BURDETTE (PETE) FULLERTON, PH.D., CEcD Assistant Director - Kansas City Aviation Department Pete has held his position as Assistant Director for Commercial Properties & Devel- opment with the Kansas City Aviation Department since 2015. Fullerton has been a Community Economic Development professional over 30 years. He previously served as President/CEO of the Economic Development Corporation of Kansas City and Executive Director of the Platte County Economic Development Council in Kansas City, Missouri. In his career, Pete has participated in the completion of projects that have directly invested over $3.5 billion which currently employ over 17,000 in Kansas City. In 2017, Pete earned his Doctorate at the University of Southern Mississippi in Human Capital Development with the publication of his dissertation, The Effects of Tax Increment Financing on Assessed Land Values. Pete attended Texas A&M Uni- versity and received his Bachelor of Arts degree in Political Science and a Master of Public Administration from the University of Missouri. Pete holds certifications as an Economic Development Finance Professional (EDFP), Certified Economic Developer (CEcD), Professional Community Economic Developer (PCED) and Certified Return on Investment Professional (CRP). Pete is Past Chairman of the Missouri Economic Development Council. He has also served as an Adjunct Professor in the Graduate School of Public Affairs at Park University. DAVID IVAN, PH.D. Community, Food & Environment Institute, Michigan State University Extension Dr. David Ivan is nationally recognized for his research on successful community change. A frequent invited speaker on community success at state/provincial, multi- state and national community and rural development conferences in the United States and Canada, Ivan has conducted previous research on community vitality, including a 2011 study entitled “Community Success in the New Economy” and a 2012 study examining community change. His research has been recognized by the Com- munity Development Society as its national research award winner. Ivan received a B.S. degree from Michigan State, an MBA from Penn State, and his PhD from Michi- gan State with a focus on community sustainability and vitality. JAMES OLSON Professor of Practice, Bush School, Texas A&M University Professor Olson received his law degree from the University of Iowa and is a mem- ber of Iowa Bar. While serving in the U.S. Navy, he attained the rank of Lieutenant Commander. Professor Olson was a career officer in the Directorate of Operations of the Central Intelligence Agency, serving mostly overseas in clandestine operations in the U.S.S.R., Austria and Mexico. He served as Chief of Counterintelligence at CIA Headquarters in Langley, Virginia. In 1997 Professor Olson was assigned by the CIA to the George Bush School of Government and Public Service in College Station, Texas, as an officer-in-residence. As a Professor of Practice at the Bush School at Texas A&M University, he teaches courses on intelligence, counterintelligence, and national security. Professor Olson is a recipient of the Intelligence Medal of Merit, the Distinguished Career Intelligence Medal, the Counterintelligence Excellence Medal, the Donovan Award, and several distinguished achievement awards. He is the author of “The Ten Commandments of Counterintelligence,” “Fair Play: The Moral Dilemmas of Spying,” and “To Catch a Spy: The Art of Counterintelligence.” KELLY TEMPLIN Director, Texas A&M University System RELLIS Campus Mr. Templin brings over twenty-eight years of public management experience to the job. He previously served as the City Manager of the City of College Station, Texas and Seabrook, Texas. Kelly has also worked for the cities of Auburn, Alabama and Oxford, Ohio. He Kelly hold degrees in Architecture and Urban Planning from Texas A&M University. Mr. Templin specializes in capital project planning and delivery and economic devel- opment. He is involved in recruiting industry and government partners to enhance the System’s research base.
