PRESIDENT’S MESSAGE President’s Message We heralded 2018 with a big bang! Building a skilled PCM workforce On 5 January 2018, the 7,900 bed-space ASPRI-Westlite Dormitory-Papan was officially opened by Deputy Prime Minister Mr. Tharman Shanmugaratnam. This event marks a significant milestone for ASPRI. Through our integrated training centre, ASPRI-Institute of Process Industry (ASPRI-IPI), training division of ASPRI, is now able to improve the Productivity and Skills of the Process Construction and Maintenance (PCM) workforce. Early results have been encouraging, for the calendar year of 2017, ASPRI-IPI, has delivered a total of 125,000 training hours, a four-fold increase from prior shifting to ASPRI Integrated Training Centre (AITC). More than 3,300 residents have also received trainings at AITC. Moving ahead, ASPRI-IPI will continue to evolve and meet the training needs of the industry. We have since signed a Memorandum of Collaboration (MOC) with the Singapore Polytechnic to co-develop a training framework for field supervisors and foremen to further extend our skills development programme. In addition, ASPRI-IPI has collaborated with ExxonMobil and Shell to host safety induction courses at AITC, bringing greater convenience to our members and residents. Transformation Map for the future The launch of Singapore’s Energy and Chemicals Industry Transformation Map (ITM) in October 2017 marks a renewed commitment to position this sector for the future. The ITM details Singapore’s plan to transform its existing base of chemicals manufacturing through the adoption of innovative Advanced Manufacturing technologies; where productivity improvements and resources optimisation have been identified as critical success factors in this transformation journey. We are now in the final year of the 3 year Productivity Project with Construction Industry Institute (CII) and various work groups are concluding their analysis and benchmarking activities, most of which should be completed before the end of this year. We will continue to outreach to members to advocate adoption of available tools and trainings to further raise their productivity level. Our collective productivity improvement efforts in the face of economic slowdown have not gone unnoticed. We are relieved that the government has in its 2018 Budget left the foreign workers levy for our sector unchanged. We must work together and strive to improve our productivity thereby enhancing Singapore’s competitiveness as a viable Energy and Chemicals Hub. Helping Members Address Manpower Challenges, Calendar of Events Organised by ASPRI 5 October 2017 A SPRI partnered with Workforce Singapore (WSG) and Singapore Institute of Technology (SiT) to organise a seminar for its members on 5 October 2017. Members could better understand various government grants available to defray some of their recruitment and manpower costs for better attraction and retention of local talents. The seminar was well attended by mainly HR practitioners whom happily took away useful information from Ms. Jannisis Loo, Deputy Director, Career Services from SiT, who presented on the Integrated Work Study Programme and Mr. Jovin Teo, Senior Manager, Manufacturing Division from WSG who shared available funding programmes such as P-MAX, Professional Conversion Programme (PCP) and Career Support Programme (CSP) to the participants, and how companies can benefit. At the end of the seminar, the participants were engaged in a networking reception where they mingled with their industry peers to share tacit HR knowledge and good practices. Singapore’s First Integrated Dormitory Advocating Live, Calendar of Events Organised by ASPRI Learn and Play Officially Opened, 5 January 2018 O n 5 January 2018, ASPRI in partnership with Centurion Corporation Limited and Lian Beng Group celebrated the Official Opening of ASPRI-Westlite Dormitory – Papan which was graced by Deputy Prime Minister Mr Tharman Shanmugaratnam, Coordinating Minister for Economic and Social Policies. Located at Jalan Papan, in close proximity to Jurong Island, the development aims to improve productivity and alleviates workers’ fatigue through reduction in commuting time by bringing training right to their doorsteps. Success was evident when the 7,900 bed spaces reached almost full occupancy in less than a year after launch. Industry stakeholders such as Singapore Economic Development Board (EDB), International Enterprise (IE) Singapore (now part of Enterprise Singapore), JTC Corporation, Ministry of Manpower (MOM), SPRING Singapore (now part of Enterprise Singapore), Workforce Singapore (WSG), Workplace