1. General Business:
      1.1 Call to order/Welcome/ Recognition of Quorum
          Officer Abigail Royster calls the Senate Meeting of the A.S.G. to order at 1:30 p.m. with
          quorum established and 7 ASG Officers present.

      1.2 Flag Salute/Trophy Cup:

          Jenny Wong-Foster, Vice President of Activities – Valencia will lead us in the flag salute

3. Regular Board Meeting Items:
      3.1 Action: Approval of the First Reading of the Proposed ASG Resolution for the
          Energy Innovation and Carbon Dividend Bill (HR 2307)
         Motion: Kayla Jaramillo, Executive Vice President of Activities
         Second: Collin Shneour, Vice President of Inter Club Council
         Background: This fall, HR 2307 is going through Congress, and retired Chemistry Professor
         Kathy Flynn, along with the Sustainable Development Committee, have requested the
         support of ASG before bringing a proposed resolution to the Board of Trustees. Senate
         members will have an opportunity to read through the ASG Resolution and suggest changes,
         and hear a brief report from Professor Flynn and Jason Oliver about the bill itself.
                                           RESOLUTION NO. 21-1-9
         RESOLUTION IN SUPPORT OF THE ENERGY INNOVATION AND CARBON DIVIDEND BILL (H.R.
         2307)
         WHEREAS, we, the Associated Student Government (ASG) of College of the Canyons (COC),
         are committed to creating and supporting an environmentally sustainable campus, as well
         as instigating progress towards the State of California’s goal to be carbon-neutral by 2045
         and,
WHEREAS, we believe that the responsibility of preventing further global warming and
climate change falls not only on individual actions, but also on the collective,
institutionalized practices of energy and fuel production in the United States.
WHEREAS, The Energy Innovation Dividend Bill (H.R. 2307) is designed to tax the producers
and importers of unsustainable fuels in an equitable way based on the greenhouse gas
content of the fuel itself, which ensures that industries and manufactures most reliant on
non-renewable energy will maintain the proportionate economic responsibility and,

WHEREAS, the revenue generated from H.R. 2307 will be returned to the public for the
benefit of its services and its people.
NOW, THEREFORE, BE IT RESOLVED, that the ASG is in full support of The Energy Innovation
and Carbon Dividend Bill (H.R. 2307) and will maintain consistent, thorough effort in
advocacy and practice to create a more efficient, sustainable country and calls on the
District’s Board of Trustees, administration, faculty, staff, and other student organizations to
take effective actions to promote The Energy Innovation and Carbon Dividend Bill and other
legislation that will create a cleaner planet for future generations.
•   Jason and Kathy are here to further discuss this item
•   Jason is the co-chair of Sustainability
•   The college has been in support of climate change issues in the past
•   Legislation going through the Federal making this is national
•   Kathy is member of the sustainable development committee and CCL is a lobby group in
    support of important sustainability legislation
•   This bill was submitted to the House of Representatives in April where it is currently
•   This bill will have a tax on fossil fuel but will be returned to the citizens
•   Goal will spur innovation to end-use of fossil fuels
•   Reduce green house gases and many different entities are in support of this bill
•   This is a national effort and asking for ASG’s support of the bill
•   Will then bring this bill to the board of trustees for support from the entire college
•   Resolution definition and Abigail explains that it is open for the boards feedback
•   The bill is still under consideration and was initiated last April
•   CCL is in hopes that it will pass by itself
•   Seeking support from as many groups as possible
•   At least 27 cosponsors in congress along with a wide variety of colleges as well as the
    chamber of congress and some of the large banks, such as J P Morgan Chase are in
    support
•   Broad support for this bill and CCL is bipartisan and would like everyone’s support
•   Carbon dividend definition and the fossil fuel companies will be assessed of this tax and
    to offset the increase to the customer, customers will get a check
•   This is the equivalent to the cost increase the tax would likely cause
•   The rate will start at $15 per metric ton of carbon dioxide and will increase every year
    until goals are starting to be met
•   Other countries already have this program in place and is important in relation to
    international trade
•   The resolution is read to the board for the first reading
•   Board seems in agreement that it was well written
           •   Will have the board look over the resolution and look into the bill

