ROB ANDERSON FENNEMORE CR AIG Rob Anderson is a Director in Fennemore’s Natural Resources, Energy and Environmental Practice Group. His practice focuses primarily on water rights and water resource issues, as well as water quality, wetlands, and endangered species. Water, the lifeblood of Arizona, is essential to the State’s future growth and Rob has been deeply involved in the cutting edge issues involving water that will shape that future. Rob routinely represents development and mining interests in securing sufficient supplies, addressing water policy issues and complying with regulatory requirements affecting the use of water. In the Clean Water Act arena, he advises a wide range of clients on environmental and water issues, including Section 404 (wetlands) permits, plus compliance issues associated with residential development, mining and industrial concerns and renewable energy projects. TREVOR BAGGIORE ARIZONA DEPARTMENT OF ENVIRONMENTAL QUALIT Y Trevor Baggiore is the Director of the Water Quality Division for the Arizona Department of Environmental Quality. As a native of Arizona and a two time graduate of Arizona State University, with a Bachelor’s in Chemical Engineering and a Master’s in Business Administration, he has been advocating for Arizona’s environment since 2001. Trevor is registered in Arizona as a professional engineer and is a champion of ADEQ’s efforts to deliver faster, better, mor cost-effective government. PHIL BASHAW ARIZONA FARM BUREAU │ARIZONA POWER AUTHORIT Y Phil Bashaw oversees the operations of Arizona’s largest general farm organization as CEO of the Arizona Farm Bureau. Bashaw also serves as the Vice Chairman of the Arizona Power Authority Commission. The Power Authority was formed as a result of the Boulder Canyon Project Act of 1928 and is responsible for allocating and managing a portion of the power generated at the Hoover Dam. Phil has also served as the Director of Government Relations and Grassroots Advocacy for the Grand Canyon State Electric Cooperative Association (GCSECA) for 5 years. Prior to returning taking the helm of the Arizona Farm Bureau in 2018. Bashaw grew up in Safford, Arizona before studying Agriculture Technology Management at the University of Arizona. Phil and his wife, Lauren, currently live in Gilbert, Arizona with their two young children. JOE BENCO REPUBLIC SERVICES Joe Benco is the Director, Engineering for Republic Services. In this role, Joe supports the Engineering Department with all technical challenges regarding landfill construction, environmental remediation, compliance resolution and regulatory strategy (including PFAS). Joe has been with Republic Services for over 20 years, in various roles, starting as an Environmental Manager for a predecessor company, Allied Waste. Joe also serves as the Project Committee Chair for the Environmental Research and Education Foundation, a foundation which annually funds over $1 million of scientific research and educational initiatives for solid waste management practices to benefit industry participants and the communities they serve. Joe holds a Bachelor of Science degree in Civil Engineering from the University of Notre Dame, and is a Registered Professional Engineer in multiple states.
MATT BENSON VERIDUS Matthew Benson has spent more than 20 years working on both sides of the professional media. With Veridus, he leads a communications team representing some of Arizona’s premier corporate, campaign and philanthropic clients. Earlier, he served as Director of Communications and chief spokesman for Gov. Janice K. Brewer. Matthew was an award-winning newspaper report for a decade, published by The Arizona Republic, USA Today and other publications. He’s a graduate of Colorado State University (Go Rams!) and lives in Scottsdale with his wife, son and two good dogs. FAWN BERGEN INTEL Fawn Bergen is the Director of Corporate Sustainability for Intel Corporation. In her role, Fawn leads Intel’s sustainability group across their manufacturing operations and office facilities around the world. Driven by Intel’s 2030 RISE strategy – to create a more Responsible, Inclusive, and Sustainable world; Enabled through technology and collective actions – the Corporate Sustainability Group leads the sustainability goals and initiatives focused on climate and energy, water stewardship, waste, circular economy and green infrastructure. Fawn has more than 23 years of experience in the environmental field. Prior to her current role, she focused on air quality engineering, carbon footprint and water stewardship in the manufacturing and mining sectors as well as environmental consulting. She holds a BS in Environmental Engineering from the University of Florida and lives in Portland, Oregon. ANGIE BOND-SIMPSON SRP Angie Bond-Simpson is an experienced collaborator, resource planner, and scientist. Driven by problem solving, she takes pride imagining the future and building pragmatic solutions today. As the Director of Integrated System Planning & Support at SRP her goals include collaboration on steroids, harmonized system planning, and continuous learning. Over the last year her team has been on the forefront of innovation at SRP, analyzing solar hosting capability and building enterprise-wide strategic special studies to identify reliable, affordable, carbon reducing benefits for SRP customers. When free time exists, she loves being outside, especially with her husband Chris and two rambunctious daughters, Malala and Ruth. JEFF BURKE ARIZONA PUBLIC SERVICE COMPANY Jeff has been in the energy industry for over 20 years and has held various technical and leadership roles. His background includes resource planning, market analysis, forecasting, ratemaking, and regulatory policy. In his current role as Director of Resource Planning, Jeff is responsible for ensuring adequate electricity supplies are available for APS’s broad service territory. Prior to his role in Resource Planning at APS, Jeff held leadership positions in Resource Planning and Load Forecasting at Dominion Resources. Jeff holds undergraduate degrees in Physics and Economics from Illinois Wesleyan University, a Master of Science degree in Economics from Illinois State University, and has completed all coursework for a Ph.D. in Economics at Louisiana State University.
