Weekly Update & Analysis Your Premier Analysis of Federal Public Safety Policy August 9 - 13, 2021 The Brooks Bawden Moore Weekly Update and Analysis highlights the previous week’s floor and committee activities within the US Senate and House of Representatives, and this week’s congressional activities that relate to law enforcement and homeland security matters. The weekly update also lists legislation introduced the previous week, which may be of interest to the law enforcement and homeland security communities. The House is expected to return the week of August 23 to consider the budget resolution. When Congress returns in September, they will be consumed with a slew of items on their plate including funding the federal government, infrastructure legislation, the debt limit, and policing and criminal justice reform items, to name a few. Kerry Sleepy Joins SCN as Special Advisor - The Secure Community Network (SCN) announced that Kerry Sleeper will be joining the organization as a Special Advisor, assisting SCN on various disciplines, including policy,
public relations, and invigorating its National Security Advisory Board. Many of us had the pleasure of working with Kerry when he was Assistant Director for the FBI for seven years, where he created and managed the Office of Partner Engagement. You can read the announcement here. The mental and physical wellness of our law enforcement officers is paramount. The law enforcement community deserves better access to officer wellness and suicide prevention resources to help address their well-being. The National Suicide Awareness for Law Enforcement Officers (SAFLEO) Program, supported by the Bureau of Justice Assistance, answers that need. SAFLEO offers training, customized technical assistance, and online resources designed to help officers engage in help-seeking activities and for agencies to implement wellness and suicide prevention strategies. NEW Law Enforcement Intelligence Guide - The Bureau of Justice Assistance recently released its third edition of the Law Enforcement Intelligence – A Guide for State, Local, and Tribal Law Enforcement Agencies. This third edition builds on the first two editions, which primarily focused on terrorism in illustration and application. With changes in intelligence practices and threats to the community, a deliberate effort has been made in this edition to include content and examples of criminal extremism beyond international terrorism. Among other changes, the third edition also includes discussions
and analysis of targeted violence, such as school shootings, right-wing extremism, drug trafficking, gangs, and various types of criminal enterprises. You can download the guide here. NEW CSG Resource Guide: Adopting a Gender-Responsive Approach for Women in the Justice System - While men still account for the majority of people in the criminal justice system, the proportion of women has been growing steadily over the past several decades. More than a million women are now either in prison or jail or on community supervision. Despite this, criminal justice policies, practices, and programs have historically been designed for men and applied to women without consideration of women’s distinct needs. While gender-neutral approaches—if evidence-based—can be effective in reducing recidivism for both men and women, research has shown that gender-responsive approaches result in far better outcomes for women. The Council for State Governments recently released a new resource guide to developing gender-responsive programs. You can view the guide here. NEW Wellness Provider Vetting Guide - The COPS Office, along recently released the FOP Wellness Provider Vetting Guide, which provides recommended guidelines for identifying and selecting wellness providers for law enforcement professionals and their families. With step-by-step checklists, the guide lists topics for consideration when choosing a provider, program, or wellness product. Not only for the individual officer, this publication will also
provide law enforcement agencies and leaders with a path to providing the best services for their personnel. You can download the guide here. DEA Expands Access to Mobile Narcotic Treatment Programs - On June 28, 2021, the DEA published a final rule lifting the 14-year moratorium on adding mobile NTPs (methadone-dispensing vans). The rule waives the requirement for NTPs to obtain separate registrations for fixed-site and mobile distribution of controlled substances, such as methadone. This change will help expand access to methadone and other medication for opioid use disorder options in rural and underserved areas. Job Announcement: Deputy Director, Intelligence, SCN - The Secure Community Network (SCN) is seeking to hire a Deputy Director, Intelligence, which will be responsible for the operations of a Security Operations Center for an NGO to include management of staff, development of policies, goals and objectives, budgets, program activities, and administration of pertinent laws, and coordination of communications with Federal Department of Homeland Security, Federal Bureau of Investigation, countrywide Fusion Centers, state, municipal, military, tribal, and private, public, non-profit and
academic sectors as well as maintain Memorandum of Understanding with various stakeholders to ensure liaison efforts; fosters intelligence and law enforcement community connectivity with all entities. NEW CICC Five in 5 Newsletter (August 13) - The most recent CICC 5 in 5 was released, and features a webinar exploring the steps of basic risk assessment; risk assessment models including clinical, actuarial, and guided clinical judgment; and risk evaluation as it applies to youth. NEW +RISS Equals Results (August 11) - The latest edition of +RISS Equals Results is now available and features ROCIC audio/video staff aiding in trial assistance prosecuting a case. ROCIC staff compiled video from multiple sources into a single timeline, which demonstrated the suspect’s actions during the criminal activity. You can read the latest +RISS Equals Results here. Articles of Interest Apple criticised for system that detects child abuse BBC | Apple is facing criticism over a new system that finds child sexual abuse material (CSAM) on US users' devices. The technology will search for matches of known CSAM before the image is stored onto iCloud Photos. But there are concerns that the technology could be expanded and used by authoritarian governments to spy on its own citizens. WhatsApp head Will Cathcart called Apple's move "very concerning". Apple said that new versions of iOS and iPadOS - due to be released later this year - will have "new applications of cryptography to help limit the spread of CSAM online, while designing for user privacy". US saw a two-decade high in border crossings in July CNN | Priscilla Alvarez The Biden administration is facing a “serious challenge” at the US southern border, Homeland Security Secretary Alejandro Mayorkas said Thursday,
saying the US has encountered an “unprecedented” number of migrants illegally crossing the border. During a news conference in Brownsville, Texas, Mayorkas stressed the sharp increase of migrants arriving at the US-Mexico border, many of whom are fleeing deteriorating conditions in their home countries. In July, US Customs and Border Protection apprehended 212,672 people, up from June and amid some of the hottest summer weeks – when arrests usually dip – and of those, 95,788 individuals were expelled. Twenty- seven percent had previously tried to cross the border, Mayorkas said, acknowledging that a Trump-era policy that allows border authorities to turn migrants away has contributed to people trying to cross the border multiple times.
