How is the Exclusion Fencing progressing? Of the 10 sites which received funding through the Wild Dog Exclusion Fencing program, five sites have been completed which include Jalloonda, Luckham, Lanifer, Inverdoone and Vindex. The remaining sites including the Western River Cluster, Nadjayamba, Newlands and Hillview 1 and 2 are yet to be completed. The following information was provided by the Chief Executive Officer in response to a Question on Notice from Cr Gavin Baskett on 19 March 2021: - 1. The following summary report has been prepared by the Biosecurity Officer: - The original completion date for the Wild Dog Exclusion Fencing program was 30 June 2020 with approvals being granted for this to be extended to 31 December 2020 and then 30 April 2021. Hillview have recently requested a further extension as their creeks are running from the recent rainfall and are requesting a further 4-6 week extension. Does Winton Shire Council have a system in place to carry out regular defect inspections within the town area on elements such as street surfacing, kerb and channel and the walking track? Annual road inspections combine condition assessments and defect identification and are also used to identify damaged and missing signage. 3. Could Council send a letter to the Department of Housing asking them to maintain the yards of their unoccupied housing in Winton? Yes. A written communication has been forwarded to the Department of Housing requesting these properties be maintained. I have since received confirmation this request will be actioned. 4. Could Council investigate options for erecting a plaque in recognition of efforts of the “Winton Community” during the floods of 2019? Yes, this could be investigated if Council directs staff to do this. Over the years, the Winton community has endured many significant flood events and it is worth considering whether we wish to just focus on the 2019 event. There is currently no specific budget identified for a project such as this and consideration could be given in the 2021/2022 budget. Officers can present options based on an identified budget. Does Council have a procedure in place to manage Winton’s social media presence? ie KPI to post on the Experience Winton Facebook site a certain number of times per month or similar? Council has the following performance indicators identified in the Operational Plan in relation to Council’s social media presence: - • Content plans developed and delivered; • Demonstrated growth in social media following and engagement; • Content development for distribution across all owned, earned and bought channels. The number of posts is generally not used as a KPI as posting consistency and quality is more important than quantity and frequency. Recently, the posting content on the Experience Winton site was less than optimal, however this has now been addressed. A content plan for the Experience Winton site has now been developed and a copy of this will be forwarded to Elected Members. Our number of followers this financial year has grown from 7,521 to 10,956 – an increase of 3,435. 9 QUESTIONS (WITHOUT DEBATE) FOR WHICH NOTICE HAS NOT BEEN GIVEN 10 PETITIONS 11 DEPUTATIONS/PRESENTATIONS Nil 12 CONSIDERATION OF MOTIONS 1. THAT Motion No. 21.03.31 carried at the Ordinary Meeting held on 19 March 2021 and which reads: - “THAT Council award tender WSCT-2021-25 Construction of Concrete Floodway to: Stockham Building Services - Site 1: Corfield Richmond Road Chainage 26.84km (Sutton Creek) for $123,930.00 (GST Exclusive); Stockham Building Services - Sites 2, 3, and 4: Diamantina River Road Western Channels, for $123,930.00 (GST Exclusive); Stockham Building Services - Sites 5 & 6 Diamantina River Road Chainage 46.5 and 49.25km for $161,109.00 (GST Exclusive)”, be rescinded. 2. It is recommended the contract be awarded to RPQ Spray Seal Pty Ltd for $336,774.32 (GST Exclusive). RECOMMENDATION 1. THAT the report be received. 2. THAT Council award Bitumen Sealing Tender WSCQ-2021-22 for the Lark Quarry Access Road Pave and Seal Project to RPQ Spray Seal Pty Ltd for $336,774.32 (GST Exclusive). REPORT Council was awarded a section (CH 0.145 to 4.715KM) of pave and seal construction on the Lark Quarry Access Road by the Queensland Reconstruction Authority. This project requires council crews to prepare the subgrade, import spread and compact the gravel base to Main Road Standards and seal with a prime and two coat seal. As council does not have a sealing crew, this component was put out to contract. The tender released requires a suitably qualified contractor to provide a full-service sealing crew, which includes a sprayer, rollers, trucks and cockerels, loader, bitumen and stone. In accordance with Council’s Purchasing Policy, a request for quote was sent to Local Buy’s Prequalified Suppliers via Council’s public electronic tendering portal (Vendor Panel). Quotes closed on 25 March 2021. The Request for Quotation and scope of works required tenderers to submit a lump sum price for the completion of the specified works. At the close of the tender period, a total of 6 (Six) Quotation submissions had been lodged. All Quotations received were assessed for conformance with the Item 13.1 - 15 April 2021 22730

