D.R. 2709/2018 CALL FOR APPLICATIONS FOR ADMISSIONS TO FIRST CYCLE AND SECOND CYCLE PROFESSIONAL MASTER COURSES 2018- 2019 ACADEMIC YEAR Not for legal purpose Article 1 – GENERAL PROVISIONS The present call for applications includes provisions that regulate the admission to first and second cycle Professional Master Courses referred to in Attachment 1 of the present call for applications for the 2018- 2019 academic year. The characteristics of each Professional Master Course, information on the minimum and maximum number of places available, specific admission requirements, the selection procedures, if any, and the tuition fees are indicated in the Course Details (“Dettaglio Corso”) document on the webpage of each Professional Master Course visible at: https://www.uniroma1.it/it/pagina/elenco-dei-master, and which is part of the present call for applications. Article 2 – GENERAL ADMISSION REQUIREMENTS First cycle Professional Master Courses are only open to candidates who hold a bachelors degree or a first cycle university diploma or other qualifications obtained abroad considered suitable by the law in force on the subject. Second cycle Professional Master Courses are open to candidates who hold an old academic system degree (before D.M. 509/99), a 2-year master degree or a second cycle university diploma. For the Faculties of Medicine, first cycle Professional Master Courses are also open to candidates who hold the qualifications referred to in Article 1 subparagraph 10 of the D.L. 12/11/2001 No. 402, now Law No. 1 of 8 January 2002. With regard to specific admission requirements for first cycle and second cycle Professional Master Courses go to the document Course Details (“Dettaglio Corso”) of each Professional Master Course visible at https://www.uniroma1.it/it/pagina/elenco-dei-master. Article 3 – EDUCATIONAL ACTIVITIES ORGANISATION AND ATTENDANCE The educational offer normally lasts one year. Educational activities comprise 1500 hours overall, of which at least 300 will be face-to-face teaching. The remaining hours shall be spent in the following activities: internships, seminars, conferences and conventions focusing on topics regarding the subjects of the Professional Master Course, individual study and the final exam. The annual teaching of the Professional Master Course is structured in activities. Each Study Plan, available on the webpage of each Professional Master Course which can be consulted at https://www.uniroma1.it/it/pagina/elenco-dei-master, indicates the number of credits for each educational activity. Attendabce is obligatory and must be demonstrated by the candidate’s signature. Students who miss more than 25% of educational activity hours are not allowed to sit the final exam to obtain the qualification. In the case of non-attendance, poor results or any kind of misconduct the Scientific Educational Board of the Professional Master Course may suspend or exclude candidates. In these cases, enrolment fees will not be refunded. Article 4 – NUMBER OF PLACES AVAILABLE All Professional Master Courses are restricted access courses. The maximum and the minimum number of candidates admitted to each Professional Master Course is indicated in the Course Details (“Dettaglio 1
corso”) published on the Professional Master Course’s page at https://www.uniroma1.it/it/pagina/elenco- dei-master. Article 5 – REGISTRATION ON INFOSTUD AND SUBMISSION OF ACADEMIC QUALIFICATIONS To take in part in the admission procedure candidates must comply with the procedures indicated below, otherwise they will be excluded: - obtain their student registration number and password by registering on Infostud 2.0 through the page https://www.uniroma1.it/it/pagina-strutturale/laureati (click “register”); Candidates who already have a registration number and password do not have to register again, but only need to use the access credentials they already hold; candidates who have forgotten their registration number and password may request new ones after clicking “forgot your password?”, at https://www.uniroma1.it/it/pagina-strutturale/laureati Box Infostud 2.0 LOGIN. - Enter, in their personal profile on Infostud, the requisite academic qualification they hold, (after accessing Infostud click “Profile” and then “University Degrees”). Article 6 – PAYMENT OF THE ADMISSION TEST FEE Candidates must, subject to exclusion, pay the € 51 admission test fee (€ 35 for university fees and € 16 for the digital tax stamp), to be paid without fail within 15 January 2019. The payment must be made exclusively using the personalised form printed out from the Infostud 2.0 system following the procedure hereby described: log in to the Infostud system with the student registration number and password from https://www.uniroma1.it/it/pagina-strutturale/laureati, select, in such order: Admission to Professional Master Courses (“accesso ai corsi”) - Enter the identification code for the selected course, available in Attachment 1 of the present call for applications - Continue - Print. After printing out the form from Infostud, the payment must be made to Unicredit, the University’s cashier institute, using one of the methods indicated at https://www.uniroma1.it/it/pagina/come-pagare Online payments must be made without fail within 20:30 of the 15th January 2019. Payments made using