MISAEL CABRERA ARIZONA DEPARTMENT OF ENVIRONMENTAL QUALIT Y Misael Cabrera is a leader with over 25 years of experience in both private and public sectors providing organizational and board leadership in the areas of natural resources and environment. Since 2015, Misael has served as the Director of the Arizona Department of Environmental Quality (ADEQ), an agency with 460 staff and budget of over $160M per year. Notably, Misael is leading ADEQ in a journey towards operational excellence. Accomplishments include improved small drinking water system compliance resulting in an additional 600,000 people receiving healthy drinking water; doubling the number of underground storage tank clean-ups completed each year; reducing permitting timeframes by almost 60% and reducing the number of days required to return facilities to compliance by 55%. Misael also serves as Chair of the Advisory Board for the Water Infrastructure Finance Authority (WIFA). In the past, Misael has served as Co-chair for Governor Ducey’s Natural Resources Goal Council and as Chair of the Innovation and Productivity Committee (IPC) for the Environmental Council of States. Misael has a Bachelor’s degree in Civil Engineering from the University of Arizona, speaks fluent Spanish and a little bit of Italian. ARIZONA STATE REPRESENTATIVE FRANK CARROLL LEGISL ATIVE DISTRICT 22 I was born the son of a Caucasian father and Chinese mother, raised in the Chicago metropolitan area attending Catholic elementary school and a suburban high school. Always forward-looking, I became a permanent citizen of Arizona twenty-seven years ago. My wife Joanne and I recently celebrated twenty- five years together. My career has always centered around the technology of ground transportation vehicles from the vehicles of the ’60-’70’s era through the alternative vehicles you read about in the 21st century. My working-class career began as a service mechanic for a forklift and construction equipment dealer in Chicago. Electronics and computer technologies were making much-needed inroads to internal combustion engines and transportation vehicles. I hired on with a vehicle test equipment manufacturer advancing with the proliferation of computer control technologies. As a certified subject matter expert, I trained service technicians for several years in the subjects of vehicle computer management systems; emission systems and their environmental impact; vehicle safety systems; electric vehicle technology; and late model vehicle diagnosis and testing. After stepping away from my training career, I have spent the most recent five years working for the tourism industry in the western US. I became involved in the Arizona Republican Party shortly after arriving in Arizona. I was elected to my first term in the Arizona House of Representatives 2018 and am currently serving my second term as Chairman of the House Transportation Committee. My past professional affiliations were with the Society of Automotive Engineers and Automotive Service Excellence. My activist affiliations are Endowment Life Member of the National Rifle Association, member of the AZ Citizens Defense League grassroots group, member of the Legislative Committee of the Arizona State Rifle and Pistol Association, an activist with Americans for Prosperity in pursuit of smaller government and lower taxes. CLINT CHANDLER ARIZONA DEPARTMENT OF WATER RESOURCES Clint Chandler is the Deputy Director for the Water Planning & Permitting Division of the Arizona Department of Water Resources. The Division is comprised of seven sections: Colorado River Management; Groundwater Permitting and Wells; Surface Water Permitting; Active Management Areas; Active Management Area Planning and Data Management; Assured and Adequate Water Supply and Recharge Permitting; and Statewide Planning and Tribal Liaison. These are the Department’s primary planning and policy functions for the management of the State’s water supplies. Clint was U.S. Senator Jeff Flake’s Metro Phoenix and Greater Arizona Regional Director. The role includes outreach and issue-specific responsibilities for an area that encompasses the entirety of Arizona, except for Cochise, Pima and Santa Cruz Counties. Among other things, he performs the supervisory function for a team of regional representatives and arranges the senator’s itinerary for trips within the region. The issue-related tasks include resource and energy policy, transportation topics, border matters, Tribal issues, and, occasionally, banking, labor, and other economic subjects.
