BUILDING DEPARTMENT Responsible for the following: • Implement Provincial statutes including the Ontario Building Code Act and the Ontario Building Code • Review and approve plans and specifications for proposed construction and issue related permits • Conduct inspections and respond to customer inquiries • Administration and enforcement of the North Perth Zoning By-law • Site Plan application and review • Consultation and assist with Planning Applications • Administration and enforcement under the Clean Water Act • Assess and collection of Development Charges • Assist in the enforcement of the Property Standards By-law Contact: Ed Podniewicz CBO at 519-292-2058 or epodniewicz@northperth.ca 2018 Code Amendments Where an application for a new house is made after January 1, 2018 and the house is served by a garage, carport or driveway, the following shall be installed: • a minimum 200 amp panelboard, • a conduit that is not less than 27 mm trade size and is equipped with a means to allow cables to be pulled into the conduit, and • a square 4-11/16 in. trade size electrical outlet box. This does not apply where the application is made before January 1, 2020, and where, before January 1, 2018, • an agreement was entered into between the owner of the land and on which the house is to be constucted and a distributor, or • a plan for the land on which the house is to be constructed respecting the siting and sizing of lines, transformers or other equipment used for conveying electricity was approved by a distributor. Please contact the Building Department to find out if this exemption applies to the property in question. BY-LAW ENFORCEMENT The Municipal By-law Enforcement Officer investigates concerns such as noise complaints (e.g. barking dogs, loud music), property standards issues, littering/dumping, fences, portable signs and other matters concerning the Municipality of North Perth By-laws. The RZone is an operating procedure that identifies a code of conduct which applies to all the Municipality of North Perth buildings, facilities, programs, parks and trails. The RZone procedure enforces a set of expectations around violence, vandalism and inappropriate behaviour for participants and the general public. What does the RZone mean? The “R” in the RZone logo stands for Respect and Responsibility. Respect for Yourself; Respect for Others; and Responsibility for your Actions. COMMUNITY PARKS & TRAILS Parks & Playgrounds We have many beautiful playground areas surrounded by walking paths, park benches and picnic tables. Our community parks in Atwood, Wallace, Monkton and Listowel also include pavilions available for rent for special occasions like reunions and family picnics. To rent a pavilion, call the Parks & Recreation office at 519- 292-2054. Soccer Pitches Fields in Listowel, Wallace and Elma to suit all ages are available for team play and tournaments from May to September. To book call the Parks & Recreation at 519-292-2054. Ball Diamonds We have a variety of excellent ball diamonds available for slo-pitch, soft ball, and fast ball in all locations and an amazing hard ball field in Listowel. Tennis Courts Fabulous courts available in Listowel and Atwood. Tennis courtesy rule: When people are waiting for a court, players must stop playing on the half hour regardless of when they began to play. North Perth Trails North Perth offers trail users a unique combination of trails through the core area, agricultural land, parks, and former railway rights of way. Listowel Memorial Park has a beautiful walking trail along the Maitland River featuring many eye-catching flower gardens and parks. The North Perth Trail runs along the former railway Skate Park from Listowel to Atwood and from Listowel to Gowanstown. ADVANCED AQUATICS Bronze Star Excellent preparation for success in Bronze Medallion. Participants develop problem-solving and decision-making skills individually and in partners. Candidates learn CPR and develop the lifesaving skills needed to be their own lifeguard. Includes a timed 400 m swim. Cost: $100 Listowel Kinsmen Pool and Atwood Lions Pool: July 16-20, 2018 9am - 12pm. Bronze Medallion and Emergency First Aid & CPR Teaches an understanding of the lifesaving principles embodied in the 4 components of water-rescue education - judgment, knowledge, skill and fitness. Rescuers learn tows and carries, and defence methods and releases in preparation for challenging rescues of increased risk involving conscious and unconscious victims of