S 2021 CALIFORNIA PACIFIC CONFERENCE CROSS COUNTRY CHAMPIONSHIPS 5.0 OPERATIONS 5.1 Automatic Qualification – NAIA Championships The first-place team in both the men’s and women’s races shall advance to the NAIA championships. (The Cal Pac will not have a second bid due to insufficient teams.) The top four (4) individuals not on the championship team(s) shall also qualify for NAIA nationals, provided they finish in the adjusted top-15 of their respective races. Any team or individual is required to participate in the NAIA national race if qualified or selected. 5.2 Awards & Presentation Awards will be presented following the completion of both races. All teams are requested to attend the awards ceremony. Coaches of placing individuals shall pick up awards from a table, and present them to individuals from their own team. The first seven finishers (1-7) in each race shall be awarded first-team all-conference. The next seven runners (8-14) shall be awarded second-team all-conference. No team shall have more than seven (7) runners recognized. The individual champions of each gender shall be recognized as the runner of the year. The coach of the year award shall be given to the coach of each championship team. Each team shall designate a “Champions of Character” recipient no later than the Monday prior to the race. That individual shall receive an award during the post-race ceremony. Each team champion shall receive a trophy. Members of the championship team shall receive a t-shirt. 5.3 Bylaws The cross country championships shall follow all rules and standards set forth in the conference bylaws (Sport Regulation C). 5.4 Cancellation of Event If the championship is not completed, the NAIA automatic bid(s) will be awarded to the highest rated teams prior to the event. 5.5 Champions of Character Each team shall name a team Champion of Character recipient who will be honored at the awards reception. The deadline for submission is Monday, March 15, 2021. Teams advancing to the NAIA nationals should include their nominee’s name in the official championships documents, to assure recognition at the NAIA awards banquet. 8
S 2021 CALIFORNIA PACIFIC CONFERENCE CROSS COUNTRY CHAMPIONSHIPS 5.6 Coaches Conference Call – One Week Before Race A video conference will be held on Monday, March 15, at 1:00 p.m. PDT, to review championship procedures, rules and policies. Participation is mandatory for the head coach and/or a designated administrator of each participating institution. https://zoom.us/j/99374777043?pwd=c25OVWFELytpVlphWTNOMUpNMHUydz09 5.7 Competition Committees The Championship Committee shall consist of a Cal Pac Conference representative, the host institution’s championship manager, the Directors Council liaison, and the official timer. A three-person race committee shall consist of the coach of the co-host (UCM in S 2021), the head coach of any other co-host (CSUM in F 2020), and the coaches’ chair (ERAU). The race committee shall be available to consider any protests for 30 minutes following each race. The race committee shall make recommendations to the Cal Pac Championship Committee for final decisions. 5.8 Course Site The 2021 championships shall take place at Pacific Union College in Angwin, Calif. 5.9 Distances The women’s race shall be a 5K. The men’s race shall be an 8K. Pacific Union College shall determine, map, and mark the course confirming accurate distances. 5.10 Eligibility To be eligible to participate in the conference championships, a runner must be eligible per NAIA regulations, and shall have competed in at least one cross country competition prior to the Cal Pac race. 5.11 Entry Fee Each institution shall pay an entry fee of $25 per entered student-athlete to participate in the race. The fee shall be paid via check made out to “California Pacific Conference” and is due by May 1, 2021. Teams missing that deadline may be subject to a doubling of the entry fee. 5.12 Exceptions The commissioner is authorized to provide an exception to the race participation requirement on a case-by-case basis. Such exceptions must be requested in writing at least one (1) week prior to the championship. 5.13 Finish Line Protocol Each institution shall designate in advance a finish-line representative to assist its own runners at the end of each race. The individual shall tend to any runner’s needs and direct or escort runners to their designated team area, or to the medical officials staffing the event. Runners shall not congregate at the finish area. All individuals in the finish area, including competitors who have completed the race, must wear masks and observe social distancing 9
S 2021 CALIFORNIA PACIFIC CONFERENCE CROSS COUNTRY CHAMPIONSHIPS 5.14 Hotels Teams shall make their own hotel accommodations, if needed, for the event. 5.15 Hydration No hydration stations will be provided at the course. There is no water on the course. All teams are responsible for providing and distributing their own water and other drinks to their own participants. No beverages shall be provided by team officials until the participants have processed through the finish gate and have achieved social distancing to their designated team location as assigned by the host institution. 5.16 Lunch – Post-Race Each team will be provided with boxed lunches after the event based on the number of entrants on the official participant form. Teams shall confirm the number of meals needed, including any dietary restrictions, when submitting the official participant form on the Monday prior to the race. One individual from the team shall be designated to collect and distribute the lunches for their own team. 5.17 Masks All participants and coaches are required to wear a mask when assembling at the starting line. As part of the starting command, runners will be instructed to store their masks in their waist bands. Individuals may wear other masking apparel (e.g. neck gaiters) if preferred, and may lower them at the command. All finishers shall re-mask at the end of the race. If a mask is lost by a runner, the teams finish line representative must supply a replacement. 