Play Area & Associated Works Framework • Open ITT to be issued via The Chest • The framework agreement will contain a Maximum of 6 Suitable Service Providers. • The framework is being established solely for use by Bury Council and will run for a fixed term of 2 years, with the option to extend for a further 2 years on an annual basis. • The appointed contractors will have the experience and competences required to undertake the safe removal and installation of fixed playground equipment such as swing sets, slides, roundabouts, multiplays etc. into the correctly excavated groundworks and footings as specified by the equipment’s’ manufacturers etc. • It is anticipated that full specifications and the opportunity will be published in April 2019 Construction Network 22.03.2019

Professional Services Architectural-led Design Team • Bury Council is seeking the services of an architectural led design team which includes nominated planning and other core design specialists for the development of the ‘Uplands Wellbeing Neighbourhood Scheme’ • The scheme is to serve as a ‘Wellbeing Neighbourhood model’ to be developed for application on other sites in Bury. • The Council’s aspirations are to develop further Wellbeing Neighbourhood Schemes in Bury, based on the model developed at the Uplands. • To become the Council’s Wellbeing Neighbourhood Design Consultant and develop a relationship with the Council to deliver efficiencies in the design and development of future Well-being Neighbourhoods across Bury supporting the work of the Council in its role as ‘master developer’. • There are potentially a further 4 schemes, which are focused primarily in town centre locations. Bolton Capital Programme Dashboard 2018 COST and TIME: Cost • In 2018 the value of work delivered via the Capital Programme was circa £30 Million. • Successfully completed projects have included Blackrod Community Primary School, Ladywood Special School, Thomasson Primary School, Egerton Primary School, Rumworth Special School, Chorley New Road Primary School, Bolton Museum Refurbishment, Turton High School, Albert Hall’s Enabling Works. Of these 83% were completed within budget and 75% of the projects have been completed Iron on schedule. Triangle Time Quality QUALITY: • Projects where Key Performance Indicators have been met include Blackrod Primary School where: 1, There was 100% Small and Medium Sized Enterprise (SME) spend on this project, 2, 100% (SME) engagement, 3, Cumulative Local Labour within 10 miles was 24% and Cumulative Local Spend within 10 miles was 20%, 4, 27 apprentice weeks on site, 5, 28 days of training courses completed, including health & safety, professional development, sustainability, first aid etc • Key projects where Bolton Contractors and Sub-Contractors were used included: Rumworth Special School where 29% of spend came from within 10 miles of Bolton, and Bolton Museum where 20% of the spend was within 10 miles of Bolton.

Bolton Council Procurement Highways Highways & Engineering department current frameworks are due for renewal, September 2019. The Following opportunities will be advertised via ‘The Chest’ Portal, within in the next couple of Months. Lot 1 General Civil Engineering Works up to £750,000 • Minor Highway Improvements • Ducting Works • Drainage Works • Undertake works included in the programme of Road Safety, junction improvement, Traffic Calming and other minor schemes. Undertake drainage works, including flood prevention works. Undertake civil and ducting works to existing and proposed traffic signal installations throughout Greater Manchester (for TfGM). Lot 2 Patching, Re-Surfacing and Surface Treatment Works up to £750,000 • Undertake Structural Maintenance (resurfacing) programmes for classified and unclassified road carriageway and footway schemes. Typical scheme values have ranged between £6,000 and £500,000 with around £1M being spent each year.
