2019 SOUTH AFRICAN ROAD & TIME TRIAL NATIONAL CHAMPIONSHIPS EVENT PROGRAMME GUIDE REGISTRATION WEDNESDAY 6 FEBRUARY 2019 • Registration for the Time Trial and Road Race will be at the Rietondale Lodge, Soutpansberg Road, Pretoria from 14:00 to 19:00. • NO LATE ENTRIES will be allowed for the Time Trial due to seeding order and start times. • Technical Meeting at 16:00; Team Manager’s Meeting at 17:00.
TIME TRIAL 7-8 FEBRUARY 2019 DIRECTIONS TO ROOIWAL CHURCH FROM JOHANNESBURG Travel on the N1 North and take the Wallmansthal off ramp. Turn left after the toll gate and proceed until you arrive at a T-junction. This is the Old Warmbaths Road (R101). Turn right and proceed 1 kilometre until the turn-off before the bridge. Turn right and the church is on the right hand side about 500 metres up the road. FROM PRETORIA Travel on the N1 North and follow the directions above. PARKING AT ROOIWAL CHURCH There is ample parking at the church. BICYCLES & EQUIPMENT: TIME TRIAL • Women participating in the Time Trial should indicate at the start line if they DO NOT want assistance with a standing start (shoes clipped-in). • All bicycles will be checked, weighed and measured. This will be undertaken in a clearly marked designated area before the Start Line and once done, the rider cannot leave the starting area. • A rider who arrives late for his/her start will not be permitted to start until such time as his/her bicycle has been checked, weighed and measured. • Strict rules will apply with regard to the UCI Technical Regulations including the diameters and length of Time Trial Bars (1:3 ratios). • Riders will not be allowed to use the TT circuit to warm up. ROUTE DESCRIPTION: ROAD RACE BASIC LAP This is the basic loop around the Union Buildings. It passes in front of the Union Buildings and is 10km in distance. FINAL LAP This final lap (after the bell) will deviate over Tom Jenkins Road before returning to the original route just after the Union Buildings again. SPECIAL RULES DURING THE 2019 SA ROAD & TIME TRIAL NATIONAL CHAMPIONSHIPS ARTICLE 1: ORGANISATION The South African Road & Individual Time Trial National Championships will take place in accordance with the Rules and Regulations of the UCI (International Cycling Union) and Cycling South Africa. Any infringements will be disposed of in terms of Chapter 12 of the UCI Rules and Regulations and by participating in the event, riders and managers acknowledge and subject themselves to all relevant UCI and Event Special Rules and Regulations. Distances: as per the Start list The final start list will be posted on the Cycling SA website. Please note that any additional names added to the start list sent to participants are not late entries, but names that were omitted from the entry list sent to the organisers by Cycling SA and this can be verified by emailing events@cyclingsa.com. ARTICLE 2: PARTICIPATION All riders participating in the National Championship must be in possession of a 2019 Racing License issued by Cycling SA, or a valid international license issued by a federation duly recognised by the UCI, but where the rider is recognised by the UCI as a South African citizen and license holder. ARTICLE 3: TYPE OF RACES & POINTS AWARDED a) All races conducted will be National Championships; b) Each cyclist must ensure they understand the layout for the particular route of his/her age group inclusive of the in/out routing scheduled and the circuit; c) All races will be Closed Championships and foreign citizens (riders from other nations) may not participate; d) Riders from UCI teams need to ride in their registered UCI cycling clothing; e) This is a Closed Championship; the Elite & U23 Men and Elite & U23 Women races will be awarded UCI points. ARTICLE 4: PERMANENCE (RACE MEETING OFFICE AND HEADQUARTERS) Race permanence is at the venue and will be open for registration from 6-10 February 2019 from 08:00 to 17:00, 6 February 2019 from 14:00 to 18:00. No numbers can be collected on the last day. An Officials Meeting will take place on Wednesday 6 February 2019, at Rietondale Lodge at 16:00. All Managers’ meetings will take place on Wednesday 6, Thursday 7, Friday 8 and Saturday 9 February 2019 at 17:00; at Rietondale Lodge. The stationary feeding stations will be discussed during the Managers’ Meetings. ARTICLE 5: RADIO-TOUR a) No radios are permitted for riders in