Page 2 of 8 Bighorn News Finances PROPERTY TAXES It’s that time of year again. Property tax notices were mailed out in May. If you are not on our TIPPS monthly tax payment program your taxes must be paid in full on or before June 29, 2018. To avoid penalties for late payment, you may take advantage of the many ways in which to pay your taxes on time: Send a Cheque Via the Mail Mailed cheques with post marks on or before June 29th will be considered paid on time. Don’t forget to send the top part of the tax notice with your cheque so we can credit the correct account. Internet and Telephone Banking Please contact your bank for details on how to use these services. 24-Hour Drop-Off After hours your payment and the accompanying top portion of the tax notice may be left in the secure drop box to the right of the front doors of the Municipal office. Join the Monthly TIPPS Payment Plan or One-time Withdrawal We can take a one-time or monthly payment directly from your account. In Person We are happy to accept payment by cash, cheque, or using your debit card at our office during normal business hours. We do not accept credit cards for tax payments. What Types of Taxes Are Collected? Your tax bill includes municipal taxes, education taxes, and senior foundation requisitions; only the municipal taxes are retained by the Municipal District of Bighorn to help pay for municipal services. Only brush will be picked up. 2. MATERIAL THAT IS IN BAGS WILL NOT BE PICKED UP. PLEASE USE COMPOST FACILITIES FOR LEAVES AND GRASS. 3. Other Materials will not be picked up and remain the responsibility of the resident to take to the appropriate recycling, or landfill site. Household garbage goes in the normal waste stream to Calgary. 4. No materials may be place on road sides after midnight on Sunday. 5. There is a limit of one load per household. A truck load is considered to be 8’×7’×4’. 6. Material for pick-up should be no longer that 8 feet in length and neatly stacked alongside the roadway in a manner, which does not impair traffic or become a safety concern. Branches and bushes stacked with all the trunks parallel will be easier to pick-up with our Skid Steer. ANY BRUSH LONGER THAN 8 FEET WILL NOT BE PICKED UP. 7. There is no charge for this service.
Page 4 of 8 Bighorn News Emergency Preparedness ARE YOU PREPARED??? May 6-12 was Emergency Preparedness Week across Canada, so we are taking this opportunity to advise residents of several things that they can do along with the M.D. to ensure Emergency Preparedness. No one ever thinks a disaster will happen to them. Your best strategy in dealing with a disaster is to be as prepared as possible. You should be able to take care of yourself and your family for 72 hours. Use this checklist to stock a basic 72-hour kit and add items depending on your family’s needs. Ideally, your kit should be stored in a waterproof and wheeled container. You may have to stay in your home without electricity or water, or you may have to evacuate your home for a period of time. Things to have on hand: • Flashlight • Batteries (to be checked every year on your birthday) • Candles and matches in a plastic bag • Water- Two litres of water per person per day (include small bottles that can be carried easily in case of an evacuation order) • Food: That won’t spoil, such as canned food, energy bars and dried foods (remember to replace the food and water once a year) • Manual can opener • First aid kit - prescription medications • Extra house and car keys • Cash (smaller bills) • Blankets • Small washcloths and or baby wipes • A large sealable plastic container to keep things in • Emergency contact list (resources, friends and relatives) • Cell Phone Charger You may have heard starting April 6, 2018, Canadians will begin receiving life-saving emergency alerts to cell phones and wireless devices that are compatible with wireless public alerting. The Canadian wireless public alert was developed by the federal government in partnership with the provinces and territories, the Weather Network, the broadcasting industry and wireless service providers. The Canadian wireless public alert complements all the Alberta Emergency Alert message delivery services such as the website, Facebook and Twitter and the mobile applications. Albertans can follow any one of these to receive more detailed instructions and information in the event of an emergency. Check out the official Alberta Government website at https://www.emergencyalert.alberta.ca/ The M.D. of Bighorn incorporates the mass notification system called CivicReady, which complements the Alberta Emergency Alert service. CivicReady allows the M.D. to quickly and effectively communicate with all registered residents throughout the M.D. during an emergency. Page 5 of 8 Bighorn News BYLAW NEWS THE TRUTH ABOUT DOG DEFECATION Here’s What Happens to Doggy Waste When Not Removed from Your Yard or Any Public Trail 1. Decomposition begins and toxic bacteria, parasites and viruses seep into the soil. 2. With rain and humidity speeding up the process, the defecation enters the water supply. 3. As waste water treatment systems are not designed to filter dog waste, these bacteria enter beaches, lakes, streams and your drinking water. 