Terry Armstrong, Chairman 2015 Fire Safety Rodeo Committee Kingsport Area Safety Council 4509 West Stone Drive Kingsport, TN 37660 Date: May 20, 2015 To: All Volunteer Fire Departments The 2015 Dick Bailey Fire Safety Rodeo Committee has finalized plans for this year’s Fun Fest event that is sponsored again by the Kingsport Area Safety Council. This activity affords a unique opportunity to display the skills of our Volunteer Fire Fighters, and at the same time allows a perfect setting for friendly competition between the area’s volunteer departments. We have scheduled this function for Saturday, July 11, 2015 in a parking lot at Holston Army Ammunition Plant, BAE Systems, Inc. in Kingsport. Teams will consist of four members, so your department may wish to enter more than one team. Members can only participate on one team, and you must remain on the same team throughout the competition. This event is designed for fun, so we are open to your ideas and suggestions. If your department would like to provide a display booth for specialized equipment or fire prevention information, let us know and we will work with you to include this activity. We are not allowed to sell any items during this event, including refreshments. The Fun Fest Committee will provide a concession stand for your convenience. Carefully review the enclosed brochure, and if you have any questions or suggestions, feel free to contact any of the committee members listed below. Let’s strive to make this year’s rodeo the best ever. No one will leave this event a loser. Bring your families, friends and lawn chairs and let’s celebrate Fun Fest!!! 2015 Fun Fest/Dick Bailey Fire Safety Rodeo General Rules and Regulations Entrants for this rodeo will be selected on a first come – first served basis. Each team will consist of at least four and no more than six members. All members must report to the registration desk on the day of the event. Each participant must remain on the same team throughout all events. The First Place Winner of each event will receive a trophy for that event. The top four winners will receive points in each event as follows: First Place - 10 points Second Place - 7 points Third Place - 5 points Fourth Place - 3 points Trophies will be awarded to four Overall Winners based on the total scores earned by each team in all events. Although the Battle of the Ball does not count in overall scoring, a trophy will be awarded to the winner of this event. There will be a Sportsmanship Award for the team selected by the judges as most courteous throughout the events. There will be drawings for door prizes throughout the day. Teams are requested to stage for each event in a timely manner. The decision of the judges is final. Any interference will be grounds for disqualification from the rodeo.

Bucket Brigade Objective: To use four Fire Fighters and four buckets to displace Floater Ball from the side floater tube with water in the shortest time possible. * Bunker gear required will announced by the judges prior to this event. Rules: 1. All participants must don bunker gear as directed by the officials and move behind Starting Line to begin the event. 2. On command from the official, all team members must proceed to the Water Supply Tank and use the provided buckets to fill the 55 Gallon Barrel until the Floater Ball is ejected. The Water Supply Tank will be placed in a random location by the judges on the day of the event. 3. All water must be dumped over the top hand rail of the elevated platform into the barrel. Buckets cannot be dropped or thrown. 4. The event will end when the ball is ejected. Each infraction of the rules will result in a three second penalty.

Interior Attack Simulation Objective: To use four Fire Fighters to advance a 1½ inch hose line through two barrels, connect the hose to a standpipe, charge the line, and plug the sprinkler head in the shortest time possible. Rules: 1. All Fire Fighters except the Water Supply Officer must don complete bunker gear before the event begins. 2. The two members who advance the hose through the barrels will be blindfolded throughout the event. 3. Locate one team member as Water Supply Officer at the gated wye. Locate the other three team members behind Line A. The Team Captain will carry two wedges (provided). 4. Upon command from the starting official, the Team Captain will verbally direct the two blindfolded Fire Fighters to advance the hose line through two barrels, which will be located at random in the area between Line A and Line B. The Captain may not physically touch team members or their equipment. 5. The lead member of the hose crew must connect to a coupling located past Line B. Both hose team members must completely cross Line B before the line is charged. When the hose connection has been made, the Team Captain will direct the Water Supply Officer to open the gated wye. 6. After water begins spraying, the Team Captain must proceed to install the wedges to slow the flow of water from the sprinkler head. The head may leak, but the main stream of water must be stopped. The event is over when the Captain drops his/her hands. The gated wye must be left open and the wedges remain in place for at least fifteen seconds (wait for the final signal from the officials). * Each infraction of the rules will result in a three second penalty.

Quick Attack Objective: To use four Fire Fighters to advance a pumper through a given course, connect one hose line to the engine, and knock down two targets in the shortest time possible. Rules: 1. All Fire Fighters except the Engineer must don complete bunker gear (same as Bucket Brigade) before the event begins. 2. Locate two Fire Fighters near Line A (location will be marked). The Engineer and one front seat passenger must position the apparatus behind the starting line as directed by officials. Both personnel must use seat belts. Neither the Engineer nor passenger may lean out the window of the engine. 3. Upon command from the starting official, the Engineer must maneuver the engine through a designated course without knocking over cones, coming to a complete stop within two feet of Line A (approach side only). Crossing Line A will result in a fifteen second penalty. No advancement will be made by team members until the truck has completely stopped rolling. The truck must be chocked before the Engineer engages the pumper control panel. 4. The team must connect a hundred foot section of 1½ inch hand line to the engine. This hose may be carried on the engine, but must not be pre-connected to the discharge. No type of quick-connect couplings will be allowed. 5. Team members must advance to (but not cross) Line B and knock down both targets with the water stream. Only a combination nozzle may be used. An uncontrolled hand line will result in disqualification. 6. The event will end when both targets are down. Each infraction of the rules will result in a three second penalty (Exception - Rule #4).

Battle of the Ball Objective: To use four Fire Fighters to move a six foot diameter ball across a designated goal line by skillful use of a water stream. Rules: 1. All Fire Fighters must don complete bunker gear (same as Bucket Brigade) before the event begins. Eye protection must also be worn (face shields down or goggles). 2. Each team shall proceed behind their appointed starting line as directed by the officials. A team will consist of one nozzle person, three back-up members which includes the Team Captain. 3. The ball will be placed in center field by the officials, and they will adjust each nozzle. These settings may not be changed until the event begins. 4. Upon command from the official, both nozzles will be opened and adjusted, the stream directed at the ball, and the line advanced as needed to move the ball. Touching the ball with anything other than water or the nozzle can result in disqualification. 5. The first team to completely move the ball across their given goal line will be declared the winner. 6. A five minute time limit will be imposed, and the winner will be determined by the location of the ball at the end of the allotted time. 7. This event is a single elimination except for final heats as needed for fair elimination of participants. Any negative conduct may result in immediate disqualification.