Safety Health Council (WSHC) and plant owners such as Chemical Specialties, Chevron, Eastman Chemical Singapore, Evonik, ExxonMobil, Mitsui Chemicals, Petrochemical Corporation of Singapore (PCS), Singapore Refining Company (SRC), Shell; as well as industry partners from institutes of higher learning, trade associations also joined in the celebrations. Guest-of-Honour DPM Tharman commended the good work done by ASPRI since the inception of the Process Construction and Maintenance Management Committee (PCMMC) in 2013, for taking the lead to collaborate with government agencies to tackle challenges faced by industry – “speeding up innovations, transforming productivity, ensuring employees’ interests are served, and opening up new markets”. He cited the dormitory as a good model of such collaboration. DPM Tharman also lauded ASPRI for “forging public-private partnerships to propel industry growth”, and Centurion Corporation and Lian Beng Group for investing in the dormitory project to meet the industry’s collective needs. He highlighted that it was important that ASPRI had chosen to co-locate the ASPRI Integrated Training Centre (AITC) within the development, as it gives a boon to the workers residing there so that they could enjoy heavily subsidised training courses conveniently. Opening Doors to More Technical Collaboration, Calendar of Events Organised by ASPRI 18 January 2018 A SPRI has helped to open the doors for members of the blasting and painting sector by exploring technical collaboration with the Nanyang Technological University (NTU). The objective was to explore research/developmental technologies that are suitable for commercial adoption. The Association partnered with the NTU Innovation and Enterprise Company (“NTUitive”) to organise a visit to the NTU School of Chemical and Biomedical Engineering (SCBE) on 18 January 2018 for representatives from member companies offering blasting and painting services. ASPRI members were introduced to the facilities and capabilities of SCBE and invited to share industry problem statements and collaborate in some school projects to allow the students to better understand and appreciate the work of the process construction and maintenance (PCM) sector. ASPRI will continue to work with NTU to explore further collaboration to benefit its members. Process Industry Roundtable Discussion with SIMTech for Productivity Improvement Solutions, 23 January 2018 F ollowing the identification of productivity gaps during the Best Productivity Practices Implementation Index (BPPII) assessment exercises in May and July 2017, ASPRI followed up by organising two Roundtable sessions for members. The sessions were held with the Singapore Institute of Manufacturing Technology (SIMTech) for members to explore ready-made solutions for productivity improvements in areas where they were lacking. A good turnout involving both the plant owners and their Engineering Service Providers (ESPs) attended the first Roundtable with SIMTech on 4 July 2017 to jointly identify areas where productivity solutions ASPRI Year-in-Review for AGM 2018 were required and whether ready-made ones were available. SPRING Singapore (now Enterprise Singapore) was also invited to share details of the funding schemes available for SMEs. With the success of the first meeting, a second roundtable discussion took place on 23 January 2018 and members were given a tour of the Manufacturing Control Tower (MCT). They also watched a demonstration on the various solutions that were presented during the first roundtable discussion. The visit concluded with a networking reception and a short feasibility discussion on implementing some of the identified solutions. 12
Process Industry Prosperity Lohei Dinner 2018, Calendar of Events Organised by ASPRI 22 February 2018 S ome 600 representatives from member companies, plant owners and industry partners attended the Association’s Process Industry Prosperity Lohei Dinner on 22 February 2018 at the Grand Copthorne Waterfront Hotel. The guest of Honour was Senior Minister of State, Ministry of Culture, Community & Youth and Ministry of Communication and Information, and Member of Parliament for Holland – Bukit Timah GRC, Ms. Sim Ann. For the first time, the ASPRI Star Award was presented to two recipients concurrently - Mr. Roger Chia Kim Piow, Chairman and Founder of Rotary Engineering Pte Ltd, and Mr. Georges Grosliere, Former Venture Director of ExxonMobil Asia Pacific. They were recognised for making significant contributions to the process industry. Ten-year Long Service Awards were presented to Mr. Lim Fung Suan, ASPRI