Key issues          Background Issues
                    ƒ Certain bird species may respond opportunistically to construction activities, and take advantage of additional food, shelter or roosting opportunities.
                    ƒ Bird hazard control is required to manage risk of bird strike at Sydney Airport.
                    ƒ Target bird species that have been identified as hazardous to aircraft include larger birds such as cormorants, pelicans, and ibis, as well as smaller birds with flocking and
                      or aggregation behaviours such as gulls, terns, cockatoos and ravens. These species are protected under the National Parks and Wildlife Act 1974. Shorebirds are not
                      considered to be target species due to their low flight profile and practice of navigating around the airport runways.
                    ƒ SACL have a Bird Control Working Group that ensures bird patterns do not impact on airport operations, and determines and implements strategies for managing bird
                      hazards. Consultation with SACL is being undertaken in the finalisation of this sub-plan.
                    Construction Issues
                    ƒ Construction activities may cause an increase in abundance of target bird species that are attracted to feeding or roosting opportunities on the reclamation area, silt
                      curtains and stockpiles, and any litter around construction sites.
                    ƒ A surveillance program is required to monitor the localised abundance of target bird species with the potential to pose a risk to aircraft through bird strike. The
                      surveillance program will ensure any accumulation of birds is detected. An increase in numbers will trigger an appropriate level of management intervention before a risk
                      to aircraft is posed.
                    ƒ If they are required, any light-based deterrent will need to be directed away from the airport runways, and any noise-based deterrent will need to be directed away from
                      sensitive noise receivers, including shorebirds and terns using Penrhyn estuary.
                    ƒ A flowchart for management intervention is indicated in Appendix 1, which covers;
                        i.    Physical and noise deterrents, such as bunting and scare guns as described in Section 5.
                        ii.   If deterrents are not successful, control through relocation or euthanasia as a last resort, in consultation with DECC and SACL, as described in Section 5.

ƒ   The Taren Point shorebird community has been determined as an Endangered Ecological Community under Part 3 of the Act. This community utilises foraging and
                     roosting habitats at Penryhn Inlet.

Revisions to this sub-plan will be made as required and in accordance with PSP-DC-003 ‘Document Control’. The Environmental Manager will review outstanding issues and comments
provided by the Verifier and SPC’s Representative and address these either:
ƒ     in time to be endorsed by the Verifier and reviewed by SPC’s Representative prior to commencement of any related activities or work; or
ƒ     at the next Management Review of the plan as outlined in the Project Management Plan.

10       INCIDENT PLANNING AND RESPONSE

Incident Planning & Response
Response to emergency situations will be undertaken in accordance with the Emergency Response & Incident Management Plan. An emergency situation is an event that could present
significant risk to the environment, personnel or the community, as determined by the Environment Manager or the Environmental Representative.
Environmental incidents will be reported immediately to a Supervisor who will contact either the Environment Manager, or Project Director if the Environment Manager is unavailable. All
incidents will be investigated and the appropriate course of action will be taken to address the issues. Serious environmental incidents will be reported to DECC in accordance with the
Protection of the Environment Operations Act 1997 – Duty to Notify. Potential incidents that could arise during the works include the following:

Bird Hazard Management Flowchart
Surveillance is required to detect increases in target bird numbers. If target bird numbers have a sustained
increase, deterrents as outlined in Section 5 of the Bird Hazard Management Sub-Plan will be introduced. If
deterrents are not effective, options to relocate or euthanase target birds will be investigated. This process is
outlined in the following diagram.
