Foreword
These 2015 awards with a total of seventy eight entries
received covering all facets of the painting and
decorating industry, while overall to a varying standard,
the general quality as recorded being good to a better
standard. It is not underestimated the difficulties that
you who work in the finishing and protection sector of
the construction industry face on a daily basis. Be it
from job enquiry through to completion then handover.
Should it be Historical; Restoration; New Construction;
or Small Domestic Projects etc.

With the growing team of independent Judges there is a
need for all to maintain a close working relationship, from
the time the PDA hand over the entries prior to shortlisting,
through all the site visits procedures to be carried out with
equal and factual process, then this concludes in the merit
of each visited project being considered prior to awards
being made on a like for like basis properly.

It is recorded these awards not only cover a particular
project but also the business acumen and customer care
generally of a contractor, this an essential requirement when
these awards commenced 28 years ago.

This year in order to ensure detailed analysis of projects by
the Judges who travelled England; Wales and Scotland, a
review of categories took place in 2014. This resulted in 2015
site visits, in categories; Commercial twenty visits;
Decorative eleven visits; Industrial seven visits; Small
Contractors ten visits; Highly Decorative (Reinstated for 2015
Awards) ten visits.

The presentation of each entry, including the photographs is
a key in the selection of the projects and contractors work
to be short listed along with the client completed
declaration. It is always helpful for Judges to meet clients or
their representative when on site and may lead to positive
consideration when the awards are made.

Interesting visits this year, included a site with late
instruction to proceed for the backdrop in a TV soap
programme court case, while another being visits to –
Number 1 London – home to a previous Prime Minster that
also has connections to a military man in Sheffield. Security
of certain projects during the works has been highlighted by
clients, along with alarm systems being maintained, water
penetration by leaking services or defective roof coverings
have been noted, including on one major project, that
required the vast ceiling/roof area to be pressure washed,
the contaminated waste collected and removed from site
above the public pedestrian used areas. Small Contractors
have not been over looked, it is often here the clients have a
great influence.

Those who provide sponsorship on a regular basis not only
support quality but provide the industry and clients with
detailed information and encouragement. This sponsorship
is enormously appreciated.

Well done and congratulations to all who have taken part in
the 2015 awards process with overall many high quality and
interesting entries.

                                          This year’s Painting and Decorating Association
     FINALIST                             apprentice/trainee competition was in its seventeenth year
     Hayley Grindon                       of the competition. The competition received a very healthy
                                          turnout of 30 entries which included mainly apprentices and
                                          a handful of full time learners. Entries ranged from all levels
                                          of the study programme with an age range from 16 – 25
                                          years of age. Each northern and southern heat also
                                          consisted of a good mixture of male and female trainees.

                                          The 30 entries travelled from far and wide for the heats and in
                                          some cases travelled the day before to ensure they were well
                                          prepared for battle. The entries that made their way on the day
                                          were up and off as early as 4 am to ensure they reached their
                                          destinations in good time. This was lovely to see that these
                                          keen competitors had the key foundations to succeed in a
                                          successful future by demonstrating they were eager, punctual
                                          and truly independent.

                                          The competition heats were open to all levels of work based
                                          learners (Apprentices) or fulltime students who are training and
                                          currently seeking employment within the craft. The overall
                                          quality, tool skills, and professionalism were outstanding from
                                          start to finish and a real pleasure to observe. It also gives great
                                          assurance in abundance, much pleasure and heaps of satisfaction
                                          to know that our craft is in safe hands in terms of quality, and as
                                          such, required skills are passed on and adopted by these future
                                          craft persons.

                                          My hat goes off to Ian Williams Ltd, Novus property solutions,
     FINALIST                             Alfred Bagnalls and the smaller Painting and Decorating outfits
     Ben Deer                             who year after year continue to support the PDA national
                                          competition and encourage their future craftsmen and women to
                                          compete and demonstrate their skills with true determination
                                          and professionalism.

                                          The Southern Heat was held on the 13 March 2015 at Weston
                                          Super Mare College in Somerset. A grade 1 Ofsted College, with a
                                          well-equipped Painting and Decorating workshop, ample space
                                          and bay areas to accommodate the competition. This heat also
                                          coincided with National Apprentice week which is recognised and
                                          designed to celebrate apprenticeships and the positive impact
                                          they have on individuals, businesses and the wider economy.