Co-opted Member, ASPRI Trustee, Member of the Board of Directors for ASPRI Dormitory Pte Ltd (ADPL) and Mdm Ng Choo, Office Attendant. The five-year Long Service Award was presented to Ms. Caphine Lee, General Manager of ASPRI-IPI. Mining Business Opportunities in Pengerang, Calendar of Events Organised by ASPRI 8 March 2018 A SPRI co-organised a visit to the Pengerang Integrated Petroleum Complex (PIPC) together with the Singapore Business Federation (SBF) on 8 March 2018 to help member companies familiarise themselves with the oil and gas sector there and explore the business opportunities. ASPRI and SBF delegates were briefed on the complex and its developments by officials from Johor Petroleum Development Corporation Berhad (JPDC), Malaysia-Singapore Business Council (MSBC), Malaysian state-owned oil and Gas Company Petronas and Dialog, a leading Malaysian EPC contractor. Following the insightful briefing and tour, the participants had the opportunity to network with representatives from relevant organisations including the Federation of Malaysian Manufacturers (FMM), Johor Branch. The Association would continue to organise more of such business exploration trips for its members. Gearing for a Certification System for the PCM Sector, Calendar of Events Organised by ASPRI 28 March 2018 T o better prepare its members for an upcoming certification system for the Process Construction and Maintenance (PCM) sector, ASPRI organised a refresher training session on Activity Analysis (AA) and the Best Productivity Practices Implementation Index (BPPII) at ASPRI Integrated Training Centre (AITC) on 28 March 2018. The certification system would start with a pilot phase and this refresher training session was organised to help members better appreciate and adopt proven methodologies and processes that can contribute to continuous productivity improvements in their projects. The session was chaired by Mr. Koh Yak Boo, Singapore Site Turnaround Manager at ExxonMobil, who is also the Chairman of the Productivity Council and facilitated by researchers from the National University of Singapore (NUS). Setsco Services Pte Ltd, the appointed Certification Body for the Pilot Phase was also present to understand how AA and BPPII could be woven into the certification system. ASPRI-WESTLITE Dormitory - Papan ASPRI-WESTLITE Dormitory - Papan T he purpose-built 7,900-bed ASPRI-Westlite Dormitory - Papan, which went into operation after the first batch of residents moved in last May, has achieved almost full occupancy. An Advisory Board (AB), formed in Aug 2015, comprising of key representatives from plant owners and the ASPRI Executive Council, provides strategic stewardship over the bed allocation system, dormitory services, price review and the general welfare of the residents. ASPRI Year-in-Review for AGM 2018 The three-storey complex sits on a land area of 14,817 sqm and has a built-up area of 50,378 sqm, with a 40,000 sqft training centre; the ASPRI Integrated Training Centre (AITC) located in an annexe next to the main accommodation building. Built for the industry by the industry, the dormitory had been designed with the concept of having comprehensive facilities to offer a practical “Live, Learn and Play” environment. The concept encompasses the ideas of: • Live: Greater wellbeing for residents to improve productivity by 12% and reduced fatigue through shorter travelling time • Learn: Total convenience at the door steps for residents to upgrade their skills, as the training centre is commited to provide at least 380,000 training hours of subsidised courses per year • Play: Enhanced mental wellbeing by fulfilling the workers’ social and recreational needs. 19
ASPRI-WESTLITE Dormitory - Papan A SPRI-WESTLITE Dormitory - Papan offers residents a highly-secured accommodation featuring spacious living rooms, bedrooms, kitchens, toilets, and laundry and yard area, the 40,000sqft training centre will provide quality and heavily subsidised training courses after working hours in the evening and during the weekends right at their doorsteps. Almost everything the residents need can be found in the dormitory complex, including sports facilities, a food court, a supermarket and department store, barber shop, mobile phone shop, games room, music and TV room, an internet room, a library and ATM machines. To cater to outdoor sporting needs, the space on a link-way rooftop has been equipped for basketball, volleyball and sepak takraw. There are exercise corners and areas for Kabaddi, a contact team sport, and cricket to meet the needs of the workers. ASPRI Year-in-Review for AGM 2018 20