other methods than those described will not be accepted, on no account the University shall accept claims due to missing payments or payments made beyond the aforementioned time limits, including the 20:30 of 15th January 2019 deadline for online payments; therefore carrying out the procedure in sufficient time to allow offices to guarantee any support needed is strongly recommended. On no account will the admission test fee be refunded, unless the Professional Masters Course is not activated, in which case the test fee of € 35, but not the stamp duty, will be refunded. Article 7 – APPLICATION AND ADMISSION DOCUMENTS SUBMISSION Strictly within 15 January 2019 candidates must submit, using one of the methods indicated in the section Application form submission deadline (“Scadenza inoltro domande di ammissione”) of the Course Details (“Dettaglio Corso”) available on the web page of the selected Professional Master Course, the APPLICATION FORM referred to in Attachment 2, duly filled out and signed, candidates who fail to submit the application form will not be admitted to the test. The application must include the documents listed below: 1. A photocopy of a valid identification document, duly undersigned and legible (ID card – Driving Licence – Passport); 2. Curriculum vitae; 2
ONLY FOR STUDENTS WITH AN ACADEMIC QUALIFICATION OBTAINED ABROAD ● candidates who hold a qualification gained in an EU country must include in their application, a self- declaration of the degree held with the list of exams taken and the exam marks, in Italian or in English in accordance with Articles 46 and 47 of the DPR 445/2000 and subsequent amendments and integrations. Candidates who fail to attach such documents shall be excluded; ● candidates who hold a qualification gained in a non-EU country must include in their application a graduate certificate with the exam list and exam marks translated and legalised in Italian or in English. Candidates who fail to attach such documents shall be excluded Successful candidates must submit, for enrolment purposes: - a graduate certificate with exams list and exam marks translated and legalised in Italian or in English; - the Diploma Supplement or the Italian consulate’s On-site Declaration of Value for degrees gained abroad. Non-EU citizens resident abroad must comply with the inter-ministerial provisions included in the circular “Procedure per l'ingresso, il soggiorno e l'immatricolazione degli studenti stranieri/internazionali ai corsi di formazione superiore in Italia anno accademico 2018-2019”. Candidates who submit incomplete documentation enrol conditionally and may not take exams, nor carry out any other activity relating to their university career before having submitted the whole documentation required. ONLY FOR STUDENTS WITH IMPAIRMENTS OR DISABILITIES in accordance with Law 104/92 Students with a recognised disability in accordance with Article 3, Law 5 February 1992, No. 104, or with an impairment severity rating equal to or greater than 66%, must necessarily include (and submit following one of the methods laid down in the section Application form submission deadline - “Scadenza inoltro domande di ammissione” of the Course Details - “Dettaglio Corso” document available on the webpage of the selected Professional Master Course), a copy of the certificate of disability. Candidates who fail to include this certificate shall be excluded. Such certificate must also be sent to the Office for Students with Special Needs at the e-mail address: sportellodisabili@uniroma1.it. Applications with incomplete documentation or applications submitted using methods that do not comply with the ones indicated in the Course Details (“Dettaglio Corsi”) document or applications submitted after the prescribed deadline will not be accepted. In the event of applications sent by post the date taken into account is the Administrative Office’s entry stamp on the document, not the date it was sent. Candidates using postal services must accept the risk of possible late delivery. Article 8 – SELECTION PROCEDURE To be admitted to the Professional Master Course, candidates are assessed on the basis of their academic qualification (referred to in Article 5 of the present call for applications), which must belong to one of the degree classes indicated in the specific admission requirements in the Course Details (“Dettaglio corso”). For some of the Professional Master Courses, additional qualifications/experience included in the CV may be assessed. Some of the Professional Master Courses may require an admission test. Where required, the admission test will be carried out in accordance with the methods and deadlines indicated in the specific admission requirements laid down in the Course Details (“Dettaglio corso”) or indicated on the Professional Master Course’s web page. Article 9 – PUBLICATION OF THE LIST OF ADMITTED CANDIDATES / RANKING At the end of the assessment process or of the admission test, a list of candidates admitted will be published on each Professional Master Course’s webpage. The publication of the list of admitted candidates is treated as an actual notification. 3
