SECTION 1: EVENT OPERATION 1.1 Welcome Touch New Zealand and our Partners welcome you to this tournament experience. We will do everything we can to provide you with a positive and enjoyable experience and in return ask you all to adopt the “AWHI” principles related to positive interaction within the sport we all love. Let us all acknowledge that our referees and officials are doing everything they can to enhance your tournament experience and we ask you all to treat them with respect at all times. When cheering on your team please be positive and respectful to both teams that are playing on the field. Please enjoy yourself while you are with us and together, we can create a memorable tournament for all. “Touch what a game” Joe Sprangers – CEO Touch NZ Touch New Zealand holds this event annually in March. The tournament serves as a pathway to New Zealand talent identification for the Masters, Youth age groups, and the Touch Black Sector Along with the paid staff, Touch New Zealand provides Selectors, Referees and Coaching Assessors available from around New Zealand, as well as its dedicated volunteer Tournament Panel to ensure that the quality of the tournament is maintained and to maximise the experience of all participants. Opening Ceremony OPENING CEREMONY—Friday 8.00am This is the official opening of the tournament and a time that the media see our sport at its best. The opening ceremony will be in two parts. Welcome & Opening. MANAGERS MEETING BRIEFING The Tour and Team managers briefing this season is via an online link system, the briefing will be available online from Tuesday 3rd March. Provinces will be provided with the link to access the briefing. Final Completed Team Registrations are required to be provided by 7pm Thursday 5th March by either email to tournaments@touchnz.co.nz or handed in at Tournament Information hub by field 3 (Westbrook fields) Draw Information An information hub tent will be set up beside Tournament HQ – the Tournament hub will have the Grade Draws and Results. Draws will be available on the tournament website www.touchnz.co.nz Control of the Event The Touch NZ Tournament Manager in conjunction with General Manager Sports Operation and CEO will be in charge of all matters relating to the tournament. Any matters not covered in the Conditions of Entry / Managers Pack will be determined by the above Officials and their decision will be final.
Communication All communication during the tournament will occur via: • Sound System • Email • TXT’s for Tour Managers • Information Hub Area (Draw & Results updates) Start times Friday 6th March Opening Ceremony 8.00am (gates Open 6.30am) 1st round 9.00am Saturday 7th March 1st round 8.00am (gates Open 6.30am) Sunday 8th March st 1 Round 8.00am (gates Open 6.30am) Competition Points Win 3 points Draw 2 points Loss 1 point BYE 0 points Forfeit 0 points FINALS SHOWCASE (on finals field) In order to fully recognise and promote our Finals Showcase, we will require the assistance of Grand Final teams: • Following the Semi-Finals, Managers of the Grand Final Teams will be called to Tournament Control to review their Team Registration Form and confirm the players and Support Staff (this will include any players not participating due to injury etc.) and also pronunciation of participants names • The Grand Final Captains will be required for the coin toss fifteen (15) minutes prior to the game. Following this they can return to their team. • Grand Final Teams will be required to be ready in the allocated area ten (10) minutes prior to the commencement of the game. • Teams will be announced onto the field approximately six (6) minutes prior to the commencement of the game • Stadium Finals Field will host O40 Women, O30 Men, 21 Mixed and the 3 Open champion Finals. • Field 3 Finals Field will host O55 Men, O27 Women, O50 Men, O35 Women • First and second place will receive Gold and Silver medals Please note there are only 19 Medals per team. • Plate winners will receive a plaque only.