He was employed as the field director in the Office of U.S. Senator Jon Kyl, the Republican Whip, for the final four years of the senator’s third, and last, term. Prior to his tenure in Senator Kyl’s office, Clint’s senate experience consisted of three stints with the Office of U.S. Senator Pete V. Domenici of New Mexico. He initially served on Senator Domenici’s Capitol Hill staff, attending to budget and tax matters. He subsequently was twice employed on the senator’s State staff. Clint has also acted as the Vice-President of Business Advocacy and Government Relations for the Greater Albuquerque Chamber of Commerce, and was employed as the principal budget analyst for the New Mexico House Republican Caucus. Clint is an honors graduate of the University of New Mexico with a triple major in economics, history, and political science. He was an academic scholarship recipient. Clint was an inside linebacker for the UNM football team. While a university student, he lived and studied in Mexico. DANIEL CZECHOLINSKI ARIZONA DEPARTMENT OF ENVIRONMENTAL QUALIT Y Daniel Czecholinski was promoted to ADEQ’s Air Quality Division Director in October 2019 after serving as Deputy Director since June 2018. His role as Director involves protecting public health and the environment by helping control present and future air pollution sources. In this position, he oversees the following Arizona air quality programs: the ambient monitoring network, pollution forecasting, compliance and enforcement, permitting, vehicle emissions inspections, and the development of state implementation plans and rules. Czecholinski has been with ADEQ since November 2006, holding several positions in the Water Quality Division, most recently serving as the Drinking Water Value Stream Manager, where he was responsible for the implementation and enforcement of the federal Safe Drinking Water Act through various ADEQ programs. Prior to joining ADEQ, Czecholinski had a 15-year career with Clean Harbors and Laidlaw Environmental Services Treatment, Storage and Disposal Facilities in Arizona, New Mexico, California and Washington. HENRY DARWIN CONSILIUM CONSULTING Henry Darwin is a senior partner with Kirk Adams and Hunter Moore at Consilium Consulting. He most recently served as the Chief Operating Officer (COO) for the Environmental Protection Agency (EPA) from 2017 to 2021. In his capacity as COO, Henry oversaw EPA’s day-to-day operations, while leading the agency’s strategic planning and deployment of a lean management system. Henry also served as EPA’s interim Deputy Administrator, expanding his responsibilities for over a year to include leading EPA on White House initiatives related to regulatory reform. Prior to joining EPA, Henry served as the State of Arizona’s COO for two years, where he oversaw the operations of all 35 state agencies and worked to stand up Arizona government’s first intentional management system based upon lean principles. He also served as the Arizona Department of Environmental Quality (ADEQ) Director for over four years and was the only director in ADEQ’s 30-year history to have worked in all three of its media programs. Henry holds a Bachelor of Science in engineering (hydrology) from the University of Arizona and a Juris Doctorate from Lewis & Clark College’s Northwestern School of Law, where he earned a certificate in environmental law. He is a licensed attorney in the State of Arizona. JOHN FETHERSTON VERIDUS John Fetherston is a State Capitol policy veteran with extensive experience in public affairs, political campaigns and government relations. Prior to joining the Veridus team as associate director, John served for five years in the Arizona State Legislature, where he worked for the Senate Democratic Caucus as Policy Advisor for the Finance, Commerce and Appropriations committees.
