SDGs involvement What has been done: →Trade union delegation to 2017 HLPF and Trade Union SDGs country reports (2017 and 2018 rounds) → Workers Major Groups 2018 thematic submission to the HLPF → Follow up dialogue on 8.8.2 indicator- labour rights (ILO tripartite constituents) → ITUC rights survey findings retained as a data provider for target 16.10.1 on violation of fundamental freedoms (ILO, OHCHR) → SDGs prioritised in the ITUC GS report to the GC → Influencing ILC report on effective development cooperation → 2018 FfD Forum: focus on private finance and social protection Next steps: • Finalise country reports for HLPF 2018 • Gear up to HLPF 2019 (SDG 8, 10, 13, 16) 11
Social Dialogue promotion for sustainable development What has been done: OECD-DAC →Creditor Reporting System proposal follow-up (TU-DAC Forum, March 2018) →start up thematic discussion series on the relevance of SD in the SDGs (first cluster “formalisation of informal economy”, seminar March 2017) →Elaboration of country case studies: Philippines, Argentina, Kenya, Costa Rica to back up our advocacy in partnership with the ILO GPEDC Social dialogue narrative in relevant work streams (i.e. Multi stakeholder partnerships and enabling environment), + monitoring process inputs (indicator 2) + Global Partnership Initiative/GPIs Next steps: • Production of a Synthesis study, including examples of trade union solidarity initiatives on the formalisation of informal economy • Next round of case studies on just transition in partnership with the ILO • Support regions/national affiliates involvement in GPEDC national monitoring process (results reported in SLM 2019) 12
Private sector accountability for development What has been done: →Trade union criteria for donors on private sector engagement (on-going) → Mapping donors and DFIs engagement policies with private sector (on-going) → Case studies on results of private sector in development (Philippines, Chile, Cameroon) OECD-DAC DAC Principles on Blending: ways forward (TU-DAC Forum, March 2018) GPEDC → work stream on private sector engagement (country analysis, inclusion of trade unions) → Monitoring process (inputs on indicator 3 on private sector) Next steps: • Follow up on DAC Principles on Blending implementation • Support regions/national affiliates involvement in GPEDC national monitoring process (results reported in SLM 2019) • Involvement on “Private sector engagement principles” (GPEDC work stream) and refinement of indicator 3 13
Trade Union Partnerships What has been done: → Continued dissemination of the Trade Union Development Effectiveness Principles and the TUDEP → Finalisation of TU Organisational Capacity Guidelines → Support to the state of trade unions in Africa initiative Next steps: • Follow up of state of African trade unions initiative with pilot countries • TUDEP trainings in the AP region and Southern Africa 14

(2-4 May 2018). ILC report: key issues (1) The ILO development cooperation follows its normative agenda, which is at the core of the Sustainable Development Goals. ILO dev coop should keep supporting the capacity to implement ILS, promoting the conditions for lasting peace and sustainability; Full recognition within the UN system/UNDAF at country level of the role of social dialogue and collective barraging for regulating labour markets and contribute to SDGs. ILO development cooperation and DWCPs play a greater role in UNDAFs. DWCPs are strategically used as a demand-driven tool for the effective involvement of social partners in mainstreaming the integrated Decent Work Agenda into UNDAFs; 45
ILC report: key issues (2) Greater role of capacity development for the social partners should be granted, as well as, ensure that of capacity-building initiatives are owned by social partners organisations and thus more sustainable; Partnerships with business entities should be built on a solid monitoring and assessment framework granting transparency, accountability and development results; 46
ILC report: key issues (3) ILO should scale up its involvement and visibility, upholding the decent work agenda, in all policy-making area around development and international development cooperation, ranging from the SDGs/HLPF and UN Regional bodies, to Financing for Development process (FFD), UN Development Cooperation Forum and the Global Partnership for Effective Development Cooperation (GPEDC) Set up a more frequent and permanent (3-4 years) monitoring process to assess the achievements and challenges of ILO dev coop. 47

Trade Union Development Effectiveness Principles What?: • A set of eight principles which tackle development effectiveness through a trade union focus. • Elaborated by the TUDCN through different consultations with its members, including the regional organisations of the ITUC and national affiliates. • Endorsed by the ITUC General Council in February 2011. 50
Trade Union Development Effectiveness Principles Democratic ownership: - Respect for the objectives and priorities democratically determined by trade union partners - Based on the needs of members and their organisations. Autonomy: - Independence from the political strategies of governments, employers and international donors - Safeguard needs, interests and priorities, which ensue from democratic processes with membership. 51
