To withdraw from the Match login to your account and click on “Withdraw from Match”. CPL Status After you enter your preferences your CPL status will change from “Access Approved”, to “CPL Pending.” Once the PMCV has verified your eligibility and your application is approved for inclusion in the match, your CPL status will change to “CPL Approved.” CPL status must be “CPL Approved” to be included in the match (please note that at peak times it can take up to 5 business days for the PMCV team to approve CPLs). REFEREE ASSESSMENT FORM PROCESS • CLOSING DATE TO NOMINATE REFEREES 07 June • CLOSING DATE FOR REFEREES TO COMPLETE REFEREE ASSESSMENT FORM Introduction The PMCV has a centralised referee collection and distribution process. All hospitals/health services participating in the Intern Match have agreed to use a standardised Referee Assessment Form. Candidates participating in the Intern match must ensure that TWO (2) Referee Assessment Forms are completed by referees by 07 June 2019. Process Overview 1. Candidate nominates referees via the “Referee Support” section of their account on the matching website. 2. Referee automatically receives an email with link to unique URL. 3. Referee completes the form and it is saved at the Matching Website. 4. Hospitals/Health Services you have nominated as a preference will have access to completed referee reports after the closing date for CPL submission. IMPORTANT: You CANNOT nominate more than TWO (2) referees. PMCV DO NOT chase up referees to complete the Referee Assessment Form, it is your responsibility to ensure your nominated referees complete the form on time. Emails can be lost (e.g., junk mail/spam filters etc.). Once you have nominated your referee check with them directly to ensure they have received the email. PMCV can re-send the referee email request (please email computermatching@pmcv.com.au if you require a Referee Assessment Form email request to be re-sent). In the email you MUST include: your name and candidate ID the name and email address of your referee Only one email address may be entered for each referee. However, if you need to change your referee’s email address you can do so by contacting PMCV on computermatching@pmcv.com.au Who can complete Referee Assessment Forms A person who knows your clinical abilities and has been involved in directly supervising your clinical practice whether in a hospital or General Practice or Community setting, such as: Consultants/Medical Practitioners or General Practitioners who are Fellows of an Australian medical college. You can nominate a referee from overseas provided they have supervised your clinical practice. However, for Australian graduates it is preferable to nominate referees who are based in Australia. Clinical Deans/Clinical Sub-Deans (or equivalent) of medical faculties; Registrars (not recommended, as not accepted by all health services). It is not advisable to nominate research supervisors as they do not supervise clinical practice. It is not recommended to use referees from the same rotation as most hospitals/health services prefer referees from 2 different rotations or 2 different specialties. You should think carefully about your choice of referees and select only those persons who have recently observed you as a medical student (i.e. last 1 – 2 years), who are able to complete most of the sections in the Referee form. Encourage your referee to complete the comment section as this is highly valued by some health services. Where to get more information/advice on nominating referees If you are still unsure whom to nominate as a referee in the Intern Match please contact hospitals/health services directly. The PMCV does not assess referee reports, therefore we cannot advise you as to who is a suitable referee. The CLOSING DATE for submission of the Referee Assessment Form is 07 June 2019. To complete a Referee Assessment Form for this candidate, please click here. Once you have submitted the Referee Assessment Form online, an email will be automatically sent to the candidate and to you, to indicate the form has been successfully lodged. This is an automated email sent from the PMCV Computer Matching Service. UPLOADING YOUR CV ONLINE As part of the Intern Match all candidates are required to submit a copy of the Standardised CV via the Computer Matching website. To upload your CV you need to be logged in your Computer Matching account using your username and password. You can only submit your CV in either Microsoft Word (.doc and .docx) or Adobe Acrobat PDF (.pdf) format. The maximum size if your CV file is 2 MB. Files larger than this will not be loaded. You can log in to the system at any time after the (08 May 2019) to submit your CV by selecting the . option from the Actions section of the home page. Your CV does not need to be uploaded at the time of ranking hospitals on your CPL, it can be uploaded/updated at any time up until the closing date (07 June 2019). To attach the CV select the “Choose file” button to upload the file from your device then click on “Upload CV”. Only use letters and numbers in the file name of your CV i.e. do not use symbols After the CPL submission closing date (07 June 2019), all hospitals listed on your Candidate’s Priority List (CPL) will have access to both your electronic CV and your two completed online Referee Assessment Forms. APPLICATIONS TO HEALTH SERVICES As well as submitting your Candidate Priority List (CPL) via the Computer Matching website, you must also check the Health Service Directory for more information on how to apply to the health services you have nominated in your preferences. It is recommended that you also check the websites of the