MIKE FORD SNELL & WILMER Mike Ford has more than 20 years of experience working with clients ranging from religious orders to global corporations in navigating the complex web of environmental and workplace safety issues impacting industrial operations and commercial transactions. Mike has worked with businesses including miners, manufacturers, recyclers, metal platers, developers and retailers on regulatory compliance, enforcement defense and mitigating liability risks associated with corporate and real estate transactions. He has handled matters under all of the major federal environmental, health and safety statutes, including the CAA, CWA, CERCLA, EPCRA, FIFRA, MSHA, OSHA, and RCRA, as well as many key state environmental laws, including Arizona’s APP and California’s Prop 65. Mike has helped clients efficiently resolve their government enforcement issues using voluntary disclosures, administrative settlement agreements and judicial consent decrees. He has managed environmental due diligence and negotiations in deals involving everything from mom-and-pop drycleaners to large scale mining facilities. Mike has worked extensively on issues impacting the mining industry, including groundwater and surface water permitting and compliance, chemical reporting, release response, closure operations and public land use issues, including mineral rights issues, and working with federal and state surface owners. He also has considerable experience in mobile source emissions compliance and enforcement defense, particularly regarding Chinese engine and vehicle imports. His experience in Brownfields development includes project feasibility analysis and due diligence, contract negotiation, voluntary cleanup programs, tax credit qualification, remediation oversight and consultant management, environmental insurance and obtaining regulatory closure approval. MARK GASPERS BOEING │ CHAIRMAN OF THE ARIZONA MANUFACTURERS COUNCIL Mark Gaspers is senior manager of Government Operations for The Boeing Company’s southwest region, leading government relations and engagement activities in Arizona, New Mexico, and Nevada. Prior to his current position, Gaspers was a Trade Control Specialist in support of Boeing’s civil space programs. Before joining Boeing, Gaspers worked as a policy analyst for defense, homeland security, veterans, and NASA issues for the Senate Republican Policy Committee under the chairmanship of Senator Jon Kyl (R-AZ). He also served as a senior legislative assistant for Representative Lincoln Diaz-Balart (R-FL). Gaspers earned a master’s degree in national security studies from Georgetown University. He currently chairs the Arizona Manufacturers Council and serves on the board of directors for the Arizona Chamber of Commerce. Gaspers was appointed to the Workforce Arizona Council and chairs its Quality Workforce Committee. He was recently elected to the Arizona Aerospace Foundation Board of Trustees. He lives in Tucson, Ariz. with his wife, Dr. Mary Glas Gaspers, and their three children. JEFF GRAY CENTR AL ARIZONA PROJECT Jeff has worked on legislative issues at the Arizona Capitol for over 20 years and is currently the Legislative Affairs Manager for the Central Arizona Project. Prior to joining CAP in 2016, he spent over a decade as a contract lobbyist representing a host of public, private and nonprofit clients. He previously served as Director of Legislative Affairs for Gov. Jane Hull, as well as Government Relations & Communications Administrator for the Arizona Department of Housing. Jeff is a graduate of Northern Arizona University earning a Bachelor’s degree in Criminal Justice, summa cum laude. ALLISON GRIGG ARIZONA MANUFACTURERS COUNCIL │ ARIZONA CHAMBER OF COMMERCE & INDUSTRY As executive director of the Arizona Manufacturers Council, Allison Grigg leads the organization’s advocacy efforts and works to advance policy issues positively impacting Arizona manufacturers. The AMC serves as the voice of manufacturing in Arizona and is the official state affiliate of the National Association of Manufacturers (NAM). Before joining the AMC, Grigg spent more than a decade working in the economic development arena at the Arizona Commerce Authority and the Greater Phoenix Economic Development Council. In 2018, Grigg was appointed by Governor Doug Ducey to serve on the Workforce Arizona Council Board of Directors. She also serves on the Board of Directors of the Maricopa Community Colleges Foundation and she remains active in Arizona’s economic development efforts by serving on the Board of Directors of the Greater Maricopa Foreign Trade Zone (GMFTZ). Grigg is a graduate of Middle Tennessee State University (MTSU) in Murfreesboro, Tennessee. She lives in Phoenix and enjoys gardening, hiking, and spending time with her beloved vizsla, Tucker.