                                          The Northern Heat was held one week later on the 20 March
                                          2015 at South Leicester College, the second time the competition
                                          has been held there due to fantastic staff, workshops and
                                          resources. The competition was held on the main floor of a
                                          modern building for all the students to view the competition
                                          behind a clear glass partition in a large open workshop.

                                                                 This is a large, extensive new building with some existing
                                                                 areas as separate works. All works have been carried out
                                                                 to a high standard.

                                                                 While the modern new sports centre and visual
                                                                 performing arts building needed detailed management to
                                                                 keep to the programme with other trades to high ceiling
                                                                 areas along with structures and M & E Services finishes.
                                                                 The existing historical ceiling area is seen as a reflection
                                                                 of the diversity that this contractor is able to do without
                                                                 a drop in quality. From ornate ceilings through to
                                                                 exposed structural steel.

 An extensive project of roof and facade external repair, plus
 redecoration carried out in Central London on the Piccadilly
 shopping arcade and offices above. The building remained
 occupied and access to the shops was required at all
 opening times. Some out of hours working was required.
 The completed works are crisp, with cutting in worthy of
 special mention, as is the shop front lettering. The
 interviewed client was very satisfied and would not hesitate
 to work with the contractor on future projects.

This project was very well presented and the client
(Sellafield) was very impressed with the quality of work,
which was 25% wallpaper hanging and 75% painting.

The murals were well matched and cutting in was very good.

2000 litres of emulsion were used and both internal and
external works were carried out to a tight programme.

At handover the client expressed complete satisfaction with
the works.

 The tender for the works included a Condition Survey
 whereby the job cost difference is split between the two
 parties of the contract.

 The works consisted of the exterior painting of the college,
 following a 10 year lapse in maintenance. Windows were
 painted internally and externally following repair and
 preparation. Some parts of the structure repair needed
 English Heritage consent. Safety inspectors were employed
 to ensure no contamination from lead paint preparation
 was possible.

 The client was very happy with the way the contract had
 been carried out, and the whole is a very neat, tidy job for
 which and O & M manual has been produced.

 This external painting was to treat the original concrete
 finished facade throughout in this high rise 10 storey
 construction of some 40 years of age. Isolated areas had
 mosaic tiles requiring painting also.

 Pressure hosing was used to remove the grime built up over
 the years. The works were carried out using cradles.

 Exposure conditions let to difficulties or working,
 particularly around the window treatments.

 A challenging project undertaken to successful completion
 in a prominent position near the National Stadium.

This college building once bare, uninviting and open has now
been transformed, with its central hub enclosed. A high
vaulted ceiling inlaid with slatted wood, walls coated in
white, interspaced with striking colours, bands of colour
at lower level around stairs and walkways bring this
building alive.

Problems of different floor levels and working at height
proved no problem for this contractor, and a very
satisfied client.

A well planned and executed contract, providing a great
place for staff and students to work and learn in.

The Brunel building, Southmead Hospital, is a new NHS
Hospital, with 871 beds.

The painting and decorating contract was to carry out all
the painting work, which at its height required a maximum of
75 painters. Anti bacterial matt emulsion was the main
coating used, with other specialist finishes being used where
require, plant room, service areas.

The contractor can be pleased with the completed job and
the high quality of the finishes.

 This new 64 bed nursing home decorating contract, won by
 competitive tender, involved many different colour
 combinations allowing the residents to have individual
 choices in their bedrooms.

 Community areas were decorated using wall hangings.

 The whole provides a pleasant community atmosphere
 which the client was very pleased with.

 Lever House has been refurbished, following extensive repair
 and making good.

 The new doors were stained to match the existing; water
 ingress had to be contained; and extensive decorating could
 then take place.

 A mix of colour schemes were possible in individual rooms,
 and wall hangings in the communal areas.

 In all a very pleasant outlook now in what was a building in a
 poor state of repair.

The Amex Centre was constructed as a training ground for
Brighton and Hove Albion, the “Seagulls”.

This new facility has been built to a high standard. The paint
finish is excellent and has worn really well in the nine
months since completion, including the specialist paint used
in the swimming pool area.

This is a job the contractor can be proud of. Well done!

Matalan’s new Headquarters in Knowsley is an impressive
new building constructed to a very high standard.

The decorating part was also of good quality, with
hardwood waxed door frames, satinwood finishes and the
use of diamond matt finish on the wall areas. The whole
gives a very pleasing impression as the building is entered.

Ambrose Ellis Painting Contractors Ltd can be proud of this
works, finished to a very high standard.