Submissions were assessed against the predetermined scoring criteria, according to the level of information and detail supplied within their submissions, along with any known performance. The Quotation received from RPQ Spray Seal Pty Ltd is the lowest priced tender received and has achieved the highest assessed overall score. It is considered to offer Council the most advantageous option in the efficient delivery of these works. There is sufficient budgetary funding available to award this contract and proceed with the works. Based on the above information and experience dealing with RPQ Spray Seal Pty Ltd, the recommendation would be to engage them to complete the sealing works for the Lark Quarry Access Road for the tendered sum of $336,774.32 GST exclusive. RISK MANAGEMENT The risk associated with awarding this contract has been assessed as Minor (Consequence) and Unlikely (Likelihood) giving an overall assessment as Low 4. It is recommended the contract be awarded to RPQ Spray Seal Pty Ltd for $210,014.25 (GST Exclusive). RECOMMENDATION 1. THAT the report be received. 2. ORDINARY COUNCIL MEETING AGENDA Winton Shire Council 13.3 WSCT-2021 - 29 - UPGRADE TO STABLES FOR THE WINTON SHOWGROUNDS File Number: 133830 Author: Suneil Adhikari, Director of Works Attachments: Nil Meeting Date: 15 April 2021 Corporate and Operational Plan Consideration Strategy Corporate Plan Organisational Performance Reference Responsibility Measure Sport and Recreation – Recreational Facilities Director of Works Upgrade horse stalls To develop new and (part of masterplan) maintain existing sporting and recreational facilities appropriate to the needs of the community Budget Reference: Showground Stables Asset Management Reference: Horse Stables SUMMARY Winton Shire Council had deferred the renewal of stables (2019) at the Winton Showgrounds due to cost which was driven by a sub-optimal placement (replacing like for like). Following this, Council developed a Masterplan for the facility which addressed the orientation of the stables, providing a more optimised placement and expected savings on construction due to the reduction of shade required. Council budgeted and allocated funding in the 2020/2021 financial year to build new stables in accordance with the Masterplan layout and asked for tenderers to provide three prices. The first stable (incorporating the swab room), the first and second stable, the first, second and third stable. Council received one tender response from Mann Made Construction. THAT Council receives the report. 2. THAT Council seeks approval for Local Roads and Community Infrastructure Phase 2 funding of $109,043.97 to be reallocated from the Showgrounds bar under the grandstand project to the Showgrounds Stables project. 3. THAT Council award Tender WSCT-2021-29 for the components of Stable 1 (including Swab Room) and Stable 2 to Mann Made Construction for $744,400 (GST exclusive). Item 13.3 - 15 April 2021 22734
ORDINARY COUNCIL MEETING AGENDA Winton Shire Council REPORT Historical Context Council previously sought tenders in April 2019 for the renewal of the ‘middle’ stable block incorporating a swab room. The design was for 20 stables and a swab room – a summary of tenders received is provided in Table 1. Prices were varied – excluding the two tenders over $1m, gives an average of $535,816.00. The general feeling was the price was too high and it would not be the most optimal solution. Masterplan and Redesign The Masterplan shows the stables all constructed in an east-west orientation which reduces the overhang required to give shade to the stables and provided for a more economical design. The intention is to sequentially demolish and construct the new stables providing a maximum number of usable stables during construction. To achieve the required outcome, Council tendered the project as three portions as shown in Table 2. Results are given in Table 3. The first stable which includes the swab room is $404,200. Each additional stable is $340,200 on top of that. Budget Council have a range of funding sources for the project. A summary of which is provided in Table 4. Recommended Based on historical prices, the quotes from Mann Made Construction and the funding sources, it is recommended Council proceed and engage Mann Made Construction to complete the first two stables. While the quoted price is very close to the funding available, there might be an opportunity if Council calls for quotes for removal of stables that are currently on part of the planned site. Delaying the third stable until more funding is available gives Council the opportunity to clean up the north of the site – the washdown pad and round yard. Delivery Winton Shire Council is moving towards a