Coaching Positions and Communication Team Officials may issue verbal instructions to on field players from the substitution box, however if they leave the substitution box, they can ONLY observe the game and REMAIN MUTE. An official (coach, manager) may position themselves at the end of a field. They must remain five (5) meters behind the dead ball line and behind the fencing line. The official must REMAIN MUTE Presentations Open and 21 grade presentations will occur on Sunday 8th March 2020 beside the stadium playing field. Masters grades will occur on Sunday 8th March 2020 in front of Tournament control by field 3 The specific presentation schedule is to follow. Open 21 Mixed Open Woman Open Mixed Open Men’s After the Open Men’s Final Masters O55 Men O50 Men O45 Men O40 Men O40 Women O35 Women O27 Women O30 Men After 035 Women’s Final Approaching referees at halftime break and new Referee Abuse rules Approaching referees at halftime break Effective from the 2020 YOM Nationals if a captain/team management wish to speak to the referee team at halftime then they will now do so when there is one (1) minute remaining in the halftime break. This means that immediately at the halftime hooter that the referee team has time to do their debrief and get feedback from a Touch NZ National Referee Coach before the captain/team management approach. This operational update excludes a manager or team representative confirming the halftime score with the referee team. New Referee Abuse rules The following new Referee Abuse rules will apply: 1. An additional Touch NZ Tournament Rule 24 on Referee Abuse which provides for automatic three (3) match suspension where a team official or player is dismissed for the reminder of a match for Referee Abuse (see Touch NZ Tournament Rule 24);
2. An amendment to the Touch NZ Tournament Rule 8 clarifying that the automatic two match suspension for dismissal for the reminder of the match under this rule does not apply for a player dismissed for the remainder of the match in accordance with the proposed Touch NZ Tournament Rule referenced in 1 above; 3. There is a detailed Touch NZ Referee Abuse Policy and Procedures document that will be referenced in the additional Touch NZ Tournament Rule but will be placed on the Touch NZ website. Tents / Marquees Provinces can provide their own marquees/gazebos, or hire marquees. The marquees/gazebos must be erected in the approved Marquee/Gazebo site. Please ensure your confirmed area with Tournament team before placement The responsibility for security, care and maintenance of the marquee/gazebo is that of the Provinces. For Provinces who are looking to hire marquees please find below preferred provider contact details. Security The security of your tent area, and team gear, is your responsibility. Touch NZ will not be liable for any loss or damage to any of the equipment and or vehicles. Please ensure your tent is secure and tied down at the end of each day, and that your vehicles are locked at all times when you are at the park. Any lost and found property will be held at tournament headquarters. Medical Touch NZ will ensure medical coverage at all events through our Medical Team Location, the medical team will consist of - Assessment and Injury management will also be done by Physiotherapist treatment providers, who will be situation in the marquee village in the Touch NZ gazebos (players are to provide their own tape for strapping)
- First Medical Responders (on field injury management assessment) Provinces are to ensure they follow their Health & Safety policies and supply teams with base medical supplies to treat “minor” injuries Massage services will be available. $20 per 15mins Strapping services will be available No tape then $5 per body part Brown tape $10 Kenesio tape $20 White tape 5.0 $10 White tape 7.5 $15 Blood Bin Any player with a bleeding cut or abrasion is to leave the field immediately and have the cut or abrasion cleaned and covered. At this time, any blood-stained clothing must also be either cleaned or replaced. If the player does not leave the field immediately, the Referee will stop the game and ask the player to leave the field (normal substitution rules apply). Once the flow of blood has been stemmed, the cut or abrasion cleaned and covered and any blood-stained clothing and equipment cleaned or replaced, the player may return to the field and continue play. If bleeding cannot be controlled and the wound securely covered, the player must not continue in the game. Concussion ACC has established a statement on Concussion in Sport and have launches National Guidelines for Assessment and Management tool for athletes, parents, teachers, coaches and medical practitioners. Force Majeure A) If Touch NZ is unable to perform, in whole or part in any obligation under these regulations of Force Majeure Event, TNZ is relieved of that obligation under these regulations to the extent, and the period it is unable to perform. B) In addition to Touch NZ has no obligation to refund to any individual or team any fees paid if it is unable to perform by reason of a Force Majeure Event. FORCE MAJEURE EVENT: for the purpose of these regulations a force majeure event includes but is not limited to any or all of the following: • Acts of Nature including flood, drought, earthquake, storm, cyclone, fire, explosion, epidemic; or • War or Act of Terrorism; or • Riot or civil disturbances; or • Any fact, circumstance, matter or thing beyond the reasonable control of Touch NZ