DAWN GROVE K ARSTEN MANUFACTURING CORPOR ATION Dawn Grove is VP/Corporate Counsel for Karsten Manufacturing Corporation, the parent company of PING and related subsidiaries, and has served on the board of directors of Karsten Manufacturing Corporation continuously since 1995. KMC’s main subsidiary, PING, is one of the top golf equipment brands in the U.S. and exports about half of its products outside the U.S. In 2015, she was appointed to the U.S. Manufacturing Council, which advised the U.S. Secretary of Commerce on issues related to strengthening U.S. manufacturers and achieving policy solutions that allow them to remain globally competitive. In 2016, Governor Ducey appointed her to chair the Workforce Arizona Council, the state’s workforce development board pursuant to the federal Workforce Innovation and Opportunity Act. Ms. Grove also serves on the board of the National Association of Manufacturers and chaired the Arizona Manufacturers Council from 2016-2020. In 2020, she became chair of the Arizona Chamber of Commerce & Industry. She has received many awards including the Manufacturing Institute’s STEP Ahead award for women leaders in manufacturing nationally, Pepperdine Outstanding Alumni/ Women in Leadership, the Arizona Manufacturers Council’s inaugural Lifetime Achievement Award, and AZ Big Media selected her as its Private Company Counsel of the Year winner in 2021. Prior to going in-house with Karsten Manufacturing Corporation, Ms. Grove practiced law in California and Arizona, primarily representing manufacturers. She received her Doctor of Jurisprudence from Pepperdine University School of Law. Ms. Grove is married to Rawleigh Grove and they have three children. She serves in non-profit organizations that provide community service, and enjoys songwriting and mentoring young adults. REBECCA HUDSON-NUÑEZ FREEPORT-MCMOR AN Rebecca serves as the Manager of Government Relations for Freeport-McMoRan in Phoenix, Arizona. Freeport operates large, long-lived, geographically diverse mining assets with significant proven and probable reserves of copper, gold and molybdenum. Here, she helps to represent the Company at the Arizona and Texas Legislatures, assists with federal issues and supports the Company’s political action committee (PAC). Prior to joining Freeport-McMoRan, Rebecca worked in government relations for Southwest Gas, a local distribution company for natural gas operating in Arizona, Nevada and California. There she helped direct the company’s legislative agenda in Arizona along with creating strategies for the Company’s PAC. Rebecca received her Bachelors of Science in Economics from the W.P. Carey School of Business at Arizona State University and her Masters of Public Administration, with an emphasis on environmental policy, from the Evans School of Public Policy and Governance at the University of Washington. Rebecca is from Arizona and is happy to live in the copper state with her husband, Gabriel, and their daughter, Linnea, who is a 5th generation Arizonan. DEBORAH JORDAN U.S. EPA PACIFIC SOUTHWEST REGION (REGION 9) Deborah Jordan serves as the top EPA official for the nation’s Pacific Southwest Region (Region 9), covering California, Arizona, Nevada, Hawaii and the Pacific territories, as well as lands of 148 Indian tribes. Prior to being named to this role in an acting capacity in January 2021, Deborah served as Deputy Regional Administrator for Region 9 since 2016. Before that, she spent about a year in Washington, D.C., working in EPA’s Office of Air and Radiation as Senior Policy Advisor to the Assistant Administrator, where she focused on Clean Air Act regulatory matters. She was the Air Director in Region 9 from 2004 to 2015, implementing the Clean Air Act. Deborah has been with EPA for thirty years and earned the Federal Government’s Presidential Rank Award in 2014. She received Bachelor’s and Master’s degrees from the University of Kansas and a Ph.D. from the University of California at Berkeley, all in chemical engineering.
MICHAEL KEYACK ARIZONA DEPARTMENT OF ENVIRONMENTAL QUALIT Y Mike Keyack began serving as Arizona Department of Environmental Quality’s (ADEQ’s) Deputy Director under Director Misael Cabrera in April 2018 after leading ADEQ’s Office of Continuous Improvement for more than two years, a role in which he championed the agency’s transformation to a Lean Management System. His passion for mission outcomes sparked at a young age, as he witnessed the entire community in his childhood home of Cape Canaveral, Florida, unite for a single cause — the race to the moon. Before joining ADEQ, Keyack was a Cross Functional Leader at Lockheed Martin, where he spent 30 years engaged in the design, development and operation of complex systems and products for the U.S. Department of Defense. He also has the collaborative role of being the youngest of seven children, through which he has cultivated a genuine caring for the achievements of others. Keyack earned his MBA from the University of Colorado Denver and his Bachelor of Science from Arizona State University. BRETT LINDSAY SALT RIVER MATERIALS GROUP Brett Lindsay began serving as Senior Director, Cement Operations and Environmental at Salt River Materials Group in 2021. Since joining the Phoenix Cement Company in 2004, Brett has been actively involved in all environmental aspects of the company’s cement, pozzolan, and aggregate business units while holding various management positions. Brett has been an active member of the Portland Cement Association, where he has served as Chairman of the Environmental & Energy Committee, filled other leadership roles within the Manufacturing Technical and Government Affairs Committees, and actively participated in numerous ad- hoc committees involving climate change, sustainability, and other various regulatory rulemakings and legal challenges. While involved with the Arizona Rock Products Association, Brett has served as Chairman for numerous environmentally related committees. Brett