the road race; b) Commissaires & Neutral Vehicles will have a radio; c) Team Managers can hire radios at R200 per Radio. ARTICLE 6: NEUTRAL SERVICE a) A neutral service vehicle shall be arranged for each category; b) Riders withdrawing from the race must report their withdrawals to the President Commissaire or Chief Judge at the Finish Line. ARTICLE 7: FOLLOWING VEHICLES TIME TRIALS a) Following vehicles will be permitted and the driver of each vehicle must be in possession of a current Cycling SA (Level B) manager’s license. Riders using following vehicles for the ITT to advise Team Manager’s name at registration. b) A license check will be conducted at registration and right before the start of each rider. c) Should a driver not be in possession of a license, he/she may not follow the rider. d) Marshalls and Commissaires will be present on the route during the Time Trial event. e) Should any rider and his following team vehicle be suspected of foul play, he may be disqualified immediately. f) All team managers are to familiarise themselves with the rules of the UCI for this event and ensure adherence thereto by the riders and team managers alike. g) Starting order as distributed to participants and will be made available on the Cycling SA website. ROAD RACES a) Service vehicles per registered team or provincial team will be permitted (UCI categories only) 1. UCI World Tour riders and/or international based riders who do not have a team, will be allowed a combined support vehicle b) A minimum of four riders is required as qualifier for a team vehicle, except for riders registered with International UCI Teams. c) A convoy order will be determined by UCI ranking, starting with UCI World Tour Teams/Riders, Pro-continental teams, continental teams, then a draw for the remaining registered teams and provincial teams d) A neutral service vehicle will be available. e) There will be two Wheel Stations and one Water Station on the route allocated for riders to place their spare wheels/ water bottles with their seconds. ARTICLE 8: FEEDING DURING THE EVENT / FEEDING ZONE There will be one feeding station for the Road Race. (To be discussed and finalised during the Managers’ Meetings). These will be clearly marked. Feeding will only be allowed at these designated points. No feeding will be allowed during any of the Time Trial events, no feeding from motor vehicles during the Road Race, due to the length of the circuit ARTICLE 9: MEDALS & NATIONAL CHAMPIONSHIP JERSEY This event is the Road National Championships of South Africa. Medals are not presented for participation alone, but for competitiveness: a)Each Category will be eligible to win a National Championships Jersey, and a gold, silver and bronze medal subject to the conditions below. 1. Elite, U23 and Junior Men and Women: i. 8 or more starters – Jersey + gold, silver and bronze medal ii. 5-8 starters – silver, bronze medals only (no jersey) iii. 3-5 starters – bronze medal only 2. Veteran Men and Women 30+ to Master Women 59 and Master Men 69: i. 5 or more confirmed and paid entries – Jersey + gold, silver and bronze medal ii. 4 confirmed and paid entries – silver, bronze medals only (no jersey) iii. 3 or less confirmed and paid entries – bronze medal only 3. Para-cycling, 60+ Women and 70+ Men: i. Gold medal and Jersey, per 5 year age increment – minimum 1 finisher
b) Elite/U23 Men and Women 1. Subject to the proivisions contained in Article 3(f), the following applies to the awarding of the Elite Road National Champion jersey: i. If the entries surpass 200 for men and 176 for women, a separate U23 event will be held then Article 9(a) applies ii. If entries do not surpass these numbers, the Elite/U23 categories will remain combined, to maximise UCI points earnings for U23 riders iii. In terms of Article 9(b)(ii), in the case of a combined event, the race winner will be awarded the Elite National Championship jersey (irrespective if the said winner is Elite or U23); iv. If the overall winner is an U23 rider, the first Elite rider will NOT be awarded the National Championship Jersey; v. If the winner is an U23 rider, the said rider will also be awarded the U23 National Championship Jersey vi. If the winner is an Elite rider, the first U23 rider to cross the finish line, will be awarded the U23 National Championship Jersey • The U23 National Champion can