Project: Holly Lombardi Land Holdings (Rock Crusher Facility) Accepted by Commission-8/24/2021 General Information Applicant/Owner: Holly Lombardi Land Holdings LLC Representatives: Legal: None Engineer: Green Site Designs Surveyor: Ryan Cheverie Requested Action: Modification of existing Rock Crusher Facility Plan to add yard hydrant Purpose: Site Plan Approval Location: 10, 18, 26, 34, 42 Sachatello Industrial Dr. & 325, 335 Butlertown Rd Map 27 Lots 7, 8, 9, 10, 11, 12, 13 Existing Land Use, Acreage, Zoning and Applicable Zoning Sections: Rock Crusher Facility 31 +/- acres LI Section 4.11.11 (Excavation, Processing (Crushing) and Quarrying of Earth Materials) Section 12 (Light Industrial Zone) Section 17 (Site Plans) Analysis Inland Wetlands – no wetlands activity with 50 feet of a wetland Planning Review: The rock crusher facility currently has a water valve and lateral that were previously installed during the East Lyme waterline expansion project. This line is not to be used for domestic consumption instead it is only used for emergency purposes and dust suppression. The existing East Lyme water valve is right next to the road and if ever hit could cause potential contamination to the system. The new yard hydrant will be easier to use and located at a safer distance off of Sachatello Industrial Drive. Minimal grading will be needed as only a small trench will need to be dug that will later be backfilled. Permission has been granted by East Lyme Utilities and the City of New London Department of Public Utilities has no issues with the work within their watershed.
Staff Recommendations Staff recommends approval. The application meets all the requirements of Section 4.11.11 (Excavation, Processing (Crushing) and Quarrying of Earth Materials), Section 12 (Light Industrial Zone), Section 17 (Site Plans) of the Regulations Draft Motion for Approval: The Commission finds that the site plan meets the requirements of Section 4.11.11, Section 12 and Section 17 of the Zoning Regulations and approves the modification to the rock crusher facility application of Holly Lombardi Land Holdings LLC and the plan titled “18 Sachatello Industrial Drive Town of Montville,Ct Holly Lombardi Land Holdings, LLC Lot 3 Combination & Reconfiguration Lombardi Business Park Revised to 7/22/21 to include added Yard Hydrant” This is a conditional approval. Each and every condition is an integral part of the Commission decision. Should any of the conditions, on appeal from this decision, be found to be void or of no legal effect then this conditional approval is likewise void. Should any of the conditions not be implemented by the applicant or his successors within the specified permit time period, then this conditional approval is void. The applicant may re-file another application review. The conditions of approval are: 1. The ZEO must be contacted 24 hrs prior to start of construction and a Zoning Permit must be filed for prior to construction. 2. The applicant must comply with all operational restrictions as specified in Section 4.11.11 of the Regulations 3. Post- Construction Requirements note shall be added to the plans that reads as follows: After construction is completed and accepted by the Owner, it shall be the responsibility of the Owner to maintain all drainage structures. In addition, the following inspection and maintenance guidelines shall be the responsibility of the Owner, beginning the first year period following construction completion and acceptance, and shall be followed each year thereafter: 1. Drainage and other Paved Areas: Inspect on a regular basis not to exceed weekly for litter and debris. Sweep at least twice a year, with the first occurring as soon as possible after first snowmelt and the second not less than 90 days following the first. 2. Catch Basin Sumps: Inspect semi-annually and cleaned when the sump is one half full of silt and/or debris. 3. Landscaped Areas: Inspect semi-annually for erosion or dying vegetation. Repair and stabilize any bare or eroded areas and replace vegetation as soon as possible.