also sits on the Technical Advisory Committee for the University of Arizona’s Lowell Institute for Mineral Resources - Center for Environmentally Sustainable Mining (CESM) since 2011. Brett holds a Bachelor of Science degree in Chemical Engineering and a has total of 30 years of experience in the construction, mining, utility, and cement industries. ERIC MASSEY APS Eric C. Massey is the Director of Environmental, Social and Governance (ESG) Policy and Reporting for Arizona Public Service Company (APS) and has served in that capacity since April of 2020. Massey is responsible for oversight and implementation of the company’s ESG policies, data analytics and reporting. He also works directly with the Vice President of Sustainability to integrate ESG standards into the company’s core business operations. ERIC MEARS HALEY & ALDRICH Eric is known by his clients and other leaders in the mining industry as an innovative problem solver and a consensus builder. On behalf of his clients, he works closely with local leaders, regulators, and communities, educating them on the intrinsic value of mining and teaching them how to recognize and leverage the benefits of local mining operations. Over the past 30 years Eric has been a passionate and vocal advocate for the mining industry – actively promoting the industry and mentoring Haley & Aldrich’s mining staff to do the same. He also continually seeks new ways to advocate for the mining industry, serving various mining industry associations and organizations, including as a current and past board member for the Arizona Rock Products Association, American Exploration and Mining Association, and the Arizona Mining Association. He has also served as a long-term member on the Arizona Geological Survey’s Geologic Mapping Advisory Committee and the Arizona Mining Advisory Council. Eric frequently participates in state and federal rulemaking on matters affecting the industry, including mining and reclamation practices, land use issues, aggregate protection efforts, strategic minerals, social license, and sustainable development.
BRIAN PARKEY FREEPORT-MCMOR AN As the Air Quality Manager for Freeport-McMoRan, Brian works to responsibly produce the copper needed for sustainable development. He holds a BS in Chemical Engineering from Arizona State University and is a registered Professional Engineer. Brian spent 10 years in various roles at the Arizona Department of Environmental Quality including serving as the Air Permit Manager and Air Quality Planning Manager, and is a proud veteran of the United States Marine Corps. Brian enjoys spending time outdoors with his wife Gina and their four children. AMANDA REEVE SNELL & WILMER Amanda Reeve’s experience serving in the Arizona House of Representatives, in addition to her more than 20 years of working in the legal profession, ideally positions her as a key member of Snell & Wilmer’s environmental and natural resources team. However, her passion, focus and expertise extend beyond the environmental and natural resources issues into other regulatory, policy and election-related areas. Amanda provides public policy services to clients through stakeholder identification and organization, the regulatory process and reform, and the legislative process. She is well known for her ability to develop public policy and craft bipartisan support to advance bills of significant importance to Arizona businesses. DAVE ROBERTS SRP Dave Roberts is the Associate General Manager and Chief Water Resources Executive at the Salt River Project. Dave oversees several SRP functions including water supply planning and reservoir operations, water rights, water strategy, water measurement, groundwater resource management, including water banking, and water supply development and acquisitions. Dave’s areas of expertise include: Indian Water Rights Settlements, Water Supply Acquisitions, Development, Planning & Marketing, Water Exchanges and Transfers, Rural Water Issues, Gila River and Little Colorado River Stream Adjudications, and Groundwater Management Act. Dave has been a member of a number of planning and advisory committees for rural watershed groups, the Bureau of Reclamation, and the Arizona Department of Water Resources. He is a member of the Arizona Municipal Utilities Leadership Institute, the Arizona Hydrological Society, the Executive Committee of the Agri-Business and Water Council of Arizona, the co-chair of the Environment & Water Committee of the Arizona-Mexico Commission, and the developer and Board manager of the Gila River Water Storage, LLC, SRP’s partnership with the Gila River Indian Community which will bring 5,000,000 acre-feet of water to central Arizona. In 2007 Dave co-authored a paper which was published in the University of Arizona Water Law Review entitled, “Beyond the Colorado River: Is an International Water Augmentation Consortium in Arizona’s Future?” The research suggests Arizona and Mexico begin exploring a partnership to jointly begin the planning and development of a large desalination project to serve the growing water needs of northern Sonora Mexico and Arizona. Dave has worked for Salt River Project for 35 years. Prior to coming to SRP, Dave worked for the Arizona Department of Water Resources and the Bureau of Reclamation. BRETT ROGERS REPUBLIC SERVICES Brett Rogers is the director of electric vehicle fleet operations, responsible for defining and implementing Republic Services’ electric vehicle strategy including the management of electric vendor partners, charging infrastructure, fleet deployment and maintenance processes. Brett joined Republic Services in 2021 after 10 plus years developing cutting edge electric and autonomous vehicle technology for Toyota, GM, and Cruise. Key vehicles included the Prius, Volt, Bolt, and Origin; the first mass produced autonomous electric vehicle. Brett earned his Bachelor of Science in Mechanical Engineering and Masters in Energy Systems Engineering from the University of Michigan.