5.18 Meetings, Race Day The head coaches shall have a mandatory in-person meeting at 8:00 a.m. at the starting area. 5.19 Parking Teams shall park in the marked parking areas at the as noted on the campus map on page 4. Teams shall arrive at the parking entrance road and remain in their vehicles for pre-race COVID screening confirmation before dropping the participants at the starting area. Only authorized vehicles are allowed in the team parking area, and a PUC-issued parking pass is required. No spectator vehicles are allowed at the starting area. 5.20 Participant List – Official NAIA Entry Form Teams shall also complete and return the Cal Pac roster form by March 15. The official post-season participant list must be filed through Direct Athletics no later than March 16. Each institution is responsible for submitting this information promptly in order for the NAIA to quantify the conference championship. 10
S 2021 CALIFORNIA PACIFIC CONFERENCE CROSS COUNTRY CHAMPIONSHIPS 5.21 Participant Limits Teams are not limited to the number of participants. However, only a maximum of seven (7) runners will be used for race scoring and awards consideration. Teams are encouraged to limit the participants in 2021, due to COVID safety and distancing requirements. 5.22 Participation – Team Requirement Each institution sponsoring cross country is required to enter and compete with a minimum of five (5) eligible runners. Failure to field a complete team is a violation of conference bylaws and may incur a fine. However, advance email communication by March 19 from the institution’s athletics director to the commissioner may alleviate any penalties at this event. 5.23 Practice Times / Course Viewing – Sunday, March 21 In order to reduce exposure, teams shall be assigned arrival, practice, and pre-race COVID testing times on Sunday, March 21. Available time slots will be assigned by the conference in conjuction with the host institution’s testing protocols and with consideration to team arrival times. Teams failing to arrive for their available time slot shall wait for an open spot for testing and practice. Any team or individual not available for Sunday testing shall be assigned a limited testing opportunity on Monday morning at the PUC health center. Failure to comply with the assigned times may result in ineligiblity for the race. At the rescheduled 2020 event (in 2021), the women shall race first. 5.25 Registration Each head coach is responsible for registering their institution’s participants on Direct Athletics by March 12. Failure to meet the deadline may result in runners not being included in the race, per NAIA rule. The NAIA will send a notice to all head coaches announcing the opening of the registration portal. 5.26 Results & Reporting The final results will be provided to the coaches following each race. The conference will post the final results on its website following the race, and the scorer has confirmed the results. The scorer will also forward the results to the NAIA for national qualification confirmation. 11
S 2021 CALIFORNIA PACIFIC CONFERENCE CROSS COUNTRY CHAMPIONSHIPS 5.27 Screening – Race Day Upon arrival at the PUC course on race day, all participants shall be screened to assure COVID protocols have been followed, including confirmation of screening questions, temperature check, and verification of pre-race COVID testing. 5.28 Spectators Due to COVID restrictions, no spectators are allowed at the starting or finishing areas. A limited number of spectators may stay in designated areas. All non-runners must wear masks at all times Limited parking, located quite distant from the course, is on a first-come basis. 5.29 Sports Medicine The PUC shall provide and organize the athletic training needs of the participants at the event. The trainer of a participating Cal Pac school may also serve as additional support, per the cross country sport regulation. The sports medicine personnel will be available at the course 90 minutes prior to first race. 5.30 Start Times The first race shall start at 10:00 a.m. The second race shall begin at 11:00 a.m. (Times PDT.) 5.31 Starting Line Assignments – 2020-21 Starting line assignments are generated by the Cal Pac. For 2020-21 at PUC: 1) CSUM 2) Simpson 3) ERAU 4) PUC 5) UCM 5.32 Testing & Contact Tracing Per NAIA post-season guidelines, each institution shall conduct a PCR test on all participants and coaches no more than 72 hours prior to departure for the championship. Teams traveling the day-before the event may substitute an on-campus antigen test no more than 24 hours prior to their departure for the event. Teams shall also undergo an antigen test at PUC either during their Sunday practice/course viewing or on the day of the race. No participant (coach or student-athlete) shall proceed to the starting area without confirmation of a negative COVID test submitted by their institutional authorities. After the championship, any team with a participant testing COVID positive within 48 hours shall immediately inform the Commissioner, including the race number to assist in contact tracing. 5.33 Tiebreaker In the case of a tie for the team championship, the team with the highest finishing sixth-place runner shall be the champion. If a team does not have a sixth-place finisher, the team with the lower aggregate time among its top five runners shall be determined the champion. 12
S 2021 CALIFORNIA PACIFIC CONFERENCE CROSS COUNTRY CHAMPIONSHIPS 5.34 Timing The championship shall use chip timing supplied by Alliance Race Timing. 5.35 Uniforms All participants from an institution shall wear the same uniform with the school or mascot name clearly identifiable. 13