Highways Continued Lot 3 Highway New Works, Structural Maintenance and Associated Works up to £2.5M • Undertake works included in the Principal Road Major Maintenance Programme. Undertake new highway works. Typical schemes have averaged £700,000 in value in recent years with around 2 schemes being carried out each year. Lot 4 Bridges and Highway Structures Improvement and Maintenance Works up to £2.0M • Undertake bridgeworks and highway structures works programme. Average scheme value is £275,000 with 2 schemes being carried out each year. The Frameworks will be in place for 4 years and normally up to 4 contractors on each Lot. Contractors can apply for as many Lots as they like. Church Wharf • Delivery Partners: Developers Muse have 30 years experience delivering high quality regeneration of towns and cities; Parent company Morgan Sindall; AEW architects will design the scheme • Investment: Anticipated £200-£250m residential-led scheme • Masterplan Principles: Gateway site of strategic importance with Supplementary Planning Document in place to guide comprehensive development; significant forward fund investment needed to create a sense of place; de-risk, remediate, site clearance and demolition, acquire land, provide infrastructure including public realm, River Croal and environmental improvements • Anticipated Proposal: Subject to planning, phased delivery over a number of years totalling 360,000sqft regeneration scheme providing Up to 352 Residential units plus commercial space creating hundreds of jobs • Key Milestones (Indicative) – Legal Agreements in place. Currently working on appraisals and land assembly – Hybrid planning application submitted and validated 1/3/19 – Decision anticipated 18th April 2019 – first phase could commence 2020 – Phased delivery over a number of years – First phase could complete by end 2021
Croal Valley • Delivery Partners: Mix of developers across several sites including Central Street and Pool Street • Investment: Two separate schemes delivering in excess of £100m investment in residential led regeneration, combined with improvements to the River Croal and new public realm. • Masterplan principles: Residential led regeneration of a collection of brownfield, primarily surface car park sites with high quality architecture, design and public realm and improvements to the River Croal • Anticipated Development (subject to planning): – Central Street comprises 130 residential units in a number of buildings ranging in height and accommodation sizes for a mixed age demographic to create a new community, supported by a commercial development fronting Deansgate including c20,000sqft office; new ground floor retail and café opportunities and a potential studio; and significant public realm works to create a new sense of place and improve public access to the River Croal – Pool Street (land fronting St Georges Road between Bark Street and Back Bark Street). 258 apartments and four town houses are proposed for this area. – £35M development by Forshaw – Planning Application Submitted March 2019 • Key Milestones (Indicative): – Currently working on legal agreements – Planning Applications – 2019 – Potential Central Street Start on site 2019; Pool Street late summer 2019 – Potential for residential to complete by end 2020/early 2021 – Central Street commercial development by 2021
Cheadle Square Area • Delivery Partners and Investment: TBC • Masterplan Principles: central heritage location provides opportunity for a potential new mixed use destination with residential, business, restaurants, health and significant cultural and heritage attractions for visitors. Potential for high quality architecture and urban design to include network of streets, public spaces and links to Queens Park and University. Phased development of a number of sites • Anticipated Proposal: Subject to planning, Development of 300 houses providing accommodation and apartments for older people, families and students. Deansgate frontage presents opportunity for a new BL1 business address for smaller companies and start ups attracting thousands of jobs • Phasing: Residential development of former bus station site to come first followed by potential second phases including former Odeon, Magistrates and Cheadle Square • Key Milestones (indicative): – Demolition of former bus station completed August 2018. – Development brief and stakeholder panel being prepared to inform developer selection/options – Options, appraisals and phasing mid 2019 leading to potential for planning submission 2019/2020
Trinity Quarter • Delivery Partners: Large area with a range of sites in mixed ownership • Investment: Potential £45m Phase 1 initial investment in Trinity Gateway sites with future development of the Breightmet Street/Saville Mill/Clive Street sites generating £200m GVA including £17m household expenditure • Masterplan Principles: Creating a new, integrated sense of place connecting somewhere to live, work and spend time in a quality urban environment. Three core areas with new public realm and spaces to connect to Interchange • Anticipated Proposal: Phase 1 Subject to planning, new 500 space multi storey car park, 30,000sqft Grade A offices and 20 storey apartment block containing 150 apartments; and wider mixed private commercial and residential development such as the conversion of Globe Works to residential and redevelopment of the former BMW site. Potential to accommodate over 2000 jobs and 1200 residents • Key Milestones (ph1): – Agreement with Bolton Regeneration Ltd nearing conclusion – Negotiations with car park operator; potential office pre-lets; – Full appraisals and masterplans to be developed prior to land agreements and planning
Bolton Town Centre Regeneration Summary • Bolton Council Investing a £100 million to generate a billion through the private Sector, first Development hopefully to start end of 2019 • Confirmation In Principle of private sector funding in place for over £250 million to replace Crompton Place Shopping Centre Development. • £48 million plans put forward for the Trinity Gateway Site by Bolton Regeneration Ltd , who are also involved with the Crompton Place. • Muse Developments have submitted plans for £150 million neighbourhood scheme for the Church Wharf Site. • Placefirst has announced plans for a £27.5m Urban Village town centre development, the developers will submit a planning application later this year and, subject to approval, Placefirst aims to start work on the site by early 2020. Once we get the green light and these developments are ready to commence , Bolton Council with the developers and contractors will be sharing the opportunities.
Investment around the Borough • Harworth Estates the developers behind Logistic North are planning their next multi-million pound employment investment at Land West of Wingates , Westhoughton with a potential 1million sqft first phase (subject to planning) • The £262m Rivington Chase development is now on site with Bellway commencing the first phase of 1700 houses in Horwich together. • £220,000 District Centres Improvement Fund capital allocation in Horwich & Blackrod, Westhoughton, Little Lever, Farnworth and Kearsley delivering Business Improvement Grant awards; public realm works; signage; parking improvements; accident prevention measures and Christmas lights. • Farnworth masterplan almost complete , once it has been approved within the next couple of Months , it will be the guide to the redevelopment of Farnworth centre. Possibly Summer 2019, will assist in identifying building and business requirements, within the district: • Hundreds of private housing developments under construction around the Borough, providing homes for a growing population and boosting household spend