4. Those bacteria or pathogens inflict disease causing symptoms such as fever, vomiting and a whole list of colon related effects we won’t elaborate on, but trust us, they’re not pleasant. It is a common misconception that dog waste will simply act as fertilizer, enriching the soil. Actually, the opposite is true. Unlike herbivores, a dog’s diet is made up of mostly animal products which means their waste cannot be composted. The number of bacteria in a single gram of dog waste can contain 23 million fecal coli form bacteria, which are known to cause cramps, diarrhea, intestinal illness and serious kidney disorders in humans. Dog waste can also carry worms such as round worm, whipworm, hookworms, tapeworms and heart worms. Grossed out yet? Upon recent observations, Bylaw has spoken with several dog owners, none of which picked up after their pets or even had a doggy bag on them to do so. To make matters worse, the dogs are defecating directly in the creek bed. This isn’t just a matter of common courtesy, this negligence may cause our community serious health issues and water contamination, which as you may imagine, cannot simply be reversed. The nutrients like nitrogen and phosphorous contained in dog feces when leeched into our water also cause rapid algae growth. Abundant algae blooms block sunlight and deplete oxygen in the water, killing off aquatic organisms, especially fish. The amount of waste accumulating attracts other unwanted vermin, which also carry the diseases caused by the bacteria. Please note the fine for failure to immediately pick up your dog’s waste is $250.00. For your convenience, there are doggy bag stations located throughout the hamlets and trail systems. Bylaw Thanks you for your anticipated cooperation. SUMMER CAMP FIRES, SMORES AND MORE! As the weather warms up and children are out of school, families have more evening time to spend together. Great stories are told and memories made around the campfire! Please remember the following if you decide to have a backyard or recreational ‘campfire’: • Keep fires in a fire pit composed of non-combustible materials such as rocks, brick or concrete. • Ensure that the fire pit is surrounded by gravel or other non-combustible material • Fire pits should not be within 3 metres of a property line, building or fence or beneath any trees or near any vehicles • A good water source should be kept near-by In addition please remember that backyard or recreational camp fires must not be over 1 meter in height or width and not emit dense smoke or embers - or cause any danger to any person or neighbouring properties. Wood must be dry and not treated with any resins or paints.All fires must be properly supervised at all times and extinguished by 1:00 am. REMEMBER: Backyard fires are for recreational purposes only and not to burn construction debris, brush or any other waste. And as for the smores – you have our full permission to enjoy as many as you can.
Page 6 of 8 Bighorn News Bylaw News DOG NEWS A reminder that the all dogs in the Hamlets of Exshaw, Lac Des Arc, Dead Man’s Flats and Harvie Heights are required to be licensed. Reminder notices have been sent to dog owners that renewals are past due for 2018. Renewal notices continue to be sent throughout the year until all owners have complied with the M.D. BYLAW 06/05 DOMESTIC ANIMAL CONTROL. If you haven’t obtained or renewed your pet license, please contact the M.D. office and we will be happy to get it set up!! You can also find the application at http://mdbighorn.ca/ click on Residents tab, Pet License and then click on dog license registration forms. If you are new to one of the Hamlets or have a new dog; then a license will need to be purchased. This is to assist the Peace Officers to identify lost/found dogs and return them to their owners as soon as possible. Did you know that if you send a photograph of your dog to the M.D. we can add the photo of your dog, to the license record for quick identification. This is another way to ensure quick return of your dog if they are picked up by the Peace Officers. Page 7 of 8 Bighorn News Community Services COMMUNITIES IN BLOOM - BEST GARDEN SELECTION As a way to recognize the care and attention residents put into having a beautiful yard and garden in harmony with our surroundings and wildlife, the M.D. is again participating in the Communities in Bloom – Best Garden Selection Program. Residents can nominate themselves or their neighbors for recognition between June 01-15 using our online nomination form and attaching up to 6 photos. All residents may then vote online for “Residents Choice Awards” between June 22 and July 15. Nomination and voting links can be found at mdbighorn.ca/536/Best-Garden-Selection. Winning gardeners must provide a photo of the sign in their garden by August 15, for use by Scotts and the M.D., and return the sign to the M.D. in the fall for reuse the following year This is a casual, fun program, informally evaluated on these criteria: Tidiness, Environmental Action, Heritage Conservation, Urban Forestry, Landscape, Floral Displays, Use of Native Plants and Water Conservation.