Weather Touch NZ Hot Weather, Wet Weather and Storms Procedure In the event that games need to be rescheduled due to hot weather, it will be played at a later time on the same day or earlier the next day as practically allowed and agree upon by Touch NZ (if able). Match reschedules If, due to any other extraordinary circumstances, a game cannot be completed to full time the game may be rescheduled as soon as possible (if able) at a time and on a ground arranged by Tournament Management in consultation with both teams. If the game has commenced, and cannot continue prior to half time the following will apply: 1) The game will start from the beginning and must be completed up to the regulation full time. 2) The score will commence at 0-0. If half time has occurred and the game cannot continue, the following will apply: 1) The game will start from the beginning of the second half and must be completed up to the regulation full time. 2) The score will commence at the score that was recorded at half time. If a team refuses to complete the game when it has been resumed, that team shall forfeit the game. If, due to time constraints or any other reason, a game cannot be rescheduled the following will occur: 1) Games that did not continue prior to half-time will be abandoned and a 0-0 score will result. 2) The result of games that did not continue after and including half time will be the score at that point in time. Note: Tournament Management reserves the right to judge and adjust to suit the conditions as required. To ensure the smooth running and organising of the event, Touch NZ reserves the right to apply tournament rule 5 “AMENDMENT OF TOURNAMENT RULES” in any circumstance where the weather procedure is applied, as such this includes draw formats. Finals Cancellation Process In the case of extreme weather resulting in finals being cancelled the following will occur 1) Tour Managers/Team Manager will be called to an emergency meeting at tournament control 2) Tournament Manager will determine a format that will a. Determine major finalists (if possible) b. Apply point 1 of the game result for non-rescheduled/played games 3) Medal presentation will occur in the modified format of
i. One team will receive full set of medals ii. Second team will receive the grade winning plaque Touch NZ will order the second set of medals for the recipient team who received the plaque via our events supplier as per the order timeframe specified by the supplier for production ( 4-6 months), upon receipt of the second set of medals these will be provided to the Province for distribution to the team Touch NZ will order the second winners plaque for the recipient team who received the medals via our events supplier as per the order timeframe specified by the supplier for production ( 1-2 months), upon receipt of the second plaque it will be provided to the Province. SECTION 2: TEAM REGISTRATION All players, coaches, managers and support staff must complete online registration to be eligible to enter the sub-box. Online registration closes off is Wednesday 27th February 2020 All team registration forms with player numbers and any changes are to be submitted by 7pm Thursday 5th March 2020 to Tournament Control or alternatively by email to tournaments@touchnz.co.nz The maximum of 16 players can be registered. NON-PLAYING TEAM MEMBERS (15TH & 16TH PLAYER PROCESS) Under the tournament rules, teams can register up to sixteen (16) players. Only fourteen (14) players can participate in each game. The Team Manager must advise the referee officials of any individuals(s) not participating in that particular game. The stand down player’s numbers must be recorded on the back of the scorecards. Failure to comply with this may result in a forfeit. AGE AND REQUIREMENTS Under the tournament rules, players will have to identify themselves and prove their age if challenged by the Tournament Director. Proof of age can be made by a drivers licence, a copy of the player’s birth certificate or a passport. All managers should have a photocopy of each player’s proof of identification. The Tournament Director, and his or her subordinate, is the only person who may ask for the proof of age and identification. If there is a query on an opposition player’s age or identification, a protest must be placed in the normal manner.
SECTION 3: GRADE FORMAT TBC SECTION 4: PROTEST, DISPUTES AND DISCIPLINE Protests and Disputes must be lodged in writing within 15 minutes of the conclusion of the event/game in question to the Tournament Manager. At this time the Protest and Dispute will be assessed. If warranted it will progress to either the Judiciary Panel or the Protest and Dispute Committee Protest Fee of $50.00 must accompany the lodgment. The protest is to be lodged and signed by the Team Official or Tour Manager. The Protest will then be investigated by the Protest and Dispute Committee and their decision will be returned, to the Team Official or Tour Manager Touch NZ reminds all parties that the following issues will not be open to appeal and or protest and therefore formally advises all teams that they must be aware of this prior to the commence of games: • The Referee – The Referee is the sole judge on matters of fact and is required to adjudicate on the rules of the game during play. The Referee may impose any sanction necessary to control the match and in particular; award penalties for infringements against the rules • Authority of the Referee – Players, coaches and officials of both teams are under the control of the officiating Referee. • Referee Decisions – Referee Decisions cannot be protested If a team does not agree with the score on the score sheet, they are to NOT sign the score sheet and lodge a protest. The following information is to be provided with the protest to the Tournament Manager within 15 minutes of the game concluding: • Who tapped off? • The order the scoring occurred (including player numbers of both teams) • The half time and full-time score • The TNZ issues score sheet The opposing team will be called to verify the score. If they do not agree or in the event of inconclusive evidence the score will be recorded as the score the Referees have recorded. Alternatively, video evidence can be provided and the evidence will be used if conclusive and showing the full game time.