DANNY SEIDEN ARIZONA CHAMBER OF COMMERCE & INDUSTRY Danny brings more than 16 years of experience in global public affairs and government relations, as well as handling complex legal matters in private practice and public sector service. Prior to joining the Arizona Chamber of Commerce & Industry, Danny was legal counsel to the Valor Global leadership team. He focused on helping achieve growth objectives as well as providing continued public affairs guidance in AZ, WA and other states. Danny worked at Intel, was a shareholder at Greenberg Traurig where he chaired the Phoenix office government law and policy practice. Danny served as Deputy Chief of Staff for Arizona Governor Doug Ducey from 2014 to 2018 where he assisted in the passage of landmark legislation including the Arizona Opioid Epidemic Act and K–12 education funding ballot referral. Danny was named among 2020 Leaders of the Year in Public Policy by Arizona Capitol Times for his contributions in the field of law and public policy. Danny earned his Juris Doctor (cum laude) from Sandra Day O’Connor College of Law at Arizona State University and Bachelor of Arts (cum laude) from Pepperdine University. Danny serves as an adjunct professor at Sandra Day O’Connor College of Law at Arizona State University, is a board member of numerous community organizations. Danny is passionate about orphan care and volunteers with Orphan Outreach for orphaned and vulnerable children in Mathare, Nairobi and Bungoma, Kenya. He and his wife Ann, live in Phoenix with their three children. MICHAEL SHEEHAN TEP Mike came to TEP in 1993 as an Information Services Specialist. He transitioned to Energy Settlements in 1998, where he worked as an analyst before being promoted to Manager of Resource Planning in 2001. Mike was promoted to Director of Resource Planning in 2010, and then to Senior Director of Fuels and Resource Planning in 2015. He holds a bachelor’s degree in Management Information Systems from the University of Arizona. DANIEL SOLA ARIZONA DEPARTMENT OF ENVIRONMENTAL QUALIT Y Daniel Sola, R.G. is a principal hydrogeologist with the Arizona Department of Environmental Quality. He joined ADEQ in 2020 after over 30 years as an environmental consultant. Over his career he has worked with several generations of “emerging contaminants” beginning with chlorinated solvents in the 1980’s, gasoline additives in the 90’s, and perchlorate and dioxane since the turn of the century. His attention is now turned to PFAS. He moved to Phoenix in 2014 but was involved in a number Arizona environmental sites beginning in the mid 1990’s, including the Motorola 52nd street site and the Tucson Airport. At ADEQ he works primarily with the Voluntary Remediation Program, the Water Quality Assurance Revolving Fund (WQARF), and the Federal Projects Unit providing senior level technical support, mentoring and strategic advice. AMANDA STONE ARIZONA DEPARTMENT OF ENVIRONMENTAL QUALIT Y Amanda E. Stone is the Director of Intergovernmental and Community Affairs for ADEQ. Stone holds a Bachelor of Science degree from Arizona State University and has worked for ADEQ since 1993 in various capacities, including Waste Programs Division Director and Southern Regional Office Director. Stone currently oversees the Office of Regional and Border Assistance, which carries out binational collaborative initiatives designed to improve the environment for residents along the border. She also directs legislative and policy initiatives for ADEQ and oversees community liaison activities throughout the state. STEVE TRUSSELL ARIZONA ROCK PRODUCTS ASSOCIATION & THE ARIZONA MINING ASSOCIATION Steve Trussell became the Executive Director of the Arizona Rock Products Association (ARPA) in 2007. He is responsible for the promotion and preservation of the sustainability of the rock & construction materials industry through active involvement in the community relations, regulatory, and political processes. For the last three years the Association has worked on regulatory reform and transparency legislation that will prove to be of tremendous benefit to all business sectors.