Where the number of candidates is greater than the number of places available, candidates will be included in an appropriate ranking and only successful candidates in the ranking will be admitted to the Professional Master Course; eligible (“Idonei”) but not successful candidates will be admitted only in the event of withdrawal of successful candidates. Article 10 – PAYMENT OF THE PROFESSIONAL MASTER COURSE TUITION FEES Candidates admitted to the Professional Master Course must make the payment for the first instalment of tuition fees or for the one-off tuition fee indicated in the Course Details (“Dettaglio Corso”) document of each Professional Master Course without fail within 15 February 2019. To make the payment the personalised form printed out from the Infostud 2.0 system must be used following this procedure: access the Infostud system with the student registration number and password from the page https://www.uniroma1.it/it/pagina-strutturale/laureati, select, in the following order: Professional Master Courses – First year – enter the course identification code (“codice identificativo del corso”): - Continue - Print. After printing out the form from Infostud, the payment must be made to Unicredit, Sapienza’s cashier institute, using one of the methods indicated at https://www.uniroma1.it/it/pagina/come-pagare. Where the admission procedures’ outcome is a list of admitted candidates, in accordance with Article 10 subparagraph 1 of the Regulation (“Regolamento), candidates admitted to the Professional Master Course who fail to pay the first instalment of tuition fees within 15 February 2019 will have to pay a surcharge for late payments of €65; if the payment for the first instalment of tuition fees is made 60 days after 15 February 2019 candidates pay a surcharge whose value is double the amount of the ordinary late payment fee. Where the admission procedures’ outcome is a ranking, in accordance with Article 10 subparagraph 2 of the Regulation (“Regolamento”) and there are eligible (“idonei”) students who have not gained a place, candidates admitted (successful) who fail to pay the first instalment within 15 February 2019 will be deemed to have given up their place. Such candidates will be allowed to enrol only after all the other candidates in the ranking have had the chance to enrol. The last date available for the payment of the SECOND INSTALMENT is 30 May 2019; failure to pay the second instalment in accordance with the deadlines determines a late payment surcharge. If the payment for the second instalment of tuition fees is made 60 days after the deadlines provided for in the call for applications, the surcharge value is double the amount of the ordinary surcharge. Once the payment deadlines are over, it is not possible to print out the payment slips from Infostud 2.0, therefore, candidates authorised to enrol, will have to request the payment slips from the Professional Master Courses Office, by sending an e-mail at: settoremaster@uniroma1.it. Article 11 - EXEMPTION FROM TUITION FEES FOR DISABLED STUDENTS OR STUDENTS WITH IMPAIRMENTS Students with a recognised disability in accordance with Article 3, of Law 5 February 1992, No. 104, or with an impairment severity rating equal to or greater than 66% are exempted from the 50% of the tuition fees without prejudice to any other exemption provided for in the Professional Master Course Regulation (Article 30 subparagraph 9 of the Regulation). In this case it is not possible to print the payment slips from Infostud 2.0, therefore students will have to request the necessary payment slips from the Professional Master Courses Office at the e- mail address: settoremaster@uniroma1.it. Article 12 – CONDITIONAL ADMISSION FOR GRADUAND CANDIDATES Graduand candidates who will gain their qualification within the last session available for the 2017/2018 academic year and who wish to take part in the admission procedures referred to in the present call for application must, as well as registering on Infostud in accordance with the methods in Article 5 of the present call for applications, declare their graduand student status by clicking Profile, University Degrees and ticking the “Graduand” box. Candidates must then follow the procedures for the payment of the admission test fee referred to in Article 6. Such students will be admitted conditionally, and if the outcome of the selection procedures is a ranking, they will be ranked at the lower positions of it. Following the selection procedure, in order to enrol in the Professional Master Course, such students, within 10 days from the award date of the qualification, must: 4
- send an e-mail to the e-mail address indicated in the Course Details (“Dettaglio Corso”) to notify they obtained the qualification; - request the payment slip for the payment of the first instalment or of the one-off tuition fee, without the surcharge for late payments, to the Professional Master Courses Office (e-mail: settoremaster@uniroma1.it); - pay the aforementioned first instalment of tuition fees or the one-off contribution within the deadline indicated in the payment slip; Candidates who did not obtain their qualification at Sapienza University of Rome must also update their university career in their Infostud profile, by entering in the “Profile – University degrees” the graduation date and relative mark, and de-selecting the “graduand” box. Article 13 – FUNDINGS AND/OR SCHOLARSHIPS Fundings from external institutions that cover