       3.2 Action: Approval of the CCCSAA Virtual Conference Registration
           Motion: Sona Tigranyan, Social Student Involvement Coordinator I - Valencia
           Second: Collin Shneour, Vice President of Inter Club Council
           Background: Every year the California Community College Student Affairs Association
           provides a Student Leadership Conference to the new Associated Student Boards at
           California Community Colleges. This year the conference will be held virtual on September
           24, 2021.
           Cost: The first 10 attendees’ costs $500 and its $50 each person thereafter. I am requesting
           $1,000 in case additional ASG members are added and would like to attend. Also requesting
           funding for 2 advisors to virtually attend.
           TOTAL: $1,000
           •   This will also be open to ASG Directors
           •   One student leadership conference that is open to all California community colleges
               student governments
           •   Provides leadership skills and network opportunities across the state
           •   Some groups have come back with some good ideas from time to time
           •   If funds are approved, it will be highly recommended that officers attend
           •   This is for one day, opposed to the in-person event that is for the whole weekend
           •   Rotate the location from year to year
           •   Great networking opportunity and good leadership opportunity and speakers discuss
               great topics such as parliamentary procedure
           •   Good opportunity to be involved and enhance skills
           •   The time of the event will be announced but anticipated to start at 9am
           •   Would need to put in the effort and attend the majority of the zoom events for those
               interested in attending
           •   Session discussion of topics that are typically highlighted
           •   Some include: Advocacy, social justice, event planning session depending on the staffing
               for the event
           •   What other ASG groups are doing to get students back on campus
           •   Kelly will send an email to everyone to register you for the conference
           Recommendation: Move to approve $1,000 from the Student Rep Fee account 72-65220-
           00-696000-3000

3.3 Action: Approval of the First Reading of MOU between the Associated Student
    Government and the Santa Clarita Community College District: Basic Needs Center
    (BaNC)
   Motion: Collin Shneour, Vice President of Inter Club Council
   Second: Samantha Dalton, Social student Involvement Coordinator II- Valencia
   Background: In 2019-2020, the Associated Student Government created a line item to
   allocate $20,000 in the 2020-2021 ASG Operating Budget for college assistant funding for
   the BaNC as a legacy project. They believed that the BaNC is an essential resource for
   students with basic need challenges and wanted to provide ongoing financial assistance to
   help support the BaNC. This funding assistance provides much needed staffing support so
   that the BaNC may continue to provide resources to students throughout the year. This
   project also upholds ASG’s firm tradition of providing on-campus student employment
   opportunities while helping to both sustain the program and support student success and
   retention.
   Due to the ongoing pandemic in 2020-2021, student employment for the BaNC was
   temporarily paused and the funds were not used. However, the 2020-2021 ASG honored the
   previous ASG Senate’s legacy project to reallocate funding for the program in the 2021-2022
   ASG Operating Budget. An MOU needs to be established and approved so that the funds
   may be used to pay for BaNC student employment for the upcoming year. The MOU will
   also establish ASG’s promise of providing $20,000 in ongoing funds on an annual basis to the
   BaNC.
   Cost:
   $20,000
   •   Kelly details this MOU to outline the funding for the college assistants that will be
       employed through the BaNC
   •   Past assistance with ASG and the BaNC includes past funding, event collaboration, etc.
   •   Line item has already been established to pay college assistants through the ASG Budget
   •   Michael Joslin is here and thanks everyone as well as welcoming the new ASG board
   •   Interim Director of BaNC and hoping to have that position completed around November
   •   Update on the BaNC plans to expand services
   •   BaNC location not open yet but would like to reopen the department in the Student
       Center
   •   Location will TBD and would like to provide students that are on campus from day to
       day
   •   What does the funds cover with the $20,000 - hire college assistants for the BaNC
   •   Director will be paid through the district and will have additional funds to do some of
       the discussed potential programs and services
   •   Hoping to hire someone with a background in social work to serve as a field manager
   •   $20,000 will cover staffing needs at both the Valencia and Canyon Country campuses
   •   The timeline of opening the BaNC is almost ready to reopen and working on the intake
       form
   •   Staff work with each student be in an effort to understand the student’s needs and best
       assist them
•   Working on meal vouchers that would be discounts as well as vending machine
              vouchers
          •   This has been something that has been pushed to hire college assistants as they are far
              more approachable and less intimidating
          •   If anyone is interested in applying for one of the positions at the BaNC, please email

          •   This is one of the reasons why the student support fee was implemented
          •   College assistant funding and programs directing impacting students and studies have
              shown that it adds to the success of students
          •   Will reassess the MOU in Five years
          •   Will revisit to get a second reading next week

          Recommendation: Move to approve the first reading of the MOU between the Associated
          Student Government and the Santa Clarita Community College District: Basic Needs Center
          (BaNC).

   4.1.19     Advisor – Joanna Kelly- thank you for attending Welcome Week. Exciting to see
              so many excited students faces this last Monday. Reminder tomorrow Welcome
              Week is at CCC and if you have any down time, please come by the event from
              10 am until 2pm. Will take place in the new science building
   4.1.20     Advisor- Lynn Huh- Reminder to arrive to the senate meeting at least 5 minutes
              before the meeting starts. A few more officer and director applications coming
              in. She will send the applicable officers the applications to interview. Send
              Abigail an agenda item to have the Directors approved if appointed.