All players sent from the field for the remainder of the game will be dealt with via the TNZ Disciplinary Policy and may be required to appear before the TNZ Judiciary or Disciplinary Hearing. Such players are subject to the requirements in Touch NZ Tournament Rules 8 and 24. Any Player, Official or other Member of the team who is the subject of a complaint or incident report may be dealt with via the TNZ Disciplinary Policy and may be required to appear before the TNZ Judiciary or Disciplinary Hearing. In the case of a player being dismissed from the field of player for the remainder of the game such players are subject to the requirements in Touch NZ Tournament Rules 8 and 24. SECTION 5: SPONSORSHIP AND LOGO DISPLAY SECTION 6: MERCHANDISING The Merchandising at Touch NZ events will be the responsibility of Touch NZ and its supplier partner. Food We will have coffee, ice cream, donuts and hot chips, hotdogs etc. These will al be place on Westbrook fields. Bunnings Head to the Bunnings marquee (next to Field 2) where they will have plenty to see and do! Stay hydrated with their electrolyte station, or cool down in their misting tent. They’ve also got face painting and lots of fun stuff to keep you busy off the field. Ice baths will be available on Saturday and Sunday to help your muscles recover. Just head along and see one of the team members at the Bunnings marquee to book your team spot.
SECTION 7: POLICIES The event guidelines are determined set on a number of Policies that are designed to provide rules for Touch NZ events, policies that apply are Touch NZ Code of Conduct Touch NZ Judicial, Disciplinary & Appeal Policy Touch NZ Judicial, Disciplinary & Appeal Policy Appendix 1 Touch NZ Referee Abuse Policy and Procedures Touch NZ Use of Personal Image Policy Drug Free Sport NZ - Sports Anti-Doping Rules Touch NZ Health and Safety Policy Touch NZ Police Vetting Policy Touch NZ Sponsorship Policy Policies are available on the Touch NZ website www.touchnz.co.nz About TNZ Policies SECTION 8: RULES TNZ conduct tournaments under the auspices of the Touch NZ 8th Edition rulebook and the Touch NZ Tournament Rules, the Tournament Rules are available on the Touch NZ Events website www.touchnz.co.nz Tournament Rules 1. RULES, POLICIES & PROCEDURES Touch New Zealand Playing Rules, Constitution, Policies and Procedures will apply at all times. 2. PLAYING TIME Each game consists of two periods of 20 minutes with a three-minute half time break. 3. TEAM ENTRIES Each school may enter only one team in each grade. 4. DECIDING TEAMS WITH EQUAL POINTS In the qualifying rounds draws count. a) For single round robin: If at the end of the qualifying round two (2) teams have equal points, 1. The team who beat the other team will be placed ahead.
2. If still undecided the difference between the points scored for and those scored against will be collated and the team with the highest point’s differential will be placed ahead. 3. If still undecided, points scored for will be divided by the points scored against and the team with the highest point’s differential will be placed ahead. If at the end of the qualifying round three (3) teams have equal points, point difference applies. The difference between the points scored for, those scored against will be collated, and the team with the highest point’s differential will be placed ahead. 5. AMENDMENT OF TOURNAMENT RULES To ensure the smooth running and organising of the event, the Tournament Manager has the right to change, amend, and adjust the tournament rules to suit the tournament for which he/she is directing 6. COMPLAINTS, PROTESTS & APPEALS All complaints, protests and appeals are to be made on the official forms as supplied by the Tournament Director. A fee of $50 is to accompany the protest. A fee of $100 is to accompany an appeal. Protests and appeals must be made within 15 minutes of the completion of a game or notice of finding of the committee. The fee will be reimbursed if the protest/appeal is upheld. 7. REGISTRATION OF PLAYERS a) Teams can register up to 16 players b) All player’s and team official’s details (including their playing number) must be registered on the official Touch New Zealand Team Registration Form and produced to the Tournament Manager by 7pm on Thursday 5th March 2020 c) No player can play for any two teams in the same tournament. d) No players can be added to the Registration Form once it has been handed to the Tournament Manager on Thursday 5th March 2020 e) All players and team officials must also complete the official Touch New Zealand Tournament online Terms and Conditions 8. MATCH SUSPENSIONS Should a player incur a penalty under rule 18.3b of the Playing Rules of Touch – 8th Edition, they will incur an automatic two match suspension. In applying this rule, a bye does not count as a match played. A player does not have a right of appeal. The automatic two match suspension does not apply to players dismissed for the remainder of the match in accordance with Touch NZ Tournament Rule 24. The automatic three (3) match suspension will apply in Referee Abuse situations. 9. PROOF OF AGE The onus is on the player to prove their age on demand to the Tournament Manager. The minimum proof required will be a copy of the player’s birth certificate or their passport.
