In each instance stringent H&S requirements will be drafted and they must be put in place before the business re-opens. Protocols will need to be strictly adhered to for businesses to remain open. Is there a template for C-19+ reporting? There isn’t a template as far as we know so just refer to the directive: - Report to the DoH via the Covid hotline (telephonic) - Report to the DEL via email to the regional offices Note that the employer is advised to gather as much information as possible before reporting the case, such as where the employee suspects they contracted the virus, exposure areas, potential close or casual contacts etc. If the employee doesn’t know where they might have been infected, this should also be documented.
Where a C-19+ case is confirmed Notify the National Department of Health/ National Institute for Communicable Diseases, using the hotline number: 0800 029 999 as well as the DEL.

Negative Media Statements met with strong NEDLAC response. Did result in a productive meeting (including Labour reps) late yesterday and a flurry of responses/activity from UIF Directors.
Gathering Data & Raising Issues with UIF Questionnaire remains open for completion, but we urge everyone to finalise their submissions by 3pm today, Thursday 18 June 2020. We will collate results and share these with UIF during our meeting tomorrow afternoon. Please note that if you’re struggling to complete the questionnaire more than once (we’d like the info PER UIF reference number ideally) please try on a different browser or via a different PC. https://www.allcounted.com/s?did=3oamz04pjmoah&lang=en_US So far, we’ve received almost 500 responses, representing approximately 15 000 employees.
Security Upgrades • They have removed the opportunity to access UIF reference number via PAYE number (limit FRAUD) • Also removed option to check total payment made per UIF, limited to per ID number • Password reminder, not reset seems to be enabled to limit unauthorized access attempts • Invalid Password now requires engagement with ICT Directorate If this happens, we recommend contacting: Mr. Xola Monakali ICT Director Xola.Monakali@labour.gov.za • Banking details can also no longer be updated on the system TERSaccount@labour.gov.za
CSV Upload challenges • Employers continue to experience issues with CSV uploads and “no employees” message reflecting. If you’re seeing “No Employees” message more than a week, assume it will not be successfully uploaded. • Check the formatting – use the new template provided by UIF (in case of changes) – we will circulate this today with rest of the documents. • DO NOT include “0” in the Employment End Date column, despite request by UIF to do so. We suspect that this might be part of the problem. Either leave this column blank, or insert 26 March 2020 as end date, as this is the last date on full pay. • If some employees have been successfully uploaded and others not, remember to REMOVE those who’re on the system from your CSV before attempting to reload. Also, rename the file using a new DATE, we’re unsure if the sequencing number makes any difference, despite original instructions in this regard.
Catching up on Processing • There was a lull in activity/processing for all last week. Many employers complaining that nothing has changed on their May 2020 claims “Application Still in Progress” • Payments made on 9 June 2020 were “faulty”, but payments were re-processed yesterday, and clients have reported receiving monies. • 14-day April claims are in progress for re-run. Employees have moved back to “declined” side and now reflect full period dates. According to Allan Ragalavoo these clients should have seen updated payment schedules and receive payment today. REMINDER TO AMEND THE “REMUNERATION RECEIVED” COLUMN TO REFLECT ONLY SALARY RECEIVED FOR WORK PERFORMED, FOR APRIL EMPLOYEES NOT YET PROCESSED. THIS WILL RESOLVE CHALLENGES WITH CALCULATION RE-SET.
“Refresh” your application If you’ve seen no movement on your application, or an individual’s application, then UPDATE the record to refresh. This seems to trigger the system to re-look at that individual or application.
Refund to UIF Challenges Resolved If you’re making payment using the Public Beneficiary account information, drop the “C” in the reference number and remove the “/ ” Your Proof of Payment will be forwarded to UIF, together with the reconciliation that indicates how the refund value was determined, and which individuals the refunds apply to (and how much). Bank Confirmation Letter finally received from UIF. We will send out this letter today with the slides for those who need it.
Same error messages for May 2020 • Unresolved employees from April will remain unresolved for May 2020 until the issue is sorted. Once resolved (i.e. Employer not declared on uFiling) the payment for both April and May 2020 should be made simultaneously. • Foreign Nationals will remain on the declined side again for May as they require manual processing. Providing that you’ve declared them on uFiling, and they were paid in April, they will automatically get paid for May. There is no indication of timeline provided as yet, however. • Employees who might have been released last month due to SARS verification check, may not be released automatically as it seems they’ve used a different verification code/point of reference? UIF maintains that employers should endeavour to rather capture these employees on uFiling. • Active Claimants, if resolved and paid in April, should automatically be resolved & paid in May 2020. • New error code “ID blocked on UIF system” is awaiting explanation. Suspect it might relate to overpayment by UIF, and need to recover funds?
HOW TO WEBINAR: uFiling uFiling Challenges Thursday 25 June 2020 11am – 1pm Registration link sent today • Remains the biggest challenge! • Inexplicable “error messages” create further confusion but we look forward to getting guidance “from the horse’s mouth” • Employees MUST be declared in uFiling in order to release payment • We continue to push for an alternative to uFiling for large employers (1000+ employees) Quick Cheats… • Declarations are a 2-step process: (1) upload employees then (2) submit declarations • Need to make declarations for Dec 2019, Jan – Mar 2020 as a minimum to trigger TERS payment • Waiting on detailed spreadsheet to ensure alignment of Postal Information (this is key verification). Need to match Suburb, City & Postal Code exactly. • If you don’t have postal information for employees, use the Company information! • If you receive error codes for UFL1006 or UFL1020 these relate to Employer Information changes. Need to complete UI8 form and submit CIPC documentation to newregistrations@labour.gov.za with subject line: “UIF Reference – Company Update”
Issues awaiting finalisation (feedback) by UIF • Appeals process for employers whose late April 2020 claims were underpaid due to re-work of calculation. • Outstanding payments for April 2020 period (bank validation challenges) • “Shifting” payment schedules and changing amounts for April 2020 period post-payment received. • Blockages currently being experienced by employees accessing normal UI benefits for those trying to claim maternity/unemployment etc. • Way Forward for large employers with uFiling challenges – alternative option sought