more transparent process with project and contract management. To achieve this, the Asset/Project Manager proposes the use of a Value/Risk approach called the Kraljic Matrix. This matrix balances the value and risk of a project against an appropriate project management control. The Stable Renewal project is FOCUSED. The project is not without some risk in terms of complexity in design and desired outcomes. There are several key quality control factors surrounding the swab room as well as the final material finish. As such the project will be delivered under an Australian Standard AS4906-2002 (Construction Only: Minor Works). The total funding available is $19.1m which comprises two components: - - $13.1m which is available to local governments, state agencies and non- government organisations across Queensland; - $6m earmarked for the 14 local government areas defined by the Commonwealth Government (of which Winton Shire Council is one). As EoI’s needed to be submitted by 7 April 2021, a Council Workshop was held on 29 March 2021 to formulate projects for inclusion. These projects were determined and submitted to the Queensland Reconstruction Authority through the MARS Portal on 1 April 2021. A copy of the spreadsheet detailing all projects is attached for information. The total amount of funding requested is $1.7m across 15 projects with Council also providing a 10% contribution in most cases. The exception to this is the Youth Centre (Recovery and Assembly Centre) where Council’s contribution will be $1.34m which comprises potential funding from other programs. As this is a two-stage process, our 15 applications will be reviewed by the QRA and short-listed applicants will then be asked to provide a detailed application, with all projects required to be completed by 30 June 2023. As these projects were required to be submitted prior to the April Council Meeting, it is appropriate for Council to endorse the lodgement of these projects. REPORT Council was awarded a section (Ch 100.000 to 104.560 KM and Ch 114.984 to 117. 210 KM) of Pave and Seal construction on the Winton-Richmond Road. This requires Council crews to prepare the sub-grade, import spread and compact gravel base to Main Road Standards and seal with a prime and two coat seal. As council does not have a sealing crew, it is required to put this section of the works out to contract. The tender that was released does require a suitably qualified contractor to provide a full-service sealing crew, which is a sprayer, rollers, trucks and cockerels, loader, bitumen and stone. In accordance with Council’s Purchasing Policy, a request for quote was sent to Local Buy’s Prequalified Suppliers via Council’s public electronic tendering portal (Vendor Panel). Tenders closed on 6 April 2021. The Request for Quotation and scope of works required tenderers to submit a lump sum price for the completion of the specified works. At the close of the tender period, a total of 4 (Four) Quotation submissions had been lodged. All Quotations received were assessed for conformance with the Conditions of tender and Specification and determined to be conforming except for RPQ Spray Seal Pty Ltd. The RPQ tender was submitted using wrong documents during uploading in Item 13.11 - 15 April 2021 22752

The Quotation received from Boral Resources (QLD) Pty Ltd is the lowest priced tender received and has achieved the highest assessed overall score. It is considered to offer Council the most advantageous option in the efficient delivery of these works. There is sufficient budgetary funding available to award this contract and proceed with the works. Conclusion Based on the above information and experience dealing with Boral Resources (QLD) Pty Ltd, the recommendation would be to engage them to complete the sealing works for the Winton / Richmond Road Project for the tendered sum of $454,737.88 (GST Exclusive). RECOMMENDATION 1. THAT the report be received. 2. THAT Council consider the RAPAD proposal to participate in ‘COVID in the Country’ REPORT On 18 March 2021, Council received an email from RAPAD asking for consideration of a proposal called "COVID in the Country". This concept was also presented at the 24 February RAPAD Board meeting where the Board agreed to offer in-principle support. Information about this proposal is attached. RAPAD has advised the major development (outlined in the scenario one document) is advice from the screen industry that this concept would suit traditional broadcasting, greatly reducing the cost to deliver the concept and instantly connecting to an audience of millions. RAPAD wishes to draw to Council’s attention the anticipated cost per LGA, for those LGAs wishing to participate. Council is requested to consider participation in the project and associated costs. Officers have requested further information and an update from RAPAD regarding the proposal however at the time the report was prepared this was not yet available. Item 13.12 - 15 April 2021 22754