 Working alongside the usual array of construction trades
 on this hi-tech operations centre, the contractor had to
 complete the majority of the works during the coldest and
 wettest part of early 2014.

 Even though the building was not fully watertight, the work
 was completed, delivering a very clean and crisp finish to the
 great delight of the main contractor; and the client.

 A very well considered project.

 This country hotel needed internal and external restoration
 and modernisation. The work was done under a
 subcontract to the main contractor.

 Following minor repair the exterior was repainted. Internally,
 following plaster repair and stain blocking, the areas were
 brought forward for decoration and paper hanging. The
 waxing of the staircase was especially noted for its finish.

 A very tight programme to ensure stated opening times
 were strictly adhered to.

 The finished work is in keeping with the expected cliental
 visiting the hotel.

The main difficulty the painters had with this contract was
that the premises had to remain open at all times. Some
areas required scaffolding, further adding to the complexity
of the job. Health and Safety was very important to avoid
any problems with the public access and egress.

Nevertheless, the work was accomplished without difficulty
and declared an outstanding job for the client.

 Bletchworh House, a Grade ll listed property, required
 extensive external repair and decoration, but on this
 contract only the woodwork and metalwork was
 attended to.

 Prior to the main painting all areas of rotted woodwork
 were repaired using new wood and the Windowcare
 system. Sliding sash windows were eased and adjusted to
 allow full use after completion. Access to the work was by
 cherry picker.

 Finished to a high standard, the completed contract is
 pleasing to the contractor and the client.

 Masters Lodge is a Grade ll listed property constructed in
 1840 and in need of complete restoration. New dormer and
 window sections required repair using the Windowcare
 system. Sliding sash windows were eased and left in good
 working condition.

 To bring the contract to a good standard of finish a range
 of access equipment was used; cherry picker, ladders and
 scaffolding. Health and Safety and environmental aspects
 were foremost in the specification and careful arrangements
 had to be made for wedding photography so that the
 scaffolding did not intrude.

 Both client and contractor expressed pleasure with the
 finished work.

                                                                Over an 18 month period this contactor, awarded the
                                                                work by competitive tender, undertook the specialist
                                                                industrial coatings contact, with some isolated, ornate,
                                                                decorative features, behind some suspended ceilings
                                                                needing to be removed. Following high pressure
                                                                washing to high level steel works, where all debris and
                                                                residue had to be collected before a four coat paint
                                                                system was applied.

                                                                This major contractor, with additional works required, as
                                                                the contract progressed, has achieved a sound job,
                                                                ranging from good to a very high standard of finish.

 The Millennium Stadium in Cardiff was opened in 1999 and
 since that time has required periodical renewal of the
 protective coatings to the exposed steelwork of the roof.

 This contract involved working in an exposed environmental
 with very difficult access. The paint supplied was a
 protective marine quality coating; and the specification
 included cleaning down, spot priming; and the application of
 a three coat system.

 A very good standard was achieved.

MANUFACTURER: International Paints

St Julians Viaduct was constructed in 1885. Because of its
age wear and tear repainting the steelwork was necessary.

Because of its situation on a river with large tidal levels and
flow a barge was required for the paints to be applied to the
main supporting columns.

This was a complex contract requiring grit blasting
equipment with the necessary safety working within tight
timescales; as river levels and access to the rail track areas
were limited.

Considering the access difficulties, a very high standard has
been achieved.

MANUFACTURER: Tikkurilla Paints

This suspension bridge over the River Severn on the Apley
Estate, in poor state of repair, required an intense
refurbishment programme.

The project was a difficult one, the bridge is a suspension
bridge and a full scaffold was required.

After the wooden decking was removed, and full preparation
completed, a full paint system was applied which should give
good protection for the future.

The finished job was to a good standard, very well done!

 Built in 1814, this windmill needed several issues relating to repair
 of the timber elements; funded by a Lottery Heritage Grant,

                                                                    Coombe Hill Manor is a recently constructed, purpose
                                                                    built Residential Care Home of 92 bedrooms, including
                                                                    isolated apartments, completed to high standards
                                                                    and finishes.
                                                                    The Judges were accompanied by the Contractor and the
                                                                    Resident Clients Manager, both seeing the works
                                                                    through to completion. Inspections included external
                                                                    finishes at high level, plant rooms, ground floor car park.
                                                                    Decorations included at least seven types of wall
                                                                    hangings and isolated cornice areas picked out in a
                                                                    special gilded effect. The cinema also has specialist
                                                                    finishes to some areas. A consistently high standard has
                                                                    been attained throughout.

 maintained, by day and night throughout the project.