individual health services concerned, and contact them directly with any queries regarding their application requirements. Health services require a range of information (e.g. application form, application letter, etc.) and may offer an information session for you to attend. Please refer to the “Health Service Directory” section in this Directory and ensure all health service application requirements are met, as there are different selection criteria for each health service. DEFERRAL OF INTERNSHIP APPLICATION Priority Group 1 candidates who wish to defer internship for one year should notify the Postgraduate Medical Council of Victoria Inc. and complete an Internship Deferment Notification Form. This application must be made prior to 01 July 2019. If this process is followed, the candidate will automatically be approved to defer for one year following completion of their medical degree. It is the medical student’s responsibility to enter the Intern Match in the following year. A medical student who wishes to defer longer than one year, or who wishes to extend their deferral after the conclusion of their initial deferred year, must contact the Medical Advisor, PMCV. PMCV cannot guarantee Priority Group 1 status to candidates that defer longer than one year. Priority Group 2 and 3 candidates do not need to contact the PMCV if they wish to defer. These candidates may enter or re-enter the Intern Match in the following year, so long as they are within 3 years of their graduation and have not previously been offered a position in Victoria, nor have they commenced an internship in any Australian state or territory. Deferral of internship should be considered carefully by all candidates. The intern year should be seen as a consolidation of the learning and skills acquired during the medical degree and is best undertaken immediately following the completion of relevant studies. If any candidate participates in the Victorian Intern Computer Match and is offered an intern position in Victoria, they cannot defer the position. Failure to accept a Victorian offer, is considered a decline. If you decline an internship offer, you are not eligible to re-enter the intern match in future years. You may contact the Medical Advisor, PMCV if you believe there are extenuating/compassionate circumstances for consideration for re-entry into a subsequent years match after declining a position. If a medical student participates in the Victorian Intern Match, is matched to a position or accepts an offer in Victoria, and then is subsequently advised that they have not successfully completed their medical degree, the medical student will be eligible to enter the Intern Match in the following year. THE HEALTH SERVICE SELECTION PROCESS Between 10 June – 01 July 2019: Health Service Representatives (e.g. HMO Managers/HR/MWU staff): Should have received your direct application, if applicable (CV, cover letter, application etc.) Login to the Computer Matching Website to access: o List of all candidates who have nominated them as a preference (They DO NOT have access to view the order of your preferences – this is CONFIDENTIAL!) o Any Referee Assessment Reports completed by your nominated referee before the due date (07 June) o CV (if you have uploaded one to the computer matching website before the due date (07 June)) Most interviews will be conducted in this period (please note – some hospitals/health services do not conduct interviews, see Health Service Directory for details) THE HOSPITAL NOMINATION FORM (HNF) After the closing date for change of preferences/withdrawals (01 July 2019) approved Health Service Representatives login to the PMCV Computer Matching Website and submit their Hospital’s Nomination Form (HNF). A Hospital Nomination Form is a list of candidates in rank order. Candidates are ranked on merit based upon the selection criteria and assessment process undertaken by the team at that health service. PMCV are not involved in the assessment, selection or ranking of candidates. Between 02 July – 08 July 2019: Health Service Representatives: Log in to the Computer Matching Website and submit a Hospital Nomination Form (HNF) in which candidates who have applied to that health service are ranked in order of the health service’s preference for employment. This HNF data is confidential, as is the order of candidates’ preferences (CPL). NOTIFICATION OF RESULTS Priority Group 1 The number of positions available in Round 1 is equal to the number of participating Priority Group 1 candidates. For example, if there were 805 Priority Group 1 candidates, there will be 805 positions available to offer in the Round 1 Match. The positions are distributed proportionally across all parent hospitals. All Priority Group 1 candidates are guaranteed an offer of an intern position in Victoria if they apply via the Victorian Intern Match process. Priority Group 1 Candidates will only receive one offer in Victoria and are NOT eligible for offers in subsequent rounds (this includes both matched and unmatched candidates). Priority Group 1 Candidates who participated in the Intern Computer Matching Service can find out the results of the match via the Computer Matching website from Monday 15 July 2019 at 10am. You need to: Login in to your account Click the “Match Results” Link from the left hand navigation bar. PRIORITY GROUP 1: Matched Candidates If you have been successfully matched to a hospital/health service you will be presented with a screen showing which hospital/health service you have been matched to. This hospital/health service will then contact you regarding an employment contract etc. You accept/decline offer directly with hospital/health