various types. Lifesavers develop stroke efficiency and endurance in a 500 m timed swim. Bronze Medallion is the pre-requisite for Lifesaving Bronze Cross. Minimum 13 years of age. Cost: $200. Listowel Kinsmen Pool and Atwood Lions Pool: July 16-20, 2018 9am -3pm. Bronze Cross and Standard First Aid & CPR Designed for lifesavers who want the challenge of more advanced training including an introduction to safe supervision in aquatic facilities. Bronze Cross is a prerequisite for all advanced training programs including National Lifeguard (NLS) and Water Safety Instructor certification (WSI). Includes a timed 600 m swim. Cost: $200. Red Cross Lessons Lifesaving Society Lessons LSS Lesson Descriptions Starfish Parent & Tot 1 (4-12 months) With a caregiver the child will explore the water through buoyancy, movement skills, intro to PFDs and entries. With a caregiver the child will perform assisted front and back floats, learn how to travel at the surface by kicking, intro to Duck Parent & Tot 2 (12-24 months) PFDs and entries. With or without a caregiver the child will have fun jumping into the water with assistance. They learn to hold their breath and Sea Turtle Tots (2-3 years) open their eyes under water. Kicking on front and back swim orientation and stroke development. Swimmers jump into chest-deep water assisted. Floating on front and back and back glides with assistance for 3 seconds. Sea Otter Preschool A (3-5 years) Shallow water movement wearing a PFD. Fitness swim 1-2 m. Preschoolers jump into chest-deep water and get in and out wearing a PFD. They submerge and exhale under water. They glide Salamander Preschool B (3-5 years) on front and back 3m with a buyoant aid. Flutter kick on back 5m. Preschoolers try both a jump and a side roll into deep water while wearing a PFD. They recover objects from the bottom in Sunfish Preschool C (3-5 years) waist-deep water. Kicking and gliding on front and back unassisted. Fitness swim 5-7m. Beginners become comfortable jumping into water with and without a PFD. They open their eyes, exhale and hold their breath Swim Kids 1 Swimmer 1 (6 years and up) under water. They work on floats, glides and kicking on front and back. Fitness swim 5-10m. Swim Kids 2 Swimmer 2 (6 years and up) Advanced beginners jump into deeper water and become comfortable falling sideways into the water wearing a PFD. Tread water without an aid, recover an object in chest-deep water. Fitness swim 10-15m. Swim Kids 3 Swimmer 2 (6 years and up) Swimmers develop front and back crawl strokes, and explore whip kick in a vertical position. Swimmers tread water for up to Swim Kids 4 Swimmer 3 (6 years and up) 30 sec. and learn to transition from front to back flutter kick. Fitness swim 20-25m. Swimmers work towards stride dives and standing dives into deep water. They improve the front crawl, back crawl and whip Swim Kids 5 Swimmer 4 (6 years and up) kick. Swimmers are introduced to a 3m under water swim. Fitness swim 50m. Junior swimmers shallow dive into deep water and perform in-water back somersaults. They achieve the Canadian Swim to Swim Kids 6 Swimmer 5 (6 years and up) Survive Standard. Front and back crawl while breaststroke skills are introduced. Fitness swim 100m. Intermediate swimmers increase efficiency in front crawl, back crawl and work to develop breaststroke skills, introduced to Swim Kids 7 Swimmer 6 (6 years and up) stride entries, scissor kick and vertical dolphin kick. Front and back crawl sprints. Fitness swim 150m. Intermediate swimmers master dolphin kick, diving off blocks and eggbeater. They are introduced to sculling and continue to Swim Kids 8 Swimmer 7 (6 years and up) maximize efficiency in front crawl, back crawl and breaststroke. Fitness swim is 300m. Advanced skills include head and foot first surface dives and 25m obstacle swim. First aid basics. Swim lengths of front crawl Swim Kids 9 Swimmer 8 (8 years and up) and breaststroke. Fitness Swim 350m. 75m swims of front crawl, back crawl and breaststroke. Rescues with buoyant aid and timed object support. First aid continued. Swim Kids 10 Swimmer 9 (8 years and up) Fitness swim 500m. REGISTRATION NIGHT Wednesday May 30, 2018 from 6-8pm You can start registering for swimming lessons anytime after April 3rd by coming into the Municipal Office. If you prefer to wait for our evening registration, our lifeguards will be available on Wednesday, May 30, 2018 from 6-8pm at the Municipal Office in Listowel and the Elma Memorial Community Centre in Atwood.