10. TEAM NUMBERING Team numbering must be 1-16 inclusive. Players must retain the same playing number, which must match that of their team sheet, throughout the tournament. 11. TEAM UNIFORM A fully approved school uniform (as per the Touch New Zealand Uniform Policy) must be worn at all times during matches at all Touch New Zealand tournaments. Sub-Box Footwear – All members of the team MUST wear foot wear in the sub-box. Under Garments – The wearing of under garments i.e. thermals, skins, tights, bike shorts and other types of apparel, whilst acceptable, MUST NOT be visible during the course of play. Compression Garments – The wearing of compression garment is approvable by the Tournament Manager based upon Medical Ground ONLY. A Medical Certificate must be submitted to the Tournament Manager 7 days prior to the tournament for dispensation consideration. 12. DEFAULTS All games in all grades or divisions must be played in full throughout the Tournament Any team failing to do so will result in instant disqualification from the tournament. 13. TEAM OFFICIALS Team officials may issue verbal instructions to on field players from the substitution box, however if they leave the substitution box, they can only observe the game and remain mute. 14. SIN BINS Any player recorded as having been sent to the sin bin for a second time during the course of the tournament will be suspended for (1) one match. Where a player is to be sent to the sin bin for the second time during the same match, the player shall instead be sent off for the remainder of the match and will be suspended as per Tournament Rule 8. 15. PLAYER SAFETY RULE At their sole discretion, the Referee may impose any ruling necessary to ensure the health and safety of the participants during a match. This excludes a decision on whether a field meets health and safety requirements for a match to commence and/or continue when a potential health and safety issue are identified by match referees. Match referees will identify and report health and safety concerns (including any recommendation/s) regarding the field to Touch NZ Tournament Control personnel with the final decision on whether a field meets health and safety requirements for a match to continue/not continue resting with the Touch NZ Chief Executive (or his/her nominee).
16. SPECTATORS All persons not involved in the game must stay clear of the field of play and in cases where the field is closed off, must stay behind the barrier. 17. SUNGLASSES The wearing of sunglasses during a game is forbidden. Prescription glasses, for which a doctor’s certificate must be provided, maybe worn upon producing a doctor’s certificate. In these instances, the wearing of the glasses will be at the risk of the individuals. 18. MATCH BALL The Match ball will be provided by Touch New Zealand. 19. GAME POINTS Game points allocation for all Touch New Zealand Tournaments is; 3 points for a win, 2 points for a draw, 1 point for a loss, and 0 points for forfeiture. 20. TEAM PENALTIES The penalty for teams breaching rules 7, 8, 9, will result in forfeiture of all touchdowns scored in games in which the offence took place. The non-offending team will be awarded the game 5 – 0 or retain their touchdowns scored, whichever is the greater. 21. PLAYER DISPENSATIONS All dispensation (compression garment, prescription glasses) must be submitted to Touch New Zealand Tournament administrator ten (10) working days prior to the tournament starting. 22. PLAYING AND SURROUNDING ENVIRONMENT At their sole discretion, the Match Referees, Referee Support Official, Touch NZ Referee Coaches or Touch NZ Tournament Officials have the right in exceptional circumstances to instruct any person(s) to immediately leave the park and/or surrounding playing area should the conduct of the individual(s) considered to be threatening, abusive or bring the game into disrepute. This provision also applies to the conduct of team officials. If a person and/or team official refuses to comply with the instructions of the Match Referees, Referee Support Official, Touch NZ Referee Coaches or Touch NZ Tournament Officials then the match will be stopped until the instruction is complied with. 23. SIN BINS / SENDING OFFS/ OTHER DISCIPLINARY INCIDENTS The Touch NZ Judicial, Disciplinary and Appeal Procedures for touch NZ National Championships and IPS events that will apply to deal with sin bins; sending offs; other disciplinary incidents are attached in Appendix 1
24. REFEREE ABUSE - MEMBERS OF THE PUBLIC; TEAM OFFICIALS; AND PLAYERS If a member of the Public; Team Official; or Player are determined by a referee in a Touch NZ National Championship match to have abused a referee, then the referee/s have discretion to apply on field sanctions in accordance with the Touch NZ Referee Abuse Policy and Procedures contained on the Touch NZ Website (in the http://www.touchnz.co.nz/About-1/TNZ-Policies#). If a Team Official or Player is dismissed for the reminder of the match for Team Official abuse, the Team Official or Player will receive an automatic three (3) match suspension. In applying this rule, a bye does not count as a match played. A Team Official or Player does not have a right of appeal. The Touch NZ Judicial Commissioner in his/her discretion: I. may review the automatic three (3) match suspension if on review of the Touch NZ Referee Abuse Incident report the Commissioner determines that three (3) match suspension is manifestly inadequate; and II. subject to giving the Team Official and/or Player the opportunity to make further representations on the matter, may impose additional sanctions on the Team Official and/or Player.