service The hospital/health service will give you a date by which you must respond to their offer, at the latest this date will be 19 July. If you have not responded to the offer by 19 July the offer will lapse. This position will be the only intern position you will be offered in Victoria. If you decline this offer you will not be considered for any other intern positions in Victoria. You can later decline this offer if you wish to accept an interstate/overseas offer. PRIORITY GROUP 1: Unmatched Candidates There will be an equal number of unmatched intern positions and unmatched Priority Group 1 candidates. PMCV will email unmatched candidates with the list of health services that have unmatched positions and specific instructions on how to apply for unmatched positions. Health services with unmatched positions receive a list of all unmatched Group 1 candidates. If you decline an offer from an unmatched Victorian health service, you will not be considered for any further offers in Victoria. You are not eligible for positions that other Priority Group 1 applicants decline. Priority Group 2 PMCV will run a formal 2nd round matching process which will include only Priority Group 2 candidates to fill available positions. Positions available in the Round 2 Match include positions in excess of those required by Priority Group 1 candidates in plus positions declined during the Round 1 offers process. Excess Positions are posts above those required by candidates from Priority Group 1 (e.g. if there are 805 Priority Group 1 candidates and 810 intern positions there will be 5 excess posts). Excess posts are distributed proportionally across most parent hospitals. Declined Positions are any posts that were declined during the Round 1 offer period. Declined positions are only available at hospitals where Round 1 positions have been declined. Priority Group 2 Candidates will receive an email notifying them of their results on 19 August 2019 at 10am. Do NOT login to the Computer Matching website to view your result. The Computer Match website will indicate that you are unmatched, even if you are matched at this time. Health Services will also be advised of the match results via email. PRIORITY GROUP 2: Matched Candidates If you have been successfully matched to a hospital/health service you will be sent an email advising which hospital/health service you have been matched to. This hospital/health service will then contact you regarding an employment contract etc. You accept/decline offer directly with hospital/health service The hospital/health service will give you a date that you need to respond to their offer by you will be expected to notify the relevant body of either your acceptance or refusal by this date. If you have not responded to the offer by the date specified by the hospital/health service, the offer will lapse. This position will be the only intern position you will be offered in Victoria. If you decline this offer you will not be considered for any other intern positions in Victoria. You can later decline this offer if you wish to accept an interstate/overseas offer. PRIORITY GROUP 2: Unmatched Candidates You will be emailed advising that you have not been matched to hospital/health service in the Round 2 process. You may receive an offer directly from a hospital/health service if a position becomes available due to non- acceptance or a later decline/withdrawal. If a vacancy arises at a hospital/health service, PMCV will forward a list of unmatched candidates (including address and telephone number). Only health services that candidates have put down as a preference will have access to your CV and referees. If you do not want your details forwarded to health services or you do not wish to be considered for vacant posts please advise PMCV as soon as possible via email to computermatching@pmcv.com.au. Priority Group 3 Priority Group 3 Candidates are not matched via the algorithm; there is no formal Match Round for Priority Group 3 candidates. The date that direct offers can be made to Priority Group 3 candidates has not been confirmed; this will be advised in August. PMCV will forward a list of Priority Group 3 candidates to hospitals/health services that have vacancies at this time. Health services will make direct offers to Priority Group 3 candidates, based on merit. Please note that all health services that have a vacancy will receive a full list of unmatched candidates, including their contact details. INTERN MATCH APPLICATION CHECKLIST Read the eligibility criteria section - ensure you meet the criteria prior to registering for the Match. Registered for a username and password at https://computermatching.pmcv.com.au (ONLY available from 08 May) Checked the Hospital Directory for application requirements for each hospital you are interested in. Nominated 2 referees to complete the Referee Assessment Form. Referees must be nominated before 07 June 2019. (available from 08 May) If required, lodged an application with each hospital listed on Candidate's Priority List (CPL) as per their requirements (check Hospital Directory for Hospital Application opening and closing dates). Logged in to PMCV account and completed CPL by 07 June 2019. Read the regulations, code of conduct and privacy statement of the matching service in the “About Computer Matching” area of the website. Made sure your CPL has been approved (i.e. “CPL Approved”) before the closing date – 07 June 2019. Followed up any pending referee reports. Referee Assessment Forms must be submitted by 07 June 2019 – NO EXTENSIONS CAN BE MADE. If you decide to withdraw from the match then you must have logged into the website and withdrawn by 01 July 2019.