only wear his/her jersey in specific U23 events and cannot wear the Jersey in any combined Elite/U23 event, even if the National Champion may not be present at the event in question 2. Subject to the provisions contained in Article 3(f), the following applies to the awarding of the Elite Road National Champion Medals: i. If the entries surpass 200 for men and 176 for women, a separate U23 event will be held, then Article 9(a) applies ii. In a combined event, medals will be awarded as follows: • If an U23 rider wins the event, then he/she will receive the gold medal for both Elite and U23, and so forth • If an Elite rider wins the event, they will be awarded the gold medal, and there will be a separate medal presentation for the U23 1-2-3 • If U23 riders place on the podium (2nd/3rd) they will receive both the respective medals for the Elite podium as well as the U23 podium; c) Jerseys will be available for photo shoot only. A winner’s jersey will be made to your correct size and posted to you two weeks after the event. d) Each Category will be eligible to win a Gold, Silver or Bronze Medal. ARTICLE 10: ELIMINATION PERIOD a) An elimination period of falling behind by 15% from the main bunch, will lead to elimination. ARTICLE 11: MEDIA PRESENTATION, PRIZE GIVING & PROTOCOL a) A media presentation and protocol will take place each day within 30 minutes after the race has been completed. ARTICLE 12: ANTI-DOPING / MEDICAL CONTROL a) The Anti-Doping Protocol and Rules of the UCI, SAIDS (South African Institute for Drug-free Sport) and Cycling SA will apply. b) The Anti-Doping premises will be clearly marked; ARTICLE 13: BICYCLES & EQUIPMENT a) ROAD RACES i. No bicycles should be left unattended. ii. It will be each rider’s individual responsibility to ensure that all wheels and equipment given to Neutral service vehicles will be marked and collected after each event. iii. All riders must sign on after successful bicycle inspection and not leave the waiting area. b) TIME TRIAL i. Each rider has to have his/her bicycle inspected and weighed in before the start of the Time Trial and cannot leave the starting area again. ii. Each rider has to have the bicycle inspected and rolled-in at least 30 minutes prior to his/her starting time. iii. Strict Rules will apply as per the new regulations of the UCI. iv. Riders must know and adhere to the UCI rules pertaining to catching another rider. c) TIMING i. The event will be timed by Mobii Time. ii. A timing chip for the Time Trial will be provided in the race packs to the riders participating in the Time Trial event. iii. A separate frame number will be provided for the Road Race – instructions will be included in the race packs. iv. Any rider in possession of a Mobii chip, must bring it to the event. d) RACE NUMBERS i. You will receive two back numbers and a frame number in your race pack. One back number to be used for the Time Trial. Two back numbers will be used for the Road Race. Please make sure that your number(s) is clearly visible at all times for the officials.
ARTICLE 14: MEDICAL Each rider entering into an event confirms that he is a healthy person, able to compete at the National Championships. Riders need to ensure that have made the necessary provisions and has taken out the required medical and personal liability insurance stipulated and required by the UCI. In the event of any accidents and injuries, all injured riders will be taken to the nearest hospital in Tshwane. ARTICLE 15: RACE RADIOS a) Each Following Commissaire during an event will be provided with a two-way race radio by the organisers. b) Each Neutral follow Service Vehicle will be provided with a two-way race radio. c) Should a Team following vehicle require a two-way radio, a non-refundable fee of R200.00 will be payable to the organisers. d) As per the new regulations of the UCI, no race radio communication between the following vehicle and riders will be permitted during any road events. e) Should a rider be caught, this may lead to the disqualification of the individual rider and his/her club as per discretion of the President Commissaire. ARTICLE 16: EXTREME HEAT There may be extreme heat conditions during the event – if this is so, extreme weather precautions will be applied; these can include, but are not limited to, open feeding earlier, shorten route distance, or stop the event.