 The repairs to the roof and masonry is excellent, and the
 whole has been finished to a remarkably high standard.

A new two storey theatre and drama block has been built in
the grounds of Colet Court, consisting of class rooms,
drama rooms and a small theatre.

The dry lined walls are plain painted with all woodwork in
oak or ash, with a clear lacquer finish. The theatre and
other ceilings have been acoustically lined and covered with
spaced vertical battens again finishes in clear lacquer. The
external has also been painted. There is a light and airy feel
in this contract, finished to an excellent standard.

The client expressed complete satisfaction with the
complete works.

 required the contractor to understand the possible
 complexity of the work before commencing on site.
 Protection to both hard and soft working areas required the
 contractor to update labour certification where required.

 The completed work is to a high standard and the cutting in
 is exceptional.

Brompton Court is an extensive site of various styles of
building. Originally a Sanatorium, this Grade ll listed building
and Church Hall was possibly part of the Royal Brompton
Hospital in London. There are 66 apartments providing
homes for the elderly in a sheltered and caring environment.

The contractor needed to be aware of all the elderly care
issues and the safety and protection needed. Other than
scaffolding, all works were carried out by female artisans.

The finishes are crisp and clean with excellent cutting in to
other elements of the building.

repair to the varying state of the building; and the decorator
had to be aware of the historical importance of issues
relating to the Heritage Lottery Funding for this work.
Overall, a good standard has been achieved.

                                                                  The Lyceum Theatre was designed by theatre architect
                                                                  W.G.R Sprages, as an Edwardian Auditorium, which is one

                                                                  relatively short contract period, not aided by the
                                                                  discovery of some hidden problems putting further
                                                                  pressures on the decorator. Out of hours and weekend
                                                                  working became essential to ensure a timely hand over.
                                                                  All types of decorative finishes may be found here and
                                                                  essential teamwork at all levels had to be ensured. The
                                                                  very highly decorative McDonald room is worthy of
                                                                  special mention.

 stencils, setting these in position using lasers; and the
 craftsmanship required shown here are a master class of
 detail and finish. Out of hours working was required to
 complete this prestige work. This is a project that not only
 the Watson family may be proud of; but the PDA industry
 members also. Thank you!

This imposing building stands out, with its high vaulted
ceilings, relief plaster work, and panel edged stained glass to
the upper levels. Restoration was completed in 12 weeks to
celebrate the 250th Anniversary of the church. Access was
provided by the use of bird cage scaffolding, ensuring a safe
working environment. Careful preparation followed; and a
multitude of finishes were applied, bringing the building back
to its former glory. Gold leaf to pillar capitols, Sienna
marbling to columns, stencilling, all were used to form the
backdrop of the altar.

Good use of colour and some very fine detailing are
seen here.

 had badly affected the high level work.

 Following extensive remedial works on the exterior and by
 the team of decorators internally, the redecoration was
 successfully completed, on time and within a tight timescale.

 The work involved the use of artist brushes, fitches and
 sponges to reproduce an excellent and sympathetic finish to
 the works. The hardwood panels and seating finished with a
 clear oak varnish finish.

 considerable weathering and decay. Much research and
 liaison was required with the Queen’s Scribe to restore this
 to its original order; including treatment to the supporting
 facade. The final detailed finishes include much gold leaf to
 this historical emblem and its surroundings.

 The work carried out has been confirmed as historically
 accurate, delightful, and now a part of our National Heritage.

Budget restraints were an issue, but the whole looks very
good; with the client stating “I am particularly pleased with
the completed works, and would confidently use the Bell

 Apsley House is the London Home of the Dukes of
 Wellington. Grade l listed and dating back to 1778.

 The work included the main entrance hall, the anti room and
 back staircase. Ceilings, cornices and walls were decorated
 together. Architraves, skirtings and plinths were finished in
 white, but the doors were not painted.

 The centre piece of the hall were the marbled pilasters and
 colums, finished in an unusual marbling, Breccia Tavera.

 work on one of the 9 areas, completing one per week of
 these highly damaged areas.

 The Lord Mayor of Leeds considered the work “ an excellent
 job carried out with a great deal of skill and patience”.

 The technical ability required to accurately colour match to
 existing colours was exemplary.

decorator played an important par, co-operating with the
client and other artisans on site.

 blistering; and on our inspection appears to do so. Sash