a part or the whole amount of tuition fees may be available; the criteria and methods for allocating such fundings are defined and published by the funding institution. Any scholarship, partial or total exemption from tuition fees already available when the present call for applications is issued are indicated in the documents published on each Professional Master Course’s webpage at: https://www.uniroma1.it/it/pagina/elenco-dei-master Article 14 - AUDITORS When provided for by the Course Details (“Dettaglio Corso”) supernumerary candidates who do not meet admission requirements may be allowed to attend the Professional Master Course as auditors. The tuition fees for auditors are 30% of ordinary tuition fees for the Professional Master Course. In such cases payment slips cannot be printed out online from the Infostud 2.0 system and auditors will have to request the necessary payment slips via e-mail to the Professional Master Courses Office at: settoremaster@uniroma1.it. Auditors are not taken into account for the minimum number of candidates required to activate the Professional Master Course. On no account may auditors take part in workshops or attend internships; The Professional Master Course’s Regulations defines the activities open to auditors. At the end of the Professional Master Course, auditors who meet the minimum attendance requirement may receive the certificate of attendance. Article 15 – SINGLE COURSES Candidates who hold the educational qualification required for admission to the Professional Master Course may enrol in single courses of the Professional Master Course where provided for in the Regulation and for up to 20 credits (CFU/ECTS). Students enrolled in single courses may take the relative exams and obtain the certificate provided by the Director of the Professional Master Course attesting the number of credits gained. Where the Professional Master Course is not activated single courses relating to it cannot be activated unless they have been converted into Advanced Study Courses. Credits gained with single courses within the Professional Master Course may be taken into account for purposes of enrolment in other academic programmes. The minimum amount of tuition fees for each single course is calculated on the basis of the number of credits and of tuition fees of each Professional Master Course in which it is held. In such cases, payment slips cannot be printed out online from the Infostud 2.0 system and the Educational Affairs Office will have to request the necessary payment slips via e-mail from the Professional Master Courses Office at: settoremaster@uniroma1.it. Article 16 - WITHDRAWAL Candidates admitted to the Professional Master Course who wish to withdraw from the course must send a written statement notifying their decision to the Professional Master Course Office whose e-mail address is available in the Course Details: settoremaster@uniroma1.it. Any contribution that has already been paid is not refunded (Article 16 subparagraph 9 of the “Regulation”). 5
Article 17 - BAN ON DUAL ENROLMENT In accordance with Article 142 of the T.U. 1592/1933 simultaneous enrolment in more than one academic programme is prohibited: therefore students enrolled in Professional Master Courses included in the present call for applications may not enrol in other Professional Master Courses, Postgraduate Specialisation Programmes, PhD Programmes, Bachelors Degree Programmes and Master Degree Programmes during the same academic year. Such incompatibility does not apply to candidates with Research Bursaries. This rule does not apply to Advanced Study Courses (Article 21 subparagraph 1 of the Regulation). Article 18 – FINAL EXAM PROCEDURES AND AWARDING OF QUALIFICATION Procedures and methods for the final exam are indicated in the Course Details (“Dettaglio Corso”) document published on the Professional Master Course’s web page. The final thesis is presented and discussed before the examining Commission which will assess it with a mark out of 110, the Thesis Committee may, by unanimous decision, give the candidate a full marks with honours. The lowest mark needed in order to pass the final exam is 66/110. The Professional Master Course diploma is issued by Sapienza University of Rome only after the verification process of the regularity of the student’s administrative position has been carried out; the diploma does not specify the mark unless it is a full mark with honours, in which case the diploma indicates the honours. Before sitting the final exam, students must pay the €75 fee and fill in the AlmaLaurea questionnaire in accordance with the methods indicated at: https://www.uniroma1.it/it/pagina/master-prova-finale. Article 19 - PROCESSING OF PERSONAL DATA In accordance with the instructions laid down in the EU Regulation No. 679/2016 of 27.04.2016 “GENERAL DATA PROTECTION REGULATION” on the protection of individuals and other subjects with regard to the processing of personal data, a specific information notice is attached to the present call for applications and is an integral part of it. Article 20 – NORMS OF REFERENCE In the absence of any express provision in this call for applications, the provisions laid down in the Professional Master Courses, Advanced Study Courses, and Intensive Courses “Regulation” issued with the D.R.