ANA VARGAS ARIZONA DEPARTMENT OF ENVIRONMENTAL QUALIT Y Ana I. Vargas is the Deputy Director for the Waste Programs Division at the Arizona Department of Environmental Quality (ADEQ) and oversees the Underground Storage Tanks (UST) Program. She is a chemical engineer and has worked for the agency for over 30 years. She has extensive experience and knowledge in managing complex soil and groundwater contamination sites along with experience in environmental state and federal statutes, regulations, policies and their interpretations. Ana is an effective practitioner of Lean management at the agency and has a passion for continuous improvement. Ana received her B.S in Chemical Engineering from the University of Puerto Rico in 1985. Prior to working for ADEQ, Ana was responsible for the development of qualification standards and related training material for senior Naval reactor plant operators in the U.S. Navy Nuclear Propulsion Program. Ana is fluent in both English and Spanish and has also served as a translator between ADEQ and Phoenix Hispanic communities in environmental issues, when needed. SANDRA WATSON ARIZONA COMMERCE AUTHORIT Y Sandra Watson is an economic development professional with 28 years of leadership experience in business attraction and expansion, innovation, entrepreneurship, economic policy and workforce development. She and her teams have worked with more than 1,000 companies that have committed to creating more than 160,000 quality jobs and investing more than $15 billion in capital in the state. Currently, Ms. Watson serves as the President & CEO of the Arizona Commerce Authority (ACA), a public-private partnership that leads statewide economic development. The unique structure of the ACA brings together leaders from private industry, academia and all three branches of state government. In addition to leading the ACA and serving on its Board of Directors, Ms. Watson also serves on Arizona Governor Doug Ducey’s leadership team as his Senior Economic Policy Advisor. She was instrumental in advancing Governor Ducey’s vision for the Institute for Automated Mobility (IAM) in Arizona and is a Founding Partner on the IAM Board of Directors. She is also a current member of the National State Science and Technology Institute Board of Trustees. Ms. Watson also served as Executive Director of Arizona Governor Janet Napolitano’s Council on Innovation & Technology which advanced Arizona’s first innovation and technology roadmap. DANIEL WITT LUCID MOTORS Daniel Witt is the Head of State & Local Public Policy for Lucid Motors. Prior to joining Lucid, he worked at Tesla for 7 years, leading a team responsible for all policy work in the western half of the U.S. Additionally, he oversaw policy for the Tesla Semi truck program at its inception and co-managed the site selection process of Gigafactory 1 in Reno, NV; the largest economic development project in the United States in 2014. Daniel also worked in the U.S. Senate as a personal and policy aide responsible for a diverse portfolio including transportation issues and regional infrastructure projects. Daniel holds a B.A. in Political Science from Fordham University in New York and currently resides in Oakland, CA with his wife and children. MARK WOODWARD CACTUS AND PINE CHAPTER OF THE GOLF COURSE SUPERINTENDENTS ASSOCIATION OF AMERICA Mark J. Woodward is a Certified Golf Course Superintendent (CGCS) who has over 50 years of experience in many facets of the golf industry with over 45 years in Arizona. He currently serves as the President of the Cactus and Pine Golf Course Superintendents Association of America. Along with the CEOs of the PGA of America, the Club Managers Association and the Golf Course Owners Association Woodward played a key role in starting the “WE ARE GOLF” coalition and the “NATIONAL GOLF DAY’ programs that are still active today. As the City of San Diego’s golf operations manager in 2005, Woodward was responsible for preparing the Torrey Pines South Golf Course to host the 2008 U.S. Open, working closely with the United States Golf Association (USGA). For his efforts at Torrey Pines, Woodward was recognized by Golf Inc. Magazine as one of golf’s “Most Admired Operators” in 2006 and in the Top 35 “Most Powerful People in Golf” in 2008 and 2009. He served as CEO of the Golf Course Superintendent Association of America (GCSAA) from 2008 through 2010 and was a senior vice president of operations for Scottsdale, Ariz.-based OB Sports Golf Management from 2013 through 2017. Woodward served on the Cactus and Pine Golf Course Superintendents Association board of directors on three separate occasions dating back to the 1980s, and currently